Den nyliberala välfärdskommunen : En diskursanalys av den avbefolkande kommunen Hagfors / The neoliberal welfare municipality : A discourse analysis of the depopulating municipality Hagfors

Since the 1980’s there has been a neoliberal development in society and politics, especially inthe Western world, where the welfare state has taken a step back and new ideas such asmarket and privatisation has had a breakthrough within the public sphere. Under theneoliberal development there has been an ongoing urbanisation but also a depopulation inapproximately half of the Swedish municipalities. Municipalities, which can be understood asthe lengthened arm of the welfare state, which have been affected by depopulation hastherefore had it much more difficult fullfilling their welfare duties due to the negative effectsof depopulation. Despite structural population changes both growing and decreasingmunicipalities tend to strive for growth, something that is not one of the municipalities tasks.It can be understood as a part of a neoliberal context where a so called market based ideologycan be found among municipalities who’s trying to create growth through its place brand. Oneof the municipalities which has experienced a considerable depopulating development isHagfors kommun (municipality), a municipality which can also be understood as anillustrative example of a depopulating municipality. The purpose of this thesis is therefore toexamine if there is a tension between the municipality Hagfors as a welfare organ and aneoliberal hegemony in society, and if there has been a neoliberal development over time. Inorder to carry this thesis out a qualitative method is used with discourse analysis which stemsfrom Laclau’s and Mouffe’s discourse theory and selected terms suited for the thesis’ scopeand purpose. The material consists of developmental documents from Hagfors kommun. The analysis treats meaning-making and expression as something that can be understoodwithin a neoliberal discourse as well as a welfare discourse. The analysis is lead by especiallyLaclau’s and Mouffe’s discourse theoretical term hegemony and its sub-terms. It appearsfrom the analysis that a neoliberal discourse can be found and is incused in the documentsfrom both points in time, 2002 and current documents from 2017 and 2019, and that it hasgrown stronger. The municipality has gone from hegemonising its role as a welfare organ anda welfare discourse to hegemonising itself as a place brand and hence hegmonising aneoliberal discourse. The conclusion as to whether there was a tension between themunicipality as a welfare organ and neoliberalism is that since the municipality chooses tohegemonise itself as a place brand and a part of a neoliberal context in contrast to trying toadapt to the negative development and minimising its negative consequenses, there is atension between the municipality as a welfare organ and neoliberalism. / Sedan 1980-talet har det skett en nyliberal utveckling i samhället och politiken, framförallt ivästvärlden, där välfärdsstaten tagit ett steg tillbaka och nya idéer som marknad ochprivatisering har fått genomslag inom det offentliga. Under den nyliberala utvecklingen hardet pågått en urbanisering men också en avbefolkning för ungefär hälften av Sverigeskommuner. Kommuner, som kan förstås som välfärdsstatens förlängda arm, som drabbats avavbefolkning har därför fått det allt tuffare att fullgöra sitt välfärdsansvar med hänsyn tillavbefolkningens negativa effekter. Trots strukturella befolkningsförändringar tenderar bådeväxande och minskande kommuner att sträva efter tillväxt, något som egentligen inte ärkommunens uppgift. Det kan förstås som en del av en nyliberal kontext där en så kalladmarknadsbaserad ideologi återfinns bland kommuner som försöker skapa tillväxt genom sittplatsvarumärke. En av de kommuner som drabbats av en betydlig avbefolkning är Hagforskommun, en kommun som också kan förstås som ett illustrativt exempel av en avbefolkandekommun. Syftet med denna uppsats är därför att undersöka om det finns en spänning mellankommunen Hagfors som välfärdsorgan och en nyliberal hegemoni i samhället, och om detskett en nyliberal utveckling över tid. För att genomföra uppsatsen så används en kvalitativansats med diskursanalys som utgår ifrån Laclaus och Mouffes diskursteori och utvaldabegrepp lämpade för uppsatsens omfång och syfte. Materialet består av utvecklingsdokumentfrån Hagfors kommun. I analysen så behandlas meningsskapande och uttryck som kan förstås inom såväl en nyliberaldiskurs som en välfärdsdiskurs. Analysen vägleds av framförallt Laclaus och Mouffesdiskursteoretiska begreppet hegemoni och dess underbegrepp. Det framgår av analysen att detfinns en nyliberal diskurs i dokumenten från båda tidpunkter som präglar dem, 2002 ochaktuella dokument från 2017 och 2019, och som har förstärkts över tid. Kommunen har gåttfrån att hegemonisera sin roll som välfärdsorgan och en välfärdsdiskurs till att hegemoniserasig självt som ett platsvarumärke och därmed hegemonisera en nyliberal diskurs. Slutsatsenrörande om det fanns en spänning mellan kommunen som välfärdsorgan och nyliberalism äratt då kommunen väljer att hegemonisera sig själv som ett platsvarumärke och en del av ennyliberal kontext i motats till att försöka anpassa sig till den negativa utvecklingen ochminimera negativa konsekvenser utav den, så finns det en spänning mellan kommunen somvälfärdsorgan och nyliberalismen.

Jag vill bli något : En studie om unga vuxnas uppfattning om liv och framtid i en utflyttningsort / I want to become something : A study of perceptions of life and future amongst young adults in a out-migration town

Sverige centraliseras allt snabbare, idag är det mer än hälften av alla människor som bor i storstäderna. Denna urbanisering, med ungdomar och unga vuxna i spetsen, gör att kommuner, bland annat i Värmlands län, utarmas och kraftigt går ner i invånarantal. Syftet med den här studien är att fånga in upplevelser av de unga som går emot urbaniseringen och hittills har valt att bo kvar i en utflyttningsort. Fokus i studien ligger på upplevelser av liv på orten, möjligheter till framtid och hur de resonerar kring flytta/stanna-frågan. Studien bygger på intervjuer med fem personer mellan 18–29 år, som alla är uppväxta i och som idag bor i Hagfors kommun. Utsagor och berättelser från intervjupersonerna har sedan analyserats med hjälp av de teoretiska resonemangen gällande kulturell friställning, urbanism och referensgrupper. Resultatet visar att unga vuxna i Hagfors upplever att de trivs bra i Hagfors, men att de samtidigt uttrycker att de vill flytta från orten. Livet i Hagfors upplevs som stillsamt och tråkigt och därför vill de söka sig ut för att uppleva det utanför och bli någonting annat. Att stanna i Hagfors innebär för intervjupersonerna att man blir en tråkig person - en sån som nöjer sig. De unga vuxna jag har träffat vill inte uppfattas på det sättet utan uttrycker därför önskan om ett liv med fler möjligheter, något som de ser finns utanför Hagfors. De intervjupersoner som har bott utanför Hagfors men valt att flytta tillbaka kan dock med större säkerhet säga att de trivs i Hagfors och vill bo kvar. Jag menar att de har tillägnat sig kunskap om att gräset inte är grönare på andra sidan, och att den kunskapen legitimerar deras val att bo i Hagfors utan att ses som en sån som nöjer sig. / In Sweden, we become more and more centralized, and today it is more than half of the population living in the metropolitan areas. This urbanization, with young people and young adults at the forefront, makes municipalities, especially in the county of Värmland, depleted and drastically reduced in population. The purpose of this study is to capture the experiences of young adults who oppose urbanization and have chosen to stay in an out-migration town. The focus for the study is young adults’ experiences of life in these towns, their future opportunities and how they relate to the stay/move-question. The study is based on interviews with five people between 18-29 years, all of whom grew up and today live in Hagfors. The statements and stories of the interviewed have been analyzed in relation to the theoretical reasoning cultural release, urbanism and reference group. The result shows, among other things, that young adults in Hagfors like living in Hagfors, but at the same time expresses that they want to move. Life in Hagfors is perceived as calm and boring, and they feel that they should see something else, see other places, and become something else. Choosing to stay in Hagfors is to be perceived as a boring person - one who is “content”. The young adults I have met do not want to be perceived in that way, and expresses a dream for a life with more possibilities, something that they see as possible outside of Hagfors. The ones I´ve interviewed who have lived outside of Hagfors but have chosen to move back, they are more certain that they like Hagfors and the life they see is possible there. My opinion is that they’ve become aware of that the grass isn't greener on the other side of the pence, and that knowledge legitimizes their choice to live in Hagfors without being seen as someone who is “content”.

A Greying Society : How does Facebook communication facilitate successful ageing of older adults living in the rural municipality of Hagfors? / Ett åldrande samhälle : Hur bidrar kommunikation via Facebook till framgångsrikt åldrande hos äldre invånare i landsbygdskommunen Hagfors?

Older adults are increasingly using social networking sites such as Facebook to maintain social relationships. A growing body of literature indicates that frequent communication with family members and close friends influences successful ageing. Consequently, the purpose of this study is to establish the nature of the relationship between the impact of Facebook communication and successful ageing on older adults living in the rural municipality of Hagfors. This study defines an older adult as a person aged 55 years and above. Self-reported life-satisfaction, social engagement and social trust are used as indicators of successful ageing. Predictions about Facebook communication and successful ageing are tested by theories of socio-emotional selectivity and social capital. This is based on 15 semi-structured interviews conducted with older adults living in the municipality of Hagfors. The results indicate that having small social connections and frequently exchanging privately composed communication with family members and close friends promotes successful ageing. Facebook is found to be a potential source of social capital.

<p>The thesis explores the attitudes towards large carnivores as a resource for tourism in northern Värmland. The purpose is to study the carnivore issue and the problems of carnivore tourism from a geographical perspective in order to illustrate the differences and connections between different approaches to a controversial and a potential rural resource.</p><p>The empirical material is made up mainly of surveys and newspaper articles. Three actor groups were studied: the local community, tourism entrepreneurs, and visitors to carnivore information centers. The studies were underpinned by a two-pronged theoretical frame of reference, the first based on the concepts of place and landscape, the second on tourism as a concept and social phenomenon.</p><p>Carnivore tourism constituted only a small part of that published in the media about carnivores, which showed that the tourism-oriented perspective on carnivores has been accorded only minor status in the media.</p><p>The attitudes of the three actor groups towards carnivores and carnivore tourism differ. Attitudes among the local community were generally less favorable than among tourism entrepreneurs and visitors. The community perspective on carnivores and carnivore tourism may be regarded as a insider perspective strongly dominated by the “life place” perspective, one in which forest-oriented culture and practices enjoy strong status, particularly in the more peripheral parts of the geographical study area. Tourism entrepreneurs, who are an important link between the locals and visitors, generally had more positive attitudes, but the group as such was divided depending on the strength of local connections. Entrepreneurs with strong roots in the community had considerably more negative attitudes and usually saw no potential in carnivores as a resource for tourism. These entrepreneurs can be presumed to represent the life place perspective, while other entrepreneurs may be regarded as representing the “destination place” perspective. Visitors were the group with the most positive attitudes, even as they stood for a distinct outsider perspective. They had a keen interest in nature in general and carnivores in particular. Several factors had significant impact on the attitude towards carnivores and carnivore tourism, in particular the view on the naturalness of the wolf, that is, whether it had been reintroduced or had returned on its own, age, education, whether or not the person was a hunter, experience, and knowledge about large carnivores.</p>
