The experiences of female principals of school discipline

For many years the South African educational platform has been the target of international and national criticism for its apartheid ideals. Since 1994 the former Model C high school has endured a changing landscape characterised by the ideals of educational transformation. However, the current face of the former Model C high school has been marred by the challenge of learner ill-discipline. This research aimed to explore the challenges experienced by female principals in a former Model C high school. A literature review focussed on female leadership and school discipline through the lens of a theoretical framework based on the ethics of care and transformational leadership theories. Using a qualitative case study design, data were collected and analysed. The analysis revealed that school discipline was a major challenge to the principal personally and professionally, and to the school. The purpose of this study was to examine the role played by Development Support Groups (DSGs) in implementing the Integrated Quality Management System (IQMS) in the secondary schools of Circuit 03 of Libode district of Eastern Cape Province. The scope of research was restricted to three secondary schools in circuit 03. The research methodology was qualitative in which multiple case study strategy was employed. The sampling strategy was purposive sampling and it included principals, educators serving in DSG and educators who have been evaluated in the previous years. Data were collected through semi-structured interviews to get information from principals. Questionnaires with open ended questions were used to obtain information from educators serving in DSGs and educators who have been evaluated in the previous years. The findings of this study were that; the DSGs did not receive training that specifically explained their role. Timing is a problem in evaluation of educators as it is performed in the fourth term when educators are busy preparing for final examinations and planning for the next coming year. The infrastructure condition cripples the performance of DSGs. The interpretation of evaluation instruments for educators poses a challenge to DSGs. The awarding of scores by DSGs tends to be more subjective. DSGs mainly have to use their discretion in awarding scores. Analysis of information received from participants indicated that the role of DSGs in implementing IQMS could be improved with intensive training of DSGs on IQMS. Summative evaluation of educators has to be conducted in the third term as many activities take place in the fourth term. Learner performance has also to be a deciding factor in awarding educator scores. Subject advisors should form part of DSGs. This research is likely to benefit school principals, policy makers, educators and IQMS coordinators as it provides clarity on the role of DSGs in implementing IQMS. / Educational Management and Leadership / M. Managing teenage pregnancies at secondary schools in the Vhembe district, Limpopo province

Teenage pregnancy in South African schools poses a serious management and leadership challenge. Statistics from Statistics South Africa (2008) reflect the seriousness of this problem in all provinces wherein Mpumalanga, Northern Cape, Limpopo (where this study is situated) and Eastern Cape report high levels of early pregnancy. The main objective of this study was, therefore, to explore the challenges faced by the SMTs regarding teenage pregnancies at secondary schools in the Vhembe District in Limpopo province. A mixed methods approach was used to collect data from SMTs in schools that are located in Vhembe district. Questionnaires were distributed to the school management teams (SMTs) of different schools. In addition, qualitative data were collected through interviewing the SMTs. The study findings reflected that management of teenage pregnancy is still a problem at Vhembe District of Education despite the laws and policies that are in place. SMTs also felt that the issue of pregnant learners at schools should be left for medical experts to deal with them. The study recommends that there ought to be intervention programs including training of SMTs, SGBs and Educators regarding management of teenage pregnancy. / Educational Management and Leadership / M. Managing communication to strengthen educator-parent partnerships at selected public secondary schools in the Umbumbulu Circuit, KwaZulu-Natal

National legislation such as South African Schools Act, No. 84 of 1996 introduced important reforms impacting on school and parent communication. It mandated the establishment of school governing bodies in all schools to ensure that parents participate in their schools and to open an effective way of communication between educators and parents. However, the literature study established that in some schools, mostly the historically disadvantaged black schools, communication between educators and parents is still very poor and mostly ineffective. This study examined the role of the school principals in managing effective communication between educators and parents at schools to ensure that effective partnerships between educators and parents are achieved. A qualitative investigation in two public secondary schools in the Umbumbulu Circuit, KwaZulu-Natal was done. Data were gathered by means of in-depth interviews with the principals of each school, and focus group interviews with the educators and parents of each school and document analysis. The findings revealed the following: relationship between educators and parents is still very poor in some schools, the communication between educators and parents is still ineffective, there is still a lack of parental involvement in some schools, and most schools do not have policies on effective management of communication and comprehensive programmes on parental involvement. The study recommends that principals need to be empowered to effectively manage communication in their schools to ensure effective partnerships between educators and parents, and schools should design their own training programmes conducted by principals or specialists for parents on the importance of parental involvement in the education of their children. / Educational Leadership and Management / M. Designing an instructional leadership framework for underperforming secondary schools in the Free State Province

The challenge facing principals currently is to revisit their role to improve external examination results in the Republic of South Africa. Almost all schools in the Free State, in particular those in rural areas such as the Thabo Mofutsanyana Education District; the Xhariep Education District; part of the Motheo Education District (e.g. Botshabelo and Thaba-Nchu) and most urban areas, such as the Lejweleputswa Education District and the Fezile Dabi Education District, have schools which have had poor examination results for the past 20 years. To answer the challenges currently facing principals in the Free State, this research used a qualitative research framework and methodology to articulate research questions and arrive at constructive and instructive models to reveal and close the gaps between performing and underperforming secondary schools in the province. A particular group of principals was chosen, influenced by the performance and underperformance of their schools in the various education districts in the province. Research findings from unstructured interviews with doctoral candidates, and research on China, Finland and Singapore’s education systems with special reference to instructional leadership were conducted. The doctoral candidates’ ideas were confirmed by practical unstructured interviews with Sekgutlong and Beacon high school principals who visited Singapore with the MEC of the Free State Department of Education. In plenary and parallel encounters with principals of secondary schools in the Free State, it emerged that rote learning is prevalent in the Free State secondary schools. Therefore, was resolved by the majority of the principals that critical postmodern instructional leadership should be recommended as an instructional methodology to usher in critical thinking, innovation, creativity and self-reliance in Free State education. In addition, this will close the gap between performing and underperforming secondary schools. Finally, grounded postmodern instructional leadership as a leadership strategy will assist a contemporary secondary school learner’s generation to cope with the academic requirements of tertiary education. / Curriculum and Instructional Studies / D. The leadership role of the school principals in managing HIV/AIDS in secondary schools in the Stutterheim area, Eastern Cape Province

Education is a human basic right. The process of education and learning is the key to social, cultural and political participation, personal and community economic empowerment and national development. Human immunodeficiency virus and Acquired Deficiency Syndrome (HIV/AIDS) represent the largest single threat to this education process. In 2004, the estimated number of people living with HIV in the Eastern Cape Province was 828 993. HIV prevalence in the Eastern Cape showed an increase from 28% in 2004 to 29, 1% in 2005, which is comparative to the overall prevalence in South Africa. Based on the research findings, school principals need training to get knowledge, managerial and counseling skills and management strategies to write, implement and monitor a school HIV and AIDS policy and how to integrate HIV and AIDS education in curriculum in all grades. / Educational Leadership and Management / M. The alignment of the National Senior Certificate Examinations (November 2014 - March 2018) and the Curriculum and Assessment Policy Statement Grade 12 Physical Sciences : Physics (P1) in South Africa

The Department of Basic Education (DBE) has associated the poor pass rate in the National Senior Certificate (NSC) Grade 12 Physical Sciences examinations to the learners’ lack of practical skills and the inability of learners to solve problems by integrating knowledge from the different topics in Physical Sciences. The CAPS (Curriculum and Assessment Policy Statement) is central to the planning, organising and teaching of Physical Sciences. Even though more than a third of the learners achieved below 30% in the NSC Grade 12 Physical Sciences: Physics (P1) November 2017 examination, there was a lack of references made to the CAPS, rationalising the poor performance. A disjointed alignment between the CAPS and the P1 is a possible cause for the poor performance. Since there have been no previous studies that investigated the alignment between the CAPS and the P1, this study aims to fill that gap. This study used a positivist research paradigm and a case study research strategy. A purposive sampling procedure selected the CAPS Grades 10 – 12 Physical Sciences document; the Physical Sciences Examination Guidelines Grade 12 documents and the final and supplementary P1 examinations in the period starting November 2014 to March 2018 as the documents for analysis. A summative content analysis research technique was conducted using the Surveys of Enacted Curriculum (SEC) research method. The SEC method employed the use of the four topics of Grade 12 Physics and the four non-hierarchical levels of cognitive demand as described in the modified version of Bloom’s taxonomy. The physics topics included mechanics; waves, sound and light; electricity and magnetism; and optical phenomena. The cognitive demand levels included recall; comprehension; application and analysis; and synthesis and evaluation. This study found a 100 percent categorical coherence, a 67.3 percent balance of representation, a 79.4 percent cognitive complexity and an average Porter’s alignment index of 0.77 between the CAPS and the P1. The overall Cohen’s kappa for all the documents analysed was 0.88. The findings of this study indicate that the mechanics topic was under-emphasised whilst the application and analysis cognitive demand was over-emphasised in the P1. The CAPS and the P1 did not utilise the highest cognitive demand, synthesis and evaluation which may be interpreted as an environment that fosters lower order thinking. To change this environment of lower order thinking and simultaneously increase the alignment between the CAPS and the P1 this study recommends that firstly, the CAPS decreases the recall based content of the mechanics topic. Secondly, the CAPS and the P1 increase the synthesis and evaluation cognitive demand-based content at the expense of the recall cognitive demand-based content. Thirdly, the CAPS must include the content of the school-based physics practical assessments while decreasing the focus on physics definitions. The ultimate aim is an improvement in the pass rates of the NSC Grade 12 Physical Sciences examinations. / Science and Technology Education / M. Sc. Experiences of school stakeholders regarding secondary school leadership in schools found in Soutpansberg East Circuit, Limpopo province

This study sought to explore perspectives and experiences of leaders of secondary schools’ stakeholders on leadership. The experiences of parents and learners who are not necessarily leaders in schools about secondary schools leadership were also explored. Participants were afforded the opportunity to suggested strategies for leadership improvement in secondary schools. This study is underpinned by academic literature and the shared leadership theoretic framework. The study espoused a qualitative research methodology and used a case study approach as a research design. The study included secondary school principals, deputy principals, HODs, teachers, parents, SGB chairpersons, RCL presidents and learners. Semi-structured interview questions, focus group interview questions, notebook, a voice recording device and observation sheets were used as data collection tools. The findings showed that there is little-shared leadership in schools; principals do not share their leadership with their deputy principals where deputy principals are overshadowed by principals. SMTs drive their resolutions through teachers’ throats during staff meetings where teachers rubberstamp SMT decisions. RCLs are not recognised and in many cases, they are not part of SGBs. Leaders of stakeholders are encouraged to use the democratic leadership style, autocratic leadership style and laissez-faire leadership style. Principals of secondary schools should involve all stakeholders in decision making. Leaders of stakeholders should be workshopped by the principal and the Department of Education on shared leadership. There should be shared leadership in secondary schools. The following leadership styles should be upheld in secondary schools based on character traits which are; honesty, loyalty, kindness, and forgiveness. Leaders should also uphold democratic principles which are consultation, collective planning, collective accountability, debates and stakeholder involvement. / Educational Management and Leadership / M. Leadership strategies employed by secondary school management teams in managing teamwork in Tshwane North District schools

The study focused on the leadership strategies employed by secondary school management team (SMT) in managing teamwork in Tshwane North District schools. Apart from a literature review, the objective of this study was to explore leadership strategies employed by SMT in managing teamwork, and how it affects the overall school management and performance. The study was conducted in the purposefully sampled six secondary schools wherein 18 SMT members were interviewed and 100 questionnaires distributed to 10 randomly sampled schools from the population of 30 schools. The study adopted the mixed methods research and sought to unpack the leadership strategies SMT members employ to manage teamwork. Empirical findings elicited by this study are that the concept of leadership strategies is a positive development. The participants’ perception of leadership strategies is generally favourable and they welcome the development, though many argue that it is essentially nothing new. / Educational Leadership and Management / D. The probable implication of declaring schools as fee-paying and no-fee-paying on the secondary schools financial management in Soshanguve

The research centres on the degree to which the no-fee-paying policy is influencing the financial management of schools in Soshanguve. The no-fee-paying policy stems from the Education Laws Amendment Act 24 of 2005 according to which the levying of mandatory fees was abolished at public schools that are declared no-fee-paying institutions. The state funded these newly declared no-fee-paying schools in order to create greater access to quality education and to improve the educational resources and equipment in impoverished schools. According to the findings of this research, there is little or no financial management in the former underprivileged schools in Soshanguve. This lack of proper financial management in these schools appears to be due to the lack of capacity within both the schools and the school governing bodies themselves. In addition, there appears to be a lack of equality and equity between the formerly underprivileged schools and the advantaged schools. In the words of Fiske and Ladd (2004b:248), equality and equity seem to be elusive. Schools in the cities are still advantaged since the parents are paying fees and schools are managing their funds, while parents in the township schools (especially in Soshanguve) have been found to be unsupportive financially.
