On the design of fair environmental fiscal policies with workers heterogeneity : three essays in applied theory / Vers des politiques fiscales environnementales équitables au regard de l'hétérogénéité des travailleurs : trois essais en théorie appliquée

Cette thèse de doctorat étudie, dans un cadre théorique, l’incidence des politiques fiscales environnementales au regard de l’hétérogénéité des travailleurs. Elle analyse la construction de politiques fiscales en fonction de trois objectifs : réduire les émissions de pollution, améliorer l’efficacité, et réduire les inégalités. Cette thèse est constituée d’une introduction et de trois chapitres (articles académiques) qui chacun décline cette question sous différents aspects. Le premier chapitre s’intéresse aux choix éducatifs et analyse l’impact des taxes environnementales sur l’efficacité et l’équité au travers ces choix d’éducation. Le second chapitre se concentre sur l’impact des taxes environnementales dans un contexte d’imperfection du marché du travail (chômage involontaire frictionnel). Le troisième chapitre est consacré aux disparités régionales en matière de salaire, d’emploi et de préférence pour les biens polluants. / This Ph.D. dissertation studies the incidence of environmental taxation between heterogeneous workers. In a theoretical framework, it analyses the design of environmental fiscal policy in regards with three competing goals : reducing emissions, improving economic efficiency, and limiting economic inequality. It consists of an introduction and three chapters (essays), each of them focusing on a different aspect of the problem. The first chapter uses a model with endogenous education and looks at how environmental taxation can affect efficiency and equity through its effects on educational choices. The second chapter focuses on the impact of green taxes on inequalities and unemployment using a search-friction model. The third one deals with regional disparities in regards with unemployment, wages and preferences.

The first intends to develop a better understanding of how economies’ income distribution relates to pricing decisions of firms with market power. The goal is to identify variables that induce companies’ price changes looking to the demand side — instead of the more usual supply side explanations. It is an intuitive framework that allows bringing together otherwise con-flicting results of the empirical literature. The economy’s per-capita income, income share of buyers and companies’ market size (share of population that purchases their goods) are factors that determine their pricing behavior and help explaining patterns observed in reality. The second article is about countries’ decision to not repay their public debt. The focus, however, is on the relative scarcity of productive inputs that results from defaulting, and how easy it is to substitute among them. It is a different way of looking at the economic costs generated when governments miss to pay their debts. The environment built provides interesting results, as for example interest rate spreads that emerge by just changing inputs’ elasticity of substitution, without relying on differences in agents’ risk aversion. / Esta tese é composta por dois artigos em economia aplicada. O primeiro busca entender a maneira como a distribuição de renda de uma economia impacta a decisão de preços de firmas com poder de mercado. O objetivo é identificar, no lado da demanda, elementos que induzam mudanças na escolha de preços de empresas --- ao invés de explicações advindas do lado da oferta, mais usuais na literatura. É um arcabouço intuitivo e que permite conciliar resultados inicialmente conflitantes na literatura empírica que trata do mesmo assunto. A renda per-capita da economia, concetranção de renda dos compradores de um bem e o tamanho do mercado das empresas (fração da população que compra um bem) são fatores determinantes do preço e ajudam a explicar padrões observados no mundo real. O segundo artigo trata da decisão de default de países na gestão da sua dívida píblica. O foco, contudo, é na escassez de recursos produtivos em consequência do default e a facilidade com que se pode substituir esses insumos por outros. É uma proposta diferente de olhar para os custos economicos induzidos pelo não pagamento da dívida pública. O ambiente desenvolvido gera resultados interessantes, como spreads de juros apenas alterando a elasticidade de substituição dos insumos, sem recorrer a mudanças na aversão a risco dos agentes.

Le problème de l'efficacité énergétique dans le domaine des transports a comme principal défi savoir comment utiliser la source d'énergie pour que l'efficacité énergétique puisse être maximisée, c'est-à-dire comment le véhicule doit être conduit de telle sorte que la quantité minimale d’énergie est utilisée. Ce problème est le principal problème considéré dans cette thèse. Le véhicule est un prototype impliqué dans la course européenne Shell Eco-Marathon. La dynamique du véhicule est d'abord obtenu par l'identification expérimentale des paramètres. Une stratégie en boucle ouverte de conduite optimale en termes de consommation électrique est calculée. Plusieurs approches ont été étudiées pour le suivi de la référence optimale (stratégie de conduite optimale). Ces approches doivent prendre en compte les ressources limitées en taille mémoire et capacité de calcul. Une commande prédictive (MPC) basée sur la dynamique linéarisée est tout d'abord synthétisée. Le problème de poursuite nécessite une MPC avec contraintes variant dans le temps. La stabilité et la convergence de la commande prédictive sont prouvées à l'aide du formalisme des ensembles invariants. En troisième partie, à partie du modèle LPV, une adaptation de techniques standards basées sur des fonctions de Lyapunov quadratiques et à paramètres variants avec calculs hors-ligne est proposée. Elle est implémentée sur un banc de test. Enfin, une technique adaptative robuste avec identification en ligne de la dynamique est proposée et implémentée dans le véhicule. Cette technique a été testée et validée en course. Les résultats expérimentaux obtenus montrent de bonnes performances de la stratégie de conduite / In the field of transportation, the research on energy efficiency has been carried out for few decades by the automotive industry, where one of the main objectives is to reduce the energetic consumption. This particular problem can be rephrased as how the vehicle must be driven so that the minimum quantity of energy is used. This is the optimal driving strategy. In this project, a suitable model of the Vir'volt electric vehicle involved in the European Shell Eco-Marathon is obtained. The unknown parameters involved in the vehicle dynamics are estimated using Parameter identification from experimental data. The identified dynamics is used to derive an optimal driving strategy that is intended to be tracked on-line during the driving task. The tracking task is subject to time-varying polytopic constraint on the input and/or the state. A MPC-based tracking strategy that uses an homothetic transformation as a suitable time-varying invariant set is used. The time-varying invariant set guarantees the asymptotic stability of the control law. The problem of the MPC tracking for Linear Parametric Varying (LPV) systems is introduced. A new explicit MPC strategy for LPV systems is developed. This strategy uses a Parameter dependent Lyapunov Function (PDLF) to involve explicitly the time-varying parameter in the control law and so it reduces conservatism. A benchmark is used to test the performances of the optimal driving strategy and the explicit MPC tracking strategy. Finally, a robust adaptive technique with on-line identification of the dynamics is has been proposed and tested in the race showing good performances of the adaptive driving strategy
