Human Capital Development Strategies for the Tourism, Hospitality, and Leisure Industry

A shortage of skilled labor could cost the tourism, hospitality, and leisure industry (THL) a loss of $610 billion and 14 million jobs by 2024. The literature contains the contributions of specialist THL institutions but not that of the industry leaders to ameliorating this human capital (HC) challenge. The purpose of this multicase study was to explore the HC productivity strategies used by THL business leaders in Nigeria that improved employee productivity despite the lack of specialist THL institutions. The human capital theory (HCT) was the conceptual framework of the study. Coding of data derived from semistructured interviews with 3 THL industry leaders followed the modified Stevick-Colaizzi-Keen method. Triangulation of the interview data, site observations and company documents resulted in 5 strategy themes. The study indicated that recruiting persons with essential social capital, inducting them into high ethical standards, providing in-house training, motivating with reward and recognition, and adoption of affordable technologies are key industry strategies for THL HC development. The study findings can be adopted into THL organizations human resource management strategies and as input for training managers in the THL industry. The results of this study may contribute to social change by keeping more people gainfully engaged, increasing the dignity and prosperity of THL employees and their families, and reducing the undesirable effects of unemployment such as the high crime rate in southern Nigeria.

Essays on intergenerational income mobility, geographical mobility, and education

This thesis consists of an introductory part and the following four self-contained papers: In Paper [I] we analyze the implications of social identity and self-categorization for optimal redistributive income taxation. A two-type model is supplemented by an assumption that individuals select themselves into social categories, in which norms are formed and education effort choices partly depend on these norms. The results show, among other things, that externality correction by a welfarist government leads to an element of tax progression that serves to reduce the discrepancy between the effort norm and the actual effort chosen by low-productivity individuals in the high-effort group. Furthermore, if the preference for social identity is sufficiently strong, increased wage-inequality leads to higher social welfare through a relaxation of the selection constraint. It may thus be desirable to use publicly provided education to induce more wage-inequality, even if higher wage-inequality increases the intrinsic utility of a potential mimicker. In Paper [II] I employ high quality register data to present new facts about income mobility in Sweden. The focus of the paper is regional differences in mobility, using a novel approach based on a multilevel model. This method is well-suited when regions differ greatly in population size as is the case in Sweden. The maximum likelihood estimates are substantially more precise than those obtained by running separate OLS regressions. I find small regional differences in income mobility when measured in relative terms. Regional differences are large when adopting an absolute measure and focusing on children with below-median parent income. On the national level I find that the association between parent and child income ranks has decreased over time, implying increased mobility. In Paper [III] I study the long term effects of inter-municipal moving during childhood on income using Swedish register data. Due to the richness of the data I am able to control for important sources of selection into moving, such as parent separation, parents' unemployment, education, long run income, and immigration background. I find that children's long run incomes are significantly negatively affected by moving during childhood, and the effect is larger for those who move more often. For children who move once, I also estimate the effect of the timing and the quality of the move. I measure the quality of each neighborhood based on the adult outcomes for individuals who never move. The quality of a move is defined as the difference in quality between the origin and the destination. Given that a family moves, I find that the negative effect of childhood moving on adult income is increasing in age at move. Children benefit economically from the quality of the region they move to only if they move before age 12 (sons) and age 16 (daughters). In Paper [IV] I study the bias of IGE estimates for different missing-data scenarios based on simulated income processes. Using an income process from the income dynamics and risks literature to generate two linked generations’ complete income histories, I use Monte Carlo methods to study the relationship between available data patterns and the bias of the IGE. I find that the traditional approach using the average of the typically available log income observations leads to IGE estimates that are around 40 percent too small. Moreover, I show that the attenuation bias is not reduced by averaging over many father income observations. Using just one income observation for each generation at the optimal age (as discussed in the paper) or using weighted instead of unweighted averages can reduce the bias. In addition, the rank-rank slope is found to be clearly less sensitive to missing data.

The impact of a performance management system on service delivery in the City of Johannesburg Metropolitan Municipality / Patrick Qena Radebe

Performance management is a process through which employees‟ performance is evaluated in order to reward such performance that meets the required standards, and to develop employees who fail to attain the required expectations. The overall organisational performance hinges on the effectiveness with which a performance management system is developed and implemented. The current study focuses on the extent to which performance management is effectively developed and implemented at the City of Johannesburg Metropolitan Municipality and the correlation that this has with service delivery. To achieve this objective a number of research questions and objectives were posed and formulated in chapter one. The hypotheses for the study are: a well-designed performance management system with well thought out practices and procedures can improve the delivery of services in the City of Johannesburg; and a well-designed performance management system with well thought out practices and procedures cannot improve the delivery of services in the City of Johannesburg. In order to validate the hypotheses, the structured questionnaires on the performance management system and service delivery were compiled. A questionnaire for employees consisted of close-ended questionnaire statements and open-ended questions. Another questionnaire with only close-ended questionnaire statements was issued to residents to elicit responses on service delivery by the City of Johannesburg. Frequency analysis, which lends itself to correlation analysis, of employees‟ responses and residents‟ feedback was conducted. The correlation analysis between employees‟ responses to performance management system and residents‟ responses to service delivery was conducted using the Pearson Correlation. The findings of the study are: Growth and Development Strategy and the Integrated Development Plan (IDP) are not adhered to in the daily operations in the municipality. Managers and subordinates set objectives jointly but are, however, not participants in the evaluation of the municipality’s performance. The employees of the municipality are aware of the existence of the performance management system but it is applied only to more senior officials. Employees and managers are not involved in the evaluation of the municipality‟s performance. Training does not capacitate employees to work effectively with the Balanced Scorecard. The information technology architecture is not supportive of the implementation of the performance management system. Key performance areas were found to lack uniformity in the municipality and therefore created „silos‟ in the municipality. The key performance indicators are developed without the involvement of the communities, including employees, especially at the lower level of management. The critical success factors are understood by employees and are linked to major tasks and job responsibilities. Tax and rates accounts are issued in time. Tax and rates accounts are inaccurate. The municipality does not maintain street lights regularly. The municipality does not maintain sewage systems regularly. There is no relationship between the performance management system and service delivery. Rethinking civil service human capital in a developing context : a capability development perspective

In recent years, a research consensus has coalesced around the notion that human capital development and an efficient public service are critically important determinants of societal transformation, especially in sub-Saharan Africa (SSA). However, there is no similarly wide agreement on how to systematically drive improvements in the quality of a nation's human capital or its public service. This thesis contributes to this debate and adds to the literature on strategies for effective civil service human capital development and management in a developing context. Specifically, the study interrogates and explores the experience of a developing country - Nigeria, to illustrate the dynamics of a typical civil service human capital and capability development (CD) strategy. I critically examine the social and relational complexities of the policy process and how dominant neo-liberal logic is constituted, forming part of the metanarrative in state identities that perpetuate unequal power relations, elite interests, and ineffective institutional arrangements. Influenced by post structural and social constructivist philosophies, the research challenges the dominant neo-liberal orthodoxy on human capital. In this regard and utilising a case study approach, the study critically explores and reveals how the standards for human capital development are negotiated in the Nigerian federal civil service (NFCS), and examines the discourses and practices they produce. I utilise the sociology of knowledge approach to discourse (SKAD) as well as policy documents and semi-structured interviews with senior policy planners, to capture the nuanced realities and everyday meanings that are lost in dominant metanarratives of civil service human capital reforms in SSA. These explorations are positioned within the broader development debates about the need to adopt social constructivist research frames to better understand contextual issues in the capability development (CD) process. The research findings indicate that while most reform programmes in the NFCS have been captivated by the capacity development and service delivery rhetoric, the complex interplay between the dearth of human capabilities and the politicisation of the implementation process means that the impact of such policies have been very minimal. The study reveals that the relational complexities between policy agents have been engendered largely by the nature of Nigeria's political economy, which appears to have produced dynamic and interweaving unequal power relations that have helped constitute discourses centred on institutional inefficiencies, including: 'patronage', 'intense rent-seeking', and 'personalisation' of the policy process that are currently ongoing. These discourses are actively navigated, produced and reproduced according to Nigeria's social and political contexts. I argue that this socially constituted and re-constituted locale creates a complex and uniquely challenging context for reforms, such that developing civil service capacities has become a major challenge, because 'reform' policies tend to serve the interests of a few powerful elites, who are bent on maintaining the status quo. The thesis makes key recommendations that recognise these challenges and provides policy options and a framework to help the Nigerian federal service embark upon a capability development initiative that will help improve the efficiency of the Service and lead to accelerated national development.

Implementing Total Quality Management Philosophy through Human Capital Development: An Exploratory Study of Selected Ready-Made Garment Establishments in Bangladesh

The significance of human capital development (HCD) from an organizational perspective is adequately reflected in the extant literature; however, its inherent connection with total quality management (TQM) philosophy is yet to be investigated. Hence, this study intends to explore the role of HCD in implementing TQM philosophy and to develop a comprehensive HCD framework in this respect. The labor-intensive Bangladesh ready-made garment sector is used as the research site since the phenomenon under inquiry is not readily evident in the chosen setting. The interpretivist worldview is espoused in this exploratory research to accomplish the research aim. Correspondingly, an inductive approach followed by a qualitative multiple case study methodology is adopted. Five (5) RMG establishments are purposively selected as case organizations. Thirty (30) in-depth interviews (6 from each case organization) are conducted, using the semi-structured interview technique to generate rich and thick primary data. Reflexive thematic analysis is manually performed to analyze the interview transcripts. Findings imply that HCD engenders three major effects: reduced costs of operations, improved product quality, and on-time shipment. Thereby HCD ensures greater customer satisfaction and loyalty, which is the essence of TQM philosophy. Empirical evidence specifically suggests that HCD can contribute to TQM implementation by empowering employees to reliably participate in problem solving and decision-making, innovatively perform tasks, and effectively accomplish appropriate changes in work processes and procedures. This study contributes to the knowledge by evidencing the fact that an HCD framework integrating both learning and healthcare interventions has an explicitly positive nexus with TQM philosophy. / Commonwealth Scholarship Commission in the UK

Unconditional cash transfers to single mothers effective for child education? – Using a historical policy experiment

In this thesis, I examine whether unconditional cash transfers to poor femaleheaded households have an effect on children’s educational attainment. Using a historical Swedish child allowance policy that targeted unconditional cash transfers to widow mothers with an income below a poverty threshold, I lay out a credible identification strategy, to test the hypothesis with a regression kink design. The results, although statistically underpowered and thus to be taken with a pinch of salt, point towards that cash transfers at the extensive margin increased the probability of continuing school another year to eighth grade. While this tendency can not alone be interpreted causally, the method developed can be extended in future work. With the collection and matching of two uniquely rich micro datasets tracking individuals over their life trajectory, combined with this natural experiment setting, my study contributes to building the path to understanding the link between cash transfers and human capital development in childhood. Ultimately, it could add to the policy guidance literature.

Investigating the link between government expenditure on education and education attainment

Submitted in fulfillment of the requirements of (the qualification as per the PG2 form), Human Resource Management, Durban, University of Technology, Durban, South Africa, 2017. / This study evaluated the effect of government expenditure on education attainment in South Africa by assessing the effect of the amount spent by government on education from 1980 to 2014 on human capital development. The study is centred around two objectives: (1) to analyse the effect of government expenditure on education attainment; and (2) to investigate the effect of education attainment on human development. Human capital development was measured using Gross Enrolment Ratio for secondary school, supplied by the South African Reserve Bank. Data on government expenditure on human capital was acquired from the Treasury database. The study draws from the human capital theoretical framework in explaining the effect of education expenditure on human capital development. The findings of the study showed that there is a positive relationship between human capital development and government expenditure. These findings showed a strong relationship between government expenditure and gross enrolment ratio at 99 % confidence interval (p< 0,0001). The theory of human capital is thus confirmed with these findings. / M

Focus schools and vocational education in the Western Cape

Thesis (MEd)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The main goal of this thesis was to better understand the role and function of the focus schools project in the Western Cape, to explore the reasons for their emergence in 2006, and to locate the policy initiative within historical and policy developments around vocationalism in the province. The study focused in particular on how one focus school experienced the roll-out of this policy decision, what the impressions of the learners and educators at a case study school were, and also how officials attached to the Western Cape Education Department described the emergence and implementation of the policy. Further goals of the study were to contextualize the policy process that led to this form of provision, and to conceptualise how this fitted in with educational development issues in the province. A brief backdrop of historical developments and its role in the education of communities in the Western Cape, particularly the coloured community, was provided to contextualize the policy initiative. The main contribution of the thesis is its description and analysis of policy documents and the viewpoints of a range of people connected to a new provincial initiative, focus schools, with regard to what a focus school is meant to achieve and how it is experienced. Data was collected by studying a range of unpublished policy documents, and to link these to interviews conducted with departmental and district officials, educators, learners, and one principal in relation to one case study school. The study showed that focus schools were regarded mainly as a form of vocational education provision to accommodate the desire of the Western Cape economy for intermediate skills in the mid-2000s. It illustrated how the focus school band has run its own unique course within educational structures since 2006, and highlighted how they have fulfilled their goal of getting more learners from historically disadvantaged communities into further study or into positions that better serve the needs of the local economy. The thesis suggested that the policy focus of getting learners into higher education seemed misguided and contrary to the goals of vocational education provision. This policy confusion was further highlighted by learners interviewed in the study who noted that they would have preferred to follow a more academically-based path. Few believed they could either get to university (as claimed by policy officials) or into a viable employment poisition by following a vocational route at school. / AFRIKAANSE OPSOMMING: Die hoofdoel van die tesis was om ´n beter begrip van die rol en funksie van die fokusskool-projek in die Wes-Kaap te verkry, die redes vir die ontstaan van hierdie skole in die jaar, 2006 te ondersoek, asook om die beleids-inisiatief binne die historiese en beleidsontwikkeling rondom beroepsonderwys (vocationalism) in die provinsie na te speur. Die navorsing konsentreer hoofsaaklik op hoe een fokusskool die implementering van die beleidsbesluit ervaar, en in hoe ´n mate die leerders en die opvoeders verbonde aan die gevallestudie-skool die onderwysvoorsiening beleef. ´n Gedeelte van die ondersoek gee ook die sieninge van sleutelpersone in die Wes-Kaapse Onderwysdepartement weer. Die verwarring wat deur die beleid veroorsaak was, was verder belig deur die leerders wat onderhoude mee gevoer was. Die leerders se mening is dat hulle liefs verkies om die meer akademiese-gebaseerde weg te volg. Min van hulle het geglo dat hul weg oop is na hoër onderwys soos wat amptenare van die Wes-Kaapse Onderwysdepartement beweer of dat beroepsmoontlikhede daar is nadat hy beroepsonderwys in fokusskole gevolg het.
