This article introduces a simple application of contest theory that neatly captures how Boulding’s ‘loss of strength gradient’ determines the geographic extent of territory. We focus on the ‘supply side’ of territorial conflict, showing how the costs of initiating and escalating conflict over spatially dispersed resources shape the nature and scope of territory. We show that economies of scale in the production of violence and varying costs of projecting power at a distance combine to affect the intensive and extensive margins of conflict, and ultimately the geographic distribution of territory. Comparative statics analysis shows how the distribution of conflict and territory change as costs change, helping shed light on, for example, why new transportation technologies have historically led to a redrawing of territorial boundaries. We test and probe the boundaries of this model in two experiments varying the marginal costs of conflict over space and the fixed costs of entry. Increases in both costs interact to increase the probability of exclusive territories. The first experiment directly tests the theory in a static, one-shot setting that strictly matches the information conditions studied in the theory. The second experiment examines conflict behavior under conditions analogous to those in conflicts outside the lab: where no contestant knows the probability of winning, let alone the function determining that probability, and parties interact repeatedly. Median behavior closely tracks equilibrium predictions in all treatments.

Autonome sind gewaltbereite Linksextremisten, die in einer Mischung aus anarchistischer Herrschaftsablehnung und revolutionärem Utopismus die freiheitliche Ordnung in Deutschland ablehnen. In ihren schriftlichen Äußerungen polemisieren sie gegen den Staat und rufen zu Straftaten auf. Identitätsstiftend sind gewalttätige Aktionen gegen all jene, von denen sie annehmen, dass sie autonomen Zielen entgegenstehen. Die zivilisatorische Errungenschaft friedlichen Zusammenlebens ist für sie kein Maßstab. Sie erheben den Anspruch, gewalttätig nach eigenen Maßstäben vorzugehen. Dominierend ist eine ausgeprägte Feindorientierung, die für Differenzierungen keinen Raum lässt und zugleich die Welt – typisch für alle extremistischen Spielarten – in Gut und Böse einteilt. On the evening of the 24th of March, 1999, the first air strikes hit multiple targets in the Federal Republic of Yugoslavia. The “Operation Allied Force” had begun. The air raids lasted for 78 days. The Milošević regime used the “state of exception” (Agamben 2004) to further and deepen its own propagandistic imperatives of national unity and to advertise the necessity of the “war of defence” within the nation. The state started to offer a wide range of events that not only entertained its citizens but also created forums for them to meet and to “unite” against the enemy. Beyond the state-prescribed cultural events, numerous efforts sprang up throughout the city to maintain a social and cultural life. This paper will tell of the diverse ways in which the people of Belgrade spent their time between and during the air raids.

Der Beitrag untersucht anhand der Verfassungen, inwieweit die Institutionenpolitik in Ostdeutschland mit der Einführung der Institutionen abgeschlossen war. Er zeigt, dass die Verfassungen häufig geändert wurden, gibt einen Überblick über die ähnlichen Materien und Gründe dieser Änderungen sowie über die Verfassungsdynamik jenseits des Verfassungstextes. Der Beitrag argumentiert, dass die Verfassungspolitik und Verfassungsauslegung in den neuen Ländern Integrationsdefizite der Bundesebene kompensieren kann und sondiert die Mechanismen dieses Ausgleichs. Da die Einbettung in den bundesdeutschen Föderalismus ihre Risiken abmildert, könnten die Freiräume für integrationsförderliche politisch-institutionelle Experimente stärker genutzt werden.

Dieses will ich im folgenden in der Form eines Versuchs tun, die politische Äquivozität der Gestalten der Gewalt zu erklären, und im Gegenzug die Äquivozität der Politik, sobald sie mit Gewalt konfrontiert wird.

Die Arbeit stellt die Tätigkeit des Sächsischen Landtages in den ersten beiden Wahlperioden (1990-1999) dar. Die Darstellung konzentriert sich auf die 4 Schwerpunkte: "Herstellung der Arbeitsfähigkeit", "Aufarbeitung der Vergangenheit", "Parlamentarische Kontrolle" und "Fragerecht der Abgeordneten und Informationspflicht der Staatsregierung". Die Tätigkeit der sächsischen Parlamentarier unterschied sich vor allem in der 1. Wahlperiode deutlich von ihren westdeutschen Kollegen. Zum einen durch umfassende legislative Arbeit und zum anderen, durch den Versuch, mit parlamentarischen Mitteln die Vergangenheit aufzuarbeiten. Auch in Bezug auf das soziale und politische Profil der Abgeordneten unterschied sich der Sächsische Landtag von den Parlamenten der alten Bundesländer. Etwa die Hälfte aller späteren Abgeordneten begann die politische Laufbahn erst im Herbst 1989. Mit dem Landtag der zweiten Wahlperiode erfolgte zwar eine zunehmende Professionalisierung, dennoch bleiben Besonderheiten im politischen Profil bestehen. Das Selbstbild der befragten Abgeordneten entsprach dem eines bürgernahen Volksvertreters, der trotz der hohen Belastungen durch das Mandat ein positives Rollenverständnis bis hin zur Idealisierung seines politischen Berufes hatte. / The work shows the activity of the Saxon Parliament in the first both electoral periods (in 1990-1999). The representation concentrates upon 4 main focuses: Production of the working ability, frocening of the past, parliamentary control and questioner-really and duty of information of the state government. The activity of the Saxon parliamentarians differed, above all, in the 1st electoral period clearly from her west-german colleagues: on the one hand, by comprehensive legislative work and on the other hand by the attempt to work of the past with parliamentary means. Also in relation on the social and political profil the Saxon Parliament differed from the parliaments of the federal states. Possibly half of all later representatives began the political career only in autumn 1989. Indeed with the parliament of the second electoral period an increasing political professionalization occured specific features still continend in the political profile. The self-image of the questioned Saxon representatives corresponded to that of a popular reprensentative of the people, in spite of the high charges by the mandate a positive image up to idealisation of his political profession.
