Based on the latest concepts of economics, this study is aimed at the adjustment of the Kaohsiung district change. At the same time, it analyzes the change system on the basis of formal limitation, informal limitation and administration.
Kaohsiung City Government was established on Nov. 8 1944. Continuing using under Japanese settlement, Kaohsiung city was separated by districts. There were many Lis under a district. A Li is the basic organization. Kaohsiung city was raised to a special municipality on July 1 1979, edited by Yencheng, Gushan, Zuoying, Nanzih, Sanmin,, Sinsing, Cianjin, Lingya, Cianjhen, Cijin and Siaogang District.
Because of the development of economy, the population of Kaohsiung was increased quickly. Due to geographical, economic, and historical factors, the population gap among districts will not be filled up. The adjustment of the district change has to be done without delay. This adjustment has to consider the political fair principle to raise administration efficiency and allotment of district resources reasonably. As the city government, he could not bring up a suitable adjustable project without the research of distribution of population and vision of area development. But this project has to get an approval from the city council to execute. However, councilmen just focus on their personal interests. They seldom play a role faithfully in the city council. This is the reason why the system could not be changed smoothly.
The adjustment of district change has a great influence on reducing the finance of city government, strengthening the service for people and distributing the district resource. Kaohsiung city government has to proceed to this project speedily. What is the best public policy? It depends. Through the process of communication, conviction, debate and negotiation, getting the approval from the city council, we could promote all social benefits

Morphological themes of informal housing in Colonias: impacts of sociocultural identity on Webb County housing formMohamed Kamal El Sayed Ibrahim, Azza 30 October 2006 (has links)
Informal settlements are a form of housing found in many parts of the world. Self-help housing in
informal settlements has different influences that are denoted in the customs and preferences of the
residents, which in turn, are reflected on the elements of house exteriors as well as its interior. Colonias in
the U.S-Mexico border region are a model of informal settlements. The purpose of this study is to analyze
the social and cultural influences on housing fronts in Webb County Colonias. The study focuses on
investigating traditional features, vernacular forms, building rituals, and social features as they relate to the
morphology of house fronts and their production. The housing model of Geddes and Bertalanffy explained
by Turner (1972) was the premise of establishing the argument of this study. A mixed-method approach
was used in data gathering from the following three Colonias: Los Altos, Larga Vista, and Rio Bravo.
Utilized methods included image-based research through systematic random sampling of housing fronts in
the Colonias, as well as a group-administered structured survey distributed during community monthly
gathering for food distribution. The development of the research process and methodology incorporated
the input of the local community and local leaders and volunteers assisted in its implementation.
The study concluded that past and present experiences of Colonias residents have intense impacts on
different aspects contributing to the themes comprising the morphology of Colonias housing fronts.
A classical pattern of migration as well as maintained contact and continuous dialogue between residents
and their kin were found to result in preserving the inherent native culture of the Coloniasâ residents and
can thus be considered as core elements. This preservation of native culture was indicated by utilization
of semi-private space, traditional roof forms, privacy and security elements, and building rituals. The
study also identified additional secondary modified elements, represented by the lack of gates utilization as a measure of security. These core and modified elements coincide with the Geddes and Bertalanffy model
and therefore it can be deduced that this model can be applied in the case of the Colonias.

Neste processo, o setor informal tornou-se uma das principais faces dessas novas configurações. Tal setor apresenta-se de maneira múltipla; assim, optamos por trabalhar com o conceito de informalidade, que pode ser entendida como a combinação de atividades informais tradicionais com novas formas de trabalho precário. Entendendo o trabalho como portador da identidade, já que é por meio dele que se torna possível articular uma compreensão de si diante do mundo, e frente ao processo de transformação por que vêm passando as formas de trabalho, vimos como necessário buscar novas articulações entre as categorias identidade e trabalho, nesta direção desenvolvemos esta pesquisa, na qual utilizamos a entrevista semi-estruturada como instrumento de coleta de dados. Entrevistamos sete trabalhadores que desenvolvem suas atividades em situação de informalidade em Florianópolis -SC. A análise de conteúdo foi a ferramenta utilizada para trabalharmos com os dados encontrados. Após a análise, constatamos que a informalidade é uma opção dos participantes e não uma falta de opção. Eles vêem nesta realidade possibilidades de maiores ganhos e melhores condições de trabalho, mas trazem a dificuldade de custear os encargos trabalhistas e a incerteza de manutenção da renda como empecilhos. As características de trabalho oferecidas pela informalidade são tidas como aspectos que diferenciam os entrevistados dos trabalhadores do mercado formal e com as quais se identificam e se reconhecem. Frente às diferentes possibilidades de identificação no mundo do trabalho, fica a necessidade de a Psicologia, como campo de saber, voltar seu foco para esta realidade e nos trazer meios para continuarmos pensando e lidando com os sujeitos do trabalho.

This study focuses on the situational analysis of the informal sector in the three major cities in Malawi. An extensive literature study was undertaken to understand the origin of the informal sector and how it has grown in the business environment to which it is exposed in Malawi. This understanding was essential because it formed the basis for conducting the whole research. A sample of four respondent groups, namely government officials, industry representatives, the shop owners and the informal sector participants themselves was drawn, and personal interviews conducted. The purpose of the interviews of the first three respondent groups was to discover their perception of the informal sector in Malawi. This perception was vital for it was clear that these groups influenced government policies much more than the populace. The informal sector participants themselves were interviewed to learn how the informal sector operated, its scope and benefits, why it was growing and how successful it was in the three major cities of Malawi. The results show that there were mixed feelings among the people in each of the four respondent groups. Although many of the government officials were positive, mainly because the President of Malawi and other politicians promote the informal sector publicly, they still believe there is a need to control the sector's operations. The industries and shops that benefit from the informal sector are positive while the others are not. More than 80 percent of the informal sector participants are making a comfortable livelihood through their activities. The lack of employment and the desire to survive were found to be the two issues that enhance the growth of the informal sector in Malawi. The participants could further expand their activities if suitable loans were made available. A coordinating organization within this sector has emerged and is controlling the sector's activities.
