Formação de uma infraestrutura de informação para telerradiologia: uma série de estudos de caso baseados na teoria de projeto para complexidade dinâmica

Teleradiology and local solutions for distribution of medical images are evidences of such technological developments. However, it is not known the existence of an infrastructure for teleradiology with characteristics of the so called Information Infrastructures (II), such as: capacity for dynamic organization, built by a growing and heterogeneous technical and social elements with high levels of adaptation and variation, and also holding decentralized and episodic control, that can evolve unbounded and under various conditions. Such infrastructure, if applied to local and global solutions for teleradiology, favors the emergence of a public social space for radiology practices, breaking down the boundaries between the local and the global. This work aims to understand what obstacles hinder the formation of such an information infrastructure. For this, we used the design theory for dynamic complexity (DTDC) in information infrastructure, based on the theory of complex adaptive systems (CAS), as the main reference in the investigation of a series of case studies in teleradiology. To achieve this goal, a study was conducted based on empirical descriptions of solutions for teleradiology, seeking for evidence in each case, resulting in a compiled set of knowledge qualities, shortcomings and obstacles mapped to a set of design rules of the DTDC. The result of this investigation shows the technical and social disability around the adaptability as a major factor to hinder the expansion of teleradiology and hence the formation of an information infrastructure. Finally, it was concluded that despite the growing number of solutions for teleradiology, it was not observed an II for teleradiology; and that the key to the formation of such an II is designing to enable the maximum sociotechnical flexibility, i.e., the ability to adapt continuously with high level of independence between the elements and able to deal with diverse social and technical contexts. / A evolução tecnológica tem fornecido uma variedade de ferramentas que quando integradas favorecem o surgimento de soluções de tecnologia da informação e, consequentemente, o aparecimento de novas infraestruturas, embora haja um crescimento na complexidade dessas soluções. A telerradiologia e as soluções locais para distribuição de imagens médicas são evidências dessa evolução tecnológica. Apesar disso, ainda não se observou uma infraestrutura para teleradiologia com características das denominadas infraestruturas de informação (II), a saber: capacidade de organização dinâmica, constituída por uma quantidade crescente e heterogênea de elementos técnicos e sociais, com elevados níveis de adaptação e variação de componentes, possuindo ainda controle descentralizado e episódico e que evolui de forma não limitada e sob condições diversas. Tais infraestruturas, se aplicadas a soluções locais e globais para telerradiologia, favoreceriam o aparecimento de um espaço social público para práticas radiológicas, derrubando as fronteiras entre o local e o global. O objetivo desse trabalho é buscar compreender quais obstáculos dificultam a formação de tal II. Para isso, utilizou-se a teoria de projeto para complexidade dinâmica (TPCD) em infraestrutura de informação, baseada na teoria dos sistemas adaptativos complexos (SAC), como referência principal na investigação de uma série de estudos de caso em telerradiologia. Para alcançar tal objetivo, foi realizada uma pesquisa baseada em descrições empíricas de soluções para telerradiologia, buscando evidências em cada caso, resultando em um conjunto compilado de conhecimento acerca de qualidades, deficiências e obstáculos mapeados para o conjunto de regras de projeto da TPCD. O resultado dessa investigação evidencia a deficiência técnica e social em torno da capacidade de adaptação como um importante fator para dificultar a expansão da telerradiologia e, consequentemente, a formação de uma infraestrutura de informação. Finalmente, concluiu-se que, apesar da crescente quantidade de soluções para telerradiologia, não foi possível observar tal II; e que a chave para a formação desta II está em projetar visando a máxima flexibilidade sociotécnica, isto é, a capacidade de adaptação, de modo contínuo, com alto nível de independência entre os elementos constituintes e a capacidade de lidar com contextos sociais e técnicos diversificados.

Diversos fatores levam ao crescimento do número de cooperações entre empresas. Dentre estes podem ser destacados: o rápido desenvolvimento de novas tecnologias de informação e a tendência das empresas concentrarem-se em suas competências essenciais, procurando tornarem-se ágeis para sobreviverem no competitivo mercado atual. Neste cenário, Empresas Virtuais (EVs) constituem uma apropriada alternativa e vantagem competitiva para Pequenas e Médias Empresas (PMEs). EVs podem ser formadas dentro de Organizações Virtuais (OVs), que são redes de potenciais parceiros (empresas). Entretanto, através de uma utilização sistemática de modernas tecnologias de informação, as EVs se tornam mais viáveis economicamente, devido a uma significativa redução nos custos de transação. Diante desta alternativa, propõe-se um ambiente cooperativo suportado por computador que possibilite e otimize a participação de PMEs em OVs. Como ambiente entende-se aqui as soluções técnicas de suporte computacional (ou infra-estrutura de informação), que devem apoiar a participação de PMEs nos processos de trabalho cooperativo do ambiente distribuído de uma OV. As questões humanas e organizacionais que as PMEs devem atender para participarem em OVs são, também, abordadas por este trabalho, não constituindo, porém, o foco principal da pesquisa. Por fim, apresenta-se um cenário de exemplificação do ambiente proposto. / Many factors bring the increase in the number of co-operations among enterprises. Among them, it can be addressed: the quick development of new information technologies and the enterprises tendency to concentrate on their core competencies, aiming to became agile to survive in the competitive actual market. In this context, Virtual Enterprises (VE) are an appropriate alternative and competitive advantage to Small and Medium Enterprises (SMEs). VEs can be formed inside Virtual Organisations (VOs), which are networks of potential partners (enterprises). However, VEs become more feasible by means of a systematic use of modern information technologies, due to a significant reduction on transaction costs. Considering this alternative a co-operative environment supported by computer is proposed, in order to enable and optimise the participation of SMEs in VOs. Here, environment is understood as technical solutions of computer support (or information infra-structure), which must sustain the participation of SMEs in the co-operative work processes of the distributed environment of a VO. The human and organisational aspects which the SMEs should meet to participate in VOs, are also approached by this project, nevertheless, they are not the main focus of the research. In the end, an exemplification scenario of the proposed environment is presented.

Discute o papel de modelador de tais dispositivos demonstrando por um lado sua limitação na avaliação do funcionamento completo das infra-estruturas, e por outro lado o seu potencial em nela intervir através da inscrição que realiza influenciando os sistemas que cria. / This dissertation presents an exploratory study of some dimensions of the concept of infrastructure in the Brazilian Science and Technology management scenario. It seeks to rebuild this concept as a political artifact of convergence of sociotechnical network actors to categories of information systems. These systems integrate the information infrastructure and go across their own social functionality in the process of constructing a social world, a community of practice, a reality which is different from the real world. This dissertation demonstrates the limits of the infrastructure and rebuilds the role of knowledge organization in the Science and Technology management and offers an exploratory methodology which extracts a discourse for the Science Information area, which is represented by the scientists community through the analysis of the scientific production analysis at one of the most important scientific events of Information Science (ENANCIB) and by the Governance through the analysis of the Tabela de Áreas do Conhecimento (TAC) from CNPq. The dissertation confronts both discourses extracted in the search of an identity between organization projects concluding that there is a lot of questioning about organization showing that intention in the representation, as said by Le Moigne and Caraça, should be considered in the elaboration of information systems, influencing the functionality of the information infrastructure. The dissertation presents classification and standards as regulatory dispositives of the social relations and functionality in the environment where the intervene and organize conforming and modeling naturalization, transparency and convergence as possibilities of formatting these environments. The dissertation discusses the role of dispositive modelators showing on the one hand their limitation in the evaluation of the whole functionality of the infrastructures and on the other hand all their potential of intervenience through the inscribing which they actually perform and their influence in the systems they grow.

Business Intelligence in Uppsala Univeristy - Do academic institutions practice what they preach?

Business Intelligence (BI) is not a new concept. However, it is still complicated to work with it due to the different views and ways of implementation. This study has adopted an organisational oriented approach of BI: getting the right information, to the right people, at the right time. It was found in this study that poorly implemented BI features and inadequate information infrastructure may lead to workarounds in order to compensate for missing or lacking features and systems. This case study has been conducted at the faculty of Social Sciences of Uppsala University (UU) where a set of interviews were conducted to individuals on one of the key positions at the university; the Director of Studies (DoS). The aim was to map out the key processes and head activities of the DoS’s and evaluate them through the BI view of this thesis. Being the conclusion a concrete mapping of the DoS head activities as well as BI assessment of the current situation of the studied departments. Some improvements have been proposed in order to remedy the lacking of valuable and critical features and systems. However, it was found that the current system infrastructure and problem area is too immature in order to implement any form of integration. Several studies on key positions and influential systems need to be conducted in order to exhaustively map out and discover the problem area.

Exploring the Potential of an IT Capability in its Bootstrap Phase from a Task Driven Onboarding Perspective : Insights toward Information Infrastructure in Healthcare

Digitalization is changing most organizations and businesses in order to increase efficiency and improve safety. Within healthcare, different departments have specialized needs and therefore a myriad of different systems have been created, which has compromised interoperability. openEHR is a potential solution to this issue. It facilitates standardization of both data and clinical models which provides interoperability. This paper discusses the task of evaluating a new formbuilder based on openEHR, and the process of developing in this formbuilder. The perspectives of onboarding and information infrastructure are used in order to give insight into the challenges of such a new system. An autoethnographic method was conducted, which found three themes in the data: the formbuilder’s maturity, the uncertainties regarding the task and what sources of knowledge were used to complete the task. In the analysis, it was found that the formbuilder was in a deficiency of functionality, that the task’s objectives were often modified due to uncertainty and also the role of knowledge sources such as documentation and mentors was highlighted. In the discussion, a challenge found was having to gain users without functionality, but still provide enough functionality to show the formbuilder’s potential. A relationship between openEHR and the formbuilder was found, where the formbuilder has a potential to contribute with a positive network effect as new products adopt openEHR standards and gain users to their coherent solutions. The paper concludes that the onboarding process is resource-intense and it is important to facilitate learning as efficiently as possible in order to gain users. In the scope of the task, both onboarding and information infrastructure gave answers about the challenges of a system in a bootstrap phase, and worked well together in order to evaluate the formbuilder. / Digitaliseringen påverkar de flesta organisationer att öka sin effektivitet och förbättra dess säkerhet. Inom sjukvården har olika avdelningar specialiserade behov och därav har mängder av olika system skapats, vilket i sin tur påverkat deras interoperabilitet. openEHR är en potentiell lösning på det problemet. Det främjar standardisering av både data och kliniska modeller vilket leder till interoperabilitet. Denna uppsats diskuterar uppgiften av att utvärdera en ny formulärbyggare baserad på openEHR och processen av att utveckla inom formulärbyggaren. Onboarding och informations infrastruktur är två koncept som används för att ge insikter i utmaningarna som ett sådant system befinner sig i. En autoetnografisk metod användes, där tre teman identifierades i datan: formulärbyggarens mognad, osäkerheten kring uppgiften och kunskapskällorna som användes för att sluföra uppgiften. I analysen upptäcktes att formulärbyggaren saknade funktionalitet, att uppgiften ofta blev omskriven på grund av oklarheter och även kunskapskällor som dokumentation och mentorers roll belystes. I diskussionen påvisades att en utmaning var att få fler användare utan funktionalitet, men fortfarande ha tillräckligt för att påvisa systemets potential. En relation mellan openEHR och formulärbyggaren upptäcktes, där formulärbyggaren har en potential att bidra med positiva nätverkseffekter när nya produkter antar openEHR standarden och genererar användare till deras sammanhängande lösningar. Uppsatsen konstaterar att onboarding kräver mycket resurser och att det därför är viktigt att främja lärande så effektivt som möjligt för att locka användare. Inom ramen av uppgiften gav både onboarding och information infrastruktur svar om utmaningarna för ett nytt system i bootstrap fasen, och dessa koncept fungerade bra för att tillsammans utvärdera formulärbyggaren.

Turizmo industrijos plėtra labai priklauso nuo informacinių paslaugų sistemos išvystymo, kuri skatina vietinį ir atvykstamąjį turizmą. Turizmo informacinių ir rinkodaros paslaugų plėtros išplėtojimą lemia ES struktūrinės paramos fondai, kurių dėka projektų įgyvendinimas yra būdas Lietuvos ir jos regionų mastu pagerinti viešąją turizmo infrastruktūrą. Spartėjant turizmo plėtrai ir turizmo informacijos sklaidai Lietuvoje, viena iš aktualių problemų yra viešosios turizmo informacinės infrastruktūros trūkumas Lietuvos regionuose. Tyrimo objektas – turizmo informacinių paslaugų sistema Lietuvoje ir užsienyje. Tyrimo tikslas – išanalizuoti turizmo informacinių paslaugų sistemą viešajame sektoriuje. The expansion of tourism industry depends on information service system development, which promotes local and international tourism. The development of tourism information and marketing services determines the size of received support from EU’s structural funds. Implementation of such projects is the way to develop the public tourism infrastructure of Lithuania and its regions. While tourism business is expanding together with information’s about tourism penetration the remaining problem is the lack of public tourism information infrastructure in Lithuania regions. Zákon o kybernetické bezpečnosti a jeho dopady na povinné subjekty / The Cyber Security Act and its impacts on obliged entities

The thesis looks into the act No. 181/2014 Coll. Cyber Security Act (hereinafter referred to as "CSA") and its impact on obliged entities with focus on the regional authorities of the Czech Republic. The thesis starts with introduction into the issue of the CSA and cybersecurity from the point of view of the state, subsequently it refocuses on the level of regulated organizations. The main pillar and contribution of the thesis is the CSA analysis with the aim to identify impact of the CSA in the obliged entities. Based on this analysis author designed the questionnaire survey of the CSA impact on the regional authorities. The survey relates to information security management system, kinds of burden stemmed from the CSA implementation, willingness to use funding from the European Regional Development Fund (ERDF) to implement the CSA, a possibility to outsource the cybersecurity and also opinions of the county council staff about the CSA. The survey shows that in spite of a pressure on standardization stemming from legal framework, county councils differs significantly in regard to information security management systems. On the other hand, respondents agreed on positive impact of the CSA on improvement of information and the cyber security although the CSA brings significant financial and organizational load to the organization. The survey also shows that some regional authorities only start to implement cybersecurity currently. The cybersecurity evolves in the researched organization quite dynamically and it would be beneficial to repeat the impact analyses again, after first wave of the CSA implementation will be finished.
