Share-net: a case study of environmental education resource material development in a risk society

This narrative study reviews the development of Share-Net, an informal resource materials network, located within the developing environmental education activities of the Wildlife and Environment Society of South Africa. Historical shaping factors within the Society are discussed and changing views on conservation, environmental education and research are described. Rather than the research process being a utilitarian and outside endeavour for clarifying and monitoring, the research orientation of this study is one of grounded activity within and integrally part of processes of change. Within a developing story of resource materials and workshops, themes are traced and emergent tensions are critically reviewed. Teacher workshops from 1981 until 1995 are analysed and developing orientations are described. Within this review changes are evident from an orientation of 'us' informing 'them' to joint, collaborative endeavours within the development and use of resource materials. The study reviews and illuminates the Share-Net project around questions of project orientation and management and this is done through the narration of case studies. Principles and patterns emerging within these are examined to guide future resource development projects. Popularist notions of networking and structural functionalist notions of social change are also examined. Grand, modernist strategies designed to cause change in others are questioned and the role of small-scale nodes of resource material activity cooperating within an open network are clarified as useful alternatives. Local resourcing centres such as these have proved useful in supporting teachers in the development, use and adaptation of resource materials. The study also examines income and expenditure of the Share-Net project since 1988 to review economic sustainability. A case is made for sustaining the project conceptually and financially through the sales of products and services rather than through external donor sources. Finally the study raises questions and challenges within the project and proposes guiding frameworks for future review, in action, as the story continues.

Investigation into the state of digital records management in the provincial government of Eastern Cape: a case study of the office of the premier

The study sought to investigate the viability of digital records management in the Office of the Premier (OTP) in the Eastern Cape Province. The objectives of the study were to establish the current status of digital records management in the OTP, determine the compliance with the legal framework, identify the requisite infrastructure for digital records management (DRM), describe the security and preservation measures for DRM, and the challenges of managing digital records. Purposive sampling was used to select 40 participants. A questionnaire was used to collect data. The study revealed that the OTP has taken a number of initiatives aimed at establishing records management practices. However, the study found that the OTP is faced with a number of challenges in trying to use the Electronic Document and Records Management System (EDRMS). The majority of the employees did not have any qualification in records management. This lack of skills and competencies affects the implementation of the new system. The findings of the study showed that most of the employees were resisting using the new system because they were not comfortable with it. The study recommends that the department should encourage its staff to get training to be knowledgeable in the use of EDRMS which generates records; the staff should work closer with the consultancy in order to gain skills and knowledge to facilitate the change process, and the security and preservation of digital records should be enhanced.

Considerando tipografia como a reprodução em série da escrita, incluindo toda a atividade necessária para que essa reprodução aconteça, a pesquisa aborda seus dois aspectos constituintes, o verbal e o visual. Esses dois elementos são codependentes para que se dê a escrita: a parte verbal é a razão que justifica sua existência e a visual, o que permite ela estar no mundo. A reflexão aqui, no entanto, é feita predominantemente sobre as expressões não verbais da tipografia, o que se justifica pela relevância que a imagem tem para a sociedade atualmente. Portanto, o esforço foi de buscar um desmembramento possível entre esses dois valores indissociáveis da escrita. Assim, são apresentados de forma inédita os painéis Tipo-imagem-grafia. Inspirados nos estudos de Ana Hatherly e no Atlas Mnemosyne, de Aby Warburg, os painéis visam oferecer, por meio da descontextualização, a possibilidade de direcionar a atenção do observador prioritariamente à imagem da tipografia - mesmo que por um breve momento, antes que se inicie o processo de decodificação do texto, que os conhecedores do código alfabético fazem quase que automática e instantaneamente. Os painéis garantem ao observador participação na construção deste projeto, a partir do pressuposto de que ele não é uma obra encerrada em si, mas sim que cria a possibilidade de ler o que nunca foi escrito. Por meio do processo de imaginação dado pela montagem nos painéis, retorna-se ao princípio essencial de memória da palavra escrita / This work aims to investigate the image of typography and its expressive potential in the field of visual arts and poetry. Considering typography as a serial reproduction of writing, including all the activity necessary for its reproduction to occur, the research addresses its two constituent aspects: verbal and visual. These two elements are codependent for writing: the verbal part is the reason that justifies its existence and the visual, which allows its existence in the world. The reflection here, however, is made predominantly by the non-verbal expressions of typography, which is justified by the relevance that image has for society today. Therefore, the effort was to seek a possible dismemberment between these two inseparable values of writing. Thus, the Type-image-graphic panels are presented in an unprecedented way. Inspired by the studies of Ana Hatherly and Atlas Mnemosyne of Aby Warburg, the panels aim to offer, through decontextualization, the possibility of directing the attention of the observer primarily to the image of typography - even if for a brief moment, before it begins the process of decoding the text, which the connoisseurs of alphabetic code do almost automatically and instantly. The panels guarantee to the observer participation in the construction of this project, based on the assumption that it is not a finished work in itself, but rather it creates the possibility of reading what has never been written. Through the process of imagination given by the assembly on the panels, one returns to the essential principle of the memory of the written word / Este trabajo es una investigación sobre la imagen de la tipografía y de su potencial expresividad en el campo de las artes y de la poesía visual. Through them, to know how they are being worked on in the classroom, their dialogues with other areas and with the theoreticians who permeate the scientific production in the context of librarianship teaching. It aims to identify and analyze these concepts and how they are perceived, exposed, assimilated and reproduced in the teaching practice. It shows a national panorama represented by those courses that participated in the survey with the intention of rethinking and examining how the issue has been developed within Information Science. Some researchers have strengthened underlying theoretical support of studies in the field of Information Science, the approaches described, preferably by Brenda Dervin, Ellis, Wilson, Khulthau, Choo, Araújo, Figueiredo and Ferreira; in the reading of book chapters , journal articles and dissertations as well as doctoral theses on the subject , which stood in the state of art in the object of study . O discurso do professor de língua inglesa sobre docência na era digital

Na sociedade tecnológica, frequentemente somos impelidos à utilização das novas tecnologias, uma vez que estão cada vez mais presentes em nosso cotidiano. A Educação não se priva a essa interpelação e, nesse sentido, tem-se mobilizado. Na rede pública de ensino, a distribuição de notebooks aos professores, bem como tablets para os alunos, a criação de laboratórios de informática e disponibilização de recursos multimídia, como data-show, nas escolas são exemplos dessa interpelação do poder público ao uso das tecnologias na prática docente. Todavia, qual é a posição do professor nesse novo cenário? O presente trabalho objetiva analisar o discurso do professor de língua inglesa sobre docência na era digital. Sob o enfoque de uma pesquisa qualitativa, o trabalho pauta-se nos pressupostos teóricos da Análise do Discurso de linha francesa, fundada por Michel Pêcheux, e desenvolvida no Brasil por seus seguidores. Os procedimentos analíticos ocorreram a partir de recortes das gravações, na consideração de um discurso como efeito de sentidos, e, ainda, na concepção de um sujeito heterogêneo, assujeitado pela língua, história e ideologia, que produz seu discurso a partir de diferentes posições que ele ocupa. A presente pesquisa visa a compreender a posição-sujeito professor de língua inglesa na sociedade tecnológica como parte fundamental, intrínseca ao processo ensino-aprendizagem, e não apenas um veículo de transmissão de conhecimento. / In technological society, we are often driven to use new technologies, since they are increasingly present in our daily lives. Education does not deprive this notice and, accordingly, has been mobilized. In public schools, the distribution of laptops to teachers, as well as tablets for students, the creation of computer labs and availability of multimedia features, such as data-show, the schools are examples of this notice of the government the use of technologies in teaching practice. However, what is the position of the teacher in this new scenario? This paper aims to analyze the speech of English teacher about teaching in the digital age. Under the focus of qualitative research, the work is guided on theoretical assumptions of Discourse Analysis of French line, founded by Michel Pêcheux, and developed by his followers in Brazil. Analytical procedures occurred from parts of the recordings, in consideration of the effect of a speech senses, and also in the design of a heterogeneous subject, subjugated by language, history and ideology, which makes his speech from different positions it occupies. This research aims to understand the position-subject English teacher in technological society as an essential, intrinsic to the teaching-learning process, and not just a vehicle for the transmission of knowledge.

E-government implementation for inter-organisational information sharing: a holistic information systems approach for developing countries

Thesis submitted in fulfilment of the requirements for the degree Doctor of Technology: INFORMATION TECHNOLOGY in the Faculty of Informatics and Design at the Cape Peninsula University of Technology, 2013 / Governments throughout the world are increasingly under pressure to transform in response to rapid changes in the global economy. They are faced with new and challenging situations as the social world, the economy, demography and technology keep changing. While literature reports some degree of success towards e-government implementation in the developed world, there is lack of empirical research on successes of e-government and information sharing practices of government agencies in developing countries. Designers of e-government solutions in all countries face challenges that are unique to their specific sociocultural, economic, geographic, environmental, political, and technical context. However, the peculiarity of e-government challenges is more evident in developing countries than in developed ones. This research is motivated by the need to investigate an e-government phenomenon in a developing country context like Zimbabwe which is characterised by complex dynamics rooted in politics, economy and social setting. Emphasis is placed on the political nature and the complex institutional environments in which e-government develops and recognition is given to the key concepts of e-government which involve the technological and social aspects. This study has been scoped empirically to explore e-government implementation efforts at government level then a case study of the Ministry of Tourism and Hospitality’s e-Administration dimension of e-government, with focus on information sharing. Tourism is an example that e-government’s parameters do not stop at the boundaries of the public sector. The research first conducted a document study of all policies and programmes initiated by the government of Zimbabwe towards public sector modernisation using ICTs. Secondly, in order to identify the status of e-government and information sharing as well as government’s vision in the same, interviews were conducted with the Ministry of ICT’s administration. Thirdly, a case study of the Ministry of Tourism and Hospitality was conducted to establish the extent and tools of information sharing between the ministry and other line ministries, departments and other institutions nationally and internationally. Data from the case were analysed using the Activity-Driven Needs Analysis (ADNA). Research findings from all activities have been discussed and further developed in two solutions-oriented focus group meetings with senior managers at both ministries of ICT and tourism in the area of cross-government information sharing, and in feedback sessions with research participants. Literature review, analysis of ICT policy documents and case study analysis were insights which underpinned the development of an e-government framework for developing countries. The emphasis of the framework is for e-government designers to place importance on political and institutional factors ahead of any other determinant. Consistent with ADNA and the critical realist perspective, the aim is not to influence these political and institutional factors, but to understand their modus operandi and hence to construct an e-government solution which recognizes the dictates of all stakeholders.

Evaluating e-government services : a citizen-centric framework

Thesis (MTech (Information Technology))--Cape Peninsula University of Technology, 2015. / In a quest to offer better services to both citizens and businesses throughout Africa, efforts to adopt e-government projects are gaining momentum. As a result of this, there is a need for effective measurement of delivery and quality of such e-services. Currently, there are several metrics applied to measure and rank the e-readiness of various African countries. However, while these measures have provided a source of comparative analysis between different e-government projects, they are far from being perfect. For example, most of these measures are diverse and difficult to compare, since they assume ‘one size fits all’ and ignore differing environmental, cultural and contextual factors of various countries. Further criticisms of these measures are that they are ‘first generation metrics’ designed for developed countries, as opposed to developing countries. Thus, the crux of the research problem was that there are no suitable evaluation strategies for understanding and measuring the effectiveness of e-government services in order to improve the management thereof, and thereby attain the best possible value for citizens. The objective of this study was to develop a framework, for evaluating the effectiveness of e-government services in a typical developing country. Tanzania’s mainland was chosen as the context for this study: as a typical developing African country, its early phase of e-government development provided an optimal case for this study concerned with the useful and effective evaluation of e-government services. I have chosen a qualitative research method paradigm, underpinned by an interpretive approach, to facilitate both research objectives: developing an evaluation framework after determining the necessary evaluation parameters. Empirical evidence was gathered via interviews with e-government practitioners in Tanzania and via focus groups with selected citizens. Other sources of data included government documentation (policies and strategies) and government websites. The data was analysed through the combined application of an adapted grounded theory method and interpretation. Using the latter analytical processes several effectiveness dimensions of e-government services were derived. Through further analysis these were synthesised into the main output of the study viz. an e-government citizen satisfaction framework (ECSF). This framework, a unique contribution to the existing body of knowledge, demonstrates how citizen and government imperatives should be amalgamated to evaluate the effectiveness of e-government services. The findings further support and advance Information Technology management within government, as this is the first comprehensive framework to ensure an integrated approach for monitoring and evaluating e-government programmes. This study also combines important ideas from two existing domains—service management and IS evaluation—to generate new foundations leading to further work by researchers.

Buscou-se também verificar o atendimento dos modelos aos requisitos estabelecidos como representações de aspectos dos recursos de informação. A análise dos resultados demonstrou que os modelos de Gestão da Informação, baseados em processos do fluxo informacional, atenderam de maneira satisfatória às exigências dos critérios, todos demonstrando capacidade de suporte e tratamento dos recursos informacionais de maneira integrada. Alguns apontamentos são feitos na direção de um modelo de Gestão da Informação que leve em conta as mudanças na atualidade. / This study consists of a comparative analysis of models of Information Management (IM) under the integrative perspective of information resources. The theoretical basis for this study are the literature in the areas of Information Science and Management as they relate to the theme of Information Management. The empirical field are four models of IM from renowned authors on this subject, namely, the model of McGee and Prusak, Davenport’s model, Choo’s model and Marchand, Kettinger and Rollins model. The methodology used was the content analysis of speeches for standardization and comparative analysis for the establishment of standards, similarities and differences between the models. An attempt was also verify compliance to the requirements of the models as representations of aspects of information resources. The results showed that the models of Information Management, based on the information flow processes, satisfactorily met the requirements of the criteria, all demonstrating ability to support and treatment of information resources in an integrated manner. Some notes are made toward a model of Information Management that takes into account today's changes.
