The right to inclusive education Abstract The thesis deals with the issue of inclusion in education, especially its legal protection and the assessment of the extent to which the right to inclusive education can be characterized as a fundamental human right. After the introduction, definition of the subject and object of the right to inclusive education (including the international context), description of its legal provision and some circumstances in relation to its implementation in the Czech Republic, the right to inclusive education is evaluated in relation to the constitutional order of the Czech Republic. The international human rights treaties are studied in the following two chapters. Special attention is paid in this context to the issue of the so-called bankruptcy judgement of the Czech Constitutional Court and the rarely concerned question of its temporal scope. In addition to positive law, some decisions of the Constitutional Court and Czech general courts are also taken into account. In relation to international human rights treaties, significant attention is also paid to the decisions of international bodies, in particular the European Court of Human Rights. Role občanského sektoru v diskuzi o vzdělávání romských dětí / The Role of the civic sector in discussions on education of the Roma ethnic group children

The main question of my thesis is what role non-profit organizations play in policies regarding Roma education in the Czech Republic. The thesis includes how these non-profit organizations can influence the policy. The research focuses on small groups of NGO's that support inclusive education in unspecialized schools. NGO's are active proponents of inclusion related politics, too. The research contains interviews with representatives or employers of these organizations, and it also looks into channels that represent the use in policy-making. The document presents what activists regard as effective instruments of policy-making, and which instruments activists consider as ineffective. The thesis comprises the difficulties and struggles these non-profit organizations encounter. The study tenders examples of policy-making in small groups of organizations, as well as possible ways NGO's advocate in the Czech state system. This thesis also compares inclusive education policy-making with other fields of policy-making. To conclude, this thesis analyzes the role of non-profit organizations and their ability to exert change at a policy level.

Radek Vorlíček ABSTRACT The dissertation explores the dynamics of social marginality and dominance in educational settings. It explores social distance dynamics among pupils in elementary school, and its impact on their position in social hierarchy. I focus on social interaction in a group of children, and record the context in which the inclusion or exclusion of non-dominant identities take place. Special attention is paid to the role of schools in the process of boundary constructions. Larger framework of the research is integration, segregation and assimilation tendencies of school systems. The dissertation is based upon long-term qualitative inductive and ethnographic fieldwork. The central method of my fieldwork is observation. To some extent, the research was conducted in the framework of goffmanian interactionism. The data for this study have been collected over a period of ten months in twelve elementary schools located in various regions of the Czech Republic and Slovak Republic. Politika inkluzivního vzdělávání: Výsledek advokačních koalic? / Policy of Inclusive Education: Result of Advocacy Coaltitions?

The topic of this diploma thesis is the development of the policy of inclusive education in the Czech Republic from the 1990s to 2018. Its objective is to describe this development and at least partially clarify the reasons for the controversy created by this policy and the increase in the public interest about this topic after the amendment of the education law in 2015. Using the process tracing method, it is testing if these reasons can be described by the theory of the advocacy coalition framework. The work finds out that considering the set hypotheses the explanation using this theory cannot be disproved. During this testing, main actors are identified and divided into advocacy coalitions. Therefore, an overview of the theory of advocacy coalition framework is included in this work, set in the context of the inclusive education policy, together with a quantitative media analysis looking at the number of relevant articles in the three most-read newspapers, a description of the interviews with the involved actors and an extensive qualitative analysis of available resources. This diploma thesis concerns the topic of inclusive education in the Czech Republic with a focus on school counseling staff as the main representatives of street-level bureaucracy in the process of inclusive education. The general aim of this study is to examine the situation after the implementation of the Amendment No. 82/2015 Coll. of the Education Act from the point of view of school counseling staff. Moreover, the study also examines whether the current position of street-level bureaucracy in the inclusive education process is well-set and whether the current system settings meet the needs of the recipients of service. The objectives are fulfilled via qualitative research, particularly eight semi- structured interviews with school counseling staff and two semi-structured interviews with NGO representatives, and analysis of relevant public policy documents. Based on the qualitative research among these respondents, it concludes that the work concluded that there is scope for improvement in many ways in the current form of inclusive education in the Czech Republic, especially in staffing, financial support and mutual communication and cooperation among the actors involved.

The diploma thesis deals in detail with inclusive education in the Step by Step programme, especially with the intention to find out what means and arrangements the Step by Step programme uses to promote inclusive education. The theoretical background is focused on defining the key features of inclusive education, describing developments abroad and in the Czech Republic and showing the Finish education system as a good example of practice. Furthermore, the thesis deals with the brief characteristics of the Step by Step programme and compares its main principles with inclusive principles. For a deeper insight into inclusive education much of the work is devoted to analyse the main aspects of current legislation to support inclusive education, which includes evaluation of support arrangements based on literature. In connection with this, the support arrangements became the focus of the research section. My thesis deals with the readiness of starting teachers for inclusive education. The aim of this thesis is to identify concerns of starting teachers regarding inclusive education that could arise in their future practice. The theoretical part of the thesis clarifies concepts such as the starting teacher, inclusive education, integrated education and also pupil with special educational needs. Further the competencies of starting teacher and the requirements that are needed for them after starting practice are described in this part. The theoretical part also describes the readiness of school for inclusive education and what does the Czech republic support system looks like. Important milestones in Czech legislation that affect inclusive education are very briefly mentioned in this part. Within the empirical part of the thesis a research survey in the form of qualitative interviews was used. The main aim of the questions and subsequent answers was to find out what are the most common concerns of starting teachers or what would make them feel more prepared for the job. The diploma thesis deals with the readiness of teachers for inclusive education at primary schools and mainly focuses on the issues of approaching pupils with dysortography. The theoretical part summarizes the results of research focused on teachers' attitudes to inclusion, their needs in this area and perception of readiness to work in a heterogeneous class. Furthermore, the thesis contains the importance of inclusion and its definition, various types of views on inclusion, levels of inclusive education and legislative measures. In the next part the thesis concentrates on the difference between social exclusion and inclusion, deals with the issues of the support of pupils with special educational needs and defines approaches of individual groups towards the educational process. Srovnání přístupu ke vzdělávání Romů v České republice a Velké Británii / The Comparison of Approaches towards the Education of Roma in the Czech Republic and in the United Kingdom

The aim of this thesis is to compare the approaches towards education of Roma pupils at primary schools in the Czech Republic and Great Britain. The thesis identifies British good practices that could be implemented in Czech environment and explores the conditions that have tobe fulfilled for a successful implementation of these good practices. A theoretical framework of policy transfer is used to determine the conditions of a successful transfer. The thesis describes the history and the present of Roma education in the Czech lands and identifies problematic points that lead not only to the persisting segregation and to deepening of unequal access to education, but also to a severe disruption of social cohesion. Using the interviews with experts on education, the thesis identifies the policies used for inclusion of Roma pupils in the mainstream education in Great Britain. The thesis also focuses on the role of expert opinions during the policy transfer and it tries to find out whether there is a relationship between shared policy beliefs and shared opinions on particular policies or whether there are other factors taken into account when the experts formulate their opinions.
