Institutional works in scholarly networks: A rapprochement between agency and structure

Yes / In an academic field, where does brand new idea come from? To understand how noble ideas emerge, this study elucidates how network brokers and high status actors contribute to the creation of knowledge institutions, by paying a specific attention to the interplay between institutional structure and an individual agency in academia. Although numerous scholars have been attempted to relieve the tensions around the agency versus structure debate, accurate explanations of interactive aspects between them are not well documented. To fill this void, this study suggests a conceptual model to explain the complementary and synergetic effects of network structure and agency on the knowledge innovation. In doing so, this study provide an answer to the question of why some actors often fail to obtain significant advantages from a privileged network position while others succeed.

Implementation of the Results Agenda: Unpacking the Role Public Servants Play in Institutional Work

Existing scholarship in public sector results-based management (RBM) mostly conceptualizes implementation as an isomorphic process. Researchers frequently look at implementation from a top-down driven approach which conjures images of public servants as automatons who merely sustain RBM practices due to institutional pressures on behaviour. To that effect, little is known around how agency dynamically intersects with institutions not only to maintain, but also to create and disrupt RBM institutions through implementation. Combining institutional pressures and institutional work as theoretical frameworks, this study deploys qualitative content analysis on institutional instruments such as archival materials, as well as semi-structured interviews with Chief Results and Delivery Officers (CRDOs), to identify the various institutional pressures acting on public servants, the different types of institutional work activities performed during implementation of the Results Agenda, and how such actions contribute to the creation, maintenance, and disruption of institutional RBM regime within Canadian public sector. The agency of public servants bears heavily on how CRDOs perceive, understand, and respond to implementation pressures from institutional Results Agenda. The study finds that Results Agenda implementation is not a straightforward, linear, and exclusively top-down political and administrative centre driven activity. CRDOs overwhelmingly perform nuanced and overt actions that at times support, build on, and confront institutional Results Agenda imposed by the centres. This unique and evolving dynamic between institutions and agency intentionally and unintentionally reproduces, maintains, and alters institutional Results Agenda features within Canadian federal public sector. Given the importance of RBM systems in Canada’s federal public organisations, the insights from this study can shed light on how public servants implement institutional RBM and create, maintain, and disrupt centre driven institutional RBM through agency. Finally, this dissertation advances the methodological utility of integrating institutional work for combined empirical and interpretive social action research on institutional RBM implementation.

Identity driven institutional work : examining the emergence and effect of a pro bono organization within the English legal profession

Although a growing number of scholars suggest that the construction of identity is an important form of institutional work, the complex interactions between identities and institutions remain under-explored. In particular, few studies consider how the affective aspects of identities may inform institutional work. This thesis examines the experiences of lawyers who volunteered to create and support a legal charity. As these volunteers grew to more than twenty thousand over fifteen years, the charity gradually centralized charitable work across law firms for the first time. In this way, it transformed the institution of pro bono work within the English legal profession. Drawing on this case study, this thesis employs a grounded theory methodology to generate a conceptual framework that connects emotion work, identity work and institutional work. This framework suggests that some professionals work to re-assert and ‘remember’ aspects of their traditional identities that compete with some contemporary demands. This can prompt identity contradictions that inspire reflection on professional practices. This identity work may also encourage professionals to evoke emotions of guilt that can imbue contradictions with enough significance to create a purpose for remedial institutional work. When enabled by meso-level processes, such micro-level work can reinvigorate traditional practices and accomplish institutional change.

In this chapter, the author draws on a historical case study of the Australian wine industry to explore variations in collective agency. The inductively derived process model illustrates the emergence of a new profession of scientific win- emaking, which unfolds in three phases. Each phase is characterized by a dis- tinct form of agency: distributed agency during the earliest phase, coordinated agency during later phases, and orchestrated agency during consolidation. In addition to exploring the temporal shifts in agency, the study includes a detailed analysis of the early stages of distributed agency, examining how col- lective agency is achieved in the absence of shared intentions.

Cette thèse s’intéresse à la standardisation de la comptabilité environnementale. Elle est composée de trois articles (études empiriques) qui explorent ensemble différentes facettes de la participation de certaines parties prenantes au processus de standardisation de la comptabilité environnementale. Les trois études sont basées sur l’étude de cas de la standardisation de la comptabilité environnementale des produits qui sous-tend les projets « affichage environnemental des produits de grande consommation » en France et/ou le « Product Environmental Footprint » européen. Nous avons privilégié trois niveaux d’analyse. Le premier article (niveau macro) s’intéresse à explorer le travail institutionnel conduit par des acteurs marginalisés pour participer aux processus de standardisation. Dans le second article (niveau méso), nous nous intéressons aux intermédiaires de la standardisation (les consultants spécialisés en comptabilité environnementale) et plus particulièrement comment ils utilisent et mobilisent les instances de standardisation pour maintenir leur expertise et pour asseoir le caractère professionnalisant de leur activité. Enfin, dans le troisième article (niveau micro) nous nous intéressons à un participant de la standardisation (une entreprise internationale). Nous cherchons à comprendre comment la participation à un processus de standardisation de la comptabilité environnementale est influencée par le travail conduit en interne d’une entreprise et réciproquement comment, lors de sa participation le processus de standardisation a-t-il influencé l’entreprise (démarche RSE). L’ensemble des résultats contribue à améliorer la compréhension de la façon dont certaines parties prenantes participent aux processus de standardisation de la comptabilité environnementale. / This PhD thesis deals with the standardization of environmental accounting. It consists of three papers (empirical studies) that explore different facets of stakeholder participation in the process of standardizing environmental accounting. The three studies are based on the case study of the standardization of the environmental accounting of the products underlying the projects "environmental labelling of consumer products" in France and the development of the European Product Environmental Footprint. We have focused on three levels of analysis.The first article (macro level) focuses on identifying and exploring the institutional work conducted by marginalized actors to participate in standardization processes. In the second article (meso level), we are interested in the intermediaries of standardization (consultants specializing in environmental accounting) and in particular how they use and mobilize the standardization bodies to maintain their expertise and to establish the professionalism of their activity. Finally, in the third article (micro level) we are interested in a standardization participant (a multinational) in which we try to understand how participation in a process of standardization of environmental accounting is influenced by the work carried out internally within an organization and, conversely, how, during its participation, the standardization process influenced the functioning of the organization and its CSR approach. The overall results contribute to a better understanding of how standardization stakeholders are involved in the process of standardizing environmental accounting.

The roles of discourse, legitimacy and power in enabling and hindering institutional change towards sustainability

Cette thèse est basée sur trois essais distincts mais interconnectés qui soulignent le rôle important du discours, la légitimité et le pouvoir dans le changement institutionnel vers un développement durable. Dans deux chapitres de ma thèse, j'explore les dynamiques de (de)légitimation du gaz de schiste, en France et en Allemagne. L'exploitation du gaz de schiste par la fracturation hydraulique a déclenché une forte contestation dans ces pays en raison de ses implications socio-économiques, environnementaux et politiques. Le premier essai est une étude de cas comparative des débats publiques sur le de gaz de schiste, qui démontre le rôle important des institutions pour le succès des cadrages mobilisés. Le deuxième essai est une étude de cas portant sur la (de)légitimation des acteurs impliqués dans le débat sur le gaz de schiste français qui propose qu'il y ait une différence fondamentale dans légitimant un problème et légitimant un acteur. Le troisième essai théorique introduit le concept de parentalisme afin de mettre en évidence comment les acteurs contrôlent qui peut participer aux débats. En tout, cette thèse met en lumière comment les débats sur des enjeux sociaux et environnementaux sont influencés par des stratégies discursives en résonance avec le contexte institutionnel et l’identité des acteurs ainsi que par des stratégies de contrôle discursives et non discursives sur qui participe et comment dans la délibération. / This dissertation is based on three separate but interconnected essays which underscore the important roles of discourse, legitimacy and power in fueling or hindering institutional change towards sustainability. In two chapters of my thesis I explore the discursive legitimation dynamics in the contested issue field around shale gas, in France and Germany. The exploitation of shale gas via the hydraulic fracturing (or fracking) technique triggered strong contestation in these countries due to its socio-economic, environmental, and political implications which challenge the energy sector on a global scale. The first essay is a comparative case study of the public shale gas debates which surfaces the important role of institutions in influencing the success of certain arguments over others. The second essay is a single case study focusing on the (de)legitimation of the actors involved in the French shale gas debate which proposes that there is a fundamental difference in legitimating an issue and legitimating an actor. The third theoretical essay introduces the concept of parentalism in order to highlight how actors control who may participate in discursive struggles. On a whole this thesis surfaces how ongoing struggles in contested environmental and social issue fields are shaped by the fit of discursive strategies with the institutional context and contestants’ legitimate identities as well as by actors’ discursive and non-discursive controlling strategies of who participates and how in deliberation.

La théorie néo institutionnelle nous renseigne sur les facteurs structurant les organisations et les marchés. Elle offre une grille de lecture adaptée pour tous ceux qui sont soucieux de comprendre et maîtriser les évolutions d’un champ organisationnel, en particulier s’ils sont acteurs de cette évolution. Cette grille de lecture est particulièrement riche d’enseignement pour les entrepreneurs qui cherchent à modifier durablement le domaine dans lequel ils interviennent. Un des axes peu étudié de l’action entrepreneuriale, concerne la dimension spatiale, c’est-à-dire la capacité à arranger la disposition des réalités sociales distinctes. La littérature sur les territoires nous renseigne sur le lien fort qui existe entre espace et institutions. Ce qui nous mène à la question de recherche principale : comment une action forte sur l’espace va modifier les institutions, et transformer l’entrepreneur en entrepreneur institutionnel ? Cette recherche se propose d’étudier plusieurs cas de parcours d’entrepreneurs suivant une stratégie spatiale et de vérifier si leur démarche s’inscrit dans le processus du travail institutionnel. Le premier intérêt de cette recherche sera de définir ce qu’est une « stratégie spatiale » en matière de gestion et, plus précisément, en matière entrepreneuriale, en détaillant son processus, les compétences clés et en fournissant des modèles génériques. Le second intérêt sera d’apporter un éclairage théorique nouveau sur l’entrepreneur institutionnel, « boson de Higgs » de la Théorie Néo Institutionnelle. / The new institutional theory plays an important part to our understanding of the structural elements shaping organizations and markets. It brings an analytical framework for anyone interested in understanding and managing changes in an organizational field, and more specifically for those who want to be actor of that change. This framework is particularly helpful for entrepreneurs wishing to change their field of operation. Spatial activity, namely the capacity to organize social distinct realities, is a dimension of the entrepreneurial activity that has remained quite unexplored. The literature on territories gives us an indication of the strong relationship between space and institution. This brings us to the backbone question of this research: how can deliberate actions on space (or “doing with space” as written by Michel Lussault) change institutions and turn the entrepreneur into an institutional entrepreneur? This research will be based on several case studies about entrepreneurs who follow a spatial strategy, to test whether it fits the definition of institutional work. First, it will define what a “spatial strategy” is in management studies, and in particular for entrepreneurship, by detailing its process and the key competences and by proposing various generic models. Finally, it will shed a new light on the institutional entrepreneur, “Higgs boson” of the New Institutional Theory.

L'intrapreneuriat universitaire au sein des plateformes technologiques : une approche par le travail institutionnel / Academic intrapreneurship on Technological Core Facilities : An Institutional Work Approach

Si depuis la fin des années 1990 des travaux portent sur l’intrapreneuriat en entreprise, au sein d’une université, ce phénomène reste globalement peu étudié. Pour contribuer à pallier ce manque, une exploration suivie de quatre études de cas sont réalisées. Notre recherche porte sur une forme récente d’intrapreneuriat universitaire : les plateformes technologiques. Sur le plan méthodologique, notre démarche s’appuie sur un raisonnement abductif. Elle mobilise cinquante-trois entretiens semi-directifs réalisés auprès d’experts et de responsables de plateformes, ainsi que des observations non participantes et des données secondaires relatives à douze plateformes du grand ouest français et dix-sept plateformes européennes. Cette recherche vise à comprendre les tensions vécues par les intrapreneurs universitaires et leur manière de les résoudre. L’apport est la proposition d’un cadrage théorique néo institutionnel visant à lire les tensions comme issues de la coexistence de trois logiques institutionnelles potentiellement paradoxales : logique de recherche et de formation, logique de soutien aux entreprises, logique de gestion. Nous montrons que l’hétérogénéité des plateformes universitaires en termes d’activités, ne provient pas uniquement du degré de maturité des technologies présentes. Elle se comprend surtout à travers l’analyse des différentes réponses des intrapreneurs face aux tensions paradoxales, ainsi que par leur manière d’hybrider les logiques institutionnelles (travail institutionnel). Nous soulignons l’importance d’étudier l’influence des parties prenantes sur l’intrapreneur pendant le processus de travail institutionnel. / Although organizational intrapreneurship has been studied since the end of the nineties, academic intrapreneurship is still less examined. In order to fill this gap, an exploratory study followed by four case studies have been undertaken. Our study deals with a recent form of intrapreneurship : technological core facilities. Our methodology includes 53 semi-directive interviews of experts and facilities managers, non-participant observations, and secondary data about twelve western french facilities and seventeen european facilities. The aim of this research is to provide in-depth understanding of the tensions perceived by intrapreneurs and the way they are resolved. Our contribution is the proposition of a neo institutional theoritical framework to read the tensions as coming from the coexistence of three potentially paradoxical institutional logics: a logic of research and formation, a logic of firms support and a logic of management. We point that the heterogeneity of facilities in terms of activities, does not solely come from the maturity degree of technologies. It is rather understandable through the analyse of the different responses adressed by intrapreneurs face to paradoxical tensions, and by the way institutional logics are hydridized (institutional work). We highlight the necessity to study stakeholders influence on the intrapreneur during the institutional work process.

La théorie néo-institutionnelle laisse le plus souvent le consommateur en marge de ses questionnements. Pourtant, le concept de travail institutionnel par les pratiques permet de prendre en considération les pratiques des consommateurs en vue de maintenir ou de rompre avec les pratiques précédemment institutionnalisées ou encore d’en créer de nouvelles. Une prise en compte de la dimension matérielle des pratiques, permet en outre de considérer le rôle des objets dans les processus de travail institutionnel des consommateurs. Le cas de l’industrie de la musique enregistrée en France de 1994 à 2014, c’est à dire la période du passage au MP3, en téléchargement puis en streaming, est étudié grâce à une démarche inductive de théorie enracinée. Cette thèse montre que les consommateurs collaborent pour réaliser trois types de travail institutionnel (maintien, rupture, création). Ils sont en mesure de rompre avec les pratiques institutionnalisées en « bricolant » à partir des pratiques et objets à disposition, notamment des objetscommunautésqui jouent un rôle de mise en commun d’informations ou d’objets. En outre, la résilience des objets ne contribue pas seulement au maintien des pratiques mais aussi à leur rupture et à l’institutionnalisation de nouvelles pratiques. / Consumers are most of the time left at the margins of neo-institutional theory. Yet, the institutional work concept makes it possible to consider consumer practices aimed at maintaining or disrupting formerly institutionalized practices or at creating new ones. Furthermore, taking into account the practices material dimension allows us to consider how objects play a role in consumer institutional work processes. The case of the French recorded music industry from 1994 to 2014 - when MP3 downloading then streaming overcame CD consumption practices - is studied with a grounded theory inductive approach. Our dissertation shows that consumers collaborate in order to perform institutional work (maintaining, disrupting and creating institutionalized practices). To disrupt institutionalized practices, they use « bricolage » to assemble available practices and objects, among themcommunity-objects that play a specific role: sharing information and objects. Moreover, material resilience, not only contributes to practice maintenance but also to disruption and new practices institutionalization.
