An investigation into citizens' trust in service delivery in Makhado Municipality, Limpopo Province, South AfricaNefale, Mashangu Daphney January 2019 (has links)
Thesis (MPAM.) -- University of Limpopo, 2019 / The purpose of the study was to investigate citizens’ level of trust in service delivery in Makhado Municipality by assessing the relationship between the performance of local government and the level of trust of citizens in the Municipality. In addition, the study sought to establish whether citizens’ involvement in decision-making in local government has an effect on their level of trust; and to establish the approaches which are important to improve citizens’ trust in local government. Data was collected through a questionnaire which was administered to 100 residents of Makhado Municipality. The findings of the study revealed that the citizens of Makhado Municipality do not trust in the service delivery in the Municipality. Residents are dissatisfied with most of the services they are receiving from the Municipality. It was determined that water shortage is the biggest problem in the Municipality, and residents spend days without water which poses serious risks to their health. Housing provision is another area that residents are displeased with. There is no transparency in the allocation of RDP houses, nepotism and corruption are rife and the quality of these houses is also poor. The area of roads and storm water supply is also of concern. Roads and streets in the municipality are in a bad state with potholes everywhere. Some roads and streets that were tarred have been turned into gravel roads, gravel roads in villages are also in a bad state of disrepair because they are not consistently maintained. The findings further revealed that service delivery challenges in the Municipality are caused by a lack of consultation and leadership, as well as corruption and if these three factors are addressed, service delivery will improve and trust would be fostered amongst citizens. This study recommends that the Municipality should develop its own anti-corruption strategies; invest in research and form partnerships with tertiary institutions; improve public participation and consultation; and collaborate with other government departments. Unfortunately, the research findings cannot be generalised to other municipalities since they differ in terms of categories and responsibilities. Nonetheless, some ideologies of the recommendations can be applied to other municipalities.

The continuous population growth and the notable development of the mining industry have resulted in challenges for potable water supply in South Africa. The ever-increasing number of people migrating to urban areas has resulted in the demand of potable water supply in South Africa. Water is regarded as a human basic right which is promulgated by the recent amendment of the potable water service provisioning Water Services Act 108 of 1997 and the National Water Act 36 of 1998. The afore-mentioned Acts started a process to address the imbalance that existed during the apartheid regime. (The apartheid regime essentially had one objective initially, namely the control of (black, coloured and Indian) people in order to protect white privilege). It was meant to separate people of different races).The Acts were formulated to address the equal distribution of national resource for all South Africans.
Mogwase Township in Moses Kotane Local Municipality is undergoing continuous growth with several mining areas being developed. Consequently, the supply of potable water has been a challenge in the area. It is, therefore, in the interest of the researcher to investigate the management of potable water supply in Mogwase Township with the aim of suggesting improved service delivery by the Moses Kotane Local Municipality.
Water is now recognised as a scarce resource that belongs to all South Africans. The provision of potable water by the water services authorities (WSAs) is an important basic service that faces a number of challenges, such as the use of outdated infrastructure, namely: pipelines from the Vaalkop Dam, the lack of skilled and knowledgeable people, improper planning, and the booming population that place overt pressure on the demand for effective and efficient service delivery.
This research was undertaken to investigate how Moses Kotane Local Municipality which obtains its potable water supply from Vaalkop Dam can improve the supply of water in a more effective, efficient, equitable, economic and sustainable manner through improved co-operative governance and integrated water resource management (IWRM).
The qualitative and quantitative research designs were used to conduct the research, which included a literature review, semi-structured interviews, data sampling and scientific analysis of the responses.
The researcher arrived at logical conclusions and S.M.A.R.T. A management plan for locally generated economic development in South AfricaNel, Verna Joan 06 1900 (has links)
Local authorities in South Africa need to compile and implement local economic
development plans. These plans are not only required by law as a component of
integrated development plans, but also emanate from the pressing needs of many
communities for development, job creation, and greater welfare and prosperity.
A review of the historical and theoretical background reveals changing approaches and
different theories to defend the actions taken. A critique of typical strategies and
processes reveals that no one strategy or process can be universally applied, but that
these should be adapted to the community's unique circumstances. Shortcomings and
appropriate applications are indicated.
The management plan presents a process to enable local authorities in partnership with
the community to compile a plan for locally generated and directed development. This
plan can, but need not, be a component of an integrated development plan and is thus
compatible with integrated development planning and the formulation of local
development objectives.
The plan draws on a number of planning methodologies including urban planning, city
marketing, strategic planning and neuro-linguistic programming approaches. Techniques
from these and community development methodologies are included to guide the
community through the process of creating a vision, analysis, goal setting, plan and
strategy formulation, implementation and review. This management plan is designed as a
generic process that can be applied to a variety of circumstances. The flexible nature of
the process permits innovation and adaptations to local needs and other fields of
planning. It also provides scope for further research on theories, methodologies and

Across the world, war has been declared against poverty because of its devastating effects on local communities. The world has made a concerted effort to fight the effects of poverty through developmental agencies and regional integration bodies such as the World Bank, International Monetary Fund (IMF), World Trade Organisation (WTO), United Nations Development Programme (UNDP) and the Southern African Development Community (SADC).
In an effort to complement the efforts of the above–mentioned agencies and bodies, the South African government has developed its own poverty alleviation strategies, policies, initiatives and Acts that focus primarily on alleviation of poverty on the level of local government. The Constitution of South Africa, 1996 provides the guidelines to several regulations and Acts (such as the Development and Facilitation Act, 67 of 1995, the Local Government: Municipal Systems Act, 32 of 2000, and the Local Government: Municipal Structures Act, 117 of 1998.) that support the alleviation of poverty on the local sphere of government. The Integrated Development Planning programme was formulated and implemented to alleviate poverty at this level.
The purpose of this study was to determine how the level of poverty within the Dr Kenneth Kaunda District Municipality could be alleviated through effective integrated development planning. A quantitative approach was followed because the target population response rate was expected to be large. In addition, the research design for this study included a literature review, analyses of official documents, observation and data sampling through questionnaires and scientific analysis of the responses. The study found that IDP objectives aligned to service delivery targets were unclear and did not depict the aspirations and needs of the community. The management control systems package has been the subject of recent studies but no study was found that examined the role of management control on service delivery in local government. The Victor Khanye Local Municipality in South Africa has experienced repeated service delivery protests attributed to a deficiency in the delivery of basic municipal services. An in-depth analysis was conducted on selected planning and budgeting aspects of the management control systems package and their role in the delivery of basic municipal services. This qualitative case study, carried out with semi-structured interviews, found that the Integrated Development Plan (IDP), the Service Delivery and Budget Implementation Plan (SDBIP) and the budget were used to improve the delivery of basic municipal services. Further research may be conducted on factors inhibiting 100% alignment between the IDP, the SDBIP and the budget, and to determine the role of a quarterly review system for low ranking employees on service delivery / Management Accounting / M. The Integrated Development Plan as a strategy to employer informal traders: the case of ThohoyandouSelepe, Modupi 18 May 2017 (has links)
MAdmin / Department of Public and Development Administration / This study focused on The Integrated Development Plan as a strategy to empower informal
traders using Thohoyandou as the case study. The study was conducted at Thulamela
Municipality and at the informal markets of Thohoyandou. The researcher used two population
groups; the municipal officials and the informal traders. The researcher made use of both
qualitative and quantitative methods as the study was explorative in nature; 50 informal traders
were sampled and took part in the study and on the other hand, 20 municipal officials were
sampled and participated in the study. The researcher made use a pilot survey to two groups
of population to test the efficacy of the interviews schedule as well the questionnaires as data
collection instruments. SPSS and Microsoft excel were used as tools for data analysis.
The results show that Thulamela Municipality’s IDP strategy is not doing enough for the
informal markets in Thohoyandou. However, respondents indicated that shortcomings such as
Limited Budget affect the success of IDP on informal trading. Initiatives such as the provision
of loans, workshops, training and promotion of LED programmes were indicated as having
been put in place in an effort to empower informal traders, although a number of informal
traders in the Thohoyandou area are forever increasing, through urbanisation and migration
which pose serious control challenges to the municipality.
To manage informal trading in Thohoyandou, the researcher recommended that there could
be: preferences on trading fee/levies; provision of services and infrastructures to informal
traders; enhancing public participation; limiting overtrading, integrated management planning,
policy formulations and that future researchers can be more specific on aspects such as:
situation of foreign traders; constitutionality of by-laws and trading at intersections.

The role of the Integrated Development Plan in community development: a case of Capricorn District Municipality, Limpopo ProvinceNembudani, Ratshilumela Simon 18 May 2017 (has links)
PhD (Administration) / Department of Public and Development Administration / The focus of this study is on the role of the integrated development plan in community development. This study focuses on Limpopo province, but for the purpose of this study the research was conducted in Capricorn district municipality which is comprised of the following five (5) local municipalities: Blouberg, Aganang, Molemole, Polokwane and Lepelle-Nkumpi. The District Municipality is expected by the government and communities to play an active role towards community development as a central feature on local government development. The district municipality must be involved in the development of its communities in partnership with local municipalities, communities and other structures which can play an active role in community development. The integrated development plan is a process through which a municipality can establish a developmental plan for the short, medium and long term.
In terms of the Local Government Municipal Structures Act No 117 of 1998 all municipalities have a responsibility and accountability to develop their communities which will have an impact on the daily lives of South Africans. In view of this mandate, Capricorn District Municipality must develop its vision, mission and objectives to meet community needs and improve the quality of life of all people. Developmental local government is local government committed to work with citizens and groups within the community in order to find sustainable ways to meet people’s social, economic and material needs. South Africa and in particular Capricorn District Municipality has a back-log of services that have not been provided to the previously disadvantaged communities. The integrated development plan is intended to redress all the past economic imbalances. Municipalities must focus their efforts and resources on community development especially on communities and groups which have been previously marginalised or excluded from economic and community development, such as women, disabled people, and very poor people by the apartheid government. Challenges of the integrated development plan which are experienced by the community are poor service delivery, poor implementation of the integrated development plan, corruption in district municipal projects and poor financial management.

The researcher intends to follow a mixed method approach in which both qualitative and to a lesser degree quantitative approaches will be used. The reason for using a mixed method is because the study can be integrated in such a way that qualitative and quantitative methods will retain their originality. In this study, a qualitative approach is applicable because it allows openness to ideas, opinions, feelings, experiences and perceptions which may be expressed by research participants to the researcher. The researcher will for the purpose of this study be more interested on the qualitative study as it will be able to give results from the respondents.
The researcher will use a Likert scale questionnaire in order to source out information regarding the role of the integrated development plan in community development. The researcher will use non-probability sampling and its subtype purposive sampling method in order to obtain results from participants. Although there are different types of sampling, the researcher intends to use non probability sampling which is by and large more successful than quota sampling.
