The development of a hydrological model of the Walla Walla Basin using Integrated Water Flow Model

The Walla Walla basin lies in an arid region of Eastern Washington and Oregon. A large portion of the area is devoted to agricultural production, relying on irrigation water diverted from the Walla Walla River and underlying aquifers occurring within Quaternary and Mio-pliocene era gravel deposits, as well as a supplemental source from the Columbia River Basalt formation. Heavy water demand over summer months has resulted in a fully allocated surface water supply and significant drawdown in groundwater levels. The Walla Walla River also hosts two salmonid species listed as threatened under the endangered species act and entitled to federal protection. Specific questions have emerged regarding regional water supply as stakeholders work towards management strategies that meet water user demands, well also addressing concerns such as groundwater depletion and fish habitat. Currently, there are proposals aimed at increasing water use efficiency such as the lining of permeable canal beds and the expansion of a shallow aquifer recharge program. Effective implementation of such strategies, in part, relies on understanding the interactions between surface water and groundwater within this region. This project used the distributed hydrologic model, Integrated Water Flow Model (IWFM), for simulating surface and subsurface flows over a portion of the Walla Walla River basin spanning from Milton Freewater, Oregon to west of Touchet, Washington. This application of IWFM uses a grid with an average spacing of 100 x 100 meters over the 230 square kilometer model area. The model was developed and calibrated using data from 2007 through 2009, with 2010 data to be used as a data set for validation. Data collection has been a collaborative effort between a research team from Oregon State University and the Walla Walla Basin Watershed Council (WWBWC). This thesis provides explanation and documentation of model development. This includes details of data collection and processing for groundwater and surface water conditions, estimation of initial and boundary conditions, parameter calibration, model validation, and error analysis. Data sources include federal and state agencies, a gauge network managed by the WWBWC, and geologic research primarily performed by Kevin Lindsey of GSI Water Solutions with support of the WWBWC. Parameters have been independently determined from field measurements whenever possible. Otherwise they were estimated using established methods of hydrologic analysis, values drawn from previous regional studies, or the process of model calibration. Outputs include detailed hydrological budgets and hydrographs for groundwater and surface water gauges. The calibrated model has an overall correlation coefficient of 0.59 for groundwater and 0.63 for surface water. The standard deviation for groundwater is 3.2 meters at 62 well locations and surface water has a mean relative error of 22.3 percent at 34 gauges. This model intended as a tool for formulating water budgets for the basin under present conditions and making predictions of systemic responses to hypothetical water management scenarios. Scenarios of increased inputs into the Locher Road aquifer recharge site and conversion of irrigation district canals into pipelines are presented. / Graduation date: 2012

Beyond random acts of conservation : an institutional analysis of the Natural Resource Conservation Service's Agricultural Water Enhancement Program

Irrigated agriculture accounts for 90 percent of consumptive use of freshwater in the western US and is considered the largest contributor to nonpoint source water pollution. The diffuse nature of most water quality and quantity challenges necessitates institutions that can more effectively engage agricultural producers in strategic, integrated, watershed-scale approaches to water management such as those associated with Integrated Water Resource Management (IWRM). With approximately 9,400 professionals working in nearly every one of the nation's 3,071 counties and an emphasis on voluntary, incentives-based approaches to conservation, the Natural Resources Conservation Service (NRCS) is well poised to influence land and water management on private working lands. NRCS conservation programs, however, have been criticized as "random acts of conservation" that lack a strategic vision for addressing natural resource challenges at-scale. Using NRCS's new Agricultural Water Enhancement Program (AWEP) as a case study, this paper seeks to examine the factors that enable or inhibit NRCS from promoting an integrated approach to water management consistent with IWRM principles. Following the Institutional Analysis and Development (IAD) framework this paper traces the development of AWEP and examines how the rules established at the national level impact implementation at the national, state and local levels. The paper then evaluates AWEP based on a set of six IWRM design principles to determine (a) the extent to which AWEP represents an IWRM approach, and (b) the institutional factors that facilitate or inhibit NRCS from taking a more integrated approach to water management. I found that institutional factors vary greatly between levels of analysis depending on the specific context, but did identify several consistent enablers and barriers. The three most significant factors that facilitate an IWRM approach are: (1) AWEP's focus on priority resource concerns within a defined hydrographic area; (2) AWEP's emphasis on pursuing a partnership-based approach; and (3) increased local involvement in defining projects. The three most significant factors that inhibit an IWRM approach are: (1) a lack of clarity concerning partner roles and responsibilities and constraints on partner involvement; (2) limited flexibility of existing program rules; and (3) limited local capacity to engage with landowners and implement projects. The paper offers institutional recommendations for facilitating an IWRM approach within NRCS, and concludes with a consideration of the utility of IWRM design principles and the IAD framework for analyzing water management institutions. / Graduation date: 2012

This study is an investigation into water management policies in South Africa, their effect on water users and the perceptions users have of these policies. The investigation begins with an exposition of concepts such as water demand management (WDM), as well as integrated water resource management (IWRM). A sub-discourse of the main theme is the societal tendency to neglect its common property. Garret Hardin's groundbreaking observations on the "tragedy of the commons" (1968) are explored in an effort to locate issues of relevance in effective water management strategies. In contemplating the commons, it is evident that aspects of morality and ethics are involved. The morality of a society be it in a global or national context, seems to manifest itself in legislation and policies, and in the way these are implemented. The relevance of good governance, hydropolitics and sustainable development is also discussed to provide the necessary theoretical background to an understanding of the relationship between consumers and the water commons. Access to safe drinking water is protected in the Constitution of the Republic of South Africa Act, 108 of 1996. Flowing from the government's obligation to take reasonable legislative and other measures to achieve the progressive realisation of fundamental human rights stipulated in section 27(2) of the Constitution, the challenge since 1994 has been to provide access to water for all inhabitants and to manage the available water resources effectively. Furthermore, the objective of subsequent water legislation such as the National Water Act, 36 of 1998 and regulatory plans, like the National Water Resource Strategy has been to incorporate international trends in water governance. The Department of Water and Environmental Affairs (DWEA) divided South Africa into 19 regions, called water management areas (WMA). In this study, attention is focused on what constitutes a catchment and how a catchment management agency (CMA) governs its water resources. A description is provided of the functions of water user associations (WUAs) and how ththe Lower Orange Catchment Management Area is, for example, the blueprint from which stakeholders develop their goals. In this study, the water situation in the Lower Orange Water Management Area is under scrutiny. The focus is on the three main institutional components of water management (the Lower Orange catchment management, the Upington Islands Water User Association [UIWUA] and the //Khara Hais Local Municipality). The progress of the establishment of the Lower Orange Catchment Management Agency is outlined over a period of five years. Meanwhile, the Upington Islands Water User Association was developed and this has grown in stature. The work being done by these institutions is investigated by looking at grassroots effects, especially in respect of irrigation activities. The unique water management circumstances of the //Khara Hais Local Municipality are then investigated along with the plans outlined in their Integrated Development Plan {lOP) and their Water Services Development Plane Internal Strategic Perspective (ISP) of(WSDP). Because local irrigation operations consume most of the available surface water in the Lower Orange Water Management Area, irrigation farmers and their activities warrant closer attention. A historical overview is given of the development of irrigation in the region followed by an assessment of the role of two of the most prominent historical figures in Upington, Reverend Adriaan Schroder and Abraham "Holbors" September. Ultimately, however, the focus falls on the current state of irrigation in the area. It is possible to distinguish between the approach of large commercial farming operations and that of smaller irrigation farming units to irrigation. Specific attention is given to the perceptions of irrigation farmers as far as the policies and legislation pertaining to water issues is concerned. This study will hopefully provide the Department of Water and Environmental Affairs(DWEA), //Khara Hais Local Municipality and organised agriculture with some recommendations on efficient integrated water management strategies. It might well be of value to other municipalities who are experiencing similar problems. An investigation of community learning through participation in integrated water resource management practices

South Africa is a semi arid country in which the average rainfall of 450mm/year is well below the world average of about 860mm/year. As a result, South Africa’s water resources are scarce in global terms and limited in extent. Current predictions are that demand will outstrip water availability in the next 15 years. A coordinated approach to improve both water quality and quantity is needed and in order to achieve that, it is crucial to strengthen capacities of local community involvement in identifying the problems that affect them and strategies to solve them. This research was undertaken to develop a deeper understanding of community learning processes in integrated water resources management (IWRM) practices. The study drew on situated and social learning theory which explains that knowledge and skills are learned and embedded in the contexts in which knowledge is obtained and applied in everyday situations. Multiple data collection techniques were used within a case study design and included document analysis, interviews, focus group discussions and field observations. Data analysis was done in three phases and involved uncovering patterns and trends in the data sets. In this context I discovered, through careful observation and interviews with members of the different communities of practice, that people are learning through social learning interactions with other community members as they engage in their daily water management and food production practices. Learning interactions take place through both informal and formal processes such as meetings, training workshops, conversations and interactions with outsiders. I also discovered that people learn from ‘external groups’ or training programmes which bring new knowledge and expertise, but this needs to be contextualised in the local communities of practice. The research has also shown that there are a number of challenges that appear to exist in these learning contexts. For instance it was found that participation and social learning processes and interactions are influenced by a range of causal mechanisms that are contextual. These insights into how communities learn, as well as the tensions and difficulties that are experienced in the learning processes are important for furthering learning and participation in community-based IWRM practices, projects and programmes.

Environmental water quality management of glyphosate-based herbicides in South Africa

Although the use of pesticides is necessary to meet the socio-economic needs of many developing countries, especially in Africa, side effects of these bio-active chemicals have contributed to contaminating aquatic and terrestrial ecosystems. Environmental water quality degradation by pesticides interferes with ecosystem health and poses numerous risks to aquatic life. In South Africa, glyphosate-based herbicides are frequently used to control weeds and invading alien plants, but ultimately end up in freshwater ecosystems. However, there are no South African-based environmental water quality management strategies to regulate these bio-active chemicals. Therefore, this study sought to provide a sound scientific background for the environmental water quality management of glyphosate-based herbicides in South Africa, by conducting both laboratory and field investigations. In the laboratory investigations, aquatic ecotoxicological methods were used to evaluate responses of the freshwater aquatic shrimp Caridina nilotica exposed to Roundup® at different biological system scales, and the responses of multiple South African aquatic species exposed to Roundup® through species sensitivity distribution (SSD). In the field investigations, the effect of Kilo Max WSG on the physicochemical and biological conditions of three selected sites in the Swartkops River before and after a spray episode by Working for Water were evaluated through biomonitoring, using the South African Scoring System version 5 (SASS5) as a sampling protocol. Both Roundup® and Kilo Max WSG are glyphosate-based herbicides. All the data were subjected to relevant statistical analyses. Findings of this study revealed that Roundup® elicited responses at different biological system scales in C. nilotica, while SSD estimates were used to derive proposed water quality guidelines for glyphosate-based herbicides in South Africa. The biomonitoring revealed that using glyphosate-based herbicides to control water hyacinth within the Swartkops River had a negligible impact on the physicochemical and biological conditions. Based on these findings, a conceptual framework that can be used for the integrated environmental water quality management of glyphosate-based herbicides in South Africa was developed as part of integrated water resource management (IWRM). The combined data sets contribute to a sound scientific basis for the environmental water quality management of glyphosate-based herbicides in South Africa.

Como estudo de caso, foi escolhida a Região do Baixo Curso da bacia hidrográfica do rio Paraíba, em função de conflitos relacionados aos múltiplos usos da água, bem como alterações no leito do rio. Objetiva-se compor um diagnóstico situacional que subsidie ações para minimizar ou solucionar os conflitos existentes, face a aplicação integrada dos vários instrumentos de gestão. Com uma abordagem qualitativa baseada no método dedutivo, utilizando-se da pesquisa bibliográfico-documental como base exploratória, faz-se uma análise das interfaces legais e institucionais, destacando as articulações operacionais possíveis entre os instrumentos de planejamento e gestão. A análise de compatibilidade, entre os instrumentos de gestão da PNRH e do PNGC, demonstra que a articulação é possível. Recomenda-se ao setor competente do estado da Paraíba, a elaboração do Plano de Gestão da Zona Costeira e o Zoneamento Ecológico-Econômico Costeiro, articulados com o Plano Estadual de Recursos Hídricos e o Plano da Bacia Hidrográfica do rio Paraíba. A partir deste, o Comitê da Bacia e a Comissão de Gerenciamento Costeiro deverão articular ações, visando a conservação e a resolução de conflitos derivados dos múltiplos usos da água. Conclui-se que o processo de integração entre a gestão de recursos hídricos e o gerenciamento da zona costeira envolve a descentralização do poder de gestão, a participação da sociedade civil e usuários, e a harmonização e inter-relação dos instrumentos da gestão de recursos hídricos com o do gerenciamento costeiro, bem como depende de uma coordenação entre os níveis federal, estadual e municipal, e que cada qual tem interesse e formas de contribuir para essa integração. / The National Water Resources Policy, Law 9.433/97, the National Coastal Management Plan, Law 7.661/88 and Federal Decree 5.300/04, establish, among their guidelines, the need for integration of water management with coastal management. Thus, the National Water Resources Council established the Technical Chamber of Integration of the Watershed Management and Estuarine and Coastal Zone Systems, which aims to analyze and propose mechanisms for the integration of the above policies, aimed at minimizing or solving conflicts of water resources use in the coastal environment. The inherent complexity of the interaction between watersheds and coastal areas and the multiple uses of water from upstream of the coastal zone of the basin, which reduce the rivers flow and, consequently, the availability of fresh water in the coastal region, may cause changes in the rivers bed of the coastal zone due to sediment deposition as well as changes in the flora and fauna of these regions demand continuous studies that address these interactions. As a case study, it was chosen the region of the lower course of the Paraiba river basin in reason of the water conflicts from the multiple uses of water as well as changes in the river bed. The objective is to compose a situational diagnosis to subsidize actions to minimize or solve the existent conflicts, given the application of different management and integrated tools. With a qualitative approach based on deductive method, utilizing the bibliographic and documentary research as an exploratory basis, an analysis of the legal and institutional interfaces is made, highlighting the possible operational links between the instruments of planning and management. The analysis of compatibility between management tools of the PNRH and PNGC, demonstrates that the linking between them is possible. It is recommended to the competent sector of the Paraíba state to provide the preparation of a Management Plan Coastal Zone and Coastal Ecological - Economic Zoning, articulated with the State Water Resources Plan and Plan Basin of the Paraíba River. From this, the committee of the Paraíba river basin and Coastal Management Commission shall coordinate actions in order to preserve the environment and provide the solution of conflicts arising from the multiple uses of water. It is concluded that process of integration between water management and coastal zone management involves the decentralization of power management, the participation of civil society and users, and the harmonization and inter-relationship of the components of water resources management with the coastal management and depends on coordination between federal, state and municipal levels, and each one has its own particular interests and ways to contribute to this integration.

Exploring the development of an integrated, participative, water quality management process for the Crocodile River catchment, focusing on the sugar industry

Water quality deterioration is reaching crisis proportions in South Africa. Many South African catchments are over-allocated, and decreasing volumes of source water mean increasing concentrations of pollutants. The Crocodile River Catchment in the Mpumalanga province in South Africa was identified through previous research, as a catchment faced with deteriorating source water quality for water users in the catchment. Poor source water quality has become a sufficiently acute concern for the stakeholders in this catchment to co-operate in developing a process that assists with compliance control of their water use and waste disposal to reduce costs, decrease industrial risks as water quality compliance increases, and improve source water quality. The sugar industry is downstream within the Crocodile River Catchment, and is affected by the activities of all upstream water users; the industry is thus dependent on the stakeholders upstream participating in the effective management of the resource. However, the sugar industry is also located just before the confluence of the Crocodile River and Komati River upstream of the Mozambique border, and thus the water quality of the sugar industry effluent will affect the quality of the water that flows into Mozambique. The sugar industry is on the opposite river bank to the Kruger National Park, which has high water resource protection goals. Therefore, the sugar industry has a national role to play in the management of water resources in the Crocodile River Catchment. This study provides a focused view of the role of the sugar industry in the development of a co-operative, integrated water quality management process (IWQMP) in the Crocodile River Catchment. In order to address the objectives of this study, this research drew from an understanding of the social processes that influence water management practices within the sugar industry as well as social processes that influence the role of the Inkomati-Usuthu Catchment Management Agency as the main governing institution in water resource management in the Inkomati Water Management Area. The study also drew from an understanding of scientific knowledge in terms of a water chemistry which describes the upstream and downstream water quality impacts related to the sugar industry. The water quality analysis for the Lower Crocodile River Catchment shows a decline in water quality in terms of Total Dissolved Solids (TDS) loads when moving from below Mbombela to the Mozambique border. The major sources of TDS in the Lower Crocodile River are point source dominated, which may be attributed to the extensive mining, industrial and municipal activities that occur across the catchment. When observing Total Alkalinity (TAL) and pH values from below Mbombela to the furthest monitoring point, there is deterioration in the quality of the water in the Lower Crocodile River, with the Kaap River contributing a negative effect that is diluted by the Crocodile main stem. The Hectorspruit Waste Water Treatment Works (WWTWs) (located in the Lower Crocodile River Catchment) contributes high concentrations of TDS and TAL into the Crocodile River. Total Inorganic Nitrogen and Soluble Reactive Phosphorus concentrations decrease in the lower reaches of the Crocodile River compared with the river below Mbombela, which can be attributed to the extensive sugar cane plantations located in the Lower Crocodile River Catchment acting as an “agricultural wetland” that serves a function of bioremediation resulting in large scale absorption of nutrients. This is an interesting result as earlier assumptions were that fertiliser application would result in an overall increase in nutrient loads and concentrations. Biomonitoring data show no substantial change in aquatic health in the LowerCrocodile River Catchment. For a catchment that has an extensive agricultural land use in terms of sugarcane and citrus production, the Crocodile River is unexpectedly not in a toxic state in terms of aquatic health. This is a positive result and it suggests that pesticide use is strictly controlled in the sugar and citrus industry in the Crocodile River Catchment. For long term sustainability, it is essential for the sugar industry to maintain (and possibly improve) this pesticide management. The social component of this study aimed to provide an analysis of the management practices of the sugar mill as well as examining agricultural practices in the sugar cane fields in relation to water quality management through the use of Cultural Historical Activity System Theory (CHAT). This component showed that there are contradictions within the sugar industry activity system that are considered to be areas of “tension” that can be loosened or focused on to improve the contribution the sugar industry can make to the IWQMP. Surfacing contradictions within the sugar industry activity system and the Inkomati-Usuthu Catchment Management Agency activity systems highlighted areas of potential for learning and change. While an understanding of biophysical processes through scientific knowledge is critical in water management decision making, it is evident that an understanding of other actors, institutions and networks that inform water quality management decision-making also plays a significant role. The notion of improving the role of scientific or biophysical knowledge in contributing to socio-ecologically robust knowledge co-creation, decisions and actions towards resolving water quality problems is emphasised. Specifically, moving towards improving interactions between scientists and other actors (water users in the Crocodile Catchment in this case), so that scientific practices become more orientated towards societal platforms where water quality management is tackled to enable improved water quality management practices. Therefore, linking the social and biophysical components in this study provides a holistic understanding of how the sugar industry can contribute to the development of an IWQMP for the Crocodile River catchment.

A situational analysis on the public participation processes in integrated water resources management in the Kat River Valley, Eastern Cape, South Africa

Public participation in water management processes is one of the internationally recognised and adopted principles of Integrated Water Resource Management. The South African Department of Water Affairs and Forestry aims to facilitate the decentralisation of water management powers to the local community level via the establishment of regional and local water management institutions, namely Catchment Management Agencies, Water User Associations and Catchment Forums. The National Water Act (No. 36 of 1998) acknowledges that the discriminatory laws and practices of the past have prevented equal access to water and the use of water resources. The contribution of water management institutions to social and economic development, in particular poverty eradication and food security, is mentioned in the water act. The participation of poor rural communities living in the Kat valley, an area where an elite minority reap the benefits of water use for agriculture, is the focus of this research. Their participation, perceptions and experiences are documented and explored to determine how the promulgation of post-apartheid water policy and legislation has affected their access to water. The results of this research are based on data collected from several methods including surveys, workshops and observation. Analysis of these data revealed the complicated and stagnant nature of participation from Kat valley rural communities in local water management initiatives and organisations. Existing water management organisations were not successful in stimulating poor people’s participation as they were unable to address their primary concerns, namely a secure source of potable water, employment and access to water for agricultural purposes. This thesis asserts that the Department of Water Affairs and Forestry, as the custodian of South Africa’s water resources, has not taken on a supportive, accountable role in assisting marginalised communities with improving their access to water for domestic purposes and securing access to water rights for productive use. This, in turn, has led to dissatisfaction among these communities and a wariness of participatory activities that focus mainly on raising environmental awareness. The establishment of effective accountability relationships among all stakeholders, pro-poor water management structures and initiatives, as well as integrated and co-operative management of natural resources, are needed to revitalise the present participation of poor communities living in rural areas.
