Esta Tese analisa os condicionantes, os limites e as possibilidades postos à efetivação de uma gestão efetivamente integrada em bacias hidrográficas de dupla dominialidade, contextualizando tais questões ao modelo de gestão em implantação no Brasil a partir do início da década de 90. O trabalho está focado na gestão das águas da bacia do Rio Paraíba do Sul, analisando o processo histórico de construção do sistema e seus impactos nas estratégias de convivência entre os dois diferentes organismos atuantes no trecho paulista da bacia: o Comitê da Bacia Hidrográfica do Rio Paraíba do Sul (CBH-PS), responsável especificamente pela gestão no trecho paulista da bacia; e o Comitê para a Integração da Bacia do Rio Paraíba do Sul (CEIVAP), com jurisdição sobre a totalidade da bacia. O marco conceitual deste estudo apóia-se, principalmente, nas contribuições de autores situados no campo reconhecido como neoinstitucionalista. Promoveu-se um minucioso resgate do processo de implantação das diferentes “instituições políticas” relacionadas à gestão das águas da bacia, contextualizando assim o “processo político” de convivência entre os dois modelos de gestão retratados, abrindo-se dessa maneira perspectivas mais amplas para a análise dos conteúdos e dos impactos decorrentes dessas políticas. Para o adequado desenvolvimento deste estudo foi realizado o acompanhamento – tanto documental, quanto presencial - das atividades de ambos os Comitês. A pesquisa está também apoiada em entrevistas com um amplo conjunto de informantes centrais. O relato do histórico da gestão no trecho analisado foi organizado em cinco períodos, retratando movimentos de conflito e cooperação entre os atores. Apesar dos diversos desafios ainda a serem enfrentados rumo à integração, os dados coletados apontam para um gradual avanço na maturidade do sistema de gestão de recursos hídricos, com perspectivas positivas rumo à implantação de ações coordenadas e cooperativas na bacia. Esse movimento também explicita a dimensão temporal como um importante fator a ser considerado no processo de mudança institucional. / This study examines the possibilities and the restraints of the estabilishent an effective Integrated Water Resource Management System in the Paraiba do Sul River Basin in the context of the new Brasilian water management policy started in the 1990s. The research focused on the institutional an jurisdictional complexity of this management, particularly in the São Paulo State section. This study analyzes those institutional frameworks, their articulations and overlaps, and the outcomes on sustainable water use. The research was based on documental analysis and interviews. The management history report of the analyzed section was organized into 5 moments, depicting points of contention and cooperation among the ones involved. The gathered data point to a gradual improvement in the evolution of Integrated Water Resource Management System with positive perspectives towards the implementation of coordenated and cooperative actions in the Basin.

Barriers to sustainable water resources management : Case study in Omnogovi province, Mongolia

This study examines the barriers to sustainable water resources management in water vulnerable, yet a mining booming area. The case study is conducted in Omnogovi province of Mongolia in Nov-Dec 2016. This study presents how the Omnogovi province manages its water with increased mining and examines what hinders the province from practicing sustainable water resources management and examines the involvement of residents in the water resources management of Omnogovi province. Qualitative approaches such as semi-structured interviews, participatory observation and literature review were used in this study. This study demonstrates that the water resources management of Omnogovi province is unsustainable in this time period, yet the implementation of IWRM approach has improved the water resources management of the province. The barriers to sustainable water resources management in Omnogovi province are inefficient governance and poor enforcement of law, today. Despite it, data-scarcity and transboundary water issues might become barriers to practice efficient water resources management in the province. The involvement of residents in water resources management of Omnogovi province is deficient, yet the implementation of participatory approach and establishment of RBC might improve the participatory governance. The study shows IWRM can improve the water resources management of a developing country, yet it can be time-consuming, costly and challenging to implement in a country, which is still in socio-economic and political transition.

A Social-Ecological systems perspective on water management in South Africa

Conventional approaches to water management have traditionally treated social systems and ecosystems as distinct, and to a large degree have failed to achieve outcomes that are simultanously efficient, equitable, and sustainable. Perhaps nowhere has the need to reform the way water is managed and even conceived been more apparent than in South Africa in the last decade, where a tremendous opportunity for change has been created in the form of the National Water Act of 1998. In this thesis I propose that water management in South Africa – which encompasses its water resources, ecosystems and their services, people they support, and institutions that govern them – is a social-ecological system: a coupled, inseparable system of human beings and nature. Using a combination of approaches, I demonstrate that a social-ecological systems perspective is needed to understand the true nature of these challenges. First, drawing from the experience of the Southern African Millennium Ecosystem Assessment (SAfMA), I construct and apply a framework for evaluating past water management responses. Second, I review a scenario planning exercise as an approach for identifying robust decisions amid high levels of uncertainty about future ecosystem services. Third, I use an agent-based model to explore the evolution of decision-making and learning by water managers under alternative paradigms. Lastly, I compare the ability of two existing frameworks to increase understanding of resilience as it applies to South African water management. Results of this work indicate that: congruence of impacts, awareness, and power is key to achieving effective water management in South Africa; future water management planning needs to take account of cross-scale trade-offs; decentralisation holds most promise when supported by a national policy framework but which allows for local learning; learning may be constrained by temporal variability, water stress, access to learning networks, and use of inappropriate indicators; and the concept of resilience may provide a mechanism for uniting social and ecological research on water management. As most past water management failures have resulted from a misunderstanding of social-ecological system dynamics, work of this kind can make a significant contribution at this pivotal point in South Africa’s water management history. Towards integrated catchment management : challenges surrounding implementation in the Gamtoos River catchment

Water resource management has become a pertinent issue of global environmental concern in response to the conditions of a growing global population, increasing development and a limited freshwater supply. It is against the backdrop of such conditions that effective water resource management has gained popularity in seeking to ensure that the needs of the growing population will be met and secured for future generations. The notion of integrated water resource management (IWRM) is a perspective on water resource management that has evolved out of the global opinion that social and ecological systems are linked and therefore cannot be managed separately. The department of water affairs (DWA) in South Africa highlights the importance of approaching management of water resources from a catchment perspective which forms the basis for a particular integrated approach to management called integrated catchment management (ICM). ICM recognizes the catchment as the correct administrative unit for management. It integrates water resources and the land that forms the catchment area in planning and management. Researchers have described the implementation of ICM as being complicated and difficult. This is no exception to South Africa. Principles of ICM have received widespread prominence in South Africa as they have been incorporated into national water policy. Actual implementation however is still in its infancy. The study is therefore a case study of ICM with respect to factors influencing implementation amongst different stakeholders. The study aims to explore the theme of implementation of ICM within the context of the Gamtoos River Catchment with a view toward identifying and addressing challenges that may be more broadly applicable. The study adopts an inductive, exploratory approach to the connection between theory and practice. A systems-based framework characterized by sequential steps similar to that employed in a case study conducted by Bellamy et al. (2001) in Queensland Australia is used to facilitate the evaluation of ICM in the Gamtoos River Catchment. The evaluation is achieved through a three step process of exploration in the current study. Triangulation is applied to the choice of methods of analysis which involves the use of a global analysis method, the use of learning scenarios and a grounded theory method. Findings reveal seven core themes which help to provide a detailed, contextual understanding relating to the status quo for ICM in the catchment. Results from a grounded theory analysis summarized the main challenges to implementation into five broad categories. Based on this analysis method and the application of the three learning scenarios for the Gamtoos River Catchment, the extent to which these challenges exist was discovered. The state of ICM in the catchment was classified as falling within a condition of a level of success being achieved with room for improvement to a condition of optimal ICM. The study concludes that based on the context of ICM being an example of a Complex Adaptive Systems (CAS), this state of ICM in the Gamtoos River Catchment is subject to change. This therefore necessitates the consideration of approaches to implementation that are adaptive to change. Findings may serve to inform decision making on how ICM can be effectively implemented elsewhere in a South African context.

Assessment of Ecosystem Services and Water Accounting Methodologies for Integrated Water Resources Management in water scarce basins

Even though practical water resources planning and management has evolved greatly, there is still a mismatch between it and Integrated Water Resources Management. In light of the European Water Framework Directive and other European Policies related to water and sustainability, the Ecosystem Services assessment and Water Accounting methodologies have been identified as tools that can help approaching Integrated Water Resources Management. However, the existing methodologies are disconnected from the real requirements of water resources planning and management in complex river basins such as the ones suffering from water scarcity. The Water Accounting frameworks adopt a financial accounting perspective that is too exhaustive for the purpose of transmitting the relevant water stocks and flows for water managers and users in a river basin, and that entail less accuracy in the global water balance. Also, the analysed Ecosystem Assessment Tools overlook the influence of water management as well as the temporal and spatial variability of water resources and demands. This Thesis proposes methodologies for Water Accounting and Ecosystem Services Assessment which overcome the identified limitations and are especially adapted to be implemented in water scarce river basins. The Australian Water Accounting Standards are simplified to avoid exhaustive accounting for the sake of accuracy and transparency of water management information. An improved version is fully designed, and some criteria are proposed to guide its implementation at river basin scale with the purpose of improving public information and governance. A set of Integrated Water Resources Management Tools embedded in the Decision Support System AQUATOOL is tailored with economic information in order to obtain the benefits of three Freshwater Ecosystem Services considering the influence of water management with a detailed time step. The application of the resulting methodologies to different cases of study show the relevance of adopting a water management perspective in order to capture all the complexity of water scarce river basins in the results, so that they are useful for informed decision making. The Water Accounting results disclose synthesised and relevant information for water users and other stakeholders about the state of water resources and their allocation and supply during the analysed period. The Freshwater Ecosystem Services assessment results reveal helpful to classify water bodies or watersheds according to their capacity to provide environmental benefits, and to analyse the tradeoffs between the traditional water demands and the Ecosystem Services beneficiaries. Finally, the methodologies are put into context inside the Integrated Water Resources Management process that covers the target variables to consider, the tools that allow analysing the influence of management actions on them, the indicators that are more informative to water managers, and the ways to transmit the information to the general public. Furthermore, the types of analyses which can be conducted with the proposed methodologies are detailed, and illustrated with examples in scientific literature. The presented research is based on published work, which is expanded or detailed, and includes other non published material. The result is a Thesis that provides improved results and conclusions with respect to the stand-alone papers. / A pesar de que la planificación y gestión de los recursos hídricos ha evolucionado enormemente, existe todavía discordancia entre la misma y la Gestión Integrada de Recursos Hídricos. A la luz de la Directiva Europea Marco del Agua y otras Políticas Europeas relacionadas con el agua y la sostenibilidad, la Contabilidad del Agua y la evaluación de los Servicios de los Ecosistemas se han identificado como herramientas que pueden ayudar a aproximarse a la Gestión Integrada de Recursos Hídricos. Sin embargo, las metodologías existentes actualmente están desconectadas de los requisitos reales de la planificación y gestión de los recursos hídricos en cuencas hidrográficas complejas como las que sufren de escasez hídrica. Los marcos de Contabilidad del Agua adoptan una perspectiva de contabilidad financiera que es demasiado exhaustiva para el propósito de transmitir información relevante sobre las reservas y flujos a los gestores y usuarios del agua en una cuenca, y conllevan menos precisión en el balance global de agua. Los Estándares Australianos de Contabilidad del Agua se simplifican para evitar la contabilidad exhaustiva a favor de la precisión y la transparencia en la información sobre la gestión del agua. Se diseña una versión mejorada y se proponen algunos criterios para guiar su implementación a escala de cuenca con el propósito de mejorar la información pública y la gobernanza. Un conjunto de herramientas para la Gestión Integrada de Recursos Hídricos que forman parte del Sistema Soporte a la Decisión AQUATOOL se une con información económica para obtener los beneficios generados por tres Servicios de los Ecosistemas de Agua Dulce considerando la influencia de la gestión del agua a una escala temporal detallada. La aplicación de las metodologías resultantes a distintos casos de estudio muestra la relevancia de adoptar una perspectiva de gestión del agua para capturar en los resultados la complejidad de las cuencas con escasez de agua, de modo que sean útiles para la toma de decisiones informadas. Los resultados de Contabilidad del Agua muestran información sintética y relevante para los usuarios del agua y otros actores interesados sobre el estado de los recursos hídricos, y su asignación y suministro durante el periodo analizado. Los resultados de la evaluación de los Servicios de los Ecosistemas de Agua Dulce se revelan útiles para clasificar las masas de agua o subcuencas de acuerdo con su capacidad para proporcionar beneficios ambientales y para analizar el equilibrio entre las demandas de agua tradicionales y los beneficiarios de los Servicios de los Ecosistemas. Managing water for sustainable Agriculture: The case of Ralegan Siddhi in India.

Water is essential element for human survival but unstainable development practices and short term economic benefits are responsible for water scarcity in many areas around the world. Climate change is aggravating the risk with distribution and water availability. Agriculture is a sector highly dependent on water. The livelihood of a vast population in the world depends on not only agriculture, but also forestry, wetlands and fisheries and land use which, in turn, are strongly influenced by water based ecosystems that depend on monsoon rains. India is a global agricultural powerhouse. It is the world’s largest producer of milk, pulses, and spices as well as the largest area under wheat, rice and cotton. But increasing water scarcity in India is affecting agricultural sector, hence affecting socio- economic conditions of poor Indian farmers. In some pockets of the country, attempts have been made during the last few decades to manage the scarce water resources more efficiently and govern them more wisely, so that agriculture as the main economic backbone of the local communities can be sustainably supported. Ralegan Siddhi is one such outstanding case where the rainwater harvested through local interventions has enabled sustainable development of the entire community. The village stands out as an oasis in the desert. The aim of the study is to understand how water has been governed in Ralegan Siddhi to enable sustainable agriculture and hence sustainable development of the community. Ultimately, the study is foreseen to help improve the farmers’ situation in water scarce areas in India and elsewhere by sharing this study report based on Ralegan Siddhi’s water governance practices with other researchers as well as concerned agencies and actors.
