This study examined characteristics of 100 intensive probationers and 100 regular probationers to have a better understanding of why some probationers recidivate and others do not. Logistic analysis was used to analyze the following variables: age, race, gender, employment status, level of education, convicted offense, prior misdemeanor arrests, prior felony arrests, history of drug abuse, and type of probation. It was discovered that age, prior misdemeanor arrests, and offender category were significant variables correlated to recidivism. These findings are consistent with prior research and provide information that can be helpful to probation and parole officers in their supervision of offenders as well as to the criminal justice system when placing offenders on probation or parole.

Public Safety Impact of Electronic Monitoring of Texas High-Risk OffendersAliu, Paul Utu 01 January 2015 (has links)
The use of electronic monitoring (EM) as a tool to supervise high-risk offenders has increased in the field of criminal justice in the state of Texas. Although EM is now widely used to supervise high-risk offenders to prevent them from committing further crimes, it is unclear whether EM has achieved the purpose of reducing reoffenses during parole supervision. Hirschi's social bond theory, which was later developed into social control theory, was used as the framework for this general qualitative study to explore retired parole officers' perceptions concerning whether EM is successful in preventing high-risk offenders from committing additional crimes. Interview data were collected from 10 retired parole officers who supervised high-risk offenders on EM in Harris County, Texas. The findings revealed that the 10 officers perceived EM to be an effective tool, but they perceived the role of capitalizing on positive social bonds was equally important in controlling criminal behavior. Specifically, the officers perceived that their bond with the high-risk offenders on EM could diminish offenders' propensity to commit new crimes. Opportunities for positive social change stemming from this study include recommendations to the Texas Department of Criminal Justice to develop policies and training that is consistent with social bond theory, and retrain parole officers to emphasize to offenders positive contacts and relationship with family and continuing employment during the term of parole release in order to reduct opportunities for reoffense and futher victimization to the community.

This is a qualitative study based on eight interviews, four of which have been probation inspectors and three have been external controllers, or controllers as they say, and one have been an email interview with the headquarters of the correctional treatment. The interviews have been made on probation service offices in southern Sweden. The purpose of this study is to investigate how the professionals in Probation service see their work with intensive supervision with electronic monitoring. We are interested in their work from mainly three aspects, how they look at their control, how they see the intensive supervision with electronic monitoring as collective punishment and how they work with the client's family. In our results it emerges through interviews that probation staff in general find it difficult to work with the Children Convention (CRC) and the law when it comes to intensive supervision with electronic monitoring. They mostly do not believe that intensive supervision with electronic monitoring is a collective punishment for the adults but when it comes to children it becomes a longer discussion with different arguments and thoughts. Our results have found that in comparison to prison, most people seem to find that intensive supervision with electronic monitoring is a decent punishment. Most of the professionals are aware, and think it's important to recognize, that they are in a position of power in relation to the client. In the analysis, we establish an outcome from the interviews into our theories and trying to find a connection between them.

Taking Steps toward Recidivism Prevention: Examining the Impact of Cognitive Behavioral Therapy on Juvenile DelinquencyCain, Stefanie A. 05 1900 (has links)
Researchers within the criminal justice field have examined recidivism to discover effective methods to deter criminals from re-offending. Typically, incarceration provided specific deterrence for offenders but recidivism after release proved problematic. Using secondary data analysis, the present study evaluates a cognitive behavioral therapy [CBT] program, Reasoning and Rehabilitation, which the state of Colorado implemented in 1995 among juveniles on intensive probation. The original research team collected the data through pre- and post-questionnaires and interviews with probation officers. The pre- and post-test data are utilized to specifically analyze certain variables including self-control, empathy and problemsolving abilities. The focus of the present study is to determine the level of change in these particular variables as an outcome of completing the CBT program. This analysis also explores the value of CBT programs and examines how the programs alter an offender's level of selfcontrol, empathy and problem-solving abilities thus reducing recidivism after completion.

Ce mémoire dresse un portrait des pratiques concernant le programme d’hébergement avec encadrement intensif en centre jeunesse au moment de l’étude. Depuis l’ajout, lors de la réforme en 2007, de l’article 11.1.1 dans la Loi sur la protection de la jeunesse, les motifs pour recourir à l’encadrement intensif pour les jeunes pris en charge pour leur protection sont désormais balisés. Cette réforme résulte de controverses à savoir que cette mesure ne respectait pas les droits des jeunes et brimait leur liberté. L’encadrement intensif était perçu par les juristes comme étant illégal et sans fondement juridique. Afin de connaître les effets de la réforme dans les pratiques des intervenants, des entretiens qualitatifs ont été effectués avec vingt-cinq employés des centres jeunesse de Montréal-Institut universitaire et de Laval. Malgré certaines difficultés d’implantation ainsi que certains signes de résistance au changement, les résultats laissent entendre que cette réforme permet d’accroître le respect des droits des jeunes. Du côté des conditions d’hébergement, les changements majeurs se trouvent dans la lourdeur du profil de la clientèle desservie, et la surpopulation des unités d’encadrement intensif. La mixité de la clientèle sur la réadaptation des jeunes est discutée et analysée en fonction du concept de l'inertie socioculturelle et celui du respect des droits de l’enfant. / This dissertation outlines practices regarding the placement in intensive supervision unit for youth centers since the advent of the reform. This was influenced by polemics and controversies caused by the belief that this measure does not respect the rights of young people by restraining their freedom. The intensive supervision unit was perceived by lawyers as illegal because no legal basis existed. To resolve this debate, the legislature established in the Youth Protection Act, in 2007, the article 11.1.1 that now frames the use of this measure. To know the effects of this reform in the practices of counsellors, qualitative interviews were conducted with twenty-five employees of youth centers in Montreal and Laval. Despite some implementation difficulties and some signs of resistance to change, the results suggest that this reform enhances the rights of young people. About living conditions, major changes are at the heavy profile of the clientele and the overcrowding intensive supervision units. Also, the mix profiles on the rehabilitation of youth is discussed and analyzed in terms of the concept of socio-cultural inertia and in regard of respecting human children rights.
