Florida Expressways and the Public Works Career of Congressman William C. Cramer

Since the introduction of automobiles to Florida in the 1900s, highways have been integral to the state's economy. In the 1950s, statewide limited-access highway projects were introduced in the form of a state-operated turnpike and the national Interstate highway system. This paper traces the simultaneous development of both expressway systems, outlining the previous condition of Florida's highways, the initiatives taken by Florida's governors, and especially the role of William C. Cramer of St. Petersburg, Florida's first Republican United States Congressman since Reconstruction. In the House of Representatives, as a ranking member of the Roads Subcommittee of the Public Works Committee, Cramer played a prominent role in shaping federal highway policies, addressing corruption in highway politics, keeping Interstates toll-free, and preventing highway funds from being diverted to other programs. He battled proponents of the Sunshine State Parkway, which ran parallel to designated Interstate routes and threatened to make them unfeasible. As the capstone to his public works career, Cramer secured additional mileage to provide for the 'missing link' between Tampa Bay and Miami, which had not been authorized in the original federal outlays. The designation extended a route through St. Petersburg.

Extensive deer migrations have been observed for many, years in western mountain regions. More recently several complex interstate migrations have become the objects of careful study and the subjects of special wildlife movement programs. The interstate deer migrations between the Sublett-Black Pine, Idaho, areas and the East Raft River Mountain, Utah, area are not exceptional. These migrations are now of such a magnitude that they are creating management problems of increasing importance to the 2 states involved.

L’arbitrage est un moyen de gestion de litige apprécié et privilégié par les acteurs du commerce international. Son bon fonctionnement dépend de la justice étatique. Ces deux appareils doivent entretenir un rapport tantôt fusionnel et tantôt concurrentiel. Le déroulement de cette relation peut réciproquement susciter des complications et de la méfiance. En France comme dans plusieurs autres États de l’Afrique subsaharienne, le juge étatique est le collaborateur de l’arbitre malgré l’envergure de leurs rapports. Ces États reconnaissent à la justice étatique son pouvoir explicite et implicite durant l’arbitrage. La présente recherche et étude aborde la mise en œuvre des compétences respectives attribuées à l’arbitre et au juge durant l’arbitrage. Afin d’accentuer et de pérenniser le bon déroulement de l’arbitrage en France et en Afrique francophone, cette étude s’est attardée sur la question de l’arbitrabilité et du développement économique. Après avoir énuméré des réalités freinant la floraison durable de l’arbitrage en Afrique, quelques solutions sont proposées pour le préserver de tout dysfonctionnement. / Arbitration has been used to resolving cases appreciated by international trade actors. However, well-functioning depends upon state justice. Both devices should have maintain a fusional and competitive relationship. The unfolding of this relationship can reciprocally bring complications and mistrust. State judge is referee’s collaborator despite the spacing of reports in France and several other states in sub-Saharan Africa. These states recognize the explicit and implicit power of state justice during arbitration. This study approaches courts assigned to the arbitrator and judge during their challenge. In order to accentuate and sustain the smooth running of arbitration in France and Francophone Africa, this research has been focused on the issue of economic development. After listing realities hindering the flowering of arbitration in this part of Africa, some solutions have been proposed to preserve this method of dispute resolution of dysfunction.

Systematization of water allocation systems: an engineering approach

The allocation of water resources is typically accomplished within the framework of water allocation systems (WAS). In general, a WAS sets priorities, applies rules, and organizes responses to a range of water allocation scenarios. This research presents a comprehensive study of water allocation strategies and provides a conceptual framework of principles and guidelines for designing, assessing, implementing and supporting WAS. The voluminous compilation of international treaties and conventions, interstate compacts, intrastate administrative documentation, and scientific/engineering literature was researched in order to identify different water allocation strategies and mechanisms. From this analysis eight fundamental areas of WAS were identified: water rights, determination of water allotment, administrative systems, reservoir storage considerations, system reliability, multiple uses, instream flow requirements, and drought management. The systematic scrutiny of these eight areas at the international, interstate, and intrastate levels defined the conceptual framework for assessing WAS. The Texas experience with regard to its Water Availability Modeling system is also reviewed with particular emphasis on the application of the Water Rights Analysis Package (WRAP) model in supporting water allocation efforts. The Lower Rio Grande WAS was used as a case study to demonstrate how the principles presented in the conceptual framework can be used to assess water allocation issues and identify alternative strategies. Three WRAP simulation studies utilizing several components of the conceptual framework were performed in order to assess the Lower Rio Grande WAS. The simulations focused on three of the major water allocation issues of the Texas Rio Grande: reallocation among uses, instream flow requirements, and drought management. The simulations showed several deficiencies in the Lower Rio Grande WAS, particularly regarding the size of the domestic-municipal-industrial (DMI) reserve and its effect on the reliability of other uses. The simulation results suggest that water from the DMI can be liberated to be used by irrigators and to support environmental flows without affecting the reliability to municipal users. Several strategies were proposed that can potentially improve the overall efficiency of the system. Nonetheless, implementing new strategies and water allocation policies in the Lower Rio Grande WAS would require considerable changes in regulation policies.

Evaluation of exclusive heavy-vehicle lanes on the Interstate Highway 35 corridor in Austin, Texas

The purpose of this study is to evaluate potential travel time impacts of the implementation of exclusive heavy-vehicle lanes on the Interstate Highway 35 (IH 35) corridor, in the Austin metropolitan area. The analysis considers heavy vehicles (trucks) and non-heavy vehicles (cars) as separate system elements and as an integrated system. The study modeled traffic operations on IH 35, during the AM and PM peak hours, under two traffic scenarios, Existing and Inside Truck-Only Lanes using the software VISSIM 5.4. The limits of the study are FM 1431 in Round Rock, on the north, and SH 45 near Buda, on the south. The Existing scenario modeled traffic operations under current IH 35 geometric conditions and traffic control rules, in which trucks are prohibited from the inside lane and cars are allowed in all lanes. The Inside Truck-Only Lanes scenario modeled traffic operations under the assumption that trucks are restricted to the inside lane only and cars are prohibited from the inside lane. Travel times across the study area corridor were measured in the models to compare the performance of the Inside Truck-Only Lanes scenario relative to the Existing scenario. / text

Archaeology of the Bruin Slave Jail

Archaeological and historical investigations of the Bruin Slave Jail in the West End of the City of Alexandria, Virginia, revealed a fascinating and complex history. From 1844 to 1861, the house belonged to Joseph Bruin, a slave trader, and housed the most successful and well-known slave trading operation in Alexandria. In 1848, Bruin purchased several slaves who were captured on board the schooner Pearl in one of the largest escapes ever attempted. Bruin and two of the Pearl refugees, Emily and Mary Edmondson, inspired some of the characters and events in Harriet Beecher Stowe’s Uncle Tom’s Cabin. Stowe included the true story of the Pearl refugees, and the Edmondson sisters in particular, in her comprehensive survey of the domestic slave trade, The Key to Uncle Tom’s Cabin. This study of the material culture and other archaeological data, along with extensive historical records regarding Joseph Bruin’s slave trading business and the stories of several slaves purchased by Bruin after the Pearl incident, illuminates the ways in which the internal slave trade changed the nature of slavery, and the ways slavery was contested by slaves and by abolitionist groups. It also demonstrates the ways in which African Americans were commodified in the slave markets. Analysis of the complementary historical and archaeological data reveals the ways these forces impacted the lives of enslaved women enmeshed in the slave trade particularly, and the ways they negotiated and resisted their sale by the slave traders who made their living buying and selling human beings in an increasingly corporate, and contested, political and sexual economy. / text
