Author has chosen "Political Aspects of the Management and Development of Selected Municipalities (Case Study of Vinařice u Loun)" topic.The work is divided into two parts, theoretical and practical. The theoretical part explains and describes concepts related to communal politics matter. For example, government municipalities, municipal authorities, community development, municipal management, municipal budget, municipal elections, electoral law etc.
The practical part describes characteristic of Vinařice u Loun village from demographic and socio-economic perspective - according to the current municipal budget draft, compared to the budget structure with another, equally large municipalities. Furthermore, there has been described a detailed description of local interest and local government, and the last municipal election to municipal council (2014). The main objective is to define the nature of the decision-making process of local government and compare the management of the village from 2000 to the present (2016).
The Masters thesis characterises a case study (as already mentioned in the title of work). For data collection, analysis of documents, interviews and comparison of data were used.

This presented diploma thesis deals with evaluation of the traffic noise influence on the health of the exposed population. The objectives of this thesis are based on the results of Environmental Health System in the Czech Republic (Subsystem III), which provides the long-term monitoring of the noise in the municipal environment of the chosen agglomerations. A part of the noisy location monitoring is also the questionnaire survey confirming hypothesis n.1: "At the traffic noise perceiving, there is an important psychosocial bound, which often stands in opposition to the results of the noise measurements". Furthermore, the thesis describes the results of the indicative measurement of the chosen noisy localities in comparison with same locality measurements in the technical accuracy class. The indicative gauge tests were made on the traffic-busy roads in Jihlava city. The measurement has proved the link between the intensity of the traffic flow and indicatively determined noise levels and practical applicability for the local planning or local controlling incentives solution. The results of the indicative measurements point out to breaking of the equivalent night noise levels for sleep disturbance in three chosen localities. Breaking of the equivalent day noise levels has a nature of the noise annoyance. The measured road-traffic-caused night and day noise levels may be compared to the recommendations for the risks of increased incidence of selected civilization diseases published by the World Health Organisation.

Right to Local Self-Government - Summary The diploma thesis deals with topic of Right to Local Self-Government in the Czech Republic. Chapter one is introductory and summarizes contemporary theoretical approaches to the concept of territorial Self-Government and the nature of the right on it. Furthermore this chapter explains the importance of territorial Self-Government and describes its evolution in the bohemian lands, while it puts closer look to the restoration of territorial Self-Government and its design after 1989. Finally, this chapter looks at position of the Czech Republic in the typology of local government systems. (in English): The thesis focuses on the regional organisation of the Communist Party of Czechoslovakia (KSČ) in the Liberec region. In the political system of interwar Czechoslovakia, KSČ was specific in that its members hailed from all local ethnic groups. It was therefore, above all, the local Germans who formed the major part of the Liberec organisation. In the 1920s in some districts within the region, KSČ received up to one third of all votes cast, while throughout the 1930s, its support diminished rapidly in favour of the Sudetendeutsche Partei (SdP). The thesis seeks to clarify the causes of this sudden drop. It identifies as one of the major factors the mutually contradictory identities which were being formed within the local branch of the movement, i.e. the communist, the German and the Czechoslovak identity. These three came into alignment, to a certain degree, only shortly before the Munich Agreement with the emergence of a communist Czechoslovak narrative established on a supraethnic basis. The study also takes note of the developments in the KSČ headquarters in Prague as these had significant impact on the peripheral Liberec organization and further places the problem within the context of the First Czechoslovak Republic and its society. This diploma paper deals with contemporary practice in dispose of biodegradable waste, especially biodegradable communal waste (biowaste) in the Czech Republic. It explains fundamental terms, points out relevant legal rules and describes methods of biowaste handling. It evaluates collection and utilization systems in two cities in the way of comparison method. It compares them from cost and benefits (economic, environmental) points of view. The main purpose of the diploma paper is general introduction into the issue, pointing out negative effect of biowaste landfilling and presentation of actual systems of utilization. In the Czech Republic, town halls are allowed to issue printed newspapers to inform the residents about local events. The newspapers are funded from municipal budgets and free for the residents, often delivered directly to the mailbox. Apart from being useful source of information, the newspapers may serve also as a platform for election campaign of the incumbent politicians. This fact was the main reason for the amendment of the Press Act in 2013, directing municipalities to issue unbiased news with enough room for all the political stakeholders. The present study uses various secondary data to examine the effects of town hall newspapers on voting decisions during municipal elections held between 1998 and 2014. Econometric analysis finds significant and positive relationship between presence of a newspaper and performance of incumbent politicians. Comparison of election results from 2014 with previous election years suggest that the Press Act amendment has not had substantial impact on this relationship.

Municipalities within their jurisdiction must provide their citizens with a range of services which are often very financial demanding for many of them and are a heavy burden on their local budgets. In addition, in this area municipalities are also imposed to a number of conditions and objectives defined by the basic documents for waste management in the Czech Republic. One possible solution to these problems is to provide services through intermunicipal-cooperation. In this thesis there are analyzed the possibilities of using this form of service provision in the area of waste management in the Czech Republic. The first part is an introduction to this topic, defining the fundamental objectives specified in the Waste Management Plan and other official documents, legal conditions for cooperation between municipalities and a summary of foreign experience with the cooperation of municipalities. In the practical part these findings are tested through a questionnaire survey on the real experiences of existing unions in the Czech Republic, which shows that inter-municipal cooperation is not in our circumstances sufficiently and comprehensively utilized; the municipalities leave most of the competencies on themselves. To improve this situation could help more effective state support and change of certain legal conditions.
