Komunální politické systémy v severských zemích / Local Political Systems in the Nordic Countries

Diploma thesis deals with local polity, politics and policies in the Nordic countries. The main aim of this thesis is to study local polity, politics and policies in the Nordic countries and then identify what are the most important common features of these countries and the most significant differences between them. The first chapter deals with known theoretical approaches to distinctions between local government systems. This chapter presents some typologies of local government systems. Another four chapters are dedicated to local politics in the Nordic countries. The second chapter is focused on Sweden. The third chapter deals with Denmark. The fourth chapter is focused on Norway, while the fifth chapter on Iceland. The each of these four chapters is split into several subchapters, which are focused especially on competencies, tasks and duties of municipalities, structure and functioning of municipal institutions, forms of intermunicipal cooperation, number and size of municipalities, structure of municipal earnings and expenditures and other financing matters, electoral and party systems at local level, neighborhood councils, user democracy and free commune experiments. Efektivní návrh a provoz třídící linky jako prvek komplexního odpadového řetězce / Effective proposal and operation of sorting line as an element in waste management

The hereby presented master’s thesis deals with municipal solid waste separation. The introductory chapters describe current state of handling of selected recyclables and the technologies of their collection. The following chapter is a description of a waste sorting line technology, since this facility’s function is to upgrade the recyclables to secondary materials. The first step of practical part of this thesis was creation of a technical-economic model of the sorting line designed to process plastic and paper waste, therefore the following chapter is dedicated to its description and presentation. Subsequently, the outputs of the model are evaluated for three settings of its input variables, which represent the three imagined scenarios of the modeled sorting line’s operation. Sensitivity analyses focused on selected input variables of this model were also performed. A separate chapter is dedicated to changes in the model outputs in the case of including the waste transportation prices to the selected scenario. At the end of the thesis, the influence of increased material separation of plastic waste on the lower heating value of residual mixed municipal solid waste is evaluated.

This thesis summarizes latest findings about municipal solid waste (MSW) modelling. These are used to solve multivariable version of inverse prediction problem. It is not possible to solve such problem analytically, so heuristic framework using regression models and data reconciliation was developed. As a side product, models for MSW modelling using PCA (Principal Component Analysis) and LM (Linear Model) were created. These were compared with heuristic model called RF (Random Forest). Both of these models were also used for per capita MSW modelling. Theoretical parts about generalized linear models, data reconciliation and nonlinear programming are also included.

The master’s thesis deals with the application of optimization models in the waste management. The analysis of the current state, the estimation of information about the flow of a specific waste, the estimation of the probable processing site and the method of processing is developed by a suitable approach based on sophisticated mathematical methods. The mathematical model, which was created by merging the two already existing models, brings results suitable also for forecasting the state of the waste management. The output is a comprehensive computational tool that was tested on data from the year 2015. The results for mixed municipal waste (catalogue number 20 03 01), bulky waste (catalogue number 20 03 07) and waste with catalogue number 19 08 05, i.e. residual sludge from sewage plants, were processed in MS Excel.

This master thesis deals with various mathematical models, which can be used for designing the location of collection points for various fractions of municipal waste with consideration of walking distance, economic demands and utilization of allocated capacities. Scripts for generating input datasets for applied models from basic input data, which are address points with population and GPS coordinates, is also included in the thesis. The model was implemented in GAMS and the script was written in VBA in Microsoft Excel. Model was used in case study. Results of single and multi-criteria approaches are analyzed and compared.

Master’s thesis deal with the design of waste to energy plant of municipal waste. The design of technology is to build the component parts of plant and basic calculation of individual apparatus. Overall technology concists of pretreatment of municipal waste, which is then stored in the bunker. Pretreatment municipal waste is fed into the counterflow rotary kiln. Flue Gates from the kilns are routed through multicyklony in the heat recovery steam generators (HRSG). The multicyklon separates the pollutants. The HRSG generates steam required properties from the feedwater from the heat kontent of gas. Superheated steam is driven to the condensing turbine with extract steam for distrikt rating and for power generation. The flue gas from the HRSG are passed through purification section, in which are separand pollutants the dry method purification. The left heat content of flue gas is used in heat exchanger with twist tube for preheating feed water for the HRSG. The flue gas are fed to the stack.

Udržitelnost systémů odpadového hospodářství / Waste management system sustainability

The thesis proposes a new approach to assess sustainability of waste management systems. In the first part current mixed municipal waste (MSW) management system of the Czech republic is reviewed and promising MSW treatment techniques are introduced. In the second part a summary of literature on Life Cycle Assessment (LCA) approach to assess sustainability of MSW systems is provided. A new sustainability assessment model is proposed by implementing LCA to a current tool called NERUDA used to optimize waste management costing. It is demonstrated how to connect these two concepts in order to aquire a powerful tool for sustainability assessment.

The purpose of this thesis is to design a solution thermal power outlet of incinerator in hot water for the supply this town of heat. First and foremost are described problems landfill society and their implications on the environment. Next some alternatives of the waste and the burning in incinerators are described too. The thesis describes the history of the first incineration plant in the Czech Republic and its subsequent upgrading of the economical and environmentally friendly waste recovery and modernization of flue gas cleaning. Contribution of the work is then proposed as amendments to equipment and wiring for use of steam for the conversion heat output into hot water. This is essentially a calculation of steam water heaters at the end of the expansion of the steam and the related adjustments to the turbine blading. At the conclusion outlines the basic economic calculation and comparison of profits and investment associated with this implementation compared to implementation, which is now projected. It is a calculation of investment efficiency and its possible repayment due to higher profits from the sale of energy. This work serves only as a basis work for future technical realization and it outlines the appropriateness of this alteration.

The initial chapters are aimed to waste legislation and transportation of the waste by road freight transport across Europe. The objective is to collect the data, that are required for calculation in tool NERUDA. The next part describes the cluster analysis and different approaches in it. The selected methods of cluster analysis are apllied to the logistic task in the final chapters. The cluster analysis is considered from different aspects. The results are visualized using the software ArcGIS.

The thesis deals with the implementation of the Local Agenda 21 (LA21) method in the Czech Republic and the possible real change of municipal policy as a result of this method. The author chose four case studies for his research (Prague, Prague 10 city district, Prague 14 city district, Chrudim city) selected by the so-called "most different system design" method, ie successful municipalities on the one hand and unsuccessful on the other. In addition to this dichotomy, the author adds a perspective of different types of municipal system: city vs. city district. The methodology of the thesis is based on two pillars - content analysis of strategic documents and the current outputs of the individual municipal offices, and semi-structured interviews conducted by the author, which clearly shows that the LA21 method is a strongly political subject, depending on the current level of political support, which fundamentally influences whether or not real change of the municipal policy towards sustainable development at local level. The paper also directly identifies some of the institutional shortcomings of the LA21 method as it is set up today by the LA21 Working Group of the Government Council for Sustainable Development based on the principles of the United Nations global initiative from 1992.
