Det främsta syftet med denna uppsats är att undersöka hur samordnade ramavtal kan påverka processen för offentlig upphandling. Det finns dock ett flertal tillvägagångssätt som leder till att samordnade ramavtal sluts, dessa kommer presenteras i uppsatsen. För att bilda en uppfattning om processen kring offentlig upphandling har två metoder använts. De metoder som använts är intervjuer och litteraturöversikt av tidigare forskning om offentlig upphandling. Studien kommer använda ett samordnat ramavtal från asfaltering och markarbeten vid namn Dnr: TI 2014 1096 som Salems kommun har slutit med närliggande kommuner. Uppsatsen presenterar ett händelseförlopp där Salems kommunens storlek samt dennes val att outsourca sin upphandlingsverksamhet har inverkan på hur upphandlingen sköts. I och med kommunens val att outsourca sluts ofta samordnade ramavtal. Uppsatsen kommer att presentera för och nackdelar med detta händelseförlopp samt anledningen till varför kommunen har valt att hantera offentlig upphandling på detta vis. Vidare presenterar resultatet hur kommunen hanterar externa aktörers påtryckningar och hur detta kan påverka konkurrensen mellan företag. Ytterligare en aspekt är hur kommunen hanterar maktbalansen mellan sina egna intressen och leverantörers, som besitter mycket makt och kapital.

Sweden is known world-wide for its achievements in the field of sustainable urban development. Due to this global recognition Swedish stories and policies of sustainable urban development are being spread across various spatial and institutional contexts. Focusing on SymbioCity and its approach as examples for such stories, this thesis seeks to elaborate on the de-politicization of urban environments through sustainable urban development policies. In doing so, this thesis synthesises urban political ecology and policy mobility literature to form a theoretical framework to investigate the mobilization and legitimization of such environments. Drawing on findings provided by methods of text analysis and interviews, it is illustrated that Swedish stories of sustainable urban development construct a de-politicized spatiality supported by capital, desires of influence and “the planner”. The thesis concludes by arguing that planning research needs to critically address the process of de-politicization and support the articulation of a political Ecotopia.

Lake Balkhash is one of Central Asia’s largest water bodies, and is the second largest fishery in the republic of Kazakhstan, accounting for 31% of the country’s total fish capture. Following the dissolution of the Kazak Soviet Socialist Republic in 1991 the Balkhash fishery experienced sharp contractions in productive output with reported annual catch rates halving in a decade. This study adopts a social-ecological systems framework, in conjunction with common-pool resource theory, to provide a comprehensive exploration of the drivers of socio-ecological change to the Balkhash fishery since the independence of Kazakhstan. The study reveals how the fishery has and continues to be shaped by a combination of local (alien species introductions, fishery governance) and external dynamics (pollution, international markets).The findings of the research are based upon a two-month field study in Kazakhstan.
