My thesis is divided into two parts where the notional part presents the targets and methodology, describes the locality of the research, the system of education and the legislation. The applied part is based on the qualitative research carried out with four randomly chosen headmasters of the educational institutions in Zábřeh, representing different types and stages of the educational system. Based on the results of my research, the target of my thesis is to describe the impact of the amendment of the Act No.563/2004 on Educational Staff and the impact of modification of some related acts on the teaching stuffs of all kinds of educational facilities in the town, and at the same time to present the process of dealing with these legislative changes by the headmasters as the managers of the schools. By interviewing the headmasters I should find the answer to the question if their analysed responses conform the idea of an ideal manager (according to Jan Hron) who needs to have not only knowledge an competence to be a successful manager, but also authority and will. The results of the research should also confirm or refute the idea that in connection with the legislative changes many insufficiently qualified teachers were dismissed to be replaced by new employees. Therefore, I am comparing the results of my survey with the accessible data from the local employment agency. Although it is hard to generalize the data from the qualitative survey and a relatively small number of respondents, this thesis should bring a new insight into the whole issue in the town of fourteen thousand inhabitants.

Cílem práce je praktická aplikace změn vedoucích k posílení zásad rovného zacházení, transparentnosti a zákazu diskriminace při zadávání veřejných zakázek; mezi tyto řadíme mj. požadavky na prokázání splnění kvalifikace dodavatele, návrh nových hodnotících kritérií, stanovení % u mimořádně nízké nabídkové ceny a sjednocení a zjednodušení úkonů zadavatele (jejich vzájemná návaznost). Dále je cílem snaha o zmapování úkonů veřejného zadavatele, které musí administrátor veřejné zakázky v souladu s platnou právní legislativou v České republice, tj. zákonem č. 137/2006 Sb., o veřejných zakázkách (dále jen zákon) realizovat v rámci jednotlivých zadávacích řízení veřejných zakázek, a následný návrh změn, vedoucích k posílení zásad rovného zacházení, transparentnosti a zákazu diskriminace při zadávání veřejných zakázek a návrhu postupů, které by umožnily "sblížení" zákonných postupů a praktické stránky.

The thesis deals with theoretical knowledge process of training employees in the organization and their personal development, as well as a practical approach to the process of educating city workers Rakovník working at the Municipal Office in Rakovník, which is the authority of a municipality with extended powers in this range ensures the execution of state administration. Review of literature in the first part characterizes human resource management, human personality and describes in detail the process of lifelong learning and personal development, motivation and corporate training. The second part is defined by the statutory procedure for training of local government officials. The practical part consists of a description of the organization Rakovník Municipal Office, its activities and scope, as well as familiarity with the organizational structure. Based on the study of documents, observation and questionnaire survey, which solves view officials on the issue of their further education, an assessment of the level of this process in the organization. In conclusion processed suggestions for possible improvements.

The thesis is focused on proposing changes in methodological procedures relating to the public tendering administration in the selected institution and consequently also changes in the relevant legislation, especially in the terms of principles, which a public tendering authority must implement under the Act no. 137/2006, on public tendering. The work contains a theoretical and practical summarization of legal steps according the current legislation and a proposal of changes in the form of amendment of the public tendering act. Since dealing with this issue for many years, it was my attempt to incorporate my own practical experience and knowledge into the proposal of these changes. The thesis is divided into three thematic parts. In the first part there is an introduction of a summary of basic rules and procedures in public tendering since 1990 till present, i.e. the act no. 137/2006, on public tendering. The second part focuses on a practical example of the public tendering procedure. The third part contains the proposal of changes in rules and procedures leading to the promotion of equal treatment, transparency and non-discrimination in public tendering, as well as of their practical application.

The subject of the the diploma thesis is the evaluation the current state of lifelong learning in the govermental and non-govermental non-profit sectors. The aim of the thesis to suggest possibilities for lifelong learning in govermental and non-govermental non-profit sectors. The thesis focuses on reasons which lead workers to increase the level of their achieved education and to participate in educational workshops. It deals with the state of employer or company support. Its theoretical part is based on studying of documents. For conducting the practical part there were chosen particular authorities and organizations where a quantitative survey using a standardized questionnaire and qualitative research using semi-structured interviews were done. The collected data were analyzed and the conclusion stated. Diploma thesis shows the way for the improvement of work with employees who lack the necessary education.

This Dissertation Deals with the Problem of National Qualification System Project(NSK). This Project Has To Be an Instrument for the Acceptability of Result of Apprenticeship and Further Education as Well as for Consideration of Contemporary Possibility of Finding Employment on the Labour Market after Passing the Exam According to NSK. In the Theoretical Part of Dissertation are Defined the Basic Terms. The Following Part is Directed on the Survey and Analysis of Law and Implementing Regulations Dealing with this Problem and Implemennting Regulations Linked with it, Included European Union Regulation Concerning Qualification and Comparison of the EU Requirements with the Czech Ones. Practical Part of Dissertation is Focused on Vocational Qualification Marked by Code 69-008-E: Cleaning Worker (Cleaner) of Administrative Surfaces. Questionnaire Survey was Made with the aim to Evaluate Reasons for which Graduates Took Part in the NSK System and the Benefit with Regard to Possibility of Obtaining the Employment in the New Branche or Keeping Actual Labour Position. The Conclusion Contains the Evaluation of the Utilization NSK in Practice, the Benefit of this System for Those which Passed the Examination and the Summarizing Evaluation of Questionnaire Survey Results.

As the title of the thesis indicates, I addressed the number of the staff and their qualification representation at the individual departments of the hospital in Písek. I cooperated with head nurses as well as other nursing staff in the hospital and acquired information from them. The first hypothesis was that the number of the nursing staff work load at standard surgical departments corresponds with the recommendations of Karla Pochylá{\crq}s method. This hypothesis was not confirmed as the average number of staff at surgical departments was higher than the methodology states. The second hypothesis was that the number of the nursing staff work load at standard internal departments corresponds with the recommendations of Karla Pochylá{\crq}s method. The number of staff at internal departments was also higher than the recommendations of the method; neurology was the only department where the number of staff was lower than recommended. The second hypothesis also was not confirmed. The third hypothesis was that the number of the nursing staff work load at nursing beds corresponds with the recommendations of Karla Pochylá{\crq}s method. The number of the staff at nursing beds was higher than recommended by the method. This hypothesis was not confirmed. The fourth hypothesis was that the qualification representation of the nursing staff at standard surgical departments corresponds with the recommendations of Karla Pochylá{\crq}s method. This hypothesis was not confirmed. The fifth hypothesis was that the qualification representation of the nursing staff at standard internal departments does not correspond with the recommendations of Karla Pochylá{\crq}s method. This hypothesis was confirmed. The last, sixth hypothesis was that the qualification representation of nursing staff at nursing beds does not correspond with the recommendations of Karla Pochylá{\crq}s method and this hypothesis was also confirmed. I believe that the thesis can be used in practice as a template and groundwork for determining the correct number and qualification representation of nursing staff at various medical facilities.

My thesis summarizes the legal documents relating to eligibility and possibility of legal practice in another state than the home member state. European Union Law in this regard is binding for the Czech Republic since its accession to the EU in 2004. The work is divided into chapters giving comprehensive and coherent information. The introduction justifies my choice of the topic and outlines particular chapters. The first chapter is devoted to cross-border advocacy and the related terms of a European lawyer or Union element. The second chapter begins with the interpretation of the content of primary law in relation to advocates and their activity. The third chapter presents relevant legal documents of secondary union law - directives. The fourth chapter describes fundamental Czech legislation, namely the Law on Advocacy. The fifth chapter discusses the legislation in France. The sixth chapter contains two examples of Czech and EU case law. In the chapter of annexe there is a list of the professional designation of the home state set by Ministry of Justice, so it is a list of titles of persons authorized to provide legal services, and the second annexe is a bar chart showing the number of European lawyers established in the Czech Republic. The aim of the Diploma thesis was an analysis of the current teaching possibilities for kindergarten teachers and its related contribution for teaching profession. The thesis is divided into two parts, theoretical and practical. Theoretical part is further divided into several sections that reflect terminology, legislation, forms of teachers' education, historical perspective on changes in teachers' education in the Czech Republic as well as a brief introduction to situations in abroad. The empirical part is established by structural dialogues among experts in pedagogical field and questionnaires filled out by teachers and parents whose children attend pre-school facilities. Conclusion of this thesis reflects current teaching possibilities and evaluates their contribution to the pedagogical public. The subject matter of this diploma thesis is the formation of a method for vocational qualification verification of employees at the Dukovany Nuclear Power Plant. The verification of qualification in the nuclear power plant is necessary considering the necessity of skilled and well-educated staff. Another reason for verification of qualification is adopting of the Atomic Energy Act No. 263/2016 of Coll. of 14th July 2016 and subsequent regulations as the staff is obliged to familiarize with them and prove their knowledge. In the first part of the diploma thesis the attention is dedicated to the general knowledge of human resources education and management respecting specialized literature and electronic resources. Another part of the thesis is focused on the proposed method for vocational qualification verification, its validation at the Dukovany Nuclear Power Plant and evaluation of current employees’ knowledge.
