Cizinci na trhu práce v ČR / Foreigners on Czech labor market

This work's intention is to capture the most important immigratory movements to the Czech Republic especially in relationship with participation of foreigners at Czech labor market. First it attends to phenomena of migration from common view in context with legislative set-up of chosen problems and with present state of migration politics in the Czech Republic. Last but not least it attends to history, trends and general reasons of migration. From this viewpoint it summarizes theoretical knowledge and other information relevant to immigration problems and it briefly characterizes significant causes of migration which are not directly related to labor market. Analytic part deals with possibilities of labor use of foreigners in the Czech Republic. It results from the analysis of present situation and from labor market's needs and it examines possibilities and conditions of foreigners who are labor market's part - it focuses at the most frequently immigrating national groups including detailed analysis of Vietnamese community. This work also characterizes possible future impact of present inflow of foreigners to Czech republic's labor market. The summary of diploma work synthesizes acquired findings, exposes the most severe problems and suggests selected possibilities of their solution.

Problémy mezinárodní migrace pracovních sil v České republice po vstupu ČR do EU / International labor migration in the Czech Republic after the EU accession

The objective of this diploma thesis is to analyze and evaluate situation on the Czech labor market in relation with international labor migration in the Czech Republic after the EU accession. The situation on the Czech labor market is demonstrated on the data of the Statistical Office, the Ministry of Interior, the Ministry of Labor and Social Affairs of the Czech Republic and other institutions engaged in this issue. Closer analyze of this issue leads to the conclusion that the Czech labor market, as well as other foreign labor markets, is affected by the emigration of qualified labor. It is then necessary to make up this deficit of labor by immigration of qualified labor from abroad. This immigration of labor is essential for positive oncoming population demographic development too. That is the reason why it is necessary for the Czech Republic to actively use and work on further improvement of active migration politics. That is an area where the Czech Republic has already accounted various accomplishments. However it remains to be a key area on which the Czech Republic should remain focused and in which should constantly improve.

Vzdělávání a vzdělávací soustava Karlovarského kraje a její vazba na trh práce / Education and Educational System in Carlsbad Region and its Connection with Labor Market

The aim of the diploma thesis is to answer the question whether the number of graduates from high schools and universities corresponds to the needs of the labor market in Carlsbad region. To achieve this goal the basic notions of education and labor market are explained in the theoretical section. After that, the role of education in the labor market and regional development is described. All levels of the educational system and the labor market in the Czech Republic is characterized in the next chapter together with legislative framework and basic conceptual documents according to the Czech educational system. Next chapter contains characteristics of the educational system in Carlsbad region. The last section is devoted to the labor market, analysis of vacancies registered by labor offices and the situation of graduates on the labor market. The results of the thesis show that there is not enough technically oriented graduates from high schools. The regional leaders try to deal with this situation and encourage students to study technical fields. Offer of graduates from higher vocational schools meets the needs of the labor market. The situation with university education is more complicated. Firstly, there is a lack of technical fields and the second problem is leaving of university graduates from the region. Even in this case there is apparent attempt of regional representatives to solve this problem and adapt the educational system so it can better reflect the needs of the labor market.

The goal is to determine the role of women in the labor market in the Czech Republic, to 74 compare the perceived status of women identified through research with the real situation on the labor market and consequently propose corrective measures. The theoretical part deals with gender and gender-integrated organizations, feminism and emancipation movement, discrimination against women in the labor market, anti-discrimination measures by the State and the European Union, the development of the labor market position of women in the labor market position of women in the family and the possibility of harmonizing work and family life. The practical part includes primary research, which aims to map the perception of the problem of women in the labor market, the possibility of harmonizing work and family, results analysis and research for action.

This thesis deals with unemployment in the Středočeský Region and then it deals with the local labor market. It focuses on active employment policy and its impact on human resources in the region. The aim of this thesis is evaluate the success of programs aimed at the active employment policy and assess its impact not only in the whole region but also on micro-regions and districts. In conclusion it is formulated recommendations for the future. In the theoretical part of the thesis is define the term unemployment and described ways of its measurement and analysis. It describes the historical development of unemployment at the national level since 1993 and also briefly describes the state employment policy. In the practical part of the work is focused on the Středočeský region, socio-economic ana-lysis and its position in the Czech Republic. It defines the specifics of the region, peculiari-ties of the regional labor market factors and the specific structure of human resources. At the end of the work are analyzed various programs to promote active employment and draw their impact on the labor market and the situation in the region, together with recom-mendations.

This thesis deals with the educational system and its links to the labor market in the Pardubice region. The paper analyses the education system and the labor market in the Pardubice region. The main goal of this work is to illuminate the relationship between the education system and opportunities on the labor market. The theoretical part focuses on the basic concepts that are related to education and the labor market and legislative treatment of education in the Czech Republic. The practical part briefly focuses on the education system and the labor market in the Czech Republic, detailing the educational system and the labor market in the Pardubice region. It characterizes all levels of education, labor market developments in the region and analyses the number of vacancies with respect to graduating people. In conclusion the link between the education system and the labor market are evaluated. The results of this thesis suggest that the education system is not completely compatible with the labor market; however, there is a tendency for Regional Council to adapt the education system to suit the demands originating from the labor market.

De modo mais específico, as reflexões presentes nesta tese de doutorado têm como objetivos: a) analisar de que forma a adoção de um novo padrão de desenvolvimento condicionou a dinâmica do mercado de trabalho brasileiro e a sua nova configuração; b) ponderar acerca dos limites intrínsecos à estratégia de crescimento neoliberal na tarefa de superar os traços persistentes de subdesenvolvimento do mercado de trabalho brasileiro; c) e, finalmente, examinar se a reconfiguração em curso representa uma tendência à superação dos problemas estruturais deste mercado de trabalho. Assim sendo, defende-se que, muito embora o excedente de mão de obra, a informalidade, os baixos salários, a alta rotatividade e a desigualdade de rendimentos continuem sendo problemas crônicos, os determinantes estruturais da organização e funcionamento do mercado de trabalho se alteraram decisivamente no capitalismo contemporâneo. Além do mais, a nova divisão internacional do trabalho, as tendências de polarização e precarização do mercado de trabalho e de flexibilização das relações de emprego na Europa alteraram os termos do debate sobre a estruturação do mercado de trabalho e o padrão de emprego desejado, assim como da discussão sobre as políticas necessárias para a solução dos referidos problemas. Nesse contexto, trava-se no Brasil uma disputa entre dois discursos distintos no que tange ao tema "desenvolvimento e mercado de trabalho": o discurso neoliberal e o social-desenvolvimentista, derivando de cada um deles diferentes implicações sobre a dinâmica do mercado de trabalho. Diante desse debate, argumenta-se que a estratégia de crescimento neoliberal é incapaz de enfrentar os problemas crônicos inerentes a um mercado de trabalho subdesenvolvido como o brasileiro. Ao final do presente estudo, espera-se ter reunido argumentos para discutir a seguinte hipótese: a superação dos traços herdados do passado (responsáveis pela reprodução da pobreza extrema e das desigualdades socioeconômicas) e a consolidação de um mercado de trabalho condizente com a nova inserção do País na economia mundial e com os avanços no campo da cidadania e dos direitos sociais dependem, em última instância, da viabilidade de sustentação do novo padrão de desenvolvimento gestado na década passada / Abstract: The study presented here discusses the meaning of the current process of reconfiguration of the Brazilian labor market, started in 2004, highlighting its main elements, determinants and obstacles. More specifically, this doctoral thesis has the following objectives: a) to analyze how the adoption of a new development pattern conditioned the dynamics of the Brazilian labor market and its new setting; b) to identify the intrinsic limitation of a neoliberal growth strategy to overcome the persistent characteristics of underdevelopment of the Brazilian labor market; c) and finally to examine whether the ongoing reconfiguration has the potential to overcome the structural problems of the labor market. Therefore, it is argued that, although the labor surplus, informality, low wages, high turnover and income inequality continue to be chronic problems, the structural determinants of the organization and functioning of the labor market have changed decisively in contemporary capitalism. Moreover, the new international division of labor, the trends of polarization and precarious labor market and flexibilization of the labor relations in Europe changed the terms of the debate about the structure of the labor market and the intended job patterns, as well as the discussion on the policies needed to solve those problems. In this context, in Brazil two different discourses regarding the theme "development and the labor market" are in dispute: the neoliberal and the social-developmentalism, each one with implications for the dynamics of the labor market. Given this debate, it is argued that the neoliberal growth strategy is unable to address the inherent chronic problems of an underdeveloped labor market as is the Brazilian. These solutions should help the company to hire desired number of employees with expected qualities in qualified time.

The Impact of University Prestige in the Employment Process: A Field Experiment of the Labor Market in Three Countries

Using a field experiment of the labor market, 2,400 fictitious applications were submitted to job openings in three countries: United States, United Kingdom, and Australia. The resumes belonged to fictitious citizens with full working rights, both female and male, that have attended universities of varying prestige in the United States, United Kingdom, and Australia respectively. Two skill-intensive sectors of the labor market were chosen: information and communication technology and accounting.  For each sector of the labor market, two resumes were designed. One resume had a high skills match with the generic requirements of entry level jobs in each sector. A second resume had a low skills match with the same requirements. For each country, one high-ranked university and one non-high-ranked university were selected to signal prestige. The name of the university the applicant graduated from and the sex of the applicant were randomly assigned on otherwise identical resumes. This study distinguished between the effects of human capital (Becker, 1975; Mincer, 1974; Schultz, 1959; 1961) and the signaling effect of university prestige in the labor market (Spence, 1973), while controlling for networking effects (Bayer, Ross, & Topa, 2005; Petersen, Saporta, & Seidel, 2000). The results suggest that human capital—as measured through the high and low skills match resumes—was statistically significant in predicting callbacks. Applications in the high skills match condition were 79% more likely to receive a callback than applications in the low skills match condition. The prestige condition and the interaction between university prestige and match were not statistically significant. This experiment detected no statistically significant differences in callback rates based on the sex of the applicant. These findings suggest that human capital, and not university prestige, predicts recruitment outcomes for applicants with a bachelor’s degree only. Transition to Temporary Labor: Labor Agencies and The System of Flexible Recruitment in Chinese Manufacturing Industry

While previous studies have focused on the politics of production at workplace and types of flexible employment to explain the effective control of workers and labor cost, this study argues that more attention needs to be paid to the intermediating power of labor market agencies, which has become the organizational forces for establishing informal and nonstandard employment relations. Based on two-month fieldwork at two labor staffing agencies in Shanghai and a yearlong track of changing labor prices in one of the agencies, this study finds that a flexible hiring system based on seasonal production has been established to maximize the adaptability of the manufacturing industry. This recruiting practice, through adjusting economic incentives and obscuring labor contracts, enables the market to relocate workers into different factories as production requires, thereby redistributing the total workforce under labor shortage. While workers consent to these arrangements because of high economic rewards, they also highlight doing temporary jobs as exercising control over their labor power, a strategic tool to detach themselves from the rigorous factory regime. / Thesis (MA) — Boston College, 2020. / Submitted to: Boston College.
