Future climate change impacts on the boreal forest in northwestern Ontario. Implications for the forestry sector and the local community.

A large body of research has documented evidence of climate change impact already occurring on different systems on earth, future impacts can be expected. Accordingly, research is urgently needed to analyze the potential impacts of climate change on forest ecosystems in order to contribute to better landscape planning and management. This thesis investigates how climate change affects landscape change, and how to use this understanding in the analysis of land-use and landscape planning and management to adapt to climate change impacts. In particular, this study examines how climate change may impact a managed forest in terms of timber availability, and the regional community that relies on it for its survival. <br /><br /> I hypothesized that the Boreal forest in north western Ontario will change in the short term (i. e. 60 years) in species composition and will produce less available timber as a result of human-induced climate change as modeled by different General Circulation Models plus harvesting, compared to a baseline climate. The study objectives were (a) to evaluate the degree of change in land cover (species composition) under forest harvesting and various climate change scenarios; (b) to analyze timber availability under different climate change scenarios, and harvesting; (c) to describe possible scenarios of land cover change as a result of climate change impact and harvesting to assist in policy-making related to land-use and landscape planning; and (d) to identify possible sources of both land-use conflicts and synergies as a result of changes in landscape composition caused by climate change. <br /><br /> The study area was the Dog-River Matawin forest in north western Ontario (? 8 x 104 ha). It is currently under harvesting. I used the Boreal Forest Landscape Dynamic Simulator (BFOLDS) fire model to simulate landscape change under different climate change scenarios (CCSRNIES A21, CGCM2 A22), which were then compared to simulations under a baseline climate scenario (1961-1990). I also developed an algorithm for the geographic information systems Arc View©, that selected useful stands, and simulated harvesting and regeneration rules after logging, processes not currently included in BFOLDS. The studied period covered 60 years to analyze impacts in the medium term in the landscape change. <br /><br /> Results obtained were the following. (1) There will be a shortage in timber availability under all scenarios including the baseline. The impacts of climate change will cause a deficit in timber availability much earlier under a warmer scenario with respect to the baseline. The combined impact of climate change and harvesting could diminish timber availability up to 35% compared to the baseline by year 2040 under the CCSRNIES A21 scenario mainly due to an increase in fires. Deficits will occur 10 years before in the same scenario compared to the baseline (by year 2035). (2) In both scenarios and the baseline, there will be a younger forest. In 60 years, there will not be mature forest to support ecological, social and economic processes, as the forest will only have young stands. (3) Results obtained indicated that species composition will not change importantly among the scenarios of climate change and the baseline every decade, but there will be a change in dominance along the 60 years of the simulation under each scenario including the baseline. Softwood increased in dominance and hardwood decreased in all scenarios. <br /><br /> The period length used in the simulation of 60 years appeared to be too short to reveal conspicuous changes in species composition. Increases observed in softwood over hardwood related to the increase in fires which promoted the establishment of species such as jack pine as well as the application of regeneration rules after logging. This finding did not agree with the hypothesis. Results of timber availability were consistent with what I expected. Warmest climate change scenarios (CCSRNIES A21) impacted both the amount of timber available (less availability every ten years) from the beginning of the simulation and the time when deficits occurred. <br /><br /> There are important economic, social and environmental implications of the results of this study, namely a future forest that would be young and would supply much less timber. For the forestry industry, production goals would be hindered in the medium term, falling short of industry demands. For a society that depends heavily upon the forest to survive, declining production can imply unemployment, thus affecting the welfare of the community. For the environment, such a young, fragmented forest could be unable to sustain important key species and ecological processes, leading to a loss of biodiversity, Land-use and landscape planning should be used to regulate how the land is used to minimize climate change impact. They should be further used as adaptation tools, to help in ameliorate those climate change impacts that do occur.

Investigating the Feasibility of Establishing a Biosphere Reserve on the Northeast Coast of St. Lucia

The feasibility of establishing the northeast coast of St. Lucia as a UNESCO-designated Biosphere Reserve was investigated. A Biosphere Reserve is a concept of sustainability that attempts to harmonize development, the welfare of the people, and the maintenance of a healthy ecological system while learning how to manage socio-ecological systems on the ground (UNESCO 1996a). The west coast of the island is heavily concentrated with commercial, tourism, and residential developments while the northeast coast of the island consists largely of dry forest and small, rural communities. The northeast is thus seen as the next frontier for development. However, in contrast to the west coast, conservation and habitat development in the dry forest on the east coast of the island remains possible because large scale tourism development is still in the planning stages there. This research investigates the feasibility of designating the northeast coast of St. Lucia as a Biosphere Reserve as one possible approach to sustainable development especially with regard to biodiversity conservation, tourism, and rural livelihoods. The dry forest is understudied in St. Lucia as are the concepts of sustainable development. The investigation of this study can highlight the sustainability deficiencies that could potentially hinder a biosphere reserve designation. Thus, this research focus and its findings have the potential to address a matter of key concern in St. Lucia’s sustainability planning efforts. Two hundred and fifty individuals participated in interviews and surveys which constituted the potential stakeholder groups of a Biosphere Reserve. They included community members, civil society, government officials, tour operators, tourists, developers, and private land owners. Qualitative analysis within the context of a sustainability framework revealed various themes pertinent to the designation of a Biosphere Reserve. The use of the statistical program NVIVO and Microsoft Excel were employed for such analysis. The results were analyzed using a combined sustainability framework of the Gibson sustainability assessment criteria (Gibson et al 2005) and the ecosystem-based approach (UNESCO 2000) which is promoted by the Conference of Parties of the Convention on Biological Diversity (2000). The conceptual framework is the product of conceptualisation prior to the analysis of results as well as having emerged from the analysis as a piece of grounded theory. The sustainability criteria embraces the principles of socio-ecological integrity, precaution and adaption, livelihood sufficiency and opportunity, socio-ecological civility and democratic governance, inter- and intra-generational equity that must be integrated to achieve overall positive benefits towards sustainability (Gibson et al 2005). The ecosystem approach and the sustainability criteria overlap significantly however there are areas where they complement each other. The ecosystem approach espouses adaptive management principles to foster learning within unpredictable socio-ecological systems and promotes decisions that employ precaution but that also lead to better understanding of socio-ecological systems (UNESCO 2005). The ecosystem approach also espouses using economic incentives to protect biodiversity in opposition to market distortions that often undervalue ecosystem services. Major findings of the analysis included the weakness of the development process on the island; its lack of rigorous policies, the absence of a national land use plan and low public participation; all hindrances to sustainable development and to proper environmental management. Attempting to compete internationally while trying to maintain the island’s natural, cultural, and human resources has become an exceedingly difficult challenge and the island has often resorted to the high-density mass tourism route for economic development while the ideal aspiration has been for low-density, environmentally friendly and socio-culturally acceptable tourism. Furthermore, mass tourism impacts negatively on the environment and the majority of the economic benefits are repatriated to the countries of origin. Hence, there seems to be a disconnect between the relevant authorities who have the power to implement acts, laws and plans with the technocrats who prepare those plans and who are involved in research as well as with civil society and the general public who have concerns about the environmental toll and the overall direction of the tourism sector. People need development within their communities and see the dry forest as suitable for large scale development, more than likely of the tourism form. The ecosystems on the northeast coast which include the dry forest, mangroves, beaches, and the marine environment provide considerable ecosystem services to the people and to the island, such as natural hazard regulation, the provision of food, fuel, erosion control, water purification and waste treatment as well as the cultural services of sense of place, inspiration, and recreation. The northeast coast is therefore not yet ready to be designated a Biosphere Reserve as it must overcome certain challenges that impede sustainability. The major arguments point to the need for stronger policies for conservation, land use development, and equitable economic benefits for all from the tourism industry. The resolution of many of these issues lies in the structural changes of governance, constitutional reform, empowering the local citizenry through the building of human and social capital, and the creation of a democracy that is more participatory. Civil society and local governance are very weak within the communities and must therefore be built up in order for people to develop a sense of ownership and control over the development of their surroundings. People must be sensitized and educated about the dry forest as an important ecosystem that needs preservation. These are grand feats that will require a lot of time, vast amounts of effort, and a common vision before the designation of a Biosphere Reserve can be contemplated. Based on the research outcomes a preparatory phase of no less than 10 years to make the northeast coast an area suitable for a Biosphere Reserve is recommended. During this period of time significant gains should be made towards sustainable community economic and social development, environmental education concerning northeast coast ecosystems of the dry forest mangroves, and coastal systems, communities should be educated on Biosphere Reserves, small-scale sustainable tourism should be undertaken as well as other economic development initiatives in other sectors such as agriculture.

Multi-Sectoral Perspectives on Regional Food Policy, Planning and Access to Food: A Case Study of Waterloo Region

There is increasing interest in linking food system policies and land use planning practices to healthier diets and healthier communities. Little is known about the process of regional food system policy making or the impact of planning and policy decisions in shaping community food environments, including healthy retail opportunities. The Region of Waterloo’s (ROW) Regional Official Plan (ROP) was adopted in 2009 and includes a progressive commitment to support the regional food system through actions to facilitate access to healthy, local food. The policies point to the multiple health, environmental, and local economic benefits of a strong and diverse regional food system and include efforts to: protect the Region’s agricultural land; permit a full range of agriculture- and farm-related uses on agricultural land (to support farmer viability); provide a mix of uses, including food destinations, within close proximity to each other; permit temporary farmers’ markets; and support community and rooftop gardens. The purpose of this research was to examine Waterloo Region’s policy and planning environment as a case study for ‘what works’ with respect to potential points of intersection for improving public health goals and addressing other community priorities. This was achieved by obtaining multi-sectoral perspectives on the ROP’s regional food policies, current food system planning practices at the local level, and access to food. The objectives of this research were: (1) to examine the process of food system policy making in Waterloo Region through multi-sectoral perspectives and to identify the key contextual factors, facilitators and barriers at the individual-, organizational- and system-levels; (2) to identify current planning policies and practices that affect the location, promotion and establishment of healthy retail outlets; (3) to describe the role and motivation of new and existing regional food system participants, including the Region’s Public Health (PH) and Planning (RP) Departments and other key food system stakeholders, in contributing to food system change; and (4) to develop a conceptual framework to illustrate the process of food system policy making and features of food system change at the regional level. In-depth, semi-structured interviews (n=47) were conducted with regional decision makers (n=15); regional and local staff experts in public health and planning (n = 16); and regional food system stakeholders (n=16). Food system stakeholders included local food producers, retailers and distributors, and representatives from other levels of government and community interest groups. Participants were recruited primarily through expert and snowball sampling and a Project Advisory Committee (PAC) was established with academic experts and representatives from PH and RP to help guide early stages of recruitment and research. Two interview guides were used and adapted from earlier tobacco policy work in the Region. All interviews were audio-recorded and transcribed verbatim and constructivist grounded theory methods were used to code and identify emerging themes from the data. Key overarching themes and sub-themes related to food system policy making and food system change included: “strategic positioning” and its underlying sub-themes of “aligned agendas”; “issue framing” and “visioning” which emerged as important ways to influence and affect policy and environmental change. The significance of “local and historical context”, “partnerships”, “multi-sectoral participation” and “knowledge transfer” also contributed to an improved understanding of food system change in Waterloo Region. “Legitimacy” was noted to be a concern in the absence of an appropriate mandate to address food system issues however by engaging in “partnerships”, one’s ability to participate ‘legitimately’ in food system change improved. An important finding was that “food access” had different meanings to participants and may reflect the various lenses through which local food system concerns are viewed. A number of key facilitators of food system policy making were identified and included: food system champions; politically astute leaders; a common issue frame; a collaborative partnership between PH and RP; external partnerships with the community; and food- and agriculture policy networks. Several key barriers to food system policy making included: new areas of practice for PH and RP staff; limited capacity to act without committed partners; inter-jurisdictional relations and tensions with municipal planners; and dominant ‘cheap food’ values. Local-level barriers affecting healthy retail access related to gaps in regional food system coordination and legislative planning support and pointed to an important disconnect between the Region’s vision for the regional food system and the current planning realities at the municipal level. Early signs of policy and environmental change to improve access to healthy food can be seen as evidence of PH’s commitment, groundwork and capacity building efforts over the past decade and their strategic alignment with other regional priorities and partners. These findings can be used to support ongoing community planning considerations in Waterloo Region and to inform similar food policy and planning initiatives in other jurisdictions. A G.E.N.E.R.A.T.E. Change Model was developed as an 8-Step guide for multi-sectoral collaboration and policy and environmental change at the regional level. Steps include: (1) ‘grounding the work’ (groundwork); (2) engaging multi-sectoral stakeholders; (3) negotiating positions and partnerships (establishing legitimacy); (4) exchanging knowledge (ideas and policy options); (5) recognizing points of intersection for policy and environmental change options; (6) aligning agendas, establishing a common issue frame, and setting a vision for change; (7) transferring expert knowledge to decision makers; and (8) evaluating policy and environmental change. At a time when there is mounting interest and consideration of possible food policy strategies at federal, provincial and regional-levels in Canada, findings from this research serve as an important example of how multiple cross-sectoral benefits can be achieved through coordinated and collaborative action.

The inaccessibility of elementary schools in Fulton County causes, consequences, and alternatives

Everyone understands that elementary schools in suburban areas are inaccessible and poorly sited. A compelling conclusion from this thesis is that only 12% of the approximately 40,000 elementary school children in Fulton County, Georgia, the focus of this study, are able to walk to school, given the school location and siting. Clearly, school location is a critical impediment for walkability, which is an emerging focus of public health. Three guiding questions are posed to explore the causes and consequences of elementary school inaccessibility. First, what influences the selection and design of elementary school sites in suburban locations? Second, what is the specific evidence that demonstrates inaccessibility? Third, what actions can be taken to address the problem? Schools located in Fulton County, Georgia are the subject of this thesis because Fulton County is typical of most suburban areas, in that the housing patterns are characterized by low density, cul-de-sac type development, large block size, and are designed with an assumption of total reliance on automobiles. Fifty-three elementary schools are included in this study. Recommendations and strategies are provided to correct the problems in existing schools to make them more accessible. The conclusions and recommendations follow the analysis and strategies are offered at three scales of analysis.

A place apart? : Debating landscapes and identities in the Shetland Islands

Based around the concepts of landscape and identity, this thesis examines several contemporary debates in the Shetland Islands with a view to finding out more about where people in this group of islands currently ‘are’ in terms of their geographical and cultural location, from both a local and non-local perspective. Drawing on a multi-method approach, including textual analysis, participant observation and semi-structured interviews, the study points to the often complex and contentious relationship between power structures and notions of local versus national interests, particularly in the areas of landscape management and nature conservation. The image of Shetland is also discussed in some detail, revealing the importance of how this island group is perceived both outside the islands and among people living in Shetland. It becomes evident, in this context, that ideas associated with ‘northness’ and ‘remoteness’ can be understood as something quite problematic while, at the same time, such ideas can also be used as an asset with which to brand the islands to external markets. The study is set against a backdrop of devolved power structures, nation building and the upcoming referendum on Scottish independence. From a broader perspective, the thesis ties in with a more general discourse in which local and place specific studies are gaining increasing importance in what is frequently referred to as a rapidly globalizing world.

Industrial land use planning in a context of development of high tech industry : a case study of the city of Richmond

This thesis examines city conditions that attract high tech companies in Canada and the United States, gives an insight into the high tech industry in Richmond, analyses factors that determine the location of high tech in the City of Richmond, and identifies possible actions that the City of Richmond could take to attract high technology. The problem statement focuses on factors that determine the location of high tech industries in North American cities, generally, and in the City of Richmond, specifically. The thesis' methodology consists of a literature review, survey and interview research, statistical analysis, and policies and zoning regulations review. The economic and planning literature have provided better understanding of the definition of high tech industry, the types of high technology clusters, and the locational factors affecting the spatial distribution of high tech companies. Both the survey and the interview questions have focused on the effective methods of attracting high tech industries, the conditions making high tech industries successful in the surveyed cities, the development characteristics supporting high tech industries, the development tools used by the cities in practice, and the current effective planning approaches to high technology. The statistical analysis and the review of policies and zoning regulations have provided an insight into the number and size of the high tech companies located in the city of Richmond, as well as into Richmond's policies related to high technology. This thesis finds that high tech industries are foot - loose industries that often change locations due to factors, such as better tax climate, availability of an educated workforce, and post - secondary institutions presence. As a result, there is no standard framework to explain the locational pattern of high technology. However, this thesis identifies two sets of locational factors - general and specific - that are decisive for high technology today. There is an obvious requirement for general locational factors, such as a skilled workforce, post-secondary educational institutions proximity, linkages to other industries, good public transit, good quality business parks, higher building densities, and affordable housing. The specific locational factors depend on the type of high tech sector, and they are required by certain high tech sectors, such as biotechnology. The locational factors revealed by this thesis do not represent a framework that is applicable to all communities that aim to attract high tech businesses. However, the findings of this thesis present valid information for any community to consider before pursuing high tech policies and programs. In addition, this thesis leads to recommendations regarding the steps that communities could undertake in order to develop successful high tech policies and programs.

Furthermore, mass tourism impacts negatively on the environment and the majority of the economic benefits are repatriated to the countries of origin. Hence, there seems to be a disconnect between the relevant authorities who have the power to implement acts, laws and plans with the technocrats who prepare those plans and who are involved in research as well as with civil society and the general public who have concerns about the environmental toll and the overall direction of the tourism sector. People need development within their communities and see the dry forest as suitable for large scale development, more than likely of the tourism form. The ecosystems on the northeast coast which include the dry forest, mangroves, beaches, and the marine environment provide considerable ecosystem services to the people and to the island, such as natural hazard regulation, the provision of food, fuel, erosion control, water purification and waste treatment as well as the cultural services of sense of place, inspiration, and recreation. The northeast coast is therefore not yet ready to be designated a Biosphere Reserve as it must overcome certain challenges that impede sustainability. The major arguments point to the need for stronger policies for conservation, land use development, and equitable economic benefits for all from the tourism industry. The resolution of many of these issues lies in the structural changes of governance, constitutional reform, empowering the local citizenry through the building of human and social capital, and the creation of a democracy that is more participatory. Civil society and local governance are very weak within the communities and must therefore be built up in order for people to develop a sense of ownership and control over the development of their surroundings. People must be sensitized and educated about the dry forest as an important ecosystem that needs preservation. These are grand feats that will require a lot of time, vast amounts of effort, and a common vision before the designation of a Biosphere Reserve can be contemplated. Based on the research outcomes a preparatory phase of no less than 10 years to make the northeast coast an area suitable for a Biosphere Reserve is recommended. During this period of time significant gains should be made towards sustainable community economic and social development, environmental education concerning northeast coast ecosystems of the dry forest mangroves, and coastal systems, communities should be educated on Biosphere Reserves, small-scale sustainable tourism should be undertaken as well as other economic development initiatives in other sectors such as agriculture.

Aim of the dissertation – to conduct systemic analysis of Lithuanian non-productive land use planning and develop the model, defining directions of non-productive land use. Scientific novelty of the dissertation research and practical significance The main element of scientific novelty in the dissertation is the model of determining non-productive land use directions developed on the basis of multi-criterial analysis analytic hierarchy process. Having processed the research and the competent specialists’ (experts) assessment data, concerning natural, organizational, and economic factors, the model of non-productive land use direction when planning perspectives of specific land plots and land holdings use in territory-planning documents, was developed.
