An evaluation of the implementation of the Namibian language-in-education policy in the upper primary phase in Oshana regionAusiku, Justus Kashindi 02 1900 (has links)
After independence, in 1990, the government of the Republic of Namibia perceived the need to replace
the old Language-in-Education Policy (LiEP) for schools with a new one that promotes the use of the mother tongue alongside English in schools and colleges of education. Consequently, the new
Language-in-Education Policy was implemented in all 13 educational regions. The aim of this study is
to evaluate the implementation of this policy in the upper primary schools in Oshana Region.
The findings of the study were analysed according to relevant literature to determine if they were in
line with the theories of language policy evaluation. At least five major findings emerged from this
study that are described in relation to relevant themes, namely; home language, language preferences,
language practices, policy awareness and government support. The study revealed that the majority of
learners in Oshana Region are Oshikwambi speakers, followed by Oshikwanyama speakers. In
addition, the majority of teachers who teach Oshindonga are also not Oshindonga speakers.
Furthermore, the study revealed that the majority of learners, teachers and principals preferred English
as LoLT to Oshiwambo. Another major finding of the study is that despite the fact that English is the
LoLT, both teachers and learners are still struggling to communicate in English. In general, successful
communication often takes place in Oshiwambo. The study revealed that the majority of teachers,
learners and parents are neither aware of the new LiEP nor were they consulted prior to its
implementation. In addition, the LiEP related materials are not available in most of the schools.
Finally, the study found that there is a serious shortage of textbooks and well qualified teachers in
African languages. This shortage of textbooks prevents teachers from giving adequate homework to
learners. Consequently, the LiEP cannot be successfully implemented.
A number of recommendations are made regarding the shortage of textbooks in Oshiwambo, the use
of the mother tongue as LoLT from Grade 1 to Grade 7 and the recognition of other Oshiwambo

A critical appraisal of the harmonisation of Shona-Nyai cross-border varieties in Zimbabwe and MozambiqueMazuruse, Mickson 02 1900 (has links)
The study sought to explore possibilities of harmonising Shona-Nyai cross-border varieties in Zimbabwe and Mozambique. Emerging from the responses were problems of attitudes, ignorance of what the harmonisation project entails and the different levels of development among the varieties to be harmonised. Participants believed that the challenges they faced could be resolved and they proposed some intervention strategies. Results from the questionnaire, the interview and documents analysed affirmed the generally held view that, the future of Shona-Nyai as a language and culture is securely in the hands of the speakers’ initiatives. The argument of the study has been that, the success of such a harmonisation project depends on the presence of favourable and conducive political and economic conditions through enabling language engineering activities.
Information collected from the questionnaires was mainly presented in tables and information from interviews and document analysis was presented qualitatively in words. The language as a right and the language as resource orientations of language planning guided this study. The intention was to show that the preservation of linguistic diversity is important in the maintenance of group and individual identity and harmonisation should further this cause. Findings from this thesis indicate that for a successful harmonisation project to take place there is need for research in the documentation of underdeveloped Shona-Nyai varieties so that they have some presence in the education domain. The study recommends that people’s mindsets must be changed by packaging the harmonisation project in a way which they understand and appreciate. The focus of this study is an investigation of the language policy and language policy implementation in the Department of Correctional Services of South Africa. Language usage is a right of all the citizens of South Africa as enshrined in the Constitution of the Republic of South Africa (Act 108 of 1996) which is the supreme law of the country. It is imperative that language policy makers in the Department of Correctional Services should adhere to the provisions of the constitution.
It also aims at establishing whether the Department of Correctional Services’ policy is aligned to the national language policy framework as well as provincial language policy framework that provide for the use of the eleven (11) official languages in general and in particular.
In this research study, background information serves to give an overview of how language policy of South Africa since 1994 has been perceived by various scholars and the historical overview of the language policies during the apartheid era. The African languages were given a low status as the language diversity of South Africa was not acknowledged by the government of that day.
The evaluation of the contents of language policies that were used previously and currently in the Department of Correctional Services shed light to the issues of language attitude, language choice and language use in this department. During the apartheid era there were working languages set for prisoners as well as staff regarding communication either verbally or in writing in the Department of Correctional Services. The role that the school governing bodies (SGBs) play in the implementation of language policy in Brits DistrictMabusela, Gadifele Guilty 02 1900 (has links)
The study was conducted in the Brits District. Six schools were chosen of which 3 belonged to the former model C schools where the language of teaching and learning is Afrikaans, and the other 3 schools were previously disadvantaged/rural schools. A qualitative study was used to garner information in the form of interviews, document analysis and observation.
The study attempt to find out the exact role that the School governing body (SGBs) play in the implementation of language policy as stipulated in the Constitution. It was revealed that of the 2 types of schools the school governing body (SGBs) for former model C schools are aware of the role they have to play in the implementation of the language policy whereas the school governing body (SGBs) for the rural schools are still grappling with their role as custodian of language policy implementation.
A number of concepts emerged from the study where it became apparent that rural schools and former model C school’s play field were not equally levelled from the onset. Former model C school governing body (SGBs) seem to be aware of their role in the implementation of language policy, whereas the rural school, school governing body (SGBs) are aware of their other roles e.g. school maintenance, school fund and hiring of educators. On the other hand they are of the opinion that language policies is for the principal and the school management team. In addition it was observed that the school governing body (SGBs) for rural schools has low morale, do not have the language policy document and generally lack interest in the services they are supposed to provide critical theory underpins this study. / Educational Leadership and Management / M. Language maintenace in the Malozi community of CapriviSitwala, Josephine Ntelamo 02 1900 (has links)
Silozi is one of the local languages of Namibia with over 200 thousand mother-tongue speakers. The aim of this study is to examine the language situation in the Malozi Community of Caprivi and to identify the factors influencing the maintenance of Silozi in Namibia. The following factors were identified as relevant to the maintenance of Silozi: education, media, religion, contact situations, cultural activities and language loyalty. Despite the strong influence of English in education and increased use of English bythe younger generation, the findings indicate that Silozi is likely to survive for several generations into the future. The study reveals that a high percentage of both young and old use more Silozi in the domain of home, neighbourhood and church than English. An investigation into the creation of a language policy and subsequent implementation in selected domains of life in ZimbabweMakanda, Arthur Pascal Takawira 11 1900 (has links)
This study sought to critically investigate the contribution of the ordinary people in the creation of a language policy and its subsequent implementation in Zimbabwe. The study was prompted by the realisation of the near-absence of a coherent language policy framework in Zimbabwe. The language policy situation in Zimbabwe is not clearly stated. A hotch-potch of statutes support the status, creation and implementation of languages that are spoken by the citizens of the country. The country’s supreme law, the constitution is silent about the necessity of a broad-based language policy in Zimbabwe. Only three languages Shona, Ndebele and English are considered to be major in a country with 16 known languages. This situation does not support the development of languages particularly the indigenous languages. Indigenous languages are not considered as a suitable medium of instruction from the third year of primary schooling up to tertiary level.
Indigenous languages play a critical role in culture, economics and politics. The study argued that ordinary people have creative ways of contributing to the development of a language policy because these people are constantly creating new words and vocabulary that they implement in their day to day struggle with nature and other social classes. Authorities in Zimbabwe are yet to view the role of indigenous languages in development as a cornerstone of socio-economic and political progress. African languages, particularly the Shona language that was the main unit of analysis in this study revealed its capacity to handle complex ideas. It was recommended that when Shona and other indigenous languages are accorded the status of official languages of the country and then provided with the financial resources and linguistic expertise to develop them then, a coherent language policy can become a living reality in Zimbabwe. / Africam Languages / D. Thesis (MPA)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: This assignment is based on the principles of the sociolinguistic theory. Exponents of the
sociolinguistic theory focus on the social dimension of language. They argue that
language planning is part of social change, and as such it is subjected to the rules of social
change. Language planning does not take place in a vacuum and therefore, the
exponents of the sociolinguistic theory also focus on the broader societal factors such as
the economic, political, demographic and psigological factors that influence language
planning during the planning phase.
This study investigates the manner in which the University of Stellenbosch dealt with
multillingualism through its language policy. In this regard the investigation aims to
establish whether the University of Stellenbosch is doing enough in terms of its language
policy to promote multilingualism through developmental programmes, in order to make
the university more accessible for non-Afrikaans speakers from the community it serves.
This study also investigates the historic background of the university and nationalism in
dealing with the lingusitic and Afrikaans character of the University. In this regard the
focus is on the role of Afrikaner Nationalism, the role it played in the language policy, and
also how it influenced the broader political goals of nation building and reconciliation.
Against this backdrop a critical analysis is made of the language policy of the University of
Stellenbosch based on the provisions of the constitution and language ideological models.
Lastly this study aims to make recommendations for a language policy at Stellenbosch
University which will promote multilingualism, by recognising all the official languages,
through this the university will be more accessible for non-Afrikaans speakers, especially
those in the Western Cape. / AFRIKAANSE OPSOMMING: Die werkstuk is gebaseer op die beginsels van die sosiolinguistiese teorie. Voorstanders
van die sosiolinguistiese teorie plaas die fokus op die sosiale aard van taal.
Taalbeplanning is deel van sosiale verandering, en is as sulks onderhewig aan die reëls
van sosiale verandering. Taalbeplanning geskied nie in 'n vakuum nie, en daarom fokus
voorstanders van die sosiolinguistiese teorie ook op die breër sosiale faktore soos die
ekonomiese, politieke, demografiese en psigologiese faktore wat taalbeplanning beinvloed
tydens die beplanningsfase.
Hierdie studie is 'n ondersoek na die wyse waarop veeltaligheid aan die Universiteit van
Stellenbosch hanteer word. In hierdie verband word ingegaan op die kwessie of die
Universiteit van Stellenbosch in terme van sy taalbeleid, genoeg doen om veeltaligheid
deur ontwikkelingsprogramme te bevorder sodat die universiteit meer toeganklik kan wees
vir nie-Afrikaanssprekendes uit die gemeenskap wat dit dien.
Die studie ondersoek ook die historiese agtergrond van die universiteit en nasionalisme in
