We seek to identify and analyze the profile of local political elites, the strategies adopted by councilors in the performance of representation as well as the relationship established with the executive. To this end, we look back on the local scene from the resumption of the political divide, the rules of the legislative process, in addition to the agenda approved by the mayor and the City Council. The study seeks to demonstrate that the choice made by political actors would be related, as far as possible, to the unique dynamics of county policy. Although individuals are the basic unit of analysis, they operate according to the parameters set by the institutional environment in which they operate. Are the preferences of the actors as well as its position in the political game that make these opt for a strategy or other possibilities in the field of institutional rules. / Esta pesquisa tem por objetivo analisar a organização e o funcionamento da política representativa no município de São Carlos entre os anos de 2001 a 2008, compreendendo o modo que a representação política é exercida em nível local. Buscamos identificar e analisar o perfil das elites políticas locais, as estratégias adotadas pelos vereadores no exercício da representação, bem como a relação estabelecida com o poder Executivo. Para tanto, nos debruçamos sobre o cenário local a partir da retomada da disputa política, das regras do processo legislativo, além da agenda aprovada pelo prefeito e pela Câmara Municipal. O estudo busca demonstrar que a escolha feita pelos atores políticos estaria relacionada, na medida do possível, às singularidades da dinâmica política do município. Embora os indivíduos sejam a unidade básica de análise, estes operam de acordo com os parâmetros estabelecidos pelo ambiente institucional em que atuam. São as preferências dos atores, bem como o seu posicionamento no jogo político que fazem com que estes optem por uma estratégia ou outra no campo das possibilidades das regras institucionais.

A partir da perspectiva teórica de que o fortalecimento da democracia representativa vincula-s ao desenvolvimento da democracia participativa, este trabalho visa a analisar o exercício da participação política por meio do uso de ferramentas de tecnologia de informação e comunicação (TICs) no que se refere à elaboração de políticas públicas durante o processo legislativo. Além de avaliar outras experiências internacionais com esse intuito, o presente trabalho tem como base a realização de estudos de caso referentes a práticas participativas digitais desenvolvidas por parlamentos, em especial sobre o Programa e-Democracia da Câmara dos Deputados brasileira e o Projeto Senador Virtual do Senado chileno. Por meio de metodologia qualitativa, o estudo concluiu que tais projetos apresentam resultados ainda incipientes quanto à melhoria de representatividade na tomada de decisão, de agregação de inteligência coletiva no processo legislativo e de transparência da atuação parlamentar, elementos caros à democracia participativa e deliberativa. Não obstante, essas experiências têm o mérito de contribuir para a construção gradual de mecanismos participativos mais efetivos e complementares ao sistema de representação política / Departing from the theoretical standpoint in which the strengthening of representative democracy is related to the development of participatory democracy, this research aims to analyze information and communication technology experiments of political participation in policymaking. Besides evaluating mini-practices worldwide in this regard, we intend to study cases of digital participation developed by parliaments, specially the e-Democracia Program from Brazilian House of Representatives and the Senador Virtual Project from Chilean Senate House. By adopting qualitative methodology, this work concludes that such practices have just offered preliminary progresses for increasing representativeness in decision-making, aggregating collective intelligence in lawmaking and developing transparency over the behavior of legislators in the mandate, key aspects of the participatory and deliberative democracy. However, those practices contribute to the gradual construction of a more effective participatory mechanism that complements the system of political representation

H2) The boys commite crimes more than girls. H3) The most common crime rate is computer criminality and illegal download. A research was Based on the analysis of datas provided by police statistics and self-report survey the structure and development of criminal activities of children and young people in two Czech regions was analysed. The paper determines the general definition of cultural monuments, its legislative, and institutional framework and sources of financing. General knowledge is applied in actually applying for financing for renewal of cultural sight - the castle in Mladá Vožice. Financial sources for the rehabilitation and reconstruction of cultural heritage outside the owner's own funds can be drawn from public funds of the state budget, budgets of territorial-administrative units, or from foreign sources. Other options are the collections and yields from the economic use of the building. For withdrawal of funds is necessary to determine the purpose which the monument is used for. This is closely related to the amount of funds needed for the rehabilitation and reconstruction.

The effects of the oversight role of legislatures in promoting good governance in South Africa with specific reference to the Gauteng Legislature

Thesis (PhD.(Public Administration)) --University of Limpopo. 2019 / South Africa continues to experiment with democracy after 23 years since its rebirth in 1994. The country’s democracy is still developing towards greater transparency, full participation and accountability. Development depends on the existence of strong and vibrant institutions of accountability in the face of the challenges that threaten to reverse the gains made since the advent of democracy. Among such institutions is the legislature, which is the focus of this study. The study probes the oversight role of legislatures in South Africa. Oversight has become a subject of interest in the field of Public Administration as it is viewed as the mandate of legislatures to hold the government to account for managing public resources in the course of conducting public affairs. This study broadens the understanding of oversight by examining crucial relations between the legislature and the executive, and by providing insight into the legislature’s ability and capacity to carry out the oversight mandate. This is mainly because in most developing countries, the legislative sector, and particularly African legislatures have been categorised as weak. They are generally censured to have institutional weaknesses and limited decision-making role. There are, however, common challenges, including but not limited to lack of capacity, the dominance of the executive and its reluctance to cooperate, and lack of political will attributed to various factors. These challenges are intensified by the legislature’s perceived inability to deal with emerging issues. Studies previously conducted in the Gauteng Legislature have affirmed some of these challenges, including among others, lack of independence and capacity issues when exercising its oversight role. However, the literature pointed to increased oversight activities in democratic legislatures over the years. Although increase in oversight activities is acknowledged in the study, literature on oversight effectiveness is scant. From the foregoing, the aim of the study was to examine whether the oversight role of legislatures has effects in terms of the promotion of good governance, particularly executive transparency and accountability as well as public involvement. In addition to focusing on the relationship between the executive and the legislature, ability and capacity of the legislature, the study also set out to determine the extent to which the public participates in oversight processes of legislatures. The study concentrated on the Gauteng Legislature, and focused on the work of Portfolio Committees as they are responsible for the day to day oversight work of legislatures. The literature reviewed points out to the complex nature of the legislative oversight setting based on the systems of governance adopted in a country, which has an influence on the relationship between the executive and the legislature, and in turn, on oversight. The study has employed a qualitative approach, with the data collected utilising semi-structured in-depth personal interviews, participant observation and document analysis. Semi-structured personal interviews were the main data collection tool utilised to collect primary data from the participants. The participants were selected utilising non-probability (purposive) sampling to target participants with knowledge and experience on the subject matter to attain the objectives of the study. In addition, the participant observation and document analysis were used to collect both primary and secondary data to supplement the interviews with the respondents. This was mainly to respond to the contention of this study. The study argues that the legislature through its oversight role has the ability and capacity to promote transparency and accountability as well as public involvement. The findings of this study suggest that to a certain extent, the oversight role might have positive effects on promoting executive transparency and accountability. However, the findings have pointed out some serious shortcomings regarding the extent to which the public participates in the oversight work of the legislature. This is regardless of the efforts made by the legislature to establish platforms to ensure that the public participates in the oversight role to hold the executive accountable. Furthermore, the study has found that Portfolio Committees are a suitable mechanism to hold the executive to account as among others, the Members of the Provincial Legislature (MPLs) work well together. There are improved relations between the Gauteng government departments and committees. The departments are responsive; yet there are still challenges leading to the elusion of accountability, with limited or no consequences. The study recommends inter alia, follow-up on oversight activities; committee action against the executive’s reluctance; strengthening the role of research; and regular interactions between the executive and the legislature.

The main goal of this master’s thesis is to find out the impact of future development in combined heat and power technologies, especially the impact on power market in Czech Republic regarding to historical development of photovoltaics and subsidy policy. There are three scenarios of installed power growth designed including calculations of renewable energy source financial fee as well as overall evaluation. The paper also deals with current status of combined heat and power technologies in Czech Republic, European Union and USA as well as legislature framework of CHP in Czech Republic and EU. There are also kinds of state grants described. In economical part of the paper there are NPV’s of particular cogeneration units calculated. The calculations were made both with current investment costs and reduced investment costs.
