Trata-se, assim, de ver como, para esse filósofo, a religião, por ser detentora de um horizonte moral legitimado pela ideia de revelação, é um elemento indispensável à vida política, já que, na ótica straussiana, para garantir a funcionalidade de qualquer regime político, é necessário, em grande medida, que os indivíduos respeitem as normas e valores que tornam possível a vida em sociedade, acreditando em seu caráter absoluto ou incondicional, algo que só é possível por meio do discurso religioso. A partir da observação desses elementos, tentaremos igualmente analisar as fortes críticas que Strauss desfere contra o projeto político moderno ocidental, já que este, em nome da razão, buscou reduzir a religião à condição de superstição, colocando todo empreendimento moral humano em risco. Neste sentido, procuraremos observar como, para Strauss, em oposição ao projeto iluminista de racionalização da sociedade, a religião seria um dos principais instrumentos que devem garantir uma atmosfera protetora do homem e da sociedade, como uma espécie de casulo que manteria os homens protegidos dos males trazidos pelo caráter devastador da filosofia. Com isso, acreditamos ter acesso a aspectos importantes do pensamento de Strauss, que nos permitiriam compreender de que forma este autor repensa o lugar e a utilidade da religião na política das sociedades contemporâneas. / This dissertation aims, first of all, to show how in the view of the Teutonic American political philosopher Leo Strauss religion exerts a major political function in the maintenance of the social establishment and of the civil order. It is, thus, to see how for this philosopher religion, as the holder of a moral horizon legitimized by the idea of the revelation, is an indispensable element to political life, since, in the straussian view, in order to ensure the functionality of any political regime, is necessary, largely, that the individuals respect the rules and the values which make it possible life in society, believing in their absolute or unconditional character, something that only is possible through religious discourse. From the observation of these elements, we’ll try also to analyze the strong critics that Strauss strikes against the western modern political project, since this project, in the name of reason, sought to reduce religion to the condition of superstition, putting all human moral development at risk. In this sense, we’ll try to observe how, for Strauss, in opposition to the enlightenment project of rationalization of society, religion would be one of more important instruments to keep a protect atmosphere of the man and society, as a kind of cocoon that keep them protected from the evils brought by the devastating character of the philosophy, therefore, we believe to have access to important aspects of the thought of Strauss, which would allow us to understand how this author rethinks the place and the usefulness of religion in politics in the contemporary societies.

Dans le domaine de la philosophie politique, le nom de Leo Strauss (1899-1973) s’associe à une tentative de réhabiliter un type de questionnement aussi ancien que la philosophie elle-même. Critique des types modernes de connaissance, Strauss considère, avant tout, que l’historicisme est un esprit menaçant de notre temps, mais il est aussi l’« adversaire le plus sérieux » de la philosophie politique : toute norme se réduit à un fait historique contingent jusqu’à prendre toute force d’obligation et de légitimité, c’est ainsi que la philosophie se trouve dans l’histoire elle-même devenue Histoire. Comment Strauss interprète-t-il l’historicisme, si ce terme ne connaît pas d’une unanimité ? Alors que l’on fait une enquête généalogique, à la lumière straussienne, de la modernité pour en étudier la genèse et la crise, on peut constater que Strauss, en remontant à Machiavel et Hobbes qui avaient déjà commencé à préparer la voie de l’historicisme, cherche à définir un nouvel historicisme qui se développe dans l’école historique du XIXe siècle, et connaît son apogée sous une forme radicale représentée par Nietzsche et Heidegger. Dans cette reconstruction de Strauss de l’historicisme, nous montrons qu’il propose un retour aux Anciens comme moyen de dépasser l’historicisme vers l’anhistorique, allant vers la transcendance que l’homme, par sa nature, peut atteindre : l’intransigeance de la dignité de la philosophie substantialiste pourra résister à un tel historicisme fondé sur la croyance en l’idée de progrès. / In the field of political philosophy, the name of Leo Strauss (1899-1973) is associated with an attempt to rehabilitate a type of questioning as old as philosophy itself. Criticism of modern types of knowledge, Strauss considers, first of all, that historicism is a threatening spirit of our time, but it is also the “ most serious adversary ” of political philosophy : all norms are reduced to a historical contigent fact which could arrive any point of assuming any force of obligation and legitimacy, that’s how philosophy finds itself in history itself, which has become History. How dœs Strauss interpret historicism, if this term dœs not know a unanimity ? With a genealogical investigation of modernity to study its genesis and crisis, in the Straussian light, we can see that Strauss, going back to Machiavelli and Hobbes who had already begun to prepare the way of the historicism, seeks to define a new historicism that develops in the historical school of the nineteenth century, and reaches its peak in a radical form represented by Nietzsche and Heidegger. In Strauss’s reconstruction of historicism, we show that he proposes a return to the Ancients as a means of going beyond historicism towards the ahistorical, going towards the transcendence that the humain beings can attain by their nature : the intransigence of the dignity of substantialist philosophy can resist such a historicism based on the belief in the idea of progress.

These chemical systems were composed by surfactant, cosurfactant, oil phase and aqueous phase. In the studied systems, three points in the water -rich microemulsion region of the phase diagrams were used in oil removal experiments. These microemulsion systems were characterized to evaluate the influence of particle size, surface tension, density and viscosity in micellar stability and to understand how the physical properties can influence the oil recovery process. The limestone rock sample was characterized by thermogravimetry, BET area, scanning electron microscopy and X-ray fluorescence. After preparation, the rock was placed in contact with light and heavy oil solutions to allow oil adsorption. The removal tests were performed to evaluate the influence of contact time (1 minute, 30 minutes, 60 minutes and 120 minutes), the concentration of active matter (20, 30 and 40 %), different cosurfactants and different oil phases. For the heavy oil, the best result was on SME 1, with 20 % of active matter, 1 minute of contact time, with efficiency of 93,33 %. For the light oil, also the SME 1, with 20 % of active matter, 120 minutes of contact time, with 62,38 % of efficiency. From the obtained results, it was possible to conclude that microemulsions can be considered as efficient chemical systems for oil removal from limestone formations / O presente trabalho objetivou estudar a remo??o de fra??es de ?leo leve e pesado em rocha calc?ria desintegrada atrav?s de sistemas microemulsionados, comparando as efici?ncias de remo??o em diferentes concentra??es de mat?ria ativa (C/T) e tempo de contato. Os sistemas microemulsionados (SME) s?o constitu?dos por tensoativo, cotensoativo, fase oleosa e fase aquosa. Nos sistemas estudados, tr?s pontos ricos em ?gua da regi?o de microemuls?o foram utilizados para verificar a efici?ncia de remo??o. Os sistemas foram caracterizados para avaliar a influ?ncia do tamanho do agregado, tens?o superficial e viscosidade na estabilidade micelar e compreender como as propriedades f?sicas podem influenciar o processo de remo??o de ?leo. A amostra de rocha calc?ria foi caracterizada por Termogravimetria, ?rea BET, Microscopia Eletr?nica de Varredura, Difra??o de Raios-X e Fluoresc?ncia de Raios-X. A rocha preparada foi colocada em contato com solu??o de ?leo leve e pesado em xileno para permitir a adsor??o de ?leo. Os testes de remo??o foram realizados a fim de avaliar a influ?ncia do tempo de contato (1, 30, 60 e 120 minutos), da concentra??o de mat?ria ativa (20, 30 e 40%), do cotensoativo e da fase oleosa. Para o ?leo pesado, o melhor resultado foi para o SME 1, com 20 % de mat?ria ativa, no tempo de 1 minuto, com 93,33 % de efici?ncia. Para o ?leo leve, o SME 1 no percentual de 20 %, com 120 minutos apresentou o melhor rendimento, com 62,38 %. This methodology was applied in the following stages: (1) the creation of a base map of the Exploration Area; (2) the processing of NOAA/AVHRR and ERS-2 images for generation of meteoceanographycs products; (3) the processing of RADARSAT-1 images for monitoring of oil spills; (4) the integration of RADARSAT-1 images with NOAA/AVHRR and ERS-2 image products; and (5) the structuring of a data base. The Integration of RADARSAT-1 image of the Potiguar Basin of day 21.05.99 with the base map of the Exploration Area of the Polo Region of Guamar? for the identification of the probable sources of the oil spots, was used successfully in the detention of the probable spot of oil detected next to the exit to the submarine emissary in the Exploration Area of the Polo Region of Guamar?. To support the integration of RADARSAT-1 images with NOAA/AVHRR and ERS-2 image products, a methodology was developed for the classification of oil spills identified by RADARSAT-1 images. For this, the following algorithms of classification not supervised were tested: K-means, Fuzzy k-means and Isodata. These algorithms are part of the PCI Geomatics software, which was used for the filtering of RADARSAT-1 images. For validation of the results, the oil spills submitted to the unsupervised classification were compared to the results of the Semivariogram Textural Classifier (STC). The mentioned classifier was developed especially for oil spill classification purposes and requires PCI software for the whole processing of RADARSAT-1 images. After all, the results of the classifications were analyzed through Visual Analysis; Calculation of Proportionality of Largeness and Analysis Statistics. Amongst the three algorithms of classifications tested, it was noted that there were no significant alterations in relation to the spills classified with the STC, in all of the analyses taken into consideration. Therefore, considering all the procedures, it has been shown that the described methodology can be successfully applied using the unsupervised classifiers tested, resulting in a decrease of time in the identification and classification processing of oil spills, if compared with the utilization of the STC classifier / Objetiva o estabelecimento de uma metodologia para monitoramento de derramamento de ?leo no mar, na ?rea de Explora??o Submersa do P?lo de Guamar?, no Estado do Rio Grande do Norte, utilizando imagens orbitais de radares de abertura sint?tica (SAR) integradas aos produtos meteoceanogr?ficos. By artificially adding notch/notches to the corrupted spectrum resulted from selectively faded LEO environments, an artificial symmetry is created and as a result the BER/BLER is improved. The location and the depth of artificial additive notches are based on the shape of the spectrum of the corrupted signal. By measuring the power in narrow bands around certain frequencies the existence of notches around those frequencies are predicted. Based on this information notches with proper depths are added to the main spectrum which results in more symmetry in the spectrum. The selection process of artificial notch/notches are based on the shape of the signal spectrum, which means that this equalizer unlike most conventional equalizer does not need any feedback. The nonfeedback nature of this equalizer improves the adaptation time over that of alternative equalizers The results presented in this paper are based on both MatLab simulations and laboratory hardware measurements.

The simulation models are based on the practical LEO satellite channels and change dynamically with the trajectory using the latitude and longitude of the LEO satellite as input. The hardware simulator is consisted of a trajectory based selective fade generator, a trajectory based Doppler shifter, trajectory based time shadowing simulator and a standard channel for addition of noise, ACI and CCI. A FQPSK modulated signal is passed through a trajectory based dynamic fade generator and the spectrum is distorted. Then the resulting signal is exposed to a trajectory based dynamic Doppler Shifter, simulating the passage of the satellite overhead. Then the proper AWGN, ACI or CCI is added to the signal. At the final stage the signal is passed through a trajectory based time Shadowing simulator. The software simulator is a dynamic real time simulator written in MatLab and its structure is similar to the hardware simulator.

DESIGNING AN ANTENNA/PEDESTAL FOR TRACKING LEO AND MEO IMAGING SATELLITES

The orbital parameters of Low-Earth Orbiting and Medium-Earth Orbiting (LEO and MEO) satellites that affect autotracking and pointing of an antenna are presented. The do’s and don’ts of specifying (or over specifying) the antenna feed and pedestal size are discussed. The axis velocity and acceleration rates required of a Y over X and El over AZ type pedestal are developed as a function of satellite altitude, radio frequency of operation, and ground antenna terminal diameter. Decision criteria are presented leading to requiring a tilt mechanism or a third axis to cover direct and near overhead passes using an El over Az pedestal. Finally, the expressions transforming Y over X configuration position angles to azimuth and elevation axis position angles are presented.

We present an intensive monitoring of high-resolution spectra of the Ca II K line in the A7IV shell star phi Leo at very short (minutes, hours), short (night to night), and medium (weeks, months) timescales. The spectra show remarkable variable absorptions on timescales of hours, days, and months. The characteristics of these sporadic events are very similar to most that are observed toward the debris disk host star beta Pic, which are commonly interpreted as signs of the evaporation of solid, comet-like bodies grazing or falling onto the star. Therefore, our results suggest the presence of solid bodies around phi Leo. To our knowledge, with the exception of beta Pic, our monitoring has the best time resolution at the mentioned timescales for a star with events attributed to exocomets. Assuming the cometary scenario and considering the timescales of our monitoring, our results indicate that phi Leo presents the richest environment with comet-like events known to date, second only to beta Pic.
