Leo Strauss and the Problem of Sein: The Search for a "Universal Structure Common to All Historical Worlds"

Leo Strauss resurrected a life-approach of the ancient Greeks and reformulated it as an alternative to the existentialism of his age that grew out of a radicalized historicism. He attempted to resuscitate the tenability of a universal grounded in nature (nature understood in a comprehensive experiential sense not delimited to the physical, sensibly-perceived world alone) that was historically malleable. Through reengagement with Plato and Socrates and by addressing the basic premises built into the thought of Friedrich Nietzsche and Martin Heidegger, Strauss resurrected poetry (art, or the mythos) that Enlightenment thinkers had discarded, and displayed its reasonableness on a par with the modern scientific approach as an animating informer of life. He thereby placed philosophy in a place subservient to poetry/the mythos, as had the ancients.

Trata-se, assim, de ver como, para esse filósofo, a religião, por ser detentora de um horizonte moral legitimado pela ideia de revelação, é um elemento indispensável à vida política, já que, na ótica straussiana, para garantir a funcionalidade de qualquer regime político, é necessário, em grande medida, que os indivíduos respeitem as normas e valores que tornam possível a vida em sociedade, acreditando em seu caráter absoluto ou incondicional, algo que só é possível por meio do discurso religioso. A partir da observação desses elementos, tentaremos igualmente analisar as fortes críticas que Strauss desfere contra o projeto político moderno ocidental, já que este, em nome da razão, buscou reduzir a religião à condição de superstição, colocando todo empreendimento moral humano em risco. Neste sentido, procuraremos observar como, para Strauss, em oposição ao projeto iluminista de racionalização da sociedade, a religião seria um dos principais instrumentos que devem garantir uma atmosfera protetora do homem e da sociedade, como uma espécie de casulo que manteria os homens protegidos dos males trazidos pelo caráter devastador da filosofia. Com isso, acreditamos ter acesso a aspectos importantes do pensamento de Strauss, que nos permitiriam compreender de que forma este autor repensa o lugar e a utilidade da religião na política das sociedades contemporâneas. / This dissertation aims, first of all, to show how in the view of the Teutonic American political philosopher Leo Strauss religion exerts a major political function in the maintenance of the social establishment and of the civil order. It is, thus, to see how for this philosopher religion, as the holder of a moral horizon legitimized by the idea of the revelation, is an indispensable element to political life, since, in the straussian view, in order to ensure the functionality of any political regime, is necessary, largely, that the individuals respect the rules and the values which make it possible life in society, believing in their absolute or unconditional character, something that only is possible through religious discourse. From the observation of these elements, we’ll try also to analyze the strong critics that Strauss strikes against the western modern political project, since this project, in the name of reason, sought to reduce religion to the condition of superstition, putting all human moral development at risk. In this sense, we’ll try to observe how, for Strauss, in opposition to the enlightenment project of rationalization of society, religion would be one of more important instruments to keep a protect atmosphere of the man and society, as a kind of cocoon that keep them protected from the evils brought by the devastating character of the philosophy, therefore, we believe to have access to important aspects of the thought of Strauss, which would allow us to understand how this author rethinks the place and the usefulness of religion in politics in the contemporary societies.

Dans le domaine de la philosophie politique, le nom de Leo Strauss (1899-1973) s’associe à une tentative de réhabiliter un type de questionnement aussi ancien que la philosophie elle-même. Critique des types modernes de connaissance, Strauss considère, avant tout, que l’historicisme est un esprit menaçant de notre temps, mais il est aussi l’« adversaire le plus sérieux » de la philosophie politique : toute norme se réduit à un fait historique contingent jusqu’à prendre toute force d’obligation et de légitimité, c’est ainsi que la philosophie se trouve dans l’histoire elle-même devenue Histoire. Comment Strauss interprète-t-il l’historicisme, si ce terme ne connaît pas d’une unanimité ? Alors que l’on fait une enquête généalogique, à la lumière straussienne, de la modernité pour en étudier la genèse et la crise, on peut constater que Strauss, en remontant à Machiavel et Hobbes qui avaient déjà commencé à préparer la voie de l’historicisme, cherche à définir un nouvel historicisme qui se développe dans l’école historique du XIXe siècle, et connaît son apogée sous une forme radicale représentée par Nietzsche et Heidegger. Dans cette reconstruction de Strauss de l’historicisme, nous montrons qu’il propose un retour aux Anciens comme moyen de dépasser l’historicisme vers l’anhistorique, allant vers la transcendance que l’homme, par sa nature, peut atteindre : l’intransigeance de la dignité de la philosophie substantialiste pourra résister à un tel historicisme fondé sur la croyance en l’idée de progrès. / In the field of political philosophy, the name of Leo Strauss (1899-1973) is associated with an attempt to rehabilitate a type of questioning as old as philosophy itself. Criticism of modern types of knowledge, Strauss considers, first of all, that historicism is a threatening spirit of our time, but it is also the “ most serious adversary ” of political philosophy : all norms are reduced to a historical contigent fact which could arrive any point of assuming any force of obligation and legitimacy, that’s how philosophy finds itself in history itself, which has become History. How dœs Strauss interpret historicism, if this term dœs not know a unanimity ? With a genealogical investigation of modernity to study its genesis and crisis, in the Straussian light, we can see that Strauss, going back to Machiavelli and Hobbes who had already begun to prepare the way of the historicism, seeks to define a new historicism that develops in the historical school of the nineteenth century, and reaches its peak in a radical form represented by Nietzsche and Heidegger. In Strauss’s reconstruction of historicism, we show that he proposes a return to the Ancients as a means of going beyond historicism towards the ahistorical, going towards the transcendence that the humain beings can attain by their nature : the intransigence of the dignity of substantialist philosophy can resist such a historicism based on the belief in the idea of progress.

A bibliografia refere-se a temas como o unilateralismo e a chamada exportação da democracia como características desse pensamento, além de afirmar que há relações entre sua suposta origem intelectual na academia norte-americana, mais precisamente Leo Strauss, e sua doutrina política recente. Qual a influência de Strauss e suas idéias na política externa contemporânea? Com o intuito de responder essa pergunta de pesquisa, o trabalho possui três partes: na primeira discute-se as principais idéias do autor; na segunda explora-se o neoconservadorismo nas décadas de 1970 e 1980, em dois de seus principais nomes - Irving Kristol e Jeane Kirkpatrick; na última parte, realiza-se um apanhado do neoconservadorismo a partir do fim da Guerra Fria, privilegiando, aspectos como a democracia e o unilateralismo. Essa divisão busca dar historicidade aos conceitos defendidos pela política externa norte-americana, por meio da recorrente crítica ao realismo e à ONU, além de privilegiar aspectos específicos, em que se acredita haver alguma relação entre seus godfathers e sua manifestação política mais recente, em detrimento de uma análise exaustiva de discursos e descrições da política externa. Espera-se, ao fim do texto, mostrar os vínculos de uma filosofia política e o exercício do poder na esfera internacional, além de corroborar a hipótese inicial de que a forte crítica intelectual promovida no âmbito do pensamento neoconservador seria o lastro de seu notável, ainda que fracassado, alcance político. ______________________________________________________________________________ ABSTRACT / The 9/11 terrorist attacks exposed, once again, the links between neoconservatism and American foreign policy. The literature on this specific subject lists themes such as unilateralism and the tactics of ‘exporting democracy’ as main features of this school of thought. Besides, it states that there are some relations between neoconservatism’s intellectual origins in American universities, notably Leo Strauss, and its recent political doctrine. What is the influence of Leo Strauss and his ideas in contemporary foreign policy? Our strategy to answer this research question entails three main sections: a) in the first section, Strauss’s ideas are discussed; b) in the second, neoconservatism in the 1970s and 1980s is examined using texts from two of the most renowned neocons of that time - Irving Kristol and Jeane Kirkpatrick; c) in the last section, a brief evaluation of neoconservatism since the Cold War is made, especially discussing subjects like democracy and unilateralism. This division attributes historicity to the concepts advocated by US foreign policy, while focusing on specific subjects, which are believed to exemplify the relation between neoconservatism’s godfathers and its recent political display, to the detriment of a more comprehensive analysis of speeches and descriptions related to foreign policy. In the end, the links between political philosophy and the exercise of power in international affairs are expected to become clearer. In addition to that, the hypothesis - that the strong intellectual critic carried out by neoconservatism is the ballast of neoconservativism’s remarkable, yet failed, political outreach - is expected to be upheld.

O presente estudo parte da proposta de um pacto narrativo com o leitor, envolvendo uma dupla operação: renunciar, provisoriamente, o formato usual de uma tese dirigida contra ou a favor do pensamento conservador (sem perder de vista o posicionamento político e filosófico em questão), e assumir, enquanto isso, a complexidade da perspectiva de autores que se apropriaram e polemizaram questões políticas e temas filosóficos tendo em vista o seu tempo. Quanto ao gênero em questão, a proposta de desenvolver uma reunião de ensaios procura delimitar as configurações teóricas que permitiram o incremento de um pensamento conservador. A partir das leituras que Carl Schmitt e Leo Strauss estabeleceram sobre a filosofia de Thomas Hobbes, uma das principais problematizações tratadas aqui é a que vê na filosofia hobbesiana a fundação do liberalismo. Para tanto, a questão da adesão ou da separação entre a filosofia política e a filosofia natural torna-se bastante polêmica no tratamento que ambos os intérpretes dão a Hobbes. Como críticos dos rumos da política contemporânea, Schmitt e Strauss entenderam a instauração filosófica do racionalismo moderno como a base teórica que permitiu, a um só tempo, a consolidação de um Estado político que superou a ordem passada, o incremento de um regime absoluto de dominação da sociedade e a abertura que viabilizou, pelo desenvolvimento técnico da nova ciência da natureza e pelo rebaixamento moral da finalidade da vida humana, a ascensão liberal. Como uma tentativa de compreensão da força e das consequências que tais intérpretes tiveram, o presente estudo ainda explora uma recepção crítica brasileira da obra de Strauss que questiona e limita a interpretação da fundação hobbesiana do liberalismo. / This study proposes a narrative pact with the reader, involving a double operation: a temporary renouncement of the usual format of a thesis directed against or in favour of conservative thinking (without losing sight of the political and philosophical positioning in question), and assuming, meanwhile, the complexity of the perspective of authors who take political issues and philosophical subjects aiming at polemizing and debating problems that belong to their own times. As to the literary genre, the proposal of making up a set of essays aims to delimit the theoretical settings that enabled the development of a conservative thought. Considering the interpretations that Carl Schmitt and Leo Strauss set out concerning the philosophy of Thomas Hobbes, a major question treated here is that which sees the Hobbesian philosophy as the foundation of liberalism. For this purpose, the issue of adherence or separation between political philosophy and natural philosophy becomes quite provocative in the way both authors treat Hobbes. As critics of the contemporary political directions, Schmitt and Strauss consider the settlement of modern philosophical rationalism as the theoretical basis that made at the same time possible the consolidation of a political State that overcame the former order of politics, the instauration of an absolute regimen of domination of the society and, finally, the breach which, through the technical improvement of the new science of nature and the debasement of the moral purpose of human life, made the liberal ascension feasible. La philosophie politique de Leo Strauss a inspiré aux États-Unis des disciples bien au-delà des départements de philosophie. En créant une communauté de conversation, les « straussiens » ont insufflé à l’étude et à l’activité politique un style de pensée irréductible aux sensibilités libérale et conservatrice contemporaines, bien qu'ils aient principalement choisi de dialoguer avec le conservatisme politique naissant. Le conservatisme lincolnien qu’ils ont adopté en est une version modérée par le rationalisme du premier constitutionalisme américain et trouve son origine dans la réhabilitation polémique de la science politique aristotélicienne. En effet, cette science politique les a conduit à interpréter le constitutionalisme à la lumière des principes des pères fondateurs de la République américaine. / The Political Philosophy of Leo Strauss has a far wider sphere of influence in America than the departments of Philosophy. By creating their own community of conversation, the “straussians” inflected to study and political activity a style of thought beyond contemporary liberalism and conservatism, even if Straussians mainly chose to converse with new born political conservatism. The lincolnian conservatism they embraced is one moderated by the rationalism of the first American constitutionalism, and has foundings in the reenforcement of the aristotelician political science. This Political Science led them to read the constitutionalism thanks to the principles of the Founding Fathers of the American Republic.

A presente pesquisa tem como objetivo investigar dois autores fundamentais e imprescindíveis para a área de teoria política, a saber, os judeus-alemães Leo Strauss e Hannah Arendt que vindos da uma Alemanha esfacelada pela guerra e as crises política e sociais que ali se instaurou, erigiram, o que nós hoje conhecemos como teoria política. Especificamente a pesquisa procura analisar os conceitos de ação política e ordem natural (transcendente) imutáveis, que são os conceitos pelos quais eles, Arendt e Strauss, se tornaram conhecidos. Procura-se demonstrar ao longo da investigação que há uma tensão nos conceitos referidos, pois enquanto o conceito de Arendt de ação política se transfigura em aspectos transcendentes da própria ação, o conceito de Strauss de ordem natural imutável adquire traços fortes de ação prático-política. Nos dois casos há, portanto, uma tensão que atravessa os escritos principais de ambos tendo em vista o projeto teórico inicial. O estudo estará concentrado nas principais obras de Leo Strauss e Hannah Arendt dos anos 1950 e que foram escritos nos Estados Unidos, são elas: A condição humana, Sobre a revolução, Direito natural e história e Thoughts on Machiavelli. / The present research aims to investigate two fundamental and indispensable authors for the area of political theory, namely the German-Jews Leo Strauss and Hannah Arendt who come from a war-torn Germany and the political and social crises that were established there, which we now know as political theory. Specifically, the research seeks to analyze the concepts of political action and natural order (transcendent) immutable, which are the concepts by which they, Arendt and Strauss, have become known. It is tried to demonstrate during the investigation that there is a tension in the referred concepts, because while the concept of Arendt of political action is transfigured in transcendent aspects of the own action, the concept of Strauss of immutable natural order acquires strong traces of practical-political action . In both cases there is, therefore, a tension that runs through the main writings of both in view of the initial theoretical project. The study will focus on the major works of Leo Strauss and Hannah Arendt of the 1950s and which were written in the United States, are: The Human Condition, On the Revolution, Natural Law and History and Thoughts on Machiavelli.
