Organizational capacity is a concept that has garnered increased attention from the public and nonprofit management literature in recent years. Capacity, broadly defined as the ability of an organization to fulfill its goals, has been of particular focus of scholars interested in understanding the variables that impact organizational performance. Despite the increased focus on organizational capacity in the literature, the concept remains vague. Given the fuzziness of the concept of capacity, there is much opportunity to contribute to the field's knowledge and measurement of the concept. This dissertation adds depth to the capacity literature in public and nonprofit management by identifying, describing and measuring the different dimensions of capacity relevant to local social service delivery organizations. Utilizing a two-phase sequential mixed method design including both interview and survey data, the findings suggest that organizational capacity consists of a number organizational resources and capabilities that impact the functioning of the internal organization as well as its relationships with other relevant organizations and external stakeholders. In particular, six dimensions of capacity were identified: human resource, financial resource, information technology, knowledge, stakeholder commitment, and collaborative. The survey results indicate that the six dimensions are connected to the theoretical construct of organizational capacity. However, results from the discriminant validity tests of the six subscales are mixed. This finding implies that these dimensions represent broad constructs that impact the other dimensions directly. This finding also highlights the challenge of defining and measuring discreetly the specific dimensions of capacity. Future research should examine these discrepancies in order to further disentangle capacity as a theoretical construct. / Ph. D.

Esta tese discute a presença de dois fatores determinantes de mudança na região do Oeste Baiano, polarizada pelo centro urbano de Barreiras, sejam: a competitividade regional e a participação local de agentes e instituições no planejamento do desenvolvimento territorial. A discussão se dá em torno dos efeitos gerados pelo processo de inserção competitiva da região de Barreiras, fronteira agrícola no Brasil, que teve na soja o seu vetor de formação sócio-espacial. Avaliam-se algumas questões relativas ao processo de especialização produtiva na cadeia de grãos, com um ciclo de crescimento orientado para o sistema agroindustrial; às mudanças na ocupação espacial, com uma re-configuração do perfil produtivo regional; e, também, aos impactos sócio-econômicos sofridos face à recente dinâmica econômica. A chamada \"inserção competitiva na globalização\" pode ser uma condição necessária para o crescimento econômico, porém não se mostra suficiente para transformar o crescimento em desenvolvimento. Os fatores promotores desta mudança emergem das teorias de desenvolvimento endógeno e territorial, que têm por base o planejamento participativo. Objetiva-se reconhecer a presença ou a ausência, na região de Barreiras, dos fatores determinantes do processo de desenvolvimento, segundo as teorias descritas por Boisier e Vázquez Barquero, através da análise da organização social local, suas lideranças e principais atributos encontrados. As análises teóricas e empíricas realizadas induziram a elaboração de um Plano de Ação para o Oeste Baiano, intitulado \"Prefeitura Inteligente\", que tem uma prática piloto de atuação iniciada na região de Barreiras. Uma avaliação dos resultados preliminares desta atuação piloto foi realizada, permitindo concluir que Barreiras ainda não se mostrou capaz de criar respostas estratégicas ao processo de globalização; mas, por outro lado, apresenta indicativos da possibilidade de mudanças. Há vazios políticos importantes a ocupar; através de novos arranjos institucionais em ações de parceria entre agentes públicos, setor produtivo e sociedade, e, assim, reconhecer, mobilizar e promover o potencial endógeno deste território. Ao mesmo tempo, há manifestações de inconformismo, com o surgimento de lideranças locais com vontade de realizar e que reconhecem no fazer científico um potencial aprendizado. A ação técnica do planejamento aliada à ação política poderão servir aos agentes locais como instrumento de influência e controle para a promoção do desenvolvimento, visando uma globalização mais humana. / This thesis discusses the existence of the two changing determinant factors in west Bahia region, pulled by Barreiras urban area, focused on regional competitiveness and the partaking of local actors and institutions in territorial development planning decision-making. The discussion is about the effects caused by the involvement of Barreiras and the surrounding region, as an agricultural frontier, in the competitive economic process, which has had in large scale soy plantation its socio-spatial arrangement. It also analyses some of the issues related to grain chain specialized production process, with its development cycle based on agro-industrial system; the spatial occupation changes, with the re-shaping of regional productive profile; the socio-economic impacts due to that new economic dynamics. The conception of \"competitive partaking in global economy\" may be a necessary condition for economic growth, but it has not been enough to shape up growth into development. The shifting promoting factors emerge from endogenous, sustainable territorial development theories, whose basis are partaking planning, which can serve local actors as an influence and control tool to shape development promotion actions, in regard to a more humane worldwide economies. The theoretical and empirical analysis have led to the elaboration of a Plan of Action for the west Bahia, named \"Prefeitura Inteligente\" (intelligent Public Management) that had a pilot practice in the region of Barreiras. A preliminary evaluation of the results was then carried out, which allowed inferring that Barreiras has not proved capable yet to create strategic answers to global economic process; but, on the other hand, it shows indications of possible changes. There are important political gaps to bridge, be it through new institutional arrangements, building partnerships among public agents, productive sector and society, in order to acknowledge, mobilize and promote endogenous potential in that territory. On the same time, there has been seen a nonconformity movement, the emerging local leaderships willing to accomplish the goals, who perceive scientific deeds as learning potential. The planning technical framing allied to political actions can serve local agents as instrument of influence and control to promote development, with a view to a more human globalization process.

Les politiques françaises de redistribution locale sont relativement méconnues et ne font pas l'objet de beaucoup de travaux. Elles représentent pourtant un enjeu important. Elles regroupent une multitude de prestations sociales qui s'adaptent aux configurations familiales et territoriales. Elles sont un outil flexible, largement utilisé par les collectivités locales et peuvent avoir des effets non négligeables notamment sur les ménages en situation précaire.Le caractère décentralisé des politiques de redistribution locale fait émerger deux problématiques correspondant aux deux aspects étudiés dans cette thèse. D'une part, nous interrogeons les choix politiques qui guident l'offre de transferts sociaux locaux. Nous inscrivons notre réflexion dans le cadre des théories sur les interactions stratégiques, qui avancent que les élus locaux adoptent des comportements stratégiques basés sur la comparaison et prennent leurs décisions en fonction des collectivités voisines. Partant du constat que de nombreux travaux, dans plusieurs pays font état de la présence d'interactions stratégiques dans la fixation des taux d'imposition, nous nous concentrons sur l'aspect dépenses sociales. Nous montrons leur présence dans des choix de transferts sociaux au niveau local. Nous observons en effet des phénomènes de mimétisme. Notre analyse montre également que, entre les deux origines de ce mécanisme souvent avancées, la comparaison politique et la mobilité, la seconde joue un rôle significatif. Les collectivités locales tendent à augmenter leur niveau de générosité avec la faible mobilité des individus.En second lieu, cette thèse s'intéresse aux conséquences de la décentralisation des transferts sociaux locaux sur la demande des différents types de ménages en faveur de redistribution. Nous étudions les choix des ménages en termes de mobilité résidentielle et de localisation en fonction de l'offre de biens et services publics locaux. Nous questionnons ainsi les phénomènes de sélection adverse liés aux choix politiques locaux. Les résultats mettent l'accent sur le fait que les ménages défavorisés sont peu mobiles et connaissent plus de trajectoires résidentielles descendantes. Nous montrons également que la générosité des villes joue un rôle significatif dans la localisation des ménages. / French policies of redistribution set at the local level are little known and have not been the topic of many works. Yet they represent a major challenge. They include a multitude of benefits that fit family configurations in different territories. They are a flexible tool, widely used by local governments and which may have a significant impact on poor households.The decentralized nature of local redistribution policies naturally raises two main questions corresponding to the two aspects studied in this thesis. First, we question the political choices that guide the provision of local social transfers. We base our analysis on the literature about strategic interactions which suggests that local policy-makers adopt strategic behavior relying on the comparison of surrounding governments. Numerous studies in many countries have reported the presence of strategic interactions in the setting of local tax rates. Those focusing on the spending side are less frequent. We show that strategic interactions also exist when deciding the level of social transfers at the local level. One can observe mimicry mecanisms. Our work shows that, between the two origins of this phenomenon that are usually put forward, yardstick comparison and mobility, the second plays a significant role. Local authorities tend to increase their level of generosity when the mobility levels of individuals are low.Second, the other consequence of the decentralization of local social transfers is related to the different types of households' demand for redistribution. We study the choices of households in terms of residential mobility and location associated with the supply of local public goods and services. We question the adverse selection phenomena related to local political choices. The results emphasize the fact that poor households are less mobile and experience more downward residential trajectories. We also show that the generosity of cities plays a significant role in the location of the households.

The aim of this proposal is socialogical analysis, interpretation, construction and urbanistic recommendation related to an impact of social changes in specific neighborhood on life standarts and real estates‘ costs in the area. Social changes could be negative, such as social degradation of certain area, worsening of quality of the environment, worsening relationships and also social deviation (for example criminality). Positive changes represents mostly gentrification, which includes positive changes of social and tangible environment. These are followed by price encrease of life standarts which is displacing old settlers. In our experience these areas of life standarts and real estates prices are linked and it is possible to use synergistic influence of changes to adjust tangible and social environment.

Analiza la realidad de la participación en la vida pública local social desde una posición crítica, pero también optimista respecto a las innumerables posibilidades y mecanismos participativos que se pueden implantar en los Servicios Sociales municipales.Los resultados ofrecen un conocimiento real y actual sobre la situación de la participación ciudadana en los Servicios Sociales en el ámbito geográfico de la Región de Murcia, contrastando y comparando sus resultados con realidades y tendencias observadas en otros estudios y experiencias de ámbito nacional e internacional / This thesis means an exhaustive analysis about a reality unknown up to now: The citizen participation in the construction process of local Social Policy, through the Local Commitees and Institutes. It analyses the reality of participation in the local social public life from a critical position, but also from and optimistic one, with regard to the countless posibilities and parcipative mechanismes that we could introduce. The results offer a real and current knowledge about the situation of citizen participation in Social Services in the geographique Murcia Region, constracting and comparing their results with realities and trends observed in others estudies and experiencies in a national and international frame.
