The design, implementation and assessing of an agroecological cropping system by rural KwaZulu-Natal households : its effect on their diet and food security

Thesis(MPhil)--Stellenbosch University, 2014 / ENGLISH ABSTRACT: This thesis documents a Participatory Action Research (PAR) project conducted from 2011 to 2013 in a rural communal area in southern KwaZulu-Natal, South Africa. The area is a microcosm of the global environmental and socio-economic polycrisis; with adult unemployment at 50 percent, 73 percent female-headed households, heavy dependence on government social grants and a food system reliant on purchased food. Eight, mainly female-headed households (the co-researchers), assisted by the student researcher, implemented and assessed a cropping system, designed on agroecological principles, on their abandoned garden plots. The objective was to grow culturally acceptable food crops to supplement their household diets and positively affect their food security. The student researcher provided the necessary infrastructure, including goat-proof plot fences, hand tools, a grain hammermill, seed, and fertiliser. The literature review, which also used early 1900’s photographs and contemporary isiZulu language as evidence, revealed the agroecological basis of pre-colonial agriculture. However, colonial and apartheid influences destroyed this knowledge base. The cropping system design utilized practices from this pre-colonial era combined with current agroecological techniques. The agroecological techniques employed on the plots included non-inversion tillage of planting pits using garden forks, precision placement of phosphate fertiliser and animal manures, open pollinated seeds, east-west orientated strip cropping, soil surface mulches, crop rotations including legumes and the use of chickens to control pests. Dryland crops included maize, beans, sweet potatoes, and butternuts, with small trial vegetable patches on some plots. The research identified a method to calculate the planting frequency of these vegetables to ensure a constant annual supply, however further research is needed. The dryland crops supplemented household diets between harvests. The formation of structured groups amongst the households proved vital to the success of the cropping system, providing mutual labour assistance, shared decision-making, building knowledge and moral support. The importance of dialogue and trust, reinforced by the student researcher’s ability to communicate in isiZulu with the co-researchers, formed the basis of both the PAR, and Focus Group Discussions(FGD), used to qualitative assess the cropping system. During these, the households reported a good understanding of the agroecological principles of the cropping system, a willingness to continue with it post research, and positive benefits, including better health, and money saved on food purchases, redirected to improve their asset base. The World Food Programme (2008) Food Consumption Score Analysis Method (FCS), modified to show the percentage contribution of homegrown food to the FCS, provided the quantitative assessment of the cropping system. The FCS scores rose during the research, with homegrown food contributing over a third of the FCS at times. The co-researchers suggested instituting group ‘stokvels’1to finance inputs and maintain infrastructure post research. The financial implications of these ‘stokvels’ was calculated. Due to the initial success of the PAR, the research recommends a method to extend the cropping system to more households, utilizing state finance to provide the infrastructure, and the co-researchers imparting technical knowledge through farmer-to-farmer extension. / AFRIKAANSE OPSOMMING: In hierdie tesis word verslag gedoen van ’n deelnemende aksienavorsingsprojek wat van 2011 tot 2013 in ’n landelike dorpsgebied in die suide van KwaZulu-Natal, Suid-Afrika, uitgevoer is. Die gebied is ’n mikrokosmos van die wêreldwye omgewings- en sosio-ekonomiese polikrisis, met volwasse werkloosheid op 50%, 73% huishoudings met vroue aan die hoof, swaar afhanklikheid van die staat se maatskaplike toelae en ’n voedselstelsel wat van gekoopte kos afhanklik is. In die studie het agt huishoudings, wat hoofsaaklik vroue aan die hoof het (die medenavorsers), met behulp van die studentenavorser, ’n verbouingstelsel, wat op agro-ekologiese beginsels gegrond is, op hul verlate tuingrond geïmplementeer en geassesseer. Droëland-gewasse het ingesluit mielies, bone, soetpatats en botterskorsies, met klein toetsgroenteakkers op sommige stukke grond. ’n Metode is in die navorsing geïdentifiseer om te bepaal hoe gereeld hierdie groente geplant moet word om ’n konstante jaarlikse voorraad te verseker. Verdere navorsing is egter nodig. Die droëland-gewasse het huishoudelike diëte tussen oeste aangevul. Die vorming van gestruktureerde groepe onder die huishoudings het noodsaaklik geblyk te wees vir die sukses van die verbouingstelsel, waardeur wedersydse hulp met arbeid, gedeelde besluitneming, die bou van kennis en morele ondersteuning gebied is. Die belangrikheid van dialoog en vertroue, wat versterk is deur die studentenavorser se vermoë om in Zoeloe met die medenavorsers te kommunikeer, het die grondslag gevorm van die deelnemende aksienavorsingsprojek asook die fokusgroeponderhoude, wat gebruik is om die verbouingstelsel kwalitatief te assesseer. The integration of school garden activities, the classroom and the feeding scheme : a case study of two primary schools in Tigray, North Ethiopia

Thesis (MPhil) Stellenbosch University, 2014 / ENGLISH ABSTRACT: In an increasingly complex world where food security remains a challenge in many areas and especially Africa; it is essential to educate children about food – from production to consumption; and to ensure they eat enough as this is a crucial factor for concentration and learning abilities. How can we teach children about food in a sustainable way? This study focuses on schools in Tigray, Northern Ethiopia, which have a school feeding programme, school garden and nutrition curriculum. The question studied is: To what extent do two primary schools in central- and east Tigray (North Ethiopia) integrate the feeding scheme, school garden and nutrition curriculum? The methodology chosen is a case study and the empirical data was collected through interviews, surveys and observations. Principals of 14 schools were interviewed about the school gardens, curricula and school gardens. Two schools were then selected for a further in-depth research. The school gardens, mostly initiated by the staff, serve the purpose of creating income for the school and teaching students the skills of gardening. The curriculum is standard for Tigray and focuses on different food types and creating a balanced diet. The school food in most schools is provided by the World Food Programme (WFP), but some exceptions exist. This research shows that integration between the three objectives will be beneficial. Obstacles include getting the staff ‘on board’ as a priority and controlling the unification of the three, for example schools feel that they have less ownership over the feeding scheme because it is organised by an external NGO. This study suggests stakeholders view school gardens, nutrition education and school feeding schemes under one umbrella for the ultimate benefit of creating a sustainable model to teach about food. The case study provides an insight to the specific challenges in Tigray, Ethiopia but important conclusions can also be generalised. / AFRIKAANSE OPSOMMING: In ’n toenemend komplekse wêreld waar voedsel sekuriteit in baie gebiede, veral in Afrika ’n uitdaging bly, is dit baie belangrik om kinders oor voedsel op te voed - vanaf produksie tot by die verbruik daarvan, en ook om seker te maak dat hulle genoeg eet, wat baie belangrik is vir konsentrasie en die vermoë om te leer. Hoe kan ons kinders op ’n volhoubare manier leer oor voeding? Hierdie studie fokus op twee skole in Tigray, in Ethiopië wat skoolvoedingskemas, skooltuine en voedingkurrikula het. Die vraag wat gevra is, is: Tot watter mate integreer hierdie twee skole in Tigray die voedingskemas, die skooltuine en die voedingkurrikula? Die gekose metodologie is ’n gevallestudie. Dit is egter belangrik dat die skool personeel moet saamwerk en dat die vereniging van die drie beheer moet word. Skole voel bv. Hierdie navorser stel voor dat die skooltuine, skoolvoedingskema en die voedingkurrikulum onder een sambreel beskou moet word met die doel om ’n volhoudbare model vir die onderrig van voeding te skep. Die gevallestudie verskaf insig in die spesifieke uitdagings in Tigray, Ethiopië, maar belangrike slotsomme kan ook veralgemeen word.

Developing a sustainability benchmarking system : a case study of the provincial government Western Cape’s immovable asset assessment pilot project

Thesis (MPhil)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Building structures have a major impact on the quality of the macro-climates of the world, in particular in terms of pollution and environmental costs associated with their creation, operation and maintenance. Emerging global trends to make buildings more efficient, effective and sustainable, led to the question can one establish how sustainable existing buildings are? Building rating tools like LEED, BREEAM and Green Star, can already be used to rate and certify buildings in terms of their environmental performance and sustainability, but seem to fall short of establishing true overall building performance sustainability. As an architect, the researcher was involved in a project to develop a process for the Provincial Government Western Cape to comply with the Government Immovable Asset Management Act, Act no.19 of 2007 (GIAMA). The problem statement of this study links to the objective to comply with GIAMA, which requires that all government buildings be assessed in terms of their sustainability. This led to a number of research questions being asked. The first of these questions are what can be learnt from currently available rating systems and would it be possible to track and monitor the sustainability performance of a building over time. This triggered a series of related questions: What role can benchmarking play in establishing and tracking a building’s sustainability over time? How can benchmarking help to identify which part of a building’s overall sustainability is most in need of resourcing, to bring it closer to overall sustainability? How can capital and maintenance expense budgets associated with the building life-cycle be effectively utilised to bring buildings closer to overall sustainability? How can the availability of detailed information pertaining to the costs and benefits of green investments in existing buildings help building owners to identify the best initiatives to invest in? The methodology used in this study to answer the above questions is based on two research approaches. The first part made use of a literature review to establish and define the knowledge framework to be used in the second case study portion of the study. The methodology used for the case study was based on applied research, where the real life problems associated with the development of a suitability benchmarking process for the PGWC was documented and assessed. The results of the study found that there exist a missing link between theoretical knowledge of sustainability benchmarking and the legislative requirement of GIAMA and that this missing link is the standardised accurate and verifiable data required for the benchmarking process. In addition to this it was also found that the social aspects of buildings are generally neglected. A universal standard for collection of the required data is also needed. The study also highlighted that a general misperception exist that Environmental Sustainability is synonymous with the Sustainability paradigm. / AFRIKAANSE OPSOMMING: Bou strukture het 'n groot impak op die gehalte van die makro-streke van die wêreld. Veral in terme van besoedeling en die ekologiese koste wat verband hou met die ontwikkeling, werking en onderhoud daarvan. Globale opkomende tendense om geboue meer doeltreffend en volhoubaar te maak, het gelei tot die vraag: Hoe kan 'n mens die volhoubaarheid van 'n bestaande gebou vasstel? 'n Aantal bou-graderings-stelsels, soos LEED, BREEAM en Green Star, kan reeds gebruik word om geboue te gradeer en sertifiseer in terme van hul omgewingsvolhoubaarheid, maar skiet te kort ten opsigte van algehele volhoubaarheid van ʼn gebou. As ʼn argitek was die navorser betrokke by ʼn projek om ʼn proses te ontwikkel vir die Provinsiale Regering van die Wes-Kaap (PGWK) om te voldoen aan die Wet op die Bestuur van Onroerende Regeringsbates, Wet no. 19 van 2007. Hoe kan die beskikbaarheid van inligting met betrekking tot die koste en voordele van groen beleggings van bestaande geboue, gebou-eienaars help om die beste inisiatiewe te identifiseer om in te belê? Die metode wat in hierdie studie gebruik is om bogenoemde vrae te antwoord, is gebaseer op twee navorsings benaderings. Die eerste deel van hierdie studie het gebruik gemaak van 'n literatuuroorsig om ʼn kennisraamwerk te definieer en te vestig, wat dan in die tweede deel van die studie, ʼn gevallestudie, gebruik word. Die metode wat gebruik is vir die gevalle studie is gebaseer op toegepaste navorsing, waar die werklike probleme wat verband hou met die ontwikkeling van 'n geskikte volhoubaarheid maatstawings proses vir die PRWK gedokumenteer en geassesseer is. Die resultate van die studie was die bevinding dat daar 'n vermiste skakel bestaan tussen die teoretiese kennis ten opsigte van ‘n maatstawings stelsel vir volhoubaarheid en die wetlike vereiste van Wet 19 van 2007. Die vermiste skakel is dat gestandariseerde, accurate en verifieerbare data bemodig word vir die maatstawings proses. Daar is ook gevind dat die sosiale impakte van geboue verwaarloos word. Die studie stel voor dat ʼn universele standaard benodig word vir die versameling van die vereiste data. Die studie het ook n belangrike observasie gemaak dat daar 'n algemene wanopvatting in die industrie bestaan dat Omgewingsvolhoubaarheid sinoniem is met die Volhoubaarheid paradigma.

Extractivism and transition in Africa : opportunities and challenges

Thesis (MPhil) Stellenbosch University, 2014 / ENGLISH ABSTRACT: Existence of natural resources in majority of African countries has been identified to support further development due to continuously increase in commodity revenues. However, the resource curse presents critical aspects of resource intensive economies such as short-term benefits of commodity revenues, limited economic diversification and unstable government. Due to natural resource abundance in Africa, extractive industries are essential in the domestic economic system, although, the disadvantages based on the resource curse theory, question the support of commodity revenues in Africa’s development. South America views the issues of extractive industries from a different perspective by analysing the related developmental approaches namely conventional extractivism, neo-extractivism and post-extractivism. While South American countries are in different transition phases of extractivism, Africa is dominated solely by conventional extractivism. This results in varying degrees of social and environmental impacts on the African continent. However, Africa’s transition towards neo- or post-extractivism will limit the problems of the resource curse and offers a more sustainable resource management of the extractive industries. The Environmental Kuznets’ Curve (EKC) supports the principle of developed and recently industrialised countries by relying on the economic development, which will reduce environmental degradation automatically by achieving a specific turning point. The three phases of EKC can be related to different stages of economic development, as well as to the three extractivism approaches. Therefore, transitions from conventional extractivism to neo-extractivism and finally to post-extractivism have to occur to stabilise economic development and reduce environmental degradation. Within this process of transition towards more sustainable extractivism approaches, the principle of “Sustainable Structural Transformation” (SST) is applicable. SST was described in the UNCTAD report (2012) as a tool to reduce environmental impacts while continuing to provide for the demand of an increasing global population. Neo- and post-extractivism approach supports the concept of SST, which primarily emphasises more efficient technologies, new economic activities, labour productivity and regulations. The foundation of SST is based on resource decoupling in order to separate economic developmental process from natural resource extraction while minimizing environmental impacts. For the application of SST and thus for the transition of extractivism, reinvestment is essential to create a diversified economy. While reinvestment can take place in various forms, the World Bank (2011) identified three types of wealth namely natural, produced and intangible capital contributing to the total wealth of a country. However, developing countries prioritise natural wealth in comparison to other forms of wealth; therefore, reinvestment has to take place in other types of wealth namely intangible and produced wealth in order to achieve sustainable development in Africa. UNCTAD (2012) considers SST as a framework without an attempt of creating a “one-size-fits-all” solution. This understanding is crucial for the transition from one phase of extractivism to another. Depending on the context of a country, tools have to be adapted to support the needed transition. These existing differences are presented in the case studies of Nigeria and Botswana, which are two developing countries in Africa but they present different stages of extractivism and resource management. / AFRIKAANSE OPSOMMING: Daar is vasgestel dat die beskikbaarheid van natuurlike hulpbronne in ’n meerderheid van Afrikalande verdere ontwikkeling ondersteun deur ’n ononderbroke toename in grondstofinkomstes. Die hulpbronvloek wys egter kritisie aspekte van hulpbron-intensiewe ekonomieë uit. Van hierdie aspekte sluit in korttermynvoordele van grondstofinkomstes, beperkte ekonomiese diversifisering en onstabiele regerings. Die beginsel van “Onderhoubare Strukturele Transformasie” (OST) is veral toepaslik in die oorgangsproses na meer onderhoubare ontginningsbenaderings. Die OST is in die verslag van die Verenigde Nasies se Kongres van Handel en Ontwikkeling (VNKHEO) (2012) beskryf as ’n middel om omgewingsimpakte te beperk terwyl dit in die behoefte van ’n toenemend groeiende wêreldbevolking voorsien. Neo- en postontginningsbenaderings ondersteun die OST-konsep wat veral meer doeltreffende tegnologieë, nuwe ekonomiese aktiwiteite, arbeidsproduktiwiteit en regulasies benadruk. Vir die toepassing van OST en dus die verandering in ontginning is herbelegging noodsaaklik om ’n gediversifiseerde ekonomie te bewerkstellig. Alhoewel herbelegging op verskillende maniere kan plaasvind, het die Wêreldbank (2011) drie tipes rykdom geïdentifiseer, naamlik natuurlike, vervaardigde en ontasbare kapitaal wat tot die algehele rykdom van ’n land bydra. Ontwikkelende lande gee voorkeur aan natuurlike rykdom teenoor ander vorme van rykdom. Om hierdie rede moet herbelegging binne die ander vorme van rykdom plaasvind om onderhoubare ontwikkeling in Afrika teweeg te bring. Hierdie ander vorme van rykdom sluit ontasbare en vervaardigde rykdom in. VNKHEO (2012) beskou OST as ’n raamwerk wat nie poog om ’n “one-size-fits-all”-oplossing voort te bring nie. ’n Oorkoepelende benadering is kardinaal om die verandering in ontginning teweeg te bring. Afhangende van die konteks van ’n land moet middels aangepas word vir die nodige ondersteuning van die verandering. Hierdie bestaande verskille word in die gevallestudies van Nigerië en Botswana uitgewys. Dié twee lande dui op twee verskillende ontginningstadia en hulpbronbestuur.

Ecological food sense : connections between food waste flows and food production in Enkanini Informal Settlement, Stellenbosch

Thesis (MPhil)--Stellenbosch University, 2014 / ENGLISH ABSTRACT: In situ Informal Settlement Upgrading (ISU) was explored in this thesis, focussing on its relevance to waste service upgrading options immediately available and practically implementable for residents of Enkanini, a poorly serviced township (slum) in Stellenbosch, South Africa. Household food waste (kitchen scraps) was chosen as a key point of entry for exploring the context and viability of in situ improvement of solid waste management services in the area. This was done by investigating ways biological and social aspects of soil quality and food waste management can be incrementally improved in the settlement. Transdisciplinary methodology, Participatory Action Learning and Social Learning perspectives, combined with ecological thinking were used to explore different methods of managing food waste in Enkanini. A food waste collection pilot project was initiated in Enkanini by the Stellenbosch Municipality in 2012. The project was modified and continued in 2013, which served as the case study for this thesis. In 2013, food waste was collected by 56 households over five months. It was treated with Bokashi Effective Micro-organisms (Bokashi EM) containing yeasts, lactic acid bacteria, actinomycetes and photosynthetic bacteria. The Bokashi EM partially fermented the waste before it was used for composting or feeding to Black Soldier Fly (Hermetia illucens) larvae. Laboratory testing of food waste, compost, soils and larvae waste residue determined the safety, potential and sustainability of food waste for recycling and contribution to local urban agriculture by closing the organic waste loop, and for generating an income stream. A total of 5851kg food waste was collected, saving 6m3 landfill space. Households generated 5,2kg - 9,6kg food waste per week. Extrapolating this lower figure for all of Enkanini (about 2400 households), about 50,2 tonnes of food waste could be generated per month. If this were collected and recycled or composted, this would save 51,2m3 landfill space per month. The most commonly cited benefit of food waste collections by participants was reduction of vermin in or around their homes. Laboratory testing indicated that some samples had high levels of Escherichia coli (E. coli) bacteria. No traces of Salmonella were found in food waste, compost and soil samples, and most were within acceptable limits for heavy metals. It was cautioned that vegetables grown on soils or compost with high E. coli be washed or cooked before consumption. Following socially and ecologically sustainable management of Enkanini’s food waste requires a combination of waste management methods. Options include localised composting - burying EM treated food waste in soil; in situ container composting of waste and adding this to soil; processing of EM treated food waste by Black Soldier Fly larvae (and their subsequent use as feed for chickens or fish); and finally by anaerobic digestion for generation of biogas and effluent fertiliser in local biodigestors. The thesis showed that biological elements (such as bacteria and soil nutrients) have impacts on residents in communities and these need to be considered significant. The thesis suggests ecological elements be considered as indicators or building blocks for ISU locally, nationally and internationally. Huishoudelike kombuis voedselafval is gekies om die konteks en lewensvatbaarheid van in situ verbetering van vaste afval bestuur dienste te ondersoek. Dit is bereik deur maniere te ondersoek om die biologiese en sosiale aspekte van die kwaliteit van grond en voedselafval bestuur in die nedersetting te verbeter. Investigating the viability of rural housing finance as a vehicle for the creation of sustainable human settlement in Moletlane village – Lepelle Nkumpi municipality

This is because of the apartheid spatial constructs that segregated the black population groups from white minority and denied them equal access to economic opportunities, housing, as well as basic and social services (Smeddle-Thompson, 2012). Many South Africans remain without basic services in the many informal settlements. Even those who have jobs and a consistent salary find it difficult to sustain a decent quality of life, as they fall outside of the subsidy bracket but at the same time are unable to afford and access the mortgage products available from commercial banks (Department of Human Settlement, 2009). Consequently, the South African government is faced with the task of developing sustainable human settlements and improving quality of household life. For this reason, many initiatives such as legislative frameworks, policies and programmes to drive housing delivery have been established since 1994 and millions of rands have been used to implement such initiatives. However, housing delivery remains a challenge. Thus, the researcher sought to investigate the viability of rural housing finance in creating sustainable human settlement in rural areas, with special focus on Moletlane Village as a case study. Like many rural areas in SA, Moletlane village is still faced with a challenge of housing delivery. This study was conducted within the interpretive qualitative paradigm. Techniques to collect data focused on questionnaires and interviews for validity purposes and to counter subjectivity. For the survey, 100 participants were purposefully selected based on their knowledge and their expertise in rural housing finance. The survey was followed by in-depth interviews with key personnel of Moletlane Village and a few ordinary community members to verify and complete some answers. The researcher used data collected to draw findings and made recommendations. The foremost findings revealed that rural housing finance plays a major role in rural development as it provides people with the opportunity of improving their houses and rescues them from living in substandard conditions. The overall sentiments from the respondents are that rural housing finance has led to an increase in the economic activity and job creation which is a solid foundation for the creation of sustainable human settlements. This study has established a link between rural housing finance and rural development. It is clear from the findings that participants believe in rural housing finance and value it. They see it as a good strategy to liberate their lives and of realising sustainable human settlement. However, they all acknowledged that institutions that provide housing finance are not doing much to assist rural households and that there is a gap in as far as rural housing finance is concerned. Almost all of them indicated their wish to see rural housing finance across the country. Moreover, they are of the opinion that a paradigm shift is required to tackle the rural housing finance shortfall. Hence, the study present to policy makers and government a set of recommendations discussed in full in chapter 6. / AFRIKAANSE OPSOMMING: Volhoubare menslike nedersettings veral vir die armes, is van deurslaggewende belang in Suid-Afrika. Dit is as gevolg die ruimtelike afbakenings van apartheid dat die swart bevolkingsgroepe van die wit minderheid gesegregeer is en hulle gelyke toegang tot ekonomiese geleenthede, behuising, asook basiese en maatskaplike dienste ontneem is (Smeddle-Thompson, 2012). Die meeste huishoudings kan nie bekostig om in ordentlike huise te woon of bekostig om goedgeleë grond te besit nie. Gevolglik staar die taak van behuisingsverskaffing die regering in die gesig. Vele wetgewende raamwerke, beleide en programme om aan behuisingsverskaffing te voldoen, is sedert 1994 in die lewe geroep. Die algehele sentimente van die respondente is dat landelike behuisingsfinansiering tot ’n toename in ekonomiese aktiwiteit en werkverskaffing gelei het, wat as ’n vaste grondslag dien vir die skepping van volhoubare menslike nedersettings. Oor die algemeen het landelike behuising lewens verander, mense van die vernedering gespaar wat onder gesubstandaardiseerde omstandighede lewe en sodoende die waardigheid van die mense herstel. Dit word bewys dat instellings wat behuisingsfinansiering verskaf, nie veel doen om landelike huishoudings te help nie, maar indien hulle hul daartoe verbind, kan hulle die behuisingsfinansiële mark uitbrei. Deur hierdie navorsing, is ’n skakel tussen landelike behuisingsfinansiering en landelike ontwikkeling teweeggebring. As gevolg hiervan, is ’n aantal aanbevelings in hierdie studie gemaak wat breedvoerig in hoofstuk 6 bespreek word.

Assessing diversity management within the Western Cape Department of Community Safety

Thesis (MPA)--Stellenbosch University, 2014. / South Africa has committed itself to social transformation: institutional transformation through the removal of racism and sexism in all legislation, business, employment practices, service delivery and interpersonal relationships: in all of society; and in all spheres of government. Diversity in the South African context is dynamic and complicated as a result of the -apartheid era. There are many political, social and economic factors that are major obstacles to building healthy intercultural relations in South Africa. In today’s corporate workplace, diversity management is what is mostly used to bring about transformation. The South African Constitution enacted in 1996 states that South Africa belongs to all who live in it, being united in our diversity. We are now almost two decades into our democracy and, despite progress being made to ensure redress of historical imbalances in South Africa; diversity management is not advancing at the pace that had initially been envisaged. It is therefore evident that, despite enabling legislation to promote diversity management, translating such into practice is proving to be quite a daunting challenge. It has been noted that organisations are still grappling with issues of diversity. Working with people who have different values, beliefs, attitudes, perceptions, customs and languages from your own can result in costly miscommunication, misinterpretation, misunderstanding and misperception. This subject of diversity management has been explored exhaustively by various authors over time and various explanations for lack of progress have been offered. Over the years, the Western Cape Department of Community Safety (DCS) has witnessed an in increase in its organisational workforce. Employees from different backgrounds were recruited to achieve representivity in the workplace. It even went to the extent of appointing females in fields of employment which were previously predominantly staffed by males. The thesis assessed the DCS approach to diversity management by: - Firstly, obtaining an understanding of how diversity is managed in the department; - Secondly exploring the concept of diversity management in various contexts; - Thirdly exploring the legislative context for diversity management in the South African Public Service; and - Determining the DCSs approach to diversity management by using the current situation in the DCS as a case study A qualitative case study research design with structured interviews and survey questionnaires was used to conduct the study. This was used to draw inferences between practice and theory. The literature review on what diversity management is has been be grouped into dimensions to influence managers to formulate a model on how to embrace and value diversity in the workplace. The research findings clearly indicate that the Department of Community Safety still has much to do in terms of implementing the prescribed legislation on diversity. It is expected that the study will assist the department in its endeavour to achieve a greater level of compliance. In an organisation, the desired results of the “value all differences” approach are synergy and pluralism combined with an appreciation of and contribution towards goals and objectives. Recommendations are proposed in relation to what is key to diversity management as well as identifying determining factors of successful management. The main aim is the implementation of the diversity management model that comprises several steps.

Investigating social grant payment methods for old age grant recipients in the Western Cape

In South Africa, the Social Assistance Act, 2004 (Act No.13 of 2004) makes provision for the administration of social assistance and the payment of social grants. The Act provides for the payment of eight grant types including the payment of the Old Age Grant (OAG). The research focuses on the OAG and the payment methods exercised by OAG beneficiaries. The South African Social Security Agency is established in terms of the South African Social Security Agency Act, 2004 (Act No. 9 of 2004) and the payment of social assistance has been transferred to the Agency. The literature review revealed that African countries in particular have followed a different path to the rest of the development world with regard to social security. There is a strong reliance on community management involvement of social protection programmes in middle Africa. The South African system is more advanced and is legislated. South Africa’s social security system is a system of targeted social grants. It makes access to social security a basic human right, as it is contained in the Bill of Rights. The rise of the developmental state after World War 11 was championed by Japan, in particular, and this rise gave effect to the Asian Miracle. A comparison of different systems in the developing context is undertaken in the study. One of the criteria from the comparison of systems is that developmental decisions should be informed by a country’s vision or longterm strategy. The research is being undertaken at a pinnacle point in the history of South Africa, in particular of the Agency responsible for the administration and payment of these grants. The SASSA introduced the SASSA debit card (Appendix I) in 2012. Beneficiaries can use this card at any store with a point of sale device to make purchases and withdraw money at selected vendors published in the SASSA merchant list on the website of the Agency. The implementation of this decentralised system is however not without disagreement about the ideal path – questions about the advantages of electronic versus cash payments; and SASSA as ‘Paymaster’ versus the use of external service providers, is still being debated. This research attempts to assist in this debate through an investigation of alternative methods to disburse social grants, with specific focus on the old age grant recipients. / AFRIKAANSE OPSOMMING: Die navorsing fokus op maatskaplike ondersteuning in die konteks van die ontwikkeling-gerigte staat. In Suid-Afrika, maak die Wet op Maatskaplike Bystand, 2004 (Wet No.13 van 2004) voorsiening vir die administrasie van maatskaplike bystand en die betaling van maatskaplike toelae. Die wet maak voorsiening vir die betaling van agt soorte toelae, insluitend die betaling van die ouderdomstoelaag . Hierdie navorsing was gerig op die ouderdomstoelaag en die betalingsmetodes wat vir ouderdomstoelaag begunstigdes beskikbaar is. Die Suid-Afrikaanse Maatskaplike Sekerheidsagentskap is in terme van die Suid- Afrikaanse Sosiale Sekerheidswet, 2004 (Wet No. 9 van 2004) ingestel en die betaling van maatskaplike bystand is aan hierdie agentskap oorgedra. Evaluating the impact of asset management in the water industry : a case study of East Rand Water Care Company (ERWAT)

Although the National Treasury developed the Capital Asset Management Guidelines to assist with the development and implementation of the asset management system the guidelines have received very little attention over the years. The Auditor General’s findings indicate a lack of proper implementation of the asset management process. The study provides a clear indication of the implementation of the asset management process by most government entities, local government municipalities and the public sector. The outcome is that while most entities have made progress with regards to the implementation, much remains to be done. Most entities implement the asset management process selectively. This does not yield positive and sustainable results and they end up abandoning the whole asset management system. The report provides the process of successful development and implementation of asset management, it also indicate that if there are element that are missed or not properly done the process will not yield constant results or performance and the impact on the organization performance will not be positive. The management of the organization must ensure that asset management is aligned with strategic objectives of the organization and performance measurement must be directly linked with asset management, performance measurement should be used to determine progress and implementation. Service level agreements must be established between all relevant departments including the finance department and there must be agreement on the objectives between all stakeholders. The key to proper implementation is the alignment of the asset management process with the strategic objectives of the organization.

Perceptions on fraud and corruption policies and strategies in public procurement within the Western Cape Provincial Treasury (WCPT)

Fraud and corruption especially in the procurement systems is one of the major contributors of annual losses the Western Cape Provincial Government incurs. Since the introduction of computerised procurement systems, also known as e-procurement, the occurrence of fraud and corruption has substantially increased as soon as individuals familiarize themselves with the system. The Western Cape Provincial Government will save a huge amount of money if fraud and corruption could be prevented and limited. These funds could be put to better use and result to better service delivery. The Government has therefore developed many policies and strategies to try to combat and prevent corruption in procurement both in the public and private sector. This study examines the perceptions of key stakeholders on the appropriateness of the strategies in place to prevent fraud and corruption in the provincial procurement system by particularly looking at the achievements and limitations that have been experienced. The focal point is the Western Cape Provincial Treasury since they are currently the owners of the computerised procurement system. The study also includes an assessment of the role of the Western Cape Provincial Treasury in general in fighting fraud and corruption in public procurement. The research methods utilised include a comprehensive review of documentation published by the provincial government with regard to fraud and corruption as well as perceptions of key stakeholders on the appropriateness of anti-corruption policies and strategies in the Western Cape Provincial Government. Government has, in its commitment to fight corruption, established various anti-corruption agencies, developed a number of programmes and introduced numerous legislative frameworks. The Western Cape Government in particular has developed a transversal Anti-corruption Strategy to provide a framework within which to combat fraud, corruption and theft in the province. All provincial departments are encouraged to maintain a zerotolerance against corruption by developing and implementing a Fraud and Corruption policy within their various departments. The proper implementation of the anti-corruption policy is imperative for the prevention of fraud and corruption. Western Cape Provincial Treasury, as the custodian of the LOGIS procurement system in the Western Cape, plays a vital role in promoting compliance to relevant legislation by implementing anti-corruption strategies. It is apparent that different anti-corruption strategies to control and manage fraud and corruption in procurement do exist, but its appropriateness differs from department to department. Anti-corruption strategies will only be successful when it eliminates the occurrence of fraud and when perpetrators are caught and executed. Management should play a vital role in identifying and combating corruption in departments. Employees should be made aware of the consequences if they should commit any fraudulent acts. Furthermore, all officials should be encouraged to report any fraudulent incidents. / AFRIKAANSE OPSOMMING: Korrupsie beïnvloed die lewens van almal in Suid-Afrika en kan dus gedefinieer word as 'n gemeenskaplike vyand. Wes-Kaapse Provinsiale Tesourie, as die bewaarder van die LOGIS verkryging stelsel in die Wes-Kaap, speel 'n belangrike rol in die voldoening aan toepaslike wetgewing deur die implementering van anti-korrupsie strategieë.
