Previous issue date: 2017-02-13 / The objective of this research is to reflect on the actions and determining factors of the
Municipal Council of Education of Mineiros/GO ensuring the right to socially referenced
quality education in the county, verifying if its performance characterizes it as an autonomous
instrument of civil society representation in the processes of democratization of educational
public policies. Starting from a critical study about the development of the State and its relations
with society, the research was developed in order to analyze the position of the Education
Councils in the legal order of the Democratic State of Law, and the possibilities of its action in
favor of right to education, emphasizing the relation right-quality-education and limiting the
scope of analysis to the municipal Council of Mineiros/GO. To reach that end, a literature
review was performed in order to understand the proposed object; also a documentary
exploratory research was done, with the support of data collecting techniques to survey
documents involving the selected CME. The exploratory research revealed the existence of a
diversity of documents produced between July 2, 1997 (date of establishment of CME) and
April 2016 (when the data collection was closed). After completing the survey and
quantification of the data, systematization techniques were used to facilitate content analysis,
with prioritization of documents related to legislation, internal regulations, minutes, opinions
and resolutions. After the synthesis of the data, qualitative analysis procedures were carried out
for the construction of the text, based on a schematized structuration and the critical
argumentation of the content together with the theoretical reference. It was noticed, after going
through the methodological path chosen, that although the Boards of Education are understood
as participatory democratic spaces, responsible for exercising regulatory functions and control
and social mobilization in the educational realm, the CME of Mineiros/GO presents an almost
exclusive activity regarding issues related to bureaucratic supervision of teaching units, not
being observed the exercise of autonomy on the part of this Council, since most of the decisions
taken by the councilors undergoes some type of control on the part of the municipal Executive
Power. Thus, it is noted that the Council of Education has freedom in attaining its assignments
only to the extent of not interfering in the executive management of the municipal education.
This situation shows the fragility of the Board's role in guaranteeing the right to education in a
socially referenced perspective, because there is no evidence of any rapprochement between
the Council and society in order to seek improvements in the municipal education system. / Esta pesquisa tem por objeto de análise refletir sobre as ações e fatores determinantes na atuação
do Conselho Municipal de Educação de Mineiros/GO na garantia do direito a educação de
qualidade socialmente referenciada no âmbito do município, verificando se sua atuação o
caracteriza como um instrumento autônomo de representação da sociedade civil nos processos
de democratização das políticas públicas educacionais. Partindo de um estudo crítico acerca do
desenvolvimento do Estado e de suas relações com a sociedade, a pesquisa foi desenvolvida no
sentido de analisar a posição dos Conselhos de Educação na ordem jurídica do Estado
Democrático de Direito, e as possibilidades de sua atuação em prol do direito à educação,
ressaltando a relação direito-qualidade-educação e limitando o âmbito de análise ao Conselho
do município de Mineiros/GO. Para tanto, foi realizada uma revisão de literatura suficiente à
compreensão do objeto proposto, e também uma pesquisa exploratória documental, com o
auxílio de técnicas de coleta de dados, para o levantamento de documentos sobre o CME
selecionado. A pesquisa exploratória revelou a existência de uma diversidade de documentos
produzidos entre o período de 02 de julho de 1997 (data de criação do CME) até abril de 2016
(momento em que foi encerrado o levantamento de dados). Após concluído o levantamento e a
quantificação dos dados, foram utilizadas técnicas de sistematização com o objetivo de facilitar
a análise do conteúdo, sendo priorizados os documentos relativos à legislação, regulamentação
interna, atas, pareceres e resoluções. Feita a síntese dos dados, foram executados procedimentos
de análise qualitativa para a construção do texto, com base na estruturação esquematizada e na
argumentação crítica do conteúdo em conjunto com o referencial teórico. Percebeu-se, depois
de percorrido o caminho metodológico traçado, que embora os Conselhos de Educação sejam
compreendidos como espaços democráticos participativos, responsáveis por exercer funções
deliberativa e de controle e mobilização social no âmbito educacional, o CME de Mineiros/GO
apresenta atuação quase exclusiva em questões relacionadas à fiscalização burocrática das
unidades de ensino, não sendo observado o exercício da autonomia por parte desse Conselho,
uma vez que a maioria das decisões tomadas pelos conselheiros passa por algum tipo de
controle por parte do Poder Executivo municipal. Assim, constatou-se que o CME possui
liberdade na consecução de suas atribuições somente até o ponto de não interferir na gestão
executiva da educação do município. Tal situação demonstra a fragilidade da atuação do
Colegiado na garantia do direito à educação sob uma perspectiva socialmente referenciada, pois
não há evidências no sentido de uma aproximação entre Conselho e sociedade com o objetivo
de buscar melhorias no sistema municipal de ensino.

Assim, buscou-se analisar: o que ocorreu com a Câmara Municipal em questão após o golpe de 1964 e a consequente instituição de um novo regime, de caráter autoritário, e; quais foram as alterações institucionais sobre a ordem jurídica e política e sobre o sistema político-partidário e eleitoral. As dimensões de análise mobilizadas no estudo são as dimensões institucional, eleitoral e política, organizacional e de produção legislativa. A dissertação se desenvolve em três capítulos. O Capítulo I disserta sobre os primeiros impactos do golpe de 1964 e do novo regime inaugurado por este evento sobre a cidade e a Câmara Municipal de Juiz de Fora. O Capítulo II aborda as alterações na ordem jurídica e política no plano formal, investigando se tais alterações impactaram, e de que maneira, o Legislativo municipal na prática. O Capítulo III é dedicado à análise das eleições municipais para os cargos do Executivo e do Legislativo, bem como a competição e a dinâmica eleitorais e partidárias do município. Para tal exercício, foram utilizadas diferentes técnicas de pesquisa: (a) a análise documental, tendo como fontes o jornal local Diário Mercantil, as Atas das Sessões da Câmara Municipal de Juiz de Fora, os processos de produção legislativa, as leis federais do período, como os Atos Institucionais, a Constituição de 1967, a Emenda Constitucional nº 1, de 1969, entre outros; (b) a análise de dados, tais como dados eleitorais das eleições municipais que ocorreram entre 1962 e 1982, informados pelo Tribunal Superior Eleitoral e pelo periódico Diário Mercantil, e dados de produção legislativa disponibilizados pelo arquivo digital e o arquivo físico da Câmara Municipal de Juiz de Fora e; (c) a análise de discurso por meio de entrevistas realizadas com vereadores que exerceram mandato à época. / The present study has as investigation object the Municipal Legislature during the period of the authoritarian regime of 1964-1985 in Brazil, taking the Municipal Council of Juiz de Fora, Minas Gerais, as a case study. Thus, it was sought to analyze: what happened to the Municipal Council in question after the 1964 coup and the consequent establishment of a new authoritarian regime of permanence; and what the institutional changes on the legal and political order and the political party and electoral system were. The analysis dimensions mobilised in the study are the institutional dimensions, electoral and political, organizational and legislative production. The dissertation develops in three chapters. Chapter I discourses on the early impacts of the 1964 coup and the new regime inaugurated by this event over the city and the Municipal Council of Juiz de Fora. Chapter II addresses the changes in law and policy in the formal level, investigating whether and how these changes impacted the Municipal Council in practice. Chapter III is devoted to analysis of municipal elections for the positions of the executive and legislative, as well as competition and the electoral and party dynamics of the municipality. For such practice, many different research techniques were used: (a) the documentary analysis, with the local newspaper sources Diário Mercantil, the Minutes of Proceedings of the Municipality of Juiz de Fora, the legislative production processes, federal law period as the Institutional Acts, the 1967 Constitution, the Constitutional Amendment No. 1, 1969, among others; (b) the analysis of data such as electoral data of the municipal elections that took place between 1962 and 1982, informed by the Superior Electoral Court and the periodic Mercantile Journal, legislative and production data provided by the digital file and the physical file of the Municipality of Juiz de Fora; and (c) discourse analysis through interviews with councilors who were in office at the time.

Previous issue date: 2013-05-20 / This work has as a main objective to analyze the political dynamics of the federal capital, through the performance of the Municipal Council of the Federal District, in the 1920s. Starting from the idea of the decade in question was designated by deep tran sformations and political effervescence, seeks to understand how the Legislative of the Rio de Janeiro was operated, politically, in these years. Beyond elucidating the relationship established between the main municipal powers in the period - the intendan t and mayors - we have identified the political - partisan context of the time; highlight the main positions assumed by the Council forward certain key junctures of national policy and emphasize the heterogeneity of the local legislative in the twenties. To fulfill this purpose, this research structure from the Annals of the Municipal Council, the Bulletin of the town hall, the internal regulation of the Council and of the Press of Rio de Janeiro, through the newspaper Correio da Manhã. / Este trabalho tem como objetivo central analisar a dinâmica política da capital federal, através da atuação do Conselho Municipal do Distrito Federal, nos anos de 1920. Partindo da ideia de que a década em questão foi assinalada por profundas transformaçõe s e efervescência política, busca - se perceber como o Legislativo carioca operou, politicamente, nos anos em tela. Além de elucidar a relação estabelecida entre os principais poderes municipais no período – os intendentes e os prefeitos – identificamos o co ntexto político - partidário da época; destacamos os principais posicionamentos assumidos pelo Conselho frente determinadas conjunturas - chave da política nacional e lançamos luz sobre a heterogeneidade do Legislativo local nos anos vinte. Alegre no século XVIII, destacando suas ação na administração local e na manifestação
política da elite sul do Rio Grande de São Pedro. Procuramos compreender os motivos que
motivaram a transferência da instituição da povoação de Viamão para Porto Alegre e se
este fenômeno inaugura uma alteração nos quadros de sua elite local. Através de um estudo
prosopográfico de seus oficiais buscamos conhecer as redes de poder que desenharam seu
funcionamento, bem como os instrumentos de afirmação social utilizados por essa mesma
elite. Paralelamente, exploramos o funcionamento da instituição a partir da ação do
conselho. Por fim, abordamos as relações com diferentes esferas de poder (governo da
capitania, ouvidoria da comarca), analisando a complexa articulação entre poderes local e
central na constituição do império português. / This work studies the constitution and functionality of the Municipal Council of
Porto Alegre in the XVIII century, detaching his action in the local administration and
politic manifestation of elite of the Rio Grande de São Pedro. Our goal is the understanding
of the reasons of the institution’s transference from Viamão village to Porto Alegre and if
this phenomenon inaugurates a changing in the local elite staff. Based in a
prosopographical study of his officials we intend to achieve the power nets that draw his
operation, as well as the instruments of social affirmation used by this same elite. We seek
to understand the operationality of the institution by it own action. Finally, we analyze the
relation with other power instances (governor of captaincy, district magistracy), focusing
the complex articulation between local and central powers in the constitution of Portuguese
Empire.

Ungas avhopp från kommunfullmäktige : En studie om unga fullmäktigeledamöters beslut att lämna sina uppdrag / Young people are opting-out of local councils : A study about young members of municipal council’s decision to leave their assignmentIsaksson, Nina January 2009 (has links)
Young councillors are currently under-represented in Sweden's municipalities. Young councillors are also stepping down in greater numbers than older members. This paper explores the reasons why young councillors choose to resign from their mission, so to identify possible remedies to the problematic trend of underrepresentation of younger people in local authorities in Sweden. This qualitative essay intends, through interviewing politically-active young people who has left their assignment, to study the reasons for resignations from elected posts. To see what could be the reason I have looked at previous studies and theories about opting out but also tried to remain open to identifying new and emerging trends previously undetected in existing surveys. The results showed that the political assignment proved to be too time-consuming, with young people choosing to spend their time on career and leisure. Those who resign from political life often express criticism towards the Municipal Council; they consider it tedious and many complain of having little influence. The increasing underrepresentation of younger people in political office and the fact that it is hard to recruit new active members shows that structural changes needs to be made to succeed in attracting new young members to political assignments.

The role of council committees in promoting financial accountability: a case study of Stellenbosch municipalityMiso, Fundiswa Thelma January 2011 (has links)
Masters in Public Administration - MPA / Municipal councils are vested with the legal authority to promote financial accountability in their respective municipalities. To accomplish this responsibility, municipal council establishes committees to enable a structured and coordinated mechanism through which it can promote financial accountability effectively. However and despite the available legal and institutional mechanisms established to enable council committees to promote financial accountability, the lack of effective financial accountability in municipalities has persisted. This study focused on the role of council committees in ensuring financial accountability. It was guided by the following research questions: What are the major factors that contribute to financial accountability at local level, what is the role of council committees in promoting financial accountability and how can council committees be strengthened to play an effective role in Stellenbosch municipality’s municipal financial accountability. Stellenbosch Local Municipality was used as a case study for this research. The data was collected from primary and secondary sources. Primary data was sourced from members of relevant council committees through structured and unstructured interviews. Secondary data was obtained from relevant municipal reports, internet sources, government department publications, journals and Auditor - General’s reports which contributed to the reliability, validity and objectivity of the findings. The findings showed that political instability, a lack of a culture of accountability, lack of clearly defined authority for accountability, lack of relevant capacity and willingness are some of the major factors that have impacted negatively on council committees from promoting effective financial accountability. The study opens up the possibility of future research to include a wider number of municipalities. / South Africa

Aim of the study: The main aim of the study is to examine and pursue research
regarding the history and role of law in the disintegration of the institutions of
traditional leadership in South Africa, Botswana and Lesotho in order to make
recommendations regarding the challenges and opportunities facing traditional
authorities in these countries. The traditional systems, roles and functions of
these institutions are traced from the pre-colonial era up to the period of
democratic regimes in these countries. This study is based on the premises that
the jurisprudence of the institution of traditional leadership is as old as mankind
and that this institution is rooted in the rural soil of African communities.
Research Methodology: This study is based on legal comparative research with
reference to South Africa, Botswana and Lesotho. A literature survey of the most
important sources dealing with history, legislation and policy documents was
undertaken.
Conclusion and Recommendations: The institution of traditional leadership is
one of the oldest traditional institutions of governance in South Africa, Botswana
and Lesotho. During the pre-colonial era traditional authorities constituted an
important component in the traditional system of the administration of the
traditional community. Traditions placed a great amount of responsibility on
traditional leaders to look after the best interests of their communities. When the
colonial government took over the reigns of these three countries, they changed
the pre-colonial form and nature of traditional authorities. These colonial
governments exercised control over traditional leaders and allowed minimum
independence in their traditional rule.
The post-colonial governments of South Africa, Botswana and Lesotho retained
the institution of traditional leadership. The Constitutions of these countries
provide the legal framework for the recognition and functioning of the office of
traditional leaders. However, it has been noted in this study that the relationship
between the traditional leaders and the governments of these countries has been
a mixture of conflict and cordiality. One of the reasons for this uneasy
relationship between the traditional leaders and the central governments of these
countries is that the status, authority, power and functions of traditional leaders
have been reduced considerably when new institutions such as Local
Governments, Land Boards, District Councils and Village District Councils were
given powers and functions previously exercised by traditional leaders.
The post-colonial transformation of traditional leadership in these three countries
has led to a steep decline in the authority of traditional leaders. In order to
encourage active participation of the traditional leaders in the new democratic
structures and bodies, the institution of traditional leadership must be adapted to
the changing political, social and economic environments. Rural local
government bodies and the national governments of these countries should not
view the institutions of traditional leadership as competitors for political power.
The post-colonial governments of South Africa, Botswana and Lesotho should
introduce traditional leaders as equal partners in the development and
advancement of rural communities. In order to achieve this goal the governments
of these countries should empower and capacitate traditional leaders so that they

Previous issue date: 2015-03-10 / This study deals with the work of the professional social worker in the scope of social control carried out along with the social policies in institutional places of local Councils. The practice of social control goes beyond the places called Municipal Councils of Social Assistance; however the field of study was delimited to the councils operating in the cities of Cabo Frio, Campos dos Goytacazes and Itaperuna, located in the state of Rio de Janeiro. This study restates that the presence of the social worker in this place allows us to see a building place of ethic-political professional project that affirms mass democracy within the profession as well as the commitment to the democratization of social assistance policy. It was found that the social worker expresses a differentiated and qualified presence in a management council of public policy. Supported by Alice of Lewis Carroll as a metaphor, the study aims to see "Through the Looking Glass" and identifies initiatives that are being implemented by social workers to affirm the ethic-political professional project within the Municipal Councils of Social Assistance. The study also addresses the responsibility of forming units and representing bodies of the category in creating conditions that enable the professional action of social worker committed with the democratization of social assistance policy. It concludes that the existence of the Municipal Councils of Social Assistance is not enough, and nor even the occupation and / or the guarantee of the presence of social workers inside of it. If the professional is not prepared to understand and answer why he/she is there / O estudo desenvolvido se ocupa do trabalho do profissional assistente social no âmbito do controle social exercido junto a políticas sociais nos espaços institucionais de conselhos locais. O exercício do controle social excede os espaços denominados de Conselhos Municipais de Assistência Social, todavia delimitou-se o campo de estudo aos conselhos que operam nos municípios de Cabo Frio, Campos dos Goytacazes e Itaperuna, localizados no interior do estado do Rio de Janeiro. Reafirma-se neste estudo que a presença do assistente social nesse espaço permite enxergar um espaço de construção do projeto ético-político profissional que afirma a democracia de massas no âmbito da profissão bem como o compromisso com a democratização da política de assistência social. Apoiado em Alice de Lewis Carroll como uma metáfora, o estudo busca enxergar Através do Espelho e identifica iniciativas que estão sendo aplicadas pelos assistentes sociais para afirmação do projeto ético-político profissional no interior dos Conselhos Municipais de Assistência Social. O estudo aborda ainda a responsabilidade das unidades formadoras e dos órgãos de representação da categoria, em construir condições que viabilizem a ação profissional do assistente social comprometida com a democratização da política de assistência social. Conclui que não basta a existência dos Conselhos Municipais de Assistência Social, e nem mesmo a ocupação e/ou a garantia da presença de assistentes sociais em seu interior caso o profissional não esteja preparado para entender e responder a que veio

Aim of the study: The main aim of the study is to examine and pursue research
regarding the history and role of law in the disintegration of the institutions of
traditional leadership in South Africa, Botswana and Lesotho in order to make
recommendations regarding the challenges and opportunities facing traditional
authorities in these countries. The traditional systems, roles and functions of
these institutions are traced from the pre-colonial era up to the period of
democratic regimes in these countries. This study is based on the premises that
the jurisprudence of the institution of traditional leadership is as old as mankind
and that this institution is rooted in the rural soil of African communities.
Research Methodology: This study is based on legal comparative research with
reference to South Africa, Botswana and Lesotho. A literature survey of the most
important sources dealing with history, legislation and policy documents was
undertaken.
Conclusion and Recommendations: The institution of traditional leadership is
one of the oldest traditional institutions of governance in South Africa, Botswana
and Lesotho. During the pre-colonial era traditional authorities constituted an
important component in the traditional system of the administration of the
traditional community. Traditions placed a great amount of responsibility on
traditional leaders to look after the best interests of their communities. When the
colonial government took over the reigns of these three countries, they changed
the pre-colonial form and nature of traditional authorities. These colonial
governments exercised control over traditional leaders and allowed minimum
independence in their traditional rule.
The post-colonial governments of South Africa, Botswana and Lesotho retained
the institution of traditional leadership. The Constitutions of these countries
provide the legal framework for the recognition and functioning of the office of
traditional leaders. However, it has been noted in this study that the relationship
between the traditional leaders and the governments of these countries has been
a mixture of conflict and cordiality. One of the reasons for this uneasy
relationship between the traditional leaders and the central governments of these
countries is that the status, authority, power and functions of traditional leaders
have been reduced considerably when new institutions such as Local
Governments, Land Boards, District Councils and Village District Councils were
given powers and functions previously exercised by traditional leaders.
The post-colonial transformation of traditional leadership in these three countries
has led to a steep decline in the authority of traditional leaders. In order to
encourage active participation of the traditional leaders in the new democratic
structures and bodies, the institution of traditional leadership must be adapted to
the changing political, social and economic environments. Rural local
government bodies and the national governments of these countries should not
view the institutions of traditional leadership as competitors for political power.
The post-colonial governments of South Africa, Botswana and Lesotho should
introduce traditional leaders as equal partners in the development and
advancement of rural communities. In order to achieve this goal the governments
of these countries should empower and capacitate traditional leaders so that they

This diploma thesis deals with the Czech Pirate Party participation on the Czech political scene. It focuses on the formation of the party and its programme, achievements in the past elections and the preparations for the upcoming elections. It analyses the 2014 municipal council election, which happened to be the most successful election for the Czech Pirate Party in terms of elected representatives. It defines the municipal authorities in accordance with the relevant law. It focuses on the principle of the local election, its system, electoral method and the rules for the candidate parties. It introduces local coalition typology and also analyses the type of coalition in selected municipalities. It introduces the Czech Pirate Party 2014 municipal council election programme and party's candidate lists in selected municipalities. It analyses thoroughly the fulfilment of their campaign promises and the methods used for the realization of the Pirate politics. It compares Czech Pirate Party's coalition and opposition behaviour.
