Rámování nových psychoaktivních látek v drogové politice Velké Británie / Framing of New Psychoactive substances in British Drug Policy Discourse

This thesis, New Psychoactive Substances in British Drug Policy Discourse addresses new psychoactive substances (NPS) in drug policy discourse in Great Britain between 2000-2014. It focuses on the identification of individual frames and aims to understand the different perspectives NPS can be framed in The theoretical framework of this thesis is based on the idea of social constructivism and Frame Theory. On this basis, the thesis identifies individual sponsors, the general characteristics of the problem, the injured party, the public policy implications and the value base. It identifies four frames which are present in the discourse. The first, called Fragmented, does not perceive NPS as a comprehensive problem, but as individually occurring substances. The second frame the Prohibitionist wishes to tackle the issue of NPS using new tools of prohibition. The third one, the Regulatory frame is strongly polarized towards the previous frame and wants to solve the NPS issue by creating a legally regulated market for psychoactive substances. The last, Wicked frame, perceives NPS as an unstructured problem, therefore it cannot be solved by one measure. This frame favors an expert debate and evidence in order to find the optimal solution. This diploma thesis deals with the evaluation of recreational potential and potential of tourism in the selected area of the Protected Landscape Area Zdar Hills. Thesis includes a literary research on "Tourism", "Sustainable Tourism", "Recreation" and "Methodology of evaluation of the recreational potential of the landscape and the potential of tourism in the Czech Republic and abroad". The practical part of the thesis describes the characteristics of the area of interest for which the cadastral area of New Town in Moravia was chosen. The area of interest is evaluated from the point of view of tourism potential according to selected methodology of evaluation of tourism potential by Bina (2002). Finally, a SWOT analysis of the area of interest was carried out and on the basis of the information obtained, measures were proposed to optimize the recreational potential of the selected area.

An extensive historical estate of the Kinsky family connected with the Žďár nad Sázavou monastery and create a remarkable set of cultural and natural heritage. Monastery owners, the Kinsky family, are seeking for a long time to evaluate this legacy, and therefore, has recently decided to prepare concrete reflection on the development and rehabilitation of the monastery and its accessories by preparing a global strategy for the concept of building development and its tourist use. The ambition of the Kinsky family is to develop in Žďárka a project of an important monument and Cultural center with European fame. Their will is to create from this place an important example of cultural and tourist development beyond the territory The presence of a unique collection of Baroque culture and architectural monuments from the Jan Blažej Santini (pilgrimage church of St. John of Nepomuk, The Monastery, the Abbey, the Church of the Assumption of Virgin Mary, the Riding Hall, the Cemetery, the Lyra Farm, the Chateau) make this area a unique monument and an important cultural heritage of the Czech Republic. The area of the monastery with its surroundings opens the strong potential of free space in the remarkable historical buildings capable of transforming cultural, tourist and commercial functions of all types: cultural events, expositions and exhibitions, seminars, accommodation, restaurant operations. Recently, the topic of the public cultural space has become more recent. These are new cultural buildings where people can meet, have fun and learn every day, spend their free time every day. Earlier, communism times fulfilled this function with cultural buildings. But modern life dictates new demands and functions of public space. Today it assumes more interactive space than before. Person works with space and architecture, engaging in activities. A new urban space is emerging, which opens up for a full-day multifunctional use - a cultural area. On the basis of the analysis of the solved territory, a proposal dealing with the whole locality of economic premises of the monastery was elaborated as a complex whole whose main aim was to create a functional and aesthetic environment. The site is situated in the area of the Cistercian monastery, which is located between two ponds. Next to the monastery there is a public transport stop and a public car parking. Design territory is defined by the monastery's backyard area. In addition, there is a functioning elementary school. The project is based on minimalism and respect for the place. Combined with the historical basis of the complex, a new cultural unit will be created. The cultural center is multifunctional, which corresponds to a simple and clearly arranged operation allowing for a wide range of cultural and educational activities, which can be attended by both: tourists and children from the local elementary school. The proposed multifunctional cultural facility meets the basic requirements for organizing cultural events of diverse character, such as theater, film and music performances, shows, balls, dance and sports courses and other social activities. It also provides facilities for families, mothers with children and open-air events during the summer months.

The solved territory is situated in the picturesque part of the South Moravian Region in the village of Strachotín. The local environment invites you to create a pleasant holiday space. That's why I designed a winery object with a holiday accommodation in the vineyard and a water museum with a spiritual space inside the water reservoir. The built-up area is designed on two axis lines. The first axis is the connecting line of the historic wine village of Pouzdřany, with the highest peak of the Pavlovské vrchy. There is a vineyard object on this axis. The second axis comes from the neighboring wine village of Popice and heads to the Nove Mlýny water reservoir in the center and to the church of St. Linharta, which protrudes from the water as a remnant of the flooded village of Mušov. That is why a water museum and a spiritual place to think are on the axis. At the intersection of these two axes there is a lookout tower and a main parking area for visitors.

The content of the thesis is a study of the new use of brownfield, which was created by the termination of the UP Závody furniture company in Bučovice. The subject of the study is the urban design of a new residential area, with additional, required and related functions. The design of the site, including the newly subsumed buildings, is only created at the urban level. In the form of an architectural study, one selected (reference) residential block of an urban complex is then solved. An important aspect is the reaction to the nearby presence of the renaissance castle by observing the preconditions for the monument care.

The work consists of two parts: the first one is focused on the Staré Brno borough, it's historical development and reinterpretation of a water element, that was once present in the form of a millrace that no longer exists. In the second part, one of the important urban knots of the area is chosen to be the site for the public spa and library complex. The design focuses on the cultural aspect of the new intervention and addresses the complex topic of the public spa as the epicenter of the public life.

The thesis deals with issues of waterfronts along the Svitava in Brno. The project is based on previous two semesters, when a thorough analysis of the waterfront area was elaborated in cooperation with Bc. Linda Pisova and Bc. Zdenka Sedlakova. The analysis deals with issues of brownfields that occupy an extensive area along the river as well. The aim of this work is waterfront revitalization and reinterpretation and creating designs to bring new activities to particular areas that will be adequate to distinctive atmosphere of the sites. Linking the broken relations and propose new ideas as means of recovery or restitution of the city's lost relationship to the river.
