How will the Indian military's upgrade and modernization of its ISR, precision strike, and missile defense affect the stability in South Asia?

Approved for public release, distribution is unlimited / India has made a concerted effort to upgrade its ISR, precision strike, and missile defense capabilities as it competes with China and Pakistan for regional power. The Phalcon Airborne Warning and Control System, Su-30MKI fighter-bomber aircraft, and S-300PMU surface-to-air missile system are some examples of the new capabilities India is acquiring. I argue that if India continues its military modernization, Pakistan will become more insecure. The increase in the conventional military capabilities gap will likely upset the existing balance of power in South Asia, leading to a regional arms race, lowering the nuclear threshold, and increasing instability in the region. The strategic stability/tactical instability paradox that exists between two nuclear countries may lead them to engage in "small" wars. India's increasing military capabilities may encourage it to conduct a preventive strike against Pakistan. In such a climate, a regional arms race eventually may lead Pakistan to establish a "hair-trigger" nuclear posture. India's effort to achieve a significantly superior conventional military force over Pakistan paradoxically may reduce Indian security by causing greater instability, and possibly lead to nuclear war. Regional stability is enhanced to the extent that there is a rough conventional military balance between India and Pakistan. / Lieutenant, United States Navy

The Apocalypse will be Televised: Representations of the Cold War on Network Television, 1976-1987

This dissertation examines how the major television networks, in conjunction with the Reagan administration, launched a lingering cloud of nuclear anxiety that helped to revive the Cold War during the 1980s. Placed within a larger political and cultural post-war context, this national preoccupation with a global show-down with the Soviet Union at times both hindered and bolstered Reagan’s image as the archetypal conservative, cowboy President that could free America from its liberal adolescent past now caustically referred to as “the sixties.” This stalwart image of Reagan, created and carefully managed by a number of highly-paid marketing executives, as one of the embodiment of peaceful deterrence, came under attack in the early 1980s when the “liberal” Nuclear Freeze movement showed signs of becoming politically threatening to the staunch conservative pledging to win the Cold War at any cost. And even if the nuclear freeze movement itself was not powerful enough to undergo the Herculean task of removing the President in 1984, the movement was compassionate enough to appeal to a mass audience, especially when framed in narrative form on network television. In the early 1980s, debates over the possibility of nuclear war and other pertinent Cold War related issues became much more democratized in their visibility on the network airwaves. However, the message disseminated from the networks was not placed in an educational framework, nor did these television productions clarify complicated nuclear issues such as nuclear winter theory and proliferation. I argue this renewed network attention on nuclear issues was not placed in an historical framework and likely confused American viewers because it routinely exposed audiences to both fact and fiction, undifferentiated at the level of the mass media.

South Africa’s peaceful use of nuclear energy under the nuclear non-proliferation treaty and related treaties

Text in English / Energy is the natural power stored in matter which can be potential and kinetic energy. This occurs in nature in various forms such as chemical energy, thermal energy, electromagnetic radiation, gravitational energy, electric energy, elastic energy, nuclear energy, and rest energy. The scientific research relating to nuclear energy has revealed that atoms are the foundation of matter. In 1905 Albert Einstein initiated the quantum revolution utilising the Newtonian mass-energy equivalence concept in order to put his famous equation: E =mc2, where energy is (E). This facilitated the nuclear research which focused on manufacturing the first atomic bomb. In 1945 the USA acquired its first two atomic bombs which were dropped on Nagasaki and Hiroshima, killing 200 000 people; mostly civilians. But nuclear energy research has been redirected by scientists in order to industrialise nuclear technology in order to address growing power needs. This encouraged policy makers to consider the risks posed by utilising nuclear energy for civil purposes. The shift towards peaceful nuclear energy applications has been motivated by the many valuable contributions to humankind which nuclear energy offers - for instance in the fields of energy generation, human health, agriculture and industry. The nature of nuclear energy lends itself to becoming an important component of the world energy and global economic system. Nuclear energy is a viable option for many countries including South Africa, because it offers an economic and clean source of electricity; the primary engine for socio-economic development. South Africa operates the only two nuclear power reactors in Africa, (Koeberg 1 and Koeberg 2) generating 1.8 GWe. South Africa’s energy supply infrastructure consists fundamentally of coal-fired power plants which pose serious threats to the environment. Therefore, it is assumed that the planned 9.6 GW of new nuclear capacity by 2030 will meet the requirements of South Africa’s policy regarding the diversification of available energy resources to secure energy supply, support economic growth, and contribute to environmental management. Consequently, the legal system which governs nuclear energy programme is intended to prohibit the proliferation of nuclear weapons, ensure security and maintain the safe operation of nuclear facilities. / Public, Constitutional, & International Law / LL.D.
