This thesis concentrates basic principles of budgetary control of municipalities and accounting reform which changed accounting of municipalities since the year 2010. The thesis is divided into to main parts - theoretical and practical. The theoretical part is concerned with two main themes - budgetary control of municipalities and creating state accounting. This part describes terms such as budget, budget outlook, budget process or classification of budget. The text of this part also describes a new conception of state accounting. Practical part deals with detailed analysis of budgetary control of municipality Sedlec between years 2006 and 2009. Practical part also contains a commentary on course of the accounting reform in specific conditions of the municipality Sedlec.

Graduation theses describes municipalities and delimits their legal standing, competency and municipality bodies. The theses deals with possible receipts and expenditures of municipality budgets. Second part of the theses focuses on receipts and expenditures of town Klatovy and their fulfilment in years 2006 until 2009.

This thesis focuses on cooperation among municipalities in the Czech Republic, on total description of this issue and on evaluation of the forms of the cooperation. The thesis relates especially to small municipalities which can acquire additional financial resources by establishing cooperation and therefore initiate socio-economic development of the region and economies of scale. Diploma thesis is divided into three parts. The first and the second part make up the theoretical part of this thesis. The first chapter characterizes the position and the competency of municipalities in the Czech Republic, clears up the historical context of high number of Czech municipalities, describes current municipal size-structure and then goes over to main theme of this thesis -- cooperation among municipalities in the Czech Republic. The second chapter introduces all possible forms of the cooperation, both inter-municipal and also between municipalities and other local subjects. The third chapter is the practical one and there are two different forms of cooperation analyzed and their activities evaluated. Concretely, I have chosen a voluntary group of municipalities named Region Zlínsko and Local action group named Místní akční skupina Ploština. Both of the cooperative groups are situated in the region of Zlín and their members are (with only some exceptions) small municipalities.

This diploma thesis focuses on the research of education of representatives of small municipalities. This education is very important, because it influences the level of community management and the quality of life for its inhabitants. Education is currently not obligatory, however the introduction of a wide spectrum of educational programs contributes to professionalization of the government and especially of the local government. The theoretical part of this thesis monitors approaches to the study of the legal status of the municipalities and their legal competences and decision-making autonomy. The practical part deals with the issue of the importance of education for representatives of small municipalities. This issue is analyzed in a particular area of the region Podřipsko, which is the region with a relatively high number of small municipalities. The thesis puts great stress on the result of the questionnaire-research which was done in small municipalities and on the result of the interviews, which were arranged with the representatives of the educational institutions. These results have contributed to the better understanding of the problem and to meeting the goal of the thesis.

Tato práce je zaměřena na problematiku municipálních rozpočtů. V úvodní části práce je pospán vývoj samosprávy s důrazem na způsob rozpočtování a řešení problémů související s nedostatkem finančních prostředků a vznikem zadluženosti. Další část je věnována podrobné analýze příjmů rozpčtů obcí, zejména možnost obcí ovlivnit jejich výši. Dále je popsána problematika analyzování nutnosti cizích zdrojů financování, která by měla vycházet z dlouhodobého plánu rozvoje obce a také víceletého rozpočtového výhledu. Současně je také nastíněna problematika úlohy státu při regulaci municipální zadluženosti. Popsány jsou nástroje, které k tomu může využít. Nakonec je popsána situace měst a obcí v České republice a srovnávací analýza se zeměmi Evropské unie

MUNICIPAL AND REGIONAL PROCEDURE RULES Abstract The theme of work are municipal and regional procedure rules according to positive law. An important issue is legal nature and relevance of procedure rules according to positive law. The conclusion of this part of the diploma work is the negative and positive definition of the legal nature of procedure rules. The core of the assessment of the appropriatiness and legality of the specific procedure rules is the analysis of contemporary case law addressing the legal action against unlawful interference with the rights the question of right of a citizen of the county, eventually municipality to comment on individual agenda items discussed by the council. The specific procedure rules of various councils were analysed from the point of possible discrepancies with the law, redundant provisions copying the law or details concerning the implementation of the citizen rights to express their attitudes towards the issues discussed by the council. The conclusion of my work are suggestions de lege ferenda, which can be briefly summarized into three scopes. The first of all is an explicit statutory regulation of the obligation to publish the procedure rules in a manner allowing remote access. This thesis deals with the marginal and peripheral regions (at the level of administrative districts of the municipalities with an authorized municipal office) in the South Moravian Region. The subject of this thesis is the evaluation of three selected regions, a description of their socio-demographic characteristics, from which the marginality and the territory peripheries can be studied. The work is complemented with the time series (population, basic index), the line charts, and also with the relevant cartograms. The future regional development in selected municipalities with an authorized municipal office has been captured through the linear trend function until 2020.

BÁČOVÁ, A. Comparison of the impact of suburbanization on regions of Tišnov and Kuřim and its impact on spatial development planning. Master thesis. Brno: Mendel university. Lukáš Nevěděl, Ph.D. The subject of this Master thesis is a comprehensive analysis of the administrative districts of municipalities with extended competence Tišnov and Kuřim affected by suburbanization processes and inner periphery. Using quantitative and cluster analysis this work evaluates demographic trends in the surveyed municipalities, their socioeconomic structure, the availability and capacity of public services. It also includes a prediction of the future population development.

Diploma thesis traces the development of municipal tax revenues on several ex-amples of particular municipalities of different size categories in the period from 2007 to 2014. It is based on the analysis of development of the budgetary allocation of taxes, property tax and to identify the most important changes. This diploma thesis evaluates the impact of these changes on particular municipalities and compares each other. On this basis are identified the most important factors which had on the development of tax revenues the biggest impact and evaluates their impact on tax revenues. In conclusion are proposed recommendations for changing the law of budgetary allocation of taxes.

The thesis is focused on the research and analysis of the development of the local party system, particularly in Říčany, from 1994 to 2014. The aim of the thesis is to verify the applicability of theoretical foundations that operate at parliamentary level party systems. At the same time, the thesis analyses the election results, the characteristics of the political entities and identifying factors that party system operates. The theoretical part deals with the bases of public administration, with detailed characteristic of municipalities, political parties and party systems, including distribution to the local level and civic participation. The analytical part consists of characteristics selected municipality, socio-economic and demographic indicators, describing the political entities, analysis of election results for the reporting period and the approach of political participation of citizen in Říčany. In conclusion, an evaluation of the election period and the determination of the party system in conjunction with a comparison of theoretical knowledge.
