Current streamlining strategies: Restructuring vocational rehabilitation's vision into the twenty-first century

Streamlining is an attempt to make an organizational process increase its efficiency. The 1992 Amendments to the Rehabilitation Act of 1973 defined changes within the service delivery system of the Public State/Federal Vocational Rehabilitation (PS/FVR) Program, that appeared to suggest that streamlining was a new requirement from Congress. However, Congress, Rehabilitation Services Administration (RSA) and/or Council of State Administrators for Vocational Rehabilitation (CSAVR) did not mandate streamlining for the Public State/Federal Vocational Rehabilitation (PS/FVR) Program. Training on streamlining was designated to the Regional Rehabilitation Continuing Education Programs (RRCEP). The RRCEP programs exist in the Rehabilitation Act of 1973 to provide continuing education to employees of the PS/FVR Program, This studies literature review revealed Streamlining has resulted in inconsistent implementation approaches across state agencies and/or federal regions. Currently there is no data and/or consistent approaches to streamlining in the PS/FVR Program. Because of inconsistency in implementing streamlining, the RRCEP's ability to develop appropriate in-service training curriculum that is sensitive to the new needs and issues is jeopardized. The lack of a consistent methodology for streamlining implementation creates problems in planning pre-service academic rehabilitation counseling programs. The study utilized a Chi-Square analysis design due to the small sample size. However, while the sample size was small, the data were global in nature because each number analyzed represents thousands of individual Vocational Rehabilitation (VR) cases. Streamlining was developed to impact the success markers in a positive direction, i.e, clients with severe disabilities would obtain successful employment with higher wages after their employment, an increased number of individuals with severe disabilities would be served, and the VR counselor would spend less money to accomplish the employment goals. Each of the results examining these variables in this study was statistically significant in the states that had implemented streamlining. The study gave support to the premise that streamlining has a positive impact on the vocational rehabilitation process in increased wages for PS/FVR clients, reduced time in service, and decreased case service dollars spent.

Det komplexa deltagandet : Praktikgemenskaper, kunskapsprocesser och arbetsmiljöarbete vid ett pappersbruk / The complex participation : Communities of practice, knowledge processes and occupational health and safety management at a paper mill

Arbetsmiljölagen ger anställda och deras representanter, skyddsombuden, rätt att delta i det systematiska arbetsmiljöarbete som arbetsgivaren har skyldighet att arrangera. Forskning om deltagande har i stor utsträckning varit fokuserad påstrukturella och organisatoriska förutsättningar för anställdas deltagande. Mycket tyder dock på att anställda inte utnyttjar sina starka rättigheter. Avhandlingens analyserar arbetsmiljödeltagandet genom en fallstudie på ett pappersbruk med väl etablerade organisatoriska strukturer för deltagande i syfte att förklara deltagandets grunder bortom de strukturella villkoren. Syfte är att förstå varför anställda inte i avsedd omfattning utnyttjar de möjligheter till arbetsmiljöinflytande som lagstiftning och goda strukturella villkor ger. Avhandlingen visar hur anställda i stor utsträckning handskas med arbetets risker och belastningar genom sin kollektivt utvecklade kompetens, förståelse och ansvar för varandra och i mindre utsträckning genom att interagera med arbetsgivaren genom arbetsmiljödeltagande. Etienne Wengers begrepp ”praktikgemenskaper” används i avhandlingen tillsammans med Paavo Bergmans analys av lagarbete och betydelsen av processpecifik kompetens för att klarlägga de sociala processer för meningsskapande som betingar anställdas deltagande i arbetsmiljöarbetet. Med Lysgaards begrepp ”arbetarkollektivet” visar också avhandlingen på betydelsen av maktrelationerna mellan operatörer och arbetsgivare för möjligheterna att etablera en gemensam kunskapsprocess kring arbetsmiljö genom de former för arbetsmiljödeltagande som var etablerade på pappersbruket. / Swedish law gives employees, and their representatives, rights to participate in the employer’s systematic occupational health and safety management. Research  on worker participation in OHSM has mainly focused on structural conditions for participation such as organisational arrangements, industrial relations, or union support. There are however indications that employees do not use their strong legal rights. The aim of the present thesis is to understand the prerequisites and conditions for worker OHSM participation, seen here as a joint knowledge process for work environment issues. More precisely, the thesis aims to analyse the significance of workers’ local and situated knowledge, the construction of participative practices, and the problems and advantages of representative participation. The thesis also aims to explain the paradox that favourable structural conditions for participation are only partly used by the workers, despite evident risks at work. The empirical basis is a case study at a paper mill. The mill was chosen as its OHSM to a large extent fulfils what research claims are necessary structural conditions for effective participation. To understand the possibilities and problems of such participation, the analysis uses a combination of three theoretical perspectives on work and (situated) knowledge: Etienne Wenger’s (1998) approach to communities of practice; Paavo Bergman’s (1995) analysis of teamwork in the process industry; and Sverre Lysgaard’s (1961) theory of the workers’ collective.

Police supervisory attributes that influence attitude towards Critical Incident Stress Management programs

<p>This quantitative survey study explored relationships between a law enforcement supervisor's personal characteristics and the attitude a supervisor had towards the Critical Incident Stress Management (CISM) program. The study solicited law enforcement supervisors (<i>n</i> = 6635) who were graduates of the Federal Bureau of Investigation's National Academy (FBINA). A modified survey instrument assisted in the collection of demographic data and the assessment of attitudes towards the CISM program. Descriptive statistics and inferential statistics in the form of an analysis of variance (ANOVA) statistical test and a multiple regression analysis that used a backwards-stepwise format assisted in the examination of the collected data. The results indicated time away from the duties of a line-level patrol officer, investigator, or detective, and time in law enforcement shared a weak relationship with a supervisor's attitude towards the CISM program. More specifically, the longer the time span for each, the more positive the supervisor's attitude should be towards the program. Unfortunately, while these variables may have been deemed significant, the results are virtually meaningless since the model resulted in only two percent of the variance in attitude. Although the study's findings only indicated a weak link between a law enforcement supervisor's characteristics and the attitude a supervisor has towards the CISM program, it also showed supervisors within the study overwhelmingly supported the program. Knowing this support exists could still provide stress management program managers with invaluable insight, as processes are developed to mitigate critical incident stress in law enforcement. </p>

Two of these chapters have been submitted to peer reviewed journals and one is in preparation for submission. The first chapter describes the prevalence and risk factors associated with MSD in New Zealand veterinarians. The second chapter is a paper on the tasks considered by veterinarians to cause MSD. The third chapter is a review of published literature on musculoskeletal problems (MSP) in veterinarians. The first chapter in this thesis describes a cross-sectional study of 867 New Zealand veterinarians. We used a modified Nordic musculoskeletal questionnaire to enquire about the presence or absence of MSD, whether this affected normal activities and if MSD necessitated absenteeism from work. Additional questions enquired about work activities, psychosocial factors and workload. The overall period prevalence of MSD was 96%. Normal activities were affected in 67% and 18% of participants reported that they had been absent from work due to MSD. Factors associated with the presence of MSD requiring time off work for clinical veterinarians included 10 year increases in age (odds ratio (OR) 1.26, 95% CI 1.05 - 1.52), work involving awkward grip and hand movements 100% of time (OR 12.91, 95% CI 3.46 – 84.21) and those who were dissatisfied with the level and difficulty of their work (OR 2.72, 95% CI 1.11 - 6.56). In the second chapter in this thesis, veterinarians were asked to indicate tasks that they considered ‘most likely to lead to musculoskeletal aches and pains’ and ‘why these tasks were likely to be the most risky’. They were also asked to suggest ‘any solutions that they applied or knew of’ to reduce musculoskeletal aches and pains. They identified the following tasks: lifting, surgery, rectal palpations and animal handling. Their reasons were primarily related to physical risk factors. Few identified psychosocial risk factors. The most common suggested solutions involved training and selection strategies rather than redesign of tasks, activities or facilities. These findings are consistent with a participatory ergonomics approach for reducing the risk of MSD, which aims to enhance personal well-being and improved system performance. The third chapter in this thesis - a review of the literature - focuses on the prevalence and nature (discomfort, pain, injury and disorders) of MSP amongst veterinarians. Veterinarians are exposed to a range of physical and psychosocial occupational hazards that have been well documented and associated with MSP. The range of reported prevalence estimates in this review was 50% to 96%. This range may reflect real differences among the veterinary populations studied, or more likely be due to differences in MSP definitions, study methodologies, and response rates. The magnitude of the reported prevalence justifies further research to triangulate data and determine other factors associated with MSD. Most of the studies in the review focused on physical risk factors. The lack of studies into psychosocial risk factors for MSP needs to be addressed.

Pelo exposto, esta dissertação tem como objetivo elaborar recomendações baseadas no referencial teórico e nas boas práticas e dificuldades evidenciadas nos estudos de caso, que contribuiam com a implantação de sisteamas de segurança e saúde no trabalho em empresas fabricantes de baterias automotivas. Para o desenvolvimento da pesquisa optou-se pelo método de pesquisa qualitativa com base na elaboração de dois estudos de caso em empresas localizadas na cidade de Bauru. Os instrumentos de coleta de dados utilizados foram entrevistas semi-estruturadas, análise de documentos e observação in loco. Ao final da dissertação são propostas recomendações para implantação deste sistema relacionadas aos seguintes elementos: alta direção, estratégia organizacional, cultura organizacional, departamento de segurança e saúde do trabalho, técnicos de segurança e saúde do trabalho, recursos humanos, treinamentos, equipes multidisciplinares para solução de problemas de segurança e saúde do trabalho, comunicação interna, resistência à mudança, indicadores de desempenho, ferramentas gerenciais para solução de problemas, gestão de projetos, recompensas e incentivos, e integração dos sistemas. / Organizations have been facing challenges related to their employees' productivity, sustainable development, strategic positioning, motivation and welfare. In such a context, the occupational health and safety systems gains an ever-present major relevance in the companies' results, through the reduction of occupational hazards and the fostering of their workers' health and self-fulfillment. Nevertheless, for the occupational health and safety systems to achieve good results, organizations must be attentive to the difficulties they frequently have to overcome along their implantation process, by seeking to solve them in a structure in-advance manner. As already outlined, this dissertation has a its main purpose the development of suggestions based upon the theoretical referential and on the good practices and difficulties avidenced in the case studies, wich may contribute towards the implantation of the occupational health and safety systems in those companies which manufacture automotive batteries. The qualitative research method was chosen for the development of this work, relying on two case studies in companies in the city of Bauru. The data collection tools used were semi-structured interviews, documents analysis and in loco observation. At the end of this dissertation, suggestions are given for the implantation of such system, related to the elements which follow: high administration, organizational strategy, organizational culture, a department of the occupational health and safety with its respective technicians, human resources, training, multidisciplinary teams for solving the occupational health and safety problems, internal communication, resistance to changes, performance indicators, problem-solving managerial tools, management of projects, rewards and incentives, and also integration to the systems.

Theorizing the State of Health Practices and Climate in Construction via Fourfold Structuration

abstract: Regulatory agencies, such as the Occupational Safety and Health Administration (OSHA), and the National Institute of Occupational Safety and Health (NIOSH), recognize that decisions regarding occupational health are often economically driven, with worker health only a secondary concern (Ruttenberg, 2014). To investigate the four National Occupational Research Agenda (NORA) long-standing health concerns—welding fumes, crystalline silica, noise, and musculoskeletal disorders—a mixed methods research is conducted. Fourfold structuration, a holistic communication process with roots in indigenous/ancient knowledge, is used to organize data and facilitate making tangible relationships of health to productivity and profits that are abstract and often stated by industries, such as construction, as difficult to quantify. From both construction trade worker and occupational health and safety expert interviews data/codes are developed. For the qualitative method, the codes are organized into a constructivist grounded theory depicting the construction industry with regard to its foundation – profits. A theoretical exercise translating the qualitative codes into potential productivity losses is presented as a way for quantifying the abstract relationships of health to productivity. For the quantitative study, the data/codes are used to develop a comprehensive list of practices, barriers to, and catalysts for addressing health in construction. A significant quantitative finding is that occupational health and safety (OSH) experts are not traditionally involved at the highest levels of the OSHA Hierarchy of Controls, where the greatest opportunity to prevent exposure to health hazards is possible. The value of Health and Safety aspects in Product-Service Systems : A case study based on the manufacturing industry / Värdet av hälsa- och säkerhetsaspekter för Produkt-Service System : En fallstudie baserad på tillverkningsindustrin

Companies are expected to reduce the impact on society caused by its operations while at the same time, generate profit for its stakeholders. One way to satisfy both parts is by creating shared values. As the trend of servitization becomes more popular the ability of Product-Service Systems (PSS) to deliver additional value to customers arises. PSS provides an opportunity for developing a sustainable business model to benefit both the society and the stakeholders. A sustainable PSS can be based on the Triple Bottom Line dimensions, environment, economic, and social. Since the economic and environmental advantages have already been studied for PSS:s, the social aspect is yet to be studied in detail. This thesis focuses on the Occupational Safety and Health (OSH) theme of the social dimension, for PSS:s. Both the ability to improve the social dimension performance and the role it plays in the value proposition for PSS:s were studied. The thesis has been based on a case study on one company in a Business to Business market. It was found that customers seldom demanded or mentioned health and safety aspects for PSS:s, even when an increase of OSH was achieved by the PSS. However, it could also be concluded that all interviewed thought OSH was important for the company and the employees but there were divided opinions regarding OSH, if it would be put in the value proposition or not. By analysing the customer situation and how it operates, companies should use the customizability of PSS:s to better match their requirements and thus develop the value proposition for the PSS. Cost estimations for accidents have been done which showed that one single accident can cause very high costs. It is a good investment to prevent risks which should be communicated when selling PSS:s. Furthermore, it is important to communicate both internally within the firm, and externally to customers, about what health and safety benefits the PSS will contribute with. / Företag förväntas att reducera påfrestningarna på samhället och miljön orsakade av deras verksamhet och samtidigt fortsätta generera värde till dess intressenter. Ett sätt att tillgodose båda parter är genom att skapa så kallade delade värden. Då trenden att tjänstefiera blir mer och mer populär finns det möjlighet för ett så kallat Produkt-Service System (PSS) att leverera mervärde till kunderna. PSS ger en möjlighet att utveckla en hållbar affärsmodell som gynnar både samhället och intressenterna. Ett hållbart PSS kan grundas på de tre byggstenarna för Triple Bottom Line, miljö, ekonomi och samhälle. Då de ekonomiska och miljömässiga fördelarna redan har studerats för PSS fokuserar denna studie på hur konceptet står sig för den samhälleliga aspekten. I denna rapport studeras arbetshälsa och säkerhet för PSS, både möjligheten att förbättra den samhälleliga aspekten i Triple Bottom Line samt vilken roll dessa värden spelar för en värdepropositionering för PSS. Rapporten har baserats på en fallstudie på ett företag inom marknaden för Business till Business. Det konstaterades att kunderna sällan efterfrågar eller nämner hälso- och säkerhetsaspekter i förhandlingar om PSS, även när en ökning av arbetshälsa och säkerhet uppnåddes. Hur som helst tyckte alla intervjuade att arbetshälsa och säkerhet var viktigt för företag och anställda men det var trots detta delade meningar om det borde vara en del av värdepropositioneringen eller inte. Genom att analysera kundernas situation och hur de arbetar borde företag använda anpassningsbarheten av PSS för att bättre matcha kundernas önskemål och således utveckla värdepropositioneringen för PSS. Kostnadsberäkningar för olyckor har genomförts som visar att en enskild olycka kan orsaka mycket höga kostnader. Det är en god investering att förebygga risker vilket borde kommuniceras vid försäljning av PSS:s. Det är viktigt att både kommunicera internt inom företaget samt externt till kunderna om de hälso- och säkerhetsaspekter som PSS bidrar med.

In the social actions addressed the internal public they are the aspects related with the safety and the health occupational, better conditions in the work environment, remuneration and respect to the employees' rights. Safety's politics and occupational health are inserted inside of the widest context of the politics of social responsibility, where safety's administration and occupational health constitutes an important dimension it interns of the social responsibility of the companies. This work presents a research accomplished in the Hydroelectric Company of San Francisco (CHESF), a company of mixed economy, subsidiary of the Brazilian Electric Headquarters S/A - Eletrobrás. The result of this research evidenced through the tool statistical Descriptive and Exploratory Analysis of Data, the existent relationship between the Social Responsibility and the Safety's Administration and Occupational Health in the managerial atmosphere. / A responsabilidade social no ambiente empresarial é uma forma de gestão pautada num comportamento ético e transparente da empresa com os públicos com que ela se relaciona, através de ações sociais que beneficiem diretamente seu público interno e externo. Nas ações sociais direcionadas ao público interno encontram-se os aspectos relacionados com a segurança e a saúde ocupacional, melhores condições no meio ambiente de trabalho, remuneração e respeito aos direitos dos empregados. As políticas de segurança e saúde ocupacional estão inseridas dentro do contexto mais amplo da política de responsabilidade social, onde a gestão de segurança e saúde ocupacional constitui uma importante dimensão interna da responsabilidade social das empresas. Este trabalho apresenta uma pesquisa realizada na Companhia Hidroelétrica do São Francisco (CHESF), uma empresa de economia mista, subsidiária das Centrais Elétricas Brasileiras S/A Eletrobrás. O resultado desta pesquisa evidenciou através da ferramenta estatística Análise Descritiva e Exploratória de Dados, a relação existente entre a Responsabilidade Social e a Gestão da Segurança e Saúde Ocupacional no ambiente empresarial.
