Indigenous, yes: participatory documentary-making revisited (an Argentine case study)

This Master in Communication for Development thesis –an essay- is based on two documentaries made with -and about- indigenous communities located in the North region of Argentina (the provinces of Misiones and Jujuy) which the author produced between 1997 and 2003 through the implementation of a participatory communication approach: Ayvü-Porä/The beautiful words (1998), and Candabare/Late summer celebration (2001). The essay is meant to be in itself a communication for development device: an investigation of examples, and a mapping exercise, intent at laying open and laying out the actual practices that led to the concrete products discussed.

Sociala medier fortsätter att växa, både i användningsområden och i användarantal. Ett relativt nytt användningsområde är valkampanjer. Sociala medier sägs vara ett kommunikationsverktyg som ökar förutsättningen för demokrati och deltagande. Det svenska politiska partiet Feministiskt initiativ uppnådde ett stort mått av deltagande via sociala medier under valåret 2014, samt fick en medlemstillväxt som långt översteg partiets målsättning. Denna studie syftar till att undersöka hur Feministiskt initiativ använde sociala medier som ett strategiskt kommunikationsverktyg för att öka deltagandet och interaktionen mellan partiet och väljarna. Studien ämnar därför att undersöka hur partiet arbetade med deltagande kommunikation. Participatory communication är en teoribildning och en arbetsmetod som behandlar just deltagande kommunikation som ett verktyg för social förändring. Studiens empiri är dels kvalitativ data insamlad med hjälp av fyra semistrukturerade intervjuer med medlemmar ur Feministiskt initiativs nationella kommunikationsgrupp. Dels kvantitativ data rörande partiets närvaro och aktivitet på sociala medier.. Den kvantitativa datan samlades in med hjälp av mediebevakningsverktyget Notified.Studiens resultat visar att sociala medier haft en nyckelroll i Feministiskt initiativs valkampanj 2014, men att det främst är deras inbjudande kommunikation som tillsammans med sociala medier möjliggjorde deras tillväxt. / Social media continues to grow, both in the way we use it, and in the number of users. One way of using social media is in political campaigning. Social media is said to be a tool of communication that has to possibility to enhance both democracy and participation. The Swedish political party Feminist initiative reached a grand total of participation through social media during the election year of 2014, and gained a larger membership growth than expected. This study aims to examine how Feminist initiative used social media as a strategic communication tool to gain participation and interaction with the electors. The study therefore aims to examine how the party worked with participatory communication. Participatory communication is a theory that addresses participatory communication as a tool for social change.The study’s empirical data consists of both qualitative data collected with the help of four semi-structured interviews with members of Feminist initiatives national group of communication. And quantitative data concerning the partys activity on the social media. The quantitative data was collected using Notified, a media monitoring tool.The result reveals that social media held a key role in the electoral campaign of 2014. But more specifically it was the partys engaging communication that combined with social media enabled their growth in numbers.

COMMUNICATION AT SUPERFUND SITES AND THE REIFICATION OF DIVISION: TOWARD A CONVERGENCE-BUILDING MODEL OF RISK COMMUNICATION

This case study evaluates government communication practices at Superfund sites. I describe agency communication practices in Superfund communities, paying particular attention to the U.S. Environmental Protection Agency's Seven Cardinal Rules of Risk Communication and its role as a model for federal agencies engaged at these sites. Situating the study within a theoretical milieu that includes sensemaking and symbolic interactionism, I examine whether current practices deepen divisions among stakeholders, reducing the possibility for communicative convergence. I implement textual analysis and narrative inquiry to examine written and spoken communication about the Paducah Gaseous Diffusion Plant National Priorities List Superfund site. Through crystallized analysis of media coverage, public comments, focus group transcripts, and local blogs, I address the following research questions: RQ1: How does the enactment of accepted agency risk communication practices affect relationships among stakeholders, specifically: • how do stakeholders (including federal agency personnel) characterize past and present agency risk communication practices, and • how do stakeholders (including federal agency personnel) characterize each other in relation to these communicative practices? RQ2: What are the related implications for improving agency risk communication approaches? The study concludes with recommendations for improving existing agency risk communication guidelines, as well as the creation of a new communication model to promote convergent communication at Superfund sites.

The nature of participatory communication between stakeholders of the bhive university incubator / Jani Jooste

Within the field of development, participation has become the normative approach in the past two decades. For development projects to be sustainable, the communication must be participatory in nature. For development projects to be sustainable and to actually contribute to the development of communities, communication has to be based on the participatory approach of development communication. Dialogue, empowerment that leads to independence and cultural identity are some of the most important principles of the participatory approach. The importance of communication aimed at development first became apparent during the modernisation paradigm. Modernisation is considered an evolutionary shift from a traditional view to a modern society. Development is seen as synonymous with westernization, industrialization and economic growth. Universities are under pressure from both the government and the industry to help with economic development and deliver graduates that can make a positive difference in their field of expertise (Grimaldi & Grandi, 2005). A university business incubator (UBI) is a business incubator located within a university. University business incubators facilitate and develop conditions and support systems that ensure young entrepreneurs with new ventures will function successfully. Business incubators support these entrepreneurs by giving them access to affordable facilities and resources such as secretarial support and office furniture. The focus is on providing entrepreneurs with specialised support, training and assistance, including research and development, risk capital and networking opportunities (Lalkaka, 1990:25). A UBI uses the university‟s resources, personnel‟s time and knowledge toward economic development efforts, reaping the benefits from the commercialisation of the university‟s own research (Grimaldi & Grandi, 2005; Mian, 1997). The Netherlands Initiative for Capacity development in Higher Education (NICHE) launched a programme in South Africa in February 2009. BEEHIVE (Bridging Business and Education by Establishing a Hub of Innovative Ventures and Expertise) is the university incubator of the North-West University‟s (NWU) Vaal Triangle Campus, which started with the operational phase of the programme in May 2012. The name was changed in 2011 to Bhive for marketing purposes. Against this background, the following research question was investigated: to what extent is the communication between stakeholders of the Bhive UI participatory? The researcher used a qualitative research method in order to collect the data. A literature study was conducted to explore the premises of the nature of the participatory approach in development communication for social change. Interviews with different stakeholders were conducted to determine their perceptions regarding the Bhive UI. Lastly, the researcher observed the Bhive UI over a period of two years. The research findings reveal that within the larger paradigm of heteroglossia there is room for improvement. Game, Set and Cohesion : A case study of sport for social cohesion in Timor Leste

This thesis addresses how sports can encourage social cohesion amongst youth in Dili, Timor Leste. It is a case study, conducted in Timor Leste and is based on interviews with staff working at organizations that offer sport for peace programs as well as with other interested parties. The sport for peace programs involves youth in and around Dili and were initiated as a peace-building method. The communication aspect is analyzed through a participatory communication approach. The thesis investigates sports effect on social behavior from a sport pshycology perspective. It brings up both challenges and improvements for the sport for peace programs. The thesis also show the positive aspects of using sports as a tool for social cohesion.

The participatory development communication approach of Thusong service centres in Tshwane / L. Naidoo

Much discourse on the issue of development communication has focused on participation and its role in improving the lives of developing communities. This line of thought emanates from the theories of Paulo Freire and Martin Buber. Freirean dialogue, which emphasises dialogue and conscientisation emanated from Martin Buber's l-Thou and l-lt relationships and are relevant in this study because these concepts are pivotal in the endeavour to develop grassroots communities. For purposes of this study participatory communication is associated with dialogue, self-reliance, empowerment, the communities' socio-cultural context and strategic communication. In an effort to improve service delivery in the public sector, the South African government resolved to provide communities across South Africa with both information and services through the establishment of Thusong Service Centres. The Thusong concept refers to 'a place to get help or assistance' in Sesotho, and has been the focus of government in carrying out its mandate in respect of development communication in South Africa. This study adopted a qualitative research approach to gather data, to determine how the communication of Thusong Service Centres in Tshwane compare with the normative principles of participatory development communication. This study used purposive sampling and focused on the six Thusong Service Centres in Tshwane. The empirical study comprised document analyses of government policies, semi-structured interviews with senior Government Communication and Information Services (GCIS) personnel and personal observations at the six Thusong Service Centres. An analysis of the communication of Thusong Service Centres with Tshwane communities show that there is inadequate alignment with the theoretical underpinnings of participatory development communication. Against the backdrop of Chin Saik Yoon's four ways of observing participation in development projects, namely, participation in implementation, evaluation, benefit and decision-making, the study indicates that Tshwane communities do not partake in participation in evaluation and participation in decision-making. Furthermore, using Freirean dialogue as a benchmark, it was concluded that Thusong Service Centres do not fully meet the required principles of dialogue. The communication approach of the loveLife HIV/AIDS prevention programme / S. Bosch

loveLife, the South African national HIV/AIDS prevention programme for youth, is known for its brand-oriented billboards and mass media campaign that ranges over various print-, broadcast- and alternative media. However, the organisation also implements a national grass-roots peer motivation programme where various activities are co-ordinated by youths (GroundBREAKERS and Mpintshis) from the community. The organisation has been criticised for its communication approach, with many researchers primarily focusing on the organisation's mass media and billboards. This study investigates the communicative approach(es) in loveLife's programme implementation in the light of the normative theory of participatory communication. The focus of this study is to identify how loveLife describes its communication approach, what communication approach the organisation employs and how the organisation's communication approach is perceived by a sample of its target audience. The research was conducted by means of a literature review, qualitative content analysis of loveLife's policy documentation and a selection of the organisation's media. Semi-structured interviews were also conducted at head office, which are contrasted with focus groups with the participants at an implementation site. Broadly, it was found that loveLife's programme is more participatory than most critics would expect and that the organisation attempts to put its primary focus on face-to-face communication. But, there is also tension in what loveLife communicates on a national level and how it relates to grass-roots activities as the national / media-driven communication is more modernistic in its approach, whereas the grass-roots communication is more participatory. / Thesis (M.A. (Communication Studies))--North-West University, Potchefstroom Campus, 2010.

Development 2.0? Participation and ICTs in a network organization

Participatory communication through Information and Communication Technologies (ICTs) has been identified to enhance self-dependency and equality for local communities in development projects. As well, ICTs served as an accelerator for citizen participation in social movements, such as in Egypt. However, it is still questionable how participation and ICTs are understood on a global scale where structural inequalities between developing and developed countries might influence communication processes. Similarly, international organizations often address a global network of stakeholders with various economic and social backgrounds. However, it is unclear how participatory communication and ICTs are used in global organizations aiming to foster sustainable development. Hence, this thesis investigates the understanding and practices of participatory communication and the role of ICTs in a global network organization, the Global Water Partnership (GWP) based in Stockholm. The GWPs network consists of 2964 institutional partners in 172 countries worldwide. It can be seen that the GWP aims to achieve dialogic communication with local partners, but that they do not have a mechanism that ensures continuous participation in all working processes, although the local partners demand more possibilities to contribute and participate. As well, ICTs play a minor role in addressing the GWP network. In fact, most of the partner organizations do not have reliable internet access and insufficient English literacy, which makes communication through ICTs especially challenging.This suggests that globally operating organizations should be careful not to reproduce existing power relationship between developed and developing countries through the use of ICTs. As well, more mechanisms need to be established which ensure more participation in organization’s processes.
