The Impact of Partnership Adoption on Employees’ Awareness of Risk Control and Job Engagement: Evidence from a Securities Company in China

abstract: This study investigates the impact of a specific organizational form – partnership – on employees’ awareness of risk control and job engagement in securities companies. Given that their organizational performance relies heavily on the performance of individual employees, it is critical for securities companies in China to adopt appropriate organizational forms so that they can better captalize on their employees’ human capital to cope with the increasingly intense market competition. Partnership, as one of the few organizational forms, has been widely adopted in industries that rely on the performance of individuals, such as law, auditing, consulting, and investment banking, around the world. In the context of China’s emerging economy, it has also been adopted as an incentive system by market leaders across several industries, including Alibaba in online shopping, Vanke in real estate, and Fosun in investments. In contrast, partnership has not been adopted or implemented by securities companies in China as most of them are still state-owned enterprises. Based on my review of the corporate governance literature and qualitative analysis of partnership adoption in China, I propose that partnership can help better alighn the interests of employees with owners in securities companies as well. Specifically, the prospect of becoming a partner in the future can improve employees’ awareness of risk control and increase their job engagement. Taking advantage of partnership adoption at a Chinese securities company as a natural field experienment, I surveyed its employees about their awareness of risk contrl and job dedication before and after the adoption. The results from 505 matched surveys showed an increase in the average scores of both awareness of risk control and job dedication after the company adopted partnership as a new organizational form. Value Creation in Partnerships : in Emerging Markets

In a global world with an ever-changing environment, expansions of partnerships have been suggested in order to stay competitive. A fundamental goal of partnerships has shown to be value creation. Previous research has focused on value creation in partnerships mainly in developed markets. This study helps to address the gap of value creation in partnerships in emerging markets, by showing how value is created in markets characterized by a complex environment. The purpose of this study was, therefore, to explore how organizations can create value through their partnerships in emerging markets. To begin with, a literature review was conducted. Following by a case study on partnerships in emerging markets in order to explore value creation in these partnerships. Data was collected using seven semi-structured interviews at four different organizations. The researchers have in this study identified different aspects important to create value in partnerships at different stages in emerging markets. A model with three stages have been developed including: starting the partnership, throughout the duration of partnership, and shared value. Identifying and declaring these stages is in itself a contribution to academia, as well as practitioners, since these stages have not been noted in earlier literature.

Given this scenario, the establishment of strategic partnerships emerged as an important means of achieving competitive advantage, processes and / or innovative services. The success of this procedure, however, requires the effective management of the partnership as a condition for its potential benefits are achieved. This study examined the organizational management and partnership and how it reverses in innovation and competitiveness for FAINOR, and for this, it was used as a research strategy case study. The main results showed that in most cases, the partnership between HEIs and businesses covenant limited to the allocation of students as interns and the granting of partial scholarships for employees of businesses and entities affiliated with religious covenant. Another aspect was also observed to identify the absence of policies to guide the process of forming partnerships, making the implementation and strengthening of existing ones and others that might take hold. / A dinâmica e competitividade dos mercados, cada vez mais tem estimulado entre organizações uma estratégia diferenciada que já vem se mostrando muito eficiente e inovadora na condução administrativa das empresas, a gestão por parceria. Diante desse cenário, o estabelecimento de parcerias estratégicas surge como um importante meio de alcançar vantagem competitiva, processos e/ou serviços inovadores. O sucesso deste procedimento, entretanto, exige a efetiva gestão da parceria como condição para que seus potenciais benefícios sejam alcançados. O presente trabalho analisou a gestão organizacional e das parcerias e como esta se reverte em inovação e competitividade para a FAINOR, sendo que para isto, utilizou-se como estratégia de pesquisa o estudo de caso. Como principais resultados observou-se que na maioria dos casos, a parceria entre IES e as empresas conveniadas limita-se à alocação de estudantes como estagiários e à concessão de bolsas parciais para os funcionários das empresas e para os filiados às entidades religiosas conveniadas. Outro aspecto também observado foi a identificação da ausência de políticas que orientem o processo de formação de parcerias, dificultando a implementação e a consolidação das já existentes e de outras que possam se firmar.

Police Innovation: Enhancing Research and Analysis Capacity through Smart Policing

abstract: There has been a tremendous amount of innovation in policing over the last 40 years, from community and problem-oriented policing to hot spots and intelligence-led policing. Many of these innovations have been subjected to empirical testing, with mixed results on effectiveness. The latest innovation in policing is the Bureau of Justice Assistance's Smart Policing Initiative (2009). Created in 2009, the SPI provides funding to law enforcement agencies to develop and test evidence-based practices to address crime and disorder. Researchers have not yet tested the impact of the SPI on the funded agencies, particularly with regard to core principles of the Initiative. The most notable of these is the collaboration between law enforcement agencies and their research partners. The current study surveyed SPI agencies and their research partners on key aspects of their Initiative. The current study uses mean score comparisons and qualitative responses to evaluate this partnership to determine the extent of its value and effect. It also seeks to determine the areas of police agency crime analysis and research units that are most in need of enhancement. Findings indicate that the research partners are actively involved in a range of aspects involved in problem solving under the Smart Policing Initiative, and that they have positively influenced police agencies' research and crime analysis functions, and to a lesser extent, have positively impacted police agencies' tactical operations. Additionally, personnel, technology, and training were found to be the main areas of the crime analysis and research units that still need to be enhanced. Nesta dissertação, Plataformas Logísticas são apresentadas como infraestruturas para integração de transportes e geração de negócios. O interesse de diversos atores (operadores logísticos, indústrias, autoridades locais e regionais) requer um complexo planejamento de atividades associadas a aspectos geográficos, operacionais, gerenciais, administrativos e econômicos. Baseando-se em experiências internacionais, destacadamente a experiência alemã com as Güterverkehrszentren, este trabalho busca sistematizar as etapas necessárias para se avaliar a viabilidade de projetos que, muitas vezes, requerem participação pública e privada. Tal interação entre entes públicos e privados deixa o processo ainda mais complexo, dados os intrínsecos conflitos de interesse ao se planejar e projetar uma Plataforma Logística. Ao se buscar o estado da arte sobre o assunto, um procedimento de análise de projetos é sugerido e sua aplicação é feita associada ao caso da Plataforma Logística de Goiás, para a qual se identificaram possíveis fatores que levaram a não conclusão do empreendimento, apesar das medidas de governança adotadas pelo Estado. / In this dissertation, logistics platforms are presented as infrastructures for the transport integration and business generation. The interest of several stakeholders (third-party logistics, industries, local and regional authorities) requires a complex plan of activities associated with geographic, operational, managerial, administrative and economic features. Based on international experiences, especially the German experience with Güterverkehrszentren, this dissertation seeks to systematize the steps needed to assess the feasibility of projects that often require public and private participation. Such interaction between public and private entities makes the process even more complex, given the inherent conflicts of interest when planning and designing a logistics platform. Considering the state of the art on the subject, a design analysis procedure is proposed and its application is in the form of case study of the Logistics Platform of Goiás, for which have been identified possible factors leading to non-completion of the project despite measures taken by the State for governance.

Avaliação da alternativa do fomento no contexto da expansão da base florestal da indústria de celulose - estudo de caso / Analysis of the partnership program as an alternative to the expansion of the pulp company forest base

O presente trabalho buscou o desenvolvimento da discussão acerca do tema da expansão das florestas plantadas para produção de celulose no país e a inserção do fomento florestal neste contexto. Para tanto, enfocou os seguintes objetivos: avaliar o crescimento da indústria de celulose brasileira e a questão dos conflitos sociais relacionados à expansão florestal; analisar os modelos de propriedade e posse de terras na formação da base florestal no Brasil e em outras regiões do mundo; estudar, os conceitos e iniciativas que possam fortalecer o fomento florestal como um modelo de produção capaz de atender às necessidades de expansão e interesses das empresas, dos produtores, e da sociedade. A pesquisa permitiu verificar que as empresas de celulose no país, ao mesmo tempo em que desenvolveram sua capacidade produtiva e competitividade comercial em escala mundial, tem procurado também desenvolver sua administração com notada preocupação quanto ao nível de adequação de seus mecanismos de governança corporativa. Contudo, os conflitos que se verificam em várias situações indicam que o modelo de desenvolvimento adotado ainda carece de aperfeiçoamentos em aspectos específicos tal qual o das questões sociais. Notou-se no trabalho, que há no Brasil um nível de concentração das florestas plantadas, para fins de produção de celulose, maior que o verificado em outros importantes países produtores. Neste cenário, a análise do fomento florestal permitiu a conclusão de que este pode se apresentar como um mecanismo alternativo de crescimento da base florestal útil para as empresas de celulose e para a sociedade como um todo se baseado em princípios que levam em conta a participação social como elemento essencial. Nesta perspectiva, os plantios florestais são ainda, para o fomento florestal, um vasto campo necessitando de pesquisas, estudos e desenvolvimento de modelos de manejo que sejam apropriados para esta situação. A utilização das noções da multifuncionalidade da agricultura e a função socioambiental da propriedade apresentam-se como referência a ser explorada para tais trabalhos. Outra questão importante foi o reconhecimento da necessidade da apropriação do contexto ambiental e social em que se desenvolvem os projetos florestais indicando que tais programas de fomento devem se firmar como instrumentos para busca das soluções destes grandes problemas tal qual a do necessário esforço para recuperação do bioma da Mata Atlântica e ao mesmo tempo participando da organização social para busca do desenvolvimento rural das comunidades. As experiências da Votorantim Celulose e Papel com o programa de Poupança Florestal, outros trabalhos de fomento, estudos e relatos de profissionais ligados à realidade do fomento florestal e extensão rural indicam que o envolvimento das universidades e instituições públicas e privadas no desenvolvimento de pesquisas e trabalhos científicos que sustentem o desenvolvimento de práticas e políticas sobre o tema do fomento florestal mostra toda sua pertinência para proporcionar um debate fecundo e inovador. / The present work tried to establish a discussion about the expansion of the planted forests for pulp production in the country and the insertion of the forest partnership programs in this context. To achieve this goal, the work focus in the following objectives: Analyze the social conflicts related to the expansion of the planted forests; Analyze the types of land ownership and land tenure that constitute the planted forest areas in Brazil and in the world, with emphasis in the pulp companies; Study some sustainability concepts and initiatives used to enhance the role of the forest partnership programs as an alternative wood supply model that attend the demands for forest base expansion by the companies and also the needs of farmers and society. This work established that the pulp companies in the country work at the same time developing their productive capacity, competitive commerce in global scale and management, with noted concern in adapting their corporative governance mechanisms. Although, the many existing conflict situations shows that the development model used still lacks improvements in some specific themes, like social aspects. In Brazil most of the planted forests are established to supply pulp companies, more than verified in some important forest productions countries. The analysis shown that the forest partnership programs can be seen as an alternative and useful tool by the pulp companies to expand their forest areas with benefits to society, if based in a participative process. In this perspective, the planted forests areas, that in the companies owned areas shown a high technology level and very developed process, in partnership areas still lacks studies and researches in the development of models that are appropriated to that situation. Multifunctional character of agriculture and the environmental and social function of the properties are the key lines to be followed in these researches. Another important question is that the forest partnership programs must incorporate in their development the environmental and social contexts, establishing themselves as a tool to asses some important problems, like the efforts to restore the Atlantic Rainforest and its environmental services and at the same time working together with communities in the search for the rural development. The experience in the Votorantim cellulose e Papel with the Poupança Florestal partnership program, other programs experiences, researches and descriptions made by professionals involved in partnership programs and extension activities shown that the involvement of the universities and government and private institutions in the research and development of practices and policies about the forest partnership programs shows the importance of the theme as a requisite to a profound and innovative debate.

Partnering for engineering construction projects

M.Phil. / Procurement, design and construction of an engineering or building project is a process that involves the broadest range of engineering and construction skills. There are risks throughout that can lead to a strategy that cannot succeed in terms of time, cost effectiveness, quality and profitability. There are also various contracting approaches employed in both building and engineering construction projects. Each has its own advantages, disadvantages, degree of flexibility, incentives and allocation of risks. A risk profile leads to important aspects considered in selecting a suitable contracting strategy for a construction project. The risk considered includes among others the design and functionality, variations, errors and/or omissions, budget overruns, price fluctuations, project timing, change in quantities, design and construction defects, etc (Morton and Jagger, 1995). In South Africa's tradition, the responsibilities of design and construction of projects have been separated, where the contractors undertake to provide the works in accordance with employer's and/or employer's agent's design and specifications. Disadvantages of this strategy include among others the fact that the design and specifications may not suit the construction process in terms of time cost savings. More than often this approach results in an adversarial relationship between the professional team and the contractor, and between professional team members. Globally, especially in developed countries, projects were executed using design and build strategy (Construction world, April 2006). This is an arrangement whereby the contractor assumes the responsibility of producing the design and the works. Recently the construction industry has been experiencing an unprecedented high level of economic growth both locally and in the global arena. In an attempt by construction stakeholders to redefine the approach to contracting to facilitate delivery, partnering evolved to bring all parties together to form common goals, to integrate design and construction into a collaborative working by involving contractors at an earlier stage, to set up mechanisms to resolve disputes and to share the risk and rewards of projects (Gould and Joyce, 2003).

Corruption in infrastructure procurement : a study based on procurement of infrastructure projects in Pakistan

The main purpose of this research project is to bridge the existing knowledgegap in the empirical identification and understanding of the most frequentcorrupt actions and the causes behind during procurement of infrastructureprojects in Pakistan, in addition to exploring the ways to enhance institutionalbasedtrust between the participants of the procurement process. Consequentlythe study aims to provide a conceptual framework to control corruption ininfrastructure procurement while proposing the institutional trust-buildingmechanisms. Both qualitative and quantitative approaches are utilised in thisstudy to achieve this research aim. Quantitative research data is collected usinga questionnaire survey. A total of 450 questionnaires were sent to variouspeople engaged in procurement of infrastructure projects in Pakistan. Theresponse rate was 36.7% (n=165). The questionnaire comprises of two mainquestions; one is about the most frequent corrupt actions in traditional andPublic Private Partnership (PPP) infrastructure procurement processes whileother question asks about the perceived institutional trust-building mechanismsin context of infrastructure procurement market in Pakistan. Various appropriatestatistical methods, including Mean Ranking and ANOVA were utilised toanalyse the collected data. The questionnaire survey was followed by 15 indepth semi-structured interviews with a variety of stakeholders. Theseinterviews provided information on various causes of corruption and reasons asto why people do not for example report a known incident of corruption. A traditional content analysis approach was used to analyse the data collectedusing interviews. From the analysis a cyclical framework of corruption controlemerged, and this is outlined within the thesis. The goal of this framework is tofacilitate procurement stakeholders (individuals, groups, or organisations), toimprove their anti-corruption plans from project to project. This research studyhas filled the knowledge gap through identifying the top twenty potentialcorrupt practices in traditional and PPP infrastructure procurement processes inPakistan and explored the causes behind their occurrence. The study alsorecommends the solutions to mitigate this problem throughout the life cycle ofprocurement process. In addition, the study proposes the institutional trustbuildingmechanisms in the context of infrastructure procurement market inPakistan to cater for the likely loss in trust due to perceived level of corruptionin this sector. The study has also introduced a conceptual framework to controlcorruption in infrastructure procurement process in general and particularly inPakistan. The framework does not intend to introduce new alternatives butinstead builds on existing practices so that users can more easily adapt to theimprovement. The findings of this research are believed to be useful for allpractitioners who are either considering or currently involved in infrastructureprocurement process in Pakistan and trying to avoid or minimise the influenceof corruption.

Private sector involvement in urban water supply management, Ghana

The performance of public utilities in low-income countries with respect to service to all customers, and particularly lower-income urban consumers, is understood to be limited in many cases. The Government of Ghana chose to implement a private sector management contract in order to deliver significant change in service delivery and financial viability. The five year management contract with Aqua Vitens Rand Limited ran from 2006 to 2011 and was not renewed. This study investigates the public utility outcomes, both as a state owned corporation and a state owned limited liability Company, and compares those outcomes with the achievements of the private operator through a Management Contract. The latter two management models operated under the oversight of the newly formed economic regulator, the Public Utility Regulatory Commission in 1999 and any effect of that regulation is considered. The hypothesis of the study developed in 2008 was that “a management contract would not provide the necessary level of empowerment, incentives and commitment and access to resources for a private operator to adequately and efficiently perform even where there is an established economic regulator with a clear mandate”. The case study approach was employed for the study data was gathered on the operations, activities, regulation and management of the urban water utility through documentary review, key-informant interviews, household surveys, public hearing meetings and user observations. However, three major cities including Accra, Kumasi and Tamale were used for the household survey. These three cities were carefully picked out taking into account the political, economic, geographical, social and cultural significance that each of the them represents and commands in Ghana.
