A critical evaluation of the 2009 Niger Delta Amnesty Disarmament Demobilisation and Reintegration programme

Disarmament, Demobilisation and Reintegration (DDR) have become a key component of the postconflict peacebuilding orthodoxy. Therefore, this study evaluates the efficacy of Amnesty, Disarmament, Demobilisation and Reintegration (ADDR) in conflict prevention and resolution using the 2009 Niger Delta ADDR programme as a case study. The study evaluated the effectiveness of the programme using the minimalist and maximalist framework advanced in the DDR literature. The key findings and conclusions of the Study were that a minimalist DDR would only achieve security stabilisation and return excombatants to the status quo- ante society with all the pre-conflict grievances unaddressed thereby bequeathing a high potential of relapse to violence. Furthermore, for DDR to be an effective conflict prevention and resolution mechanism and postconflict peacebuilding force, its conceptualisation, design and implementation must be maximalist in nature with a transformative agenda that aims to address the roots causes of violence.

Market power : traders, farmers, and the politics of accumulation in Pakistani Punjab

This thesis examines traders' strategies of accumulation in agricultural commodity markets in Pakistani Punjab. It contributes to the literature on markets as social and political institutions as well as to broader debates on patronage, informality, urbanization, and class formation in South Asia. The principal aim of the thesis is to identify the institutions and ideologies facilitating exchange and study how they function in the market. It also aims to account for the increased political importance of traders, understood as members of Pakistan's intermediate classes, and reflect on the nature of their political participation. Non-programmatic, functional alignments are shown to be the norm and compatible with both military and democratic regimes. Through a close look at activities in one agricultural commodity market - or mandi, as it is known in Punjab - the present work explores the practices and linkages traders cultivate to bolster their economic and political power. Plunging into everyday mandi life in small-town Punjab, it illustrates how customary institutions articulate with the state and capital to co-regulate economic activity and create conditions for durable domination. Enmeshment in patron-client relations, links with the local state, associational activity, ownership and control of capital, and thick social ties are demonstrated to be key means by which wealth and power are accumulated. Class is shown to articulate closely with caste and kinship while being irreducible to them, and the role of dominant social institutions is demonstrated to be highly variable across the many processes ongoing in the market.

El rol que jugó el latín como lengua de cultura y prestigio en las colonias españolas en América no ha sido estudiado a fondo. Especialmente en el caso del virreinato del Perú, la escasez de documentos ha impedido realizar investigaciones detalladas en este campo. En este trabajo analizo la importancia del latín en las zonas urbanas de la sociedad colonial peruana sobre la base de documentos escritos por autores peruanos y publicados en el virreinato del Perú hasta principios del siglo XIX. Entre estos, y por sucarácter único, destaca Asclepiadaeum, un poema en honor del virrey De la Pezuela, quien arribó a Lima en 1816. / The role that Latin played as the language of culture and prestige in the Spanish colonies of America has not been studied in depth. Especially, in the case of the viceroyalty of Peru, the lack of documents has prevented detailed research in this area. In this paper I analyze the importance of Latin in urban areas of Peru´s colonial society based on documents written by Peruvian authors and published in the viceroyalty of Peru up to the beginning of the nineteenth century. Among these, and because of its unique nature, the Asclepiadaeum, a poem in honor of the Viceroy de la Pezuela, who arrived in Lima in 1816, stands out

This article analyzes the factors that contributed to Cesar Alvarez’s administration stability as regional president of Ancash during almost two full consecutive terms (2006 – 2013). Thus, the research focuses on the development of clientelistic and patronage networks that strength- ened his ties with citizens, providing him with constant support. Moreover, those practices protected him from any act of fiscalization or investigation. Finally, public spending, largely financed with mining canon, made possible for Alvarez to show himself as an efficient regional president by developing major infrastructure projects in the region. / El presente artículo se centra en los factores que dieron estabilidad a la gestión del expresidente regional de Áncash,  César Álvarez,  durante casi dos periodos consecutivos (2006- 2013) y con probables miras hacia uno tercero. De esta manera, la investigación se enfoca en el desarrollo de redes clientelares y de patronazgo que fortalecieron los nexos que estableció con la ciudadanía, proporcionándole apoyo constante. Asimismo, aquellas prácticas le sirvieron de blindaje ante cualquier acto de fiscalización o investigación. Por último, el gasto público en gran parte producto del canon minero, hizo que Álvarez se demuestre como una autoridad eficiente alpromocionar grandes obras de infraestructura -sobrevaloradas- en la región.

Esta tese trata das relações de poder em Roraima, examinando a influência política e econômica de Boa Vista sobre quatro municípios do interior, aqui limitados a Alto Alegre, Amajari, Cantá e Pacaraima. O marco temporal da pesquisa abrange as eleições municipais de 2004, 2008 e 2012, sendo seu objetivo estudar o fenômeno das transferências eleitorais de Boa Vista para os citados municípios do interior, analisando a probabilidade dessas transferências estarem influenciando no resultado das eleições, em prejuízo da legitimidade de escolha eleitoral. Para investigar as hipóteses, utilizou-se metodologia que a um só tempo calcula e comprova a possibilidade de prefeitos e vereadores estarem sendo eleitos com o apoio de eleitores domiciliados em Boa Vista, situação que forma no interior os chamados “currais eleitorais”; e, ainda, mede a compreensão desse fenômeno pelos cidadãos da capital e do interior. Foi assim traçado o “perfil do eleitor roraimense”, por um survey ou pesquisa de opinião, que estima suas preferências; seu entendimento sobre a supremacia política de Boa Vista em relação aos demais municípios selecionados; avalia também a impressão do eleitor sobre a atuação da polícia eleitoral, dos partidos políticos, da justiça eleitoral e das demais instituições que participam da fiscalização eleitoral, bem como sua opinião sobre aspectos integrantes da cultura política, formada no Estado de Roraima a partir da interação cultural de migrantes oriundos de diversas regiões brasileiras, principalmente dos contingentes dos estados do Norte, Nordeste e Sul do Brasil, cujos traços dominantes em Roraima encontram-se associados aos conceitos do personalismo, clientelismo e favoritismo. / This thesis deals with the relations of power in Roraima, examining the political and economic influence of Boa Vista on four municipalities of the rural area, here limited to Alto Alegre, Amajari, Cantá and Pacaraima. The time frame of the research encompasses the municipal elections of 2004, 2008 and 2012, having as its goal studying the phenomenon of electoral transfers of Boa Vista to the cited municipalities from the rural area, analyzing the probability of these transfers influencing the outcome of the election, to the detriment of the legitimacy of electoral choice. To investigate the hypothesis a methodology that, at the same time, calculates and shows the possibility of mayors and aldermen being elected with the support of electors residing in Boa Vista, situation that formed in the rural area, the so-called "electoral corrals"; and, yet, measures the understanding of this phenomenon by the citizens of the capital and interior. It was thus mapped out the "Roraimense voter profile ", for a survey or poll, which estimates their preferences; his understanding of the political supremacy of Boa Vista compared to other selected municipalities; it also evaluates the impression of the voter on the performance of electoral police, political parties, Electoral Justice and other institutions that participate in election supervision, as well as their views on aspects of political culture, formed in the State of Roraima from the cultural interaction of migrants from various regions of Brazil, mainly of the quotas of the States of North, Northeast and South Brazil, whose dominant traits in Roraima are associated with the concepts of personalism, patronage and favoritism.

This diploma thesis deals with patronage of the Schwarzenberg family in the 18th century over the parish of Němčice, which fell into the Netolice Manor, and tries to describe the patronage administration of the Schwarzenbergs in general. For basic explanation of its topic the thesis is prefaced by chapters about the patronage in general and the history of Němčice and of the local parish. Basic spheres of the patronage of the Schwarzenberg family over parishes in their manors (on the example of the parish of Němčice) are presented after that. This thesis studies the rights of patronage primarily with respect to the administration. It also deals with the symbolic manifest of the patron's authority and focuses on the analysis and interpretation of the most important types of documents of the patronage administration and communication of the patronage offices. Next chapters deal with founding of the parish of Němčice as an example of parish foundation and with its incomes. They also analyze granting of presentations, installations of the parish priests, involvement of the patronage officers in canonical visitations and with the pendency of the estates of the deceased parish priests. The addendum supplements the text of this thesis by an edition of the founding charter of the parish of Němčice, by a table of local parish priests and by reproductions of some sources.
