Evaluation des déplacements piétons quotidiens : Application à la ville de Luxembourg / PawLuX : pedestrian trips assessment : Application to the city of Luxembourg

La marche en milieu intra-urbain est considérée comme une pratique naturelle et évidente pour les déplacements à but utilitaire ou récréatif. Cependant, cette activité se révèle complexe à conceptualiser. Tout d' abord, elle inclut un continuum d'usagers piétons, aux capacités de mobilité diverses, pouvant être confrontés à des situations d' inadéquation avec l'environnement. Ensuite, les comportements de mobilité pédestre sont influencés par une série d'exigences : faisabilité,accessibilité, utilité, sécurité, confort ou encore plaisir des sens. Enfin, les choix d'itinéraires des piétons varient selon l'objectif et le contexte du trajet. A partir d'une démarche pluridisciplinaire, cette recherche soutient que, pour promouvoir la marche au quotidien, il est essentiel de tenir compte des spécificités de chacun et des situations pouvant potentiellement affecter leurs déplacements. En réponse, modéliser les déplacements piétons en milieu intra-urbain, via un SIG,offre non seulement un support d'analyse et de visualisation mais aussi un outil d'aide à la décision s'adressant à la fois au grand public et aux aménageurs. Cette démarche se révèle innovante en proposant un outil inclusif intégrant les interrelations entre une grande diversité d 'usagers piétons et l'environnement selon diftérents contextes. Notre méthodologie est à la fois reproductible dans différentes villes et capable de s' adapter à un contexte local spécifique par un audit urbain et un questionnaire-usager. Cette thèse se conclut par un cas d'étude empirique à Luxembourg-ville afin de collecter des informations sur la capacité d'une ville à fournir un réseau pédestre efficace et des témoignages d'usagers. / Walking is generally considered as a natural and obvious activity for utilitarian or recreation purposes. Yet, that activity is complex to conceptualize. First, it includes a continuum of pedestriausers with various abilities to move who can have to face the environment. Second, the mobility anwalking behaviours are also influenced by a set of criteria: feasibility, accessibility, usefulness safety, comfort and pleasure. Besicles, peoples' routes are also varying following the trips objective (lnclucled in an interdisciplinary approach, this research argues that to ensure a city suitable for daily walking, it is essential to take into account the specificities of everyone and of situations that may affect pedestrian travels. For this purpose, modelling pedestrian trips in an intra-urban area, via GIS not only provides a support of analysis and visualization but also a decision tool for both people and stakeholders. The innovation of this approach lies in an inclusive tool which integrates this interrelationships among a variety of pedestrian users and the environment in different contexts. Our methodology is also reproducible in different cities and able to adapt itself to specific local context through an urban audit and a questionnaire for users. This thesis is concluded by an empirical case of study in Luxembourg-city to gather information about the ability of a city to provide an efficient pedestrian network and some pedestrian users ' testimonies.

Cette étude se focalise sur les mobilités quotidiennes des populations à faibles revenus habitant les quartiers périphériques Nord et Est de Libreville, éloignés des services et des lieux d’emplois. En croisant les outils de la géographie des transports qui éclairent les enjeux sociaux, spatiaux et environnementaux des transports avec ceux de la géographie sociale, qui concernent les représentations de l’espace et leur appropriation par les populations, ce travail tente de renouveler les connaissances sur la manière dont les populations pauvres se déplacent. Il relativise la place importante très souvent accordée à la marche à pied dans les travaux portant sur les villes subsahariennes. Il se dégage de cette étude que les mobilités des plus démunis reposent davantage sur l’usage des modes motorisés, particulièrement les transports dit « suburbains », plus disponibles et moins onéreux pour ces usagers. / This study focuses on the daily mobility of low-income populations, particularly those living in suburbs of the north and east of Libreville, far from remote services and places of employment. By using the tools of geographical transport, which sheds light on the social, spatial and environmental issues of transport, and mobilizing at the same time the concepts of social geography on the representations of space and ownership by the people, this work attempts to renew the knowledge on how poor people are moving. It put into perspective the importance often given to pedestrian mobility within Sub-Saharan cities. It emerges from this study that mobility of poor people rely more on the use of motorized transport especially, so called “suburban transports”, which are more available and less expensive for those users.

Mobilisation attentionnelle des piétons aveugles : effets de l’âge, de l’antériorité de la cécité et de l’aide à la mobilité utilisée / Attentional mobilization in blind pedestrians : effects of age, age of blindness onset, and the type of mobility aid used

L’objectif de ce travail de thèse était d’appréhender certains des mécanismes cognitifs peu étudiés dans la population des personnes aveugles, et leur rôle dans la réalisation sécurisée et efficiente de leurs déplacements, en prenant en compte certains facteurs individuels (dont l’âge, l’antériorité de la cécité et l’aide à la mobilité utilisée). Une première expérimentation comprenait une évaluation neuropsychologique réalisée auprès de 63 participants aveugles et 42 participants voyants. Les résultats ont montré que les participants aveugles obtenaient des performances d’attention et de mémoire de travail supérieures à celles des participants voyants. Parmi les participants aveugles, les personnes de plus de 60 ans avaient des performances inférieures à celles des participants aveugles de moins de 60 ans. Néanmoins, les performances des personnes aveugles de plus de 60 ans étaient tout de même supérieures à celles des participants voyants du même âge. Une deuxième expérimentation visait à explorer la charge cognitive induite par la marche des personnes aveugles. Dans un environnement contrôlé, 25 participants aveugles se déplaçant à l’aide d’une canne blanche ont réalisé des essais de marche en effectuant simultanément une tâche secondaire. L’observation de l’activité de la marche ainsi que l’analyse des paramètres de marche ont révélé que cette activité n’était pas modifiée par la réalisation de la tâche secondaire. Ces résultats suggèrent que les participants ont eu de bonnes capacités à partager leur attention entre les deux tâches. L’analyse de la performance à la tâche secondaire et des réponses à une évaluation de la charge mentale subjective a indiqué que le déplacement des personnes aveugles induisait une charge cognitive, d’autant plus importante lorsque l’environnement est rendu complexe (avec la présence d’obstacles). De plus, alors que les capacités attentionnelles des participants (mesurées dans la première étude) se sont révélées avoir un effet significatif sur leurs performances à cette seconde expérimentation, aucun effet de l’âge n’a été mis en évidence. Dans une troisième expérimentation, la seconde étude a été répliquée auprès de 13 participants aveugles accompagnés d’un chien-guide. Les résultats suggèrent que l’animal facilite le déplacement de la personne qu’il accompagne et diminue la charge cognitive du déplacement. L’ensemble de ces résultats met en évidence le rôle primordial de l’attention dans la réalisation des déplacements piétons chez les personnes aveugles et permet de proposer des pistes pour améliorer leur mobilité, notamment en termes de remédiation, de réadaptation et d’applications technologiques. / The main objective of this PhD work was (1) to investigate some cognitive processes in the population of blind individuals and (2) to determine the involvement of these processes in their pedestrian mobility. Demographic factors, such as the age, the age of blindness onset, and the type of mobility aid were studied. Three studies were conducted. The first experiment consisted of assessing 63 blind participants and 42 age-matched sighted participants with a battery of neuropsychological tests. The results showed that blind participants had better performances than sighted participants in tests assessing attentional and working memory functions. Among blind participants, blind participants aged 60 years or older had poorer performances than those of younger blind participants. Findings revealed a detrimental effect of age on neuropsychological performances in blind participants. However, performances of blind participants aged 60 years or older were better than those of sighted participants. The second experiment aimed to study the cognitive load involved in the walking activity of blind individuals. In a controlled environment, 25 blind participants, using a white cane, performed walking trials while executing a secondary task. Findings revealed that the walking activity of blind participants was not impaired by the secondary task. This result suggests that the participants had good abilities to share their attention between two tasks. Participants performed significantly worse the secondary task when increasing the complexity of the walking activity. Participants also reported greater cognitive load while walking and simultaneously performing the secondary task. In addition, the attentional capacities of blind people (measured in the first experiment) had a significant effect on their performances at this second experiment. Similar to the second study, a third experiment was conducted with 13 blind participants using a guide dog. The results suggest that the guide dogs facilitated the walking of participants and reduced the cognitive load involved in the walking in comparison with the participants of the second experiment. Taken together, these results highlight the major role of attention in the mobility of blind individuals. This research offers interesting possibilities of improvement in the mobility of blind people, in terms of rehabilitation and technological applications

Pedestrian Walking Speeds at Signalized Intersections in Utah

The 2009 edition of the Manual on Uniform Traffic Control Devices (MUTCD) recommends a pedestrian walking speed of 3.5 feet per second for use in the timing of pedestrian clearance intervals at signalized intersections (reduced from 4.0 feet per second in the 2003 edition). Jurisdictions across the state of Utah continue to maintain pedestrian walking speeds of 4.0 feet per second for normal intersections with guidance on engineering judgement for areas where a lower pedestrian walking speed should be considered. In 2018, it was decided that the current state guidance with regard to pedestrian walking speeds be evaluated for any needed changes, such as adopting the national guidance found in the 2009 MUTCD. To evaluate pedestrian walking speeds at signalized intersections, 15 sites throughout the state of Utah were studied, producing a total of 2,061 observations of pedestrian crossing events. These crossing events were evaluated to calculate walking speeds in relation to pedestrian demographics at each location. Evaluated demographics included pedestrian group size, gender, mobility status, age category, alertness, and potential distractions. Upon completion of data collection, a statistical analysis was conducted to determine mean and 15th percentile pedestrian walking speeds by demographic. The data collection procedure, data analysis, and limited recommendations for pedestrian start-up delay and pedestrian walking speeds as used in signal timing are discussed in this report. The data suggest that Utah continue to maintain its guidance of 4.0 feet per second walking speeds at most signalized intersections, while exercising engineering judgment at locations containing high pedestrian volumes or locations containing high percentages of elderly or disabled pedestrians.

This concept recently surpassed the field of urban thought and is present in various areas such as politics, technology and telecommunications. More recently, urban mobility has been the subject of demonstrations and claims the country, a fact that calls attention to its discussion. Although the word has recently been incorporated into these discourses, the concept of mobility - which has its related vocabulary of movement, displacement and locomotion - presents itself in the urban planning field as a usual term, and throughout history, has been approached by various thinkers and recurrent in many theories, especially when it violates the pedestrian moving to the city. Yet some more contemporary phenomena such as population growth in urban centers the verticalization and densification policies combined with the significant increase in private transport and lack of investment in urban infrastructure can generate problems related to pedestrian mobility in these areas. This work will analyze the factors that make up these issues and alternatives for mitigation through an alternative through permeable block. Aims to identify the quality of these routes, checking how they can be more pleasant, allowing new flows, increasing the interface between built and open spaces as well as establish important connections between points of urban interests. For it the theories and concepts was analyzed that develop or tangent this aspect of the dissolution of the court, as well as cases of analysis where the architectural party is related to this issue. This work also presents a case study of the town center of Campinas SP, where there is a relationship between problems and potentials related to their morphology which saw this alternative of creating urban routes permeable to the court. / Atualmente a palavra mobilidade vem sendo muito discutida. A participatory multicriteria approach to evaluate strategic projects for local sustainable development.

[EN] The dilemma of development and sustainability in the local context generates multiple interests and concerns. This dissertation arises from the challenge proposed by both concepts in the framework of decision making for urban planning. Its development has been guided by two main motivations. The first and most important is to discuss sustainable development in a context where little had been said, responding to how to improve the practices used for the prioritisation of actions during the planning stages of local development projects, taking as a case study the city of Cartagena de Indias (Colombia). The second, on the other hand, responds to the interest of contributing to the field of multicriteria decision making techniques. The objective is to design a methodology to help those responsible for territorial planning to evaluate development strategies and projects. In particular, it focuses on the participation of different stakeholders and on the approach to sustainable local development. Therefore, the general research question is: how can a participatory multicriteria methodology help to evaluate local development projects with a sustainable approach? To answer this research question the present dissertation, of an exploratory and descriptive nature, has been designed, and developed from the application of three cases of iterative and complementary studies. The objective has been to propose a framework that systematically allows the taking of decisions and the integration of diverse positions, without trying to find a unique solution with the best decision model. The proposed methodology has been developed from the combination of two techniques known from the field of Operations Research, Analytic Network Process (ANP) and Social Network Analysis (SNA). SNA is used to find out how the network of actors related to a problem is structured, to study and evaluate the relationships between the actors that make it up, to determine their degree of cohesion, the actors in the most relevant positions and the existing structural gaps. All of this permits the selection of participants in the decision making process carried out through ANP. ANP is a wellknown multicriteria decision method, which provides a framework for addressing decision making or problem assessment. It defines a prioritisation model as a network with complex, interdependent and feedback relationships between elements. The elements represent characteristics, requirements, conditions or criteria related to a problem, as well as possible alternative solutions. ANP is used to discover the opinions of the participants, to obtain their decision profiles and to reach a consensus on the prioritisation of projects and strategies. Additionally, this methodological proposal, based on the SNA-ANP combination, can be completed with other techniques, for example, geographic information systems to add some components that improve the decision. The results suggest that this SNA-ANP methodology is a novel and useful combination for evaluating local development plans with a multicriteria, sustainable and participatory approach. The results establish a basis for proposing new applications and generating new discussions with the local administration and other actors. With the inclusion of the local and sustainable development approach in the decision framework, throughout this dissertation, the value of different heritages is highlighted, as is the promotion of a more adapted strategic planning and the recognition and inclusion of multiple groups of actors. In addition, the use of practical and replicable methodologies that account for the results is promoted, to be applied at different scales, in order to improve planning and prioritisation of actions. The proposal has considered the dimensions of sustainability in decision models, the active participation of decision-makers and a better selection of participants. In short, it has facilitated the construction of a more participatory decision making process. Finally, it also allows us to explore future applications and to continue the discussion related to the problem of decision making during the planning and evaluation stages of strategic projects, whether for local sustainable development or for other types of objectives. / [ES] El dilema del desarrollo y la sostenibilidad en el contexto local genera múltiples intereses e inquietudes. Esta disertación surge entorno al desafío propuesto por ambos conceptos en el marco de la toma de decisiones para la planeación urbana. Su desarrollo se ha orientado a partir de dos motivaciones principales. La primera y más importante es discutir sobre desarrollo sostenible en un contexto en el que se había hablado poco, respondiendo a cómo mejorar las prácticas utilizadas para la priorización de acciones durante las etapas de planeación de proyectos de desarrollo local, tomando como objeto de estudio la ciudad de Cartagena de Indias (Colombia). La segunda, por su parte, responde al interés por contribuir en el campo de las técnicas de toma de decisiones multicriterio. El objetivo es diseñar una metodología para ayudar a los responsables de la planificación territorial a evaluar estrategias y proyectos de desarrollo. En particular, se centra en la participación de diferentes partes interesadas y en el enfoque al desarrollo local sostenible. Por lo tanto, la pregunta general de investigación es: ¿Cómo puede una metodología multicriterio participativa ayudar a evaluar proyectos de desarrollo local con un enfoque sostenible? Para responder a esta pregunta de investigación se ha diseñado la presente disertación, de naturaleza exploratoria y descriptiva, desarrollada a partir de la aplicación de tres casos de estudios iterativos y complementarios. El objetivo ha sido proponer un marco que de forma sistemática permita tomar decisiones e integrar diversas posiciones, sin pretender hallar una solución única con el mejor modelo de decisión. La metodología propuesta se ha construido a partir de la combinación de dos técnicas conocidas del campo de la Investigación de Operaciones, el Proceso Analítico en Red (ANP) y el Análisis de Redes Sociales (SNA). El SNA se utiliza para conocer cómo se estructura la red de actores relacionados con un problema, estudiar y evaluar las relaciones entre los actores que la componen, determinar su grado de cohesión, los actores en posiciones más relevantes y los vacíos estructurales existentes. Todo ello permite seleccionar a los participantes en el proceso de toma de decisiones realizado a través del ANP. El ANP es un conocido método de decisión multicriterio, que proporciona un marco para abordar la toma de decisiones o la evaluación de problemas. Define un modelo de priorización como una red con relaciones complejas, interdependientes y retroalimentadas entre elementos. Los elementos representan características, requerimientos, condiciones o criterios relacionados con un problema, así como las posibles alternativas de solución. El ANP se utiliza para conocer las opiniones de los participantes, obtener sus perfiles de decisión y alcanzar un consenso sobre la priorización de proyectos y estrategias. Adicionalmente, esta propuesta metodológica, basada en la combinación SNA-ANP, se puede completar con otras técnicas, por ejemplo, los sistemas de información geográfica para agregar algunos componentes que mejoren la decisión. Los resultados sugieren que esta metodología SNA-ANP, es una combinación novedosa y útil para evaluar planes de desarrollo local con un enfoque multicriterio, sostenible y participativo. Los resultados establecen una base para proponer nuevas aplicaciones y generar nuevas discusiones con la administración local y otros actores. Con la inclusión del enfoque del desarrollo local y sostenible en el marco de las decisiones, a lo largo de esta disertación, se resalta el valor de distintos patrimonios, la promoción de una planeación estratégica más adaptada y el reconocimiento e inclusión de múltiples grupos de actores. Además, se promueve el uso de metodologías prácticas y replicables que den cuenta de los resultados, para ser aplicadas a diferentes escalas, con el fin de mejorar la planeación y la priorización de acciones. La propuesta ha considerado las dimensiones de la sostenibilidad en los modelos de decisión, la participación activa de los decisores y una mejor selección de los participantes. En síntesis, ha facilitado la construcción de un proceso de decisión más participativo. Aquesta dissertació sorgeix entorn al desafiament proposat per ambdós conceptes en el marc de la presa de decisions per a la planificació urbana. El seu desenvolupament s'ha orientat a partir de dues motivacions principals. La primera i més important és discutir sobre desenvolupament sostenible en un context en què s'havia parlat poc, responent a com millorar les pràctiques utilitzades per a la priorització d'accions durant les etapes de planificació de projectes de desenvolupament local, prenent com a objecte d'estudi la ciutat de Cartagena d'Índies (Colòmbia). La segona, per la seva banda, respon a l'interès per contribuir en el camp de les tècniques de presa de decisions multicriteri. El SNA s'utilitza per conèixer com s'estructura la xarxa d'actors relacionats amb un problema, estudiar i avaluar les relacions entre els actors que la componen, determinar el seu grau de cohesió, els actors en posicions més rellevants i els buits estructurals existents. Tot això permet seleccionar els participants en el procés de presa de decisions realitzat a través de l'ANP. L'ANP és un conegut mètode de decisió multicriteri, que proporciona un marc per abordar la presa de decisions o l'avaluació de problemes. Defineix un model de priorització com una xarxa amb relacions complexes, interdependents i retroalimentades entre elements. Els elements representen característiques, requeriments, condicions o criteris relacionats amb un problema, així com les possibles alternatives de solució. Amb la inclusió de l'enfocament del desenvolupament local i sostenible en el marc de les decisions, al llarg d'aquesta dissertació, es ressalta el valor de diferents patrimonis, la promoció d'una planificació estratègica més adaptada i el reconeixement i inclusió de múltiples grups d'actors . A més, es promou l'ús de metodologies pràctiques i replicables que donin compte dels resultats, per ser aplicades a diferents escales, per tal de millorar la planificació i la priorització d'accions. La proposta ha considerat les dimensions de la sostenibilitat en els models de decisió, la participació activa dels decisors i una millor selecció dels participants.
