Generational Differences among Social Security Administration Employees and Their Perception of Value

Social Security Administration (SSA) managers and leaders are facing an unprecedented challenge to understand 3 to 5 generations of employees, and value the diversity of each group (Glass, 2007). Perceived lack of recognition has resulted in low morale and job satisfaction, leaving employees not feeling valued. The purpose of this qualitative, phenomenological research study was to explore, identify, and examine the lived experiences and perceptions of SSA employees to determine how managers and leaders can contribute to employee valuation. The central question and subquestions were designed to determine whether generational theory accurately described the lived experiences and perceptions of the subjects' value to the organization. Data collection included in-depth interviews with 15 employees of SSA, 5 from each of the most represented generational groups: Baby Boomers, Generation Xs, and Generation Ys. Key findings of a thematic analysis were that employees of differing generations feel valued in different ways. It was found that appreciation for each generation should be shown in a way that is meaningful to that generation, and does not reflect discrimination of another group. The results of this study contribute to positive social change by clarifying the relationship between generational differences and perception of value and provides specific recommendations to SSA managers and leaders. This guidance is an important contribution to the existing literature and will enhance social change initiatives through valuing all employees for the skills and talents they bring to the organization irrespective of age.

O Programa Minha Casa Minha Vida (PMCMV) representa um marco na trajetória dos programas nacionais de habitação, dado o volume de investimentos e a quantidade de unidades habitacionais produzidas. Em contraponto a isso, pesquisas têm apontado problemas em relação ao que se tem produzido através do programa, incluindo o não atendimento das necessidades dos usuários, principalmente no que se refere aos espaços comuns. A pesquisa teve como propósito a analisar de que forma ocorre a percepção de valor com relação às áreas comuns de empreendimentos construídos pelo PMCMV. A partir disso, procurou-se fazer um levantamento da percepção de valor de usuários, bem como de alguns agentes envolvidos com a produção habitacional (técnicos CAIXA e Prefeitura), para ser possível, assim, identificar oportunidades de melhoria para o programa. Procedeu-se com um Estudo de Caso, feito em empreendimentos destinados às famílias de baixa renda (Faixa 1/FAR) beneficiadas pelo programa, no Município de São Leopoldo. Os conceitos e abordagens utilizados para a análise provêm, principalmente, da área de marketing. O estudo foi dividido em quatro etapas. A primeira teve o intuito de buscar o entendimento sobre o contexto e definir o problema de pesquisa, através de um aprofundamento de conhecimentos consolidados sobre o assunto, e coleta inicial de dados. Na segunda etapa, foi elaborada a configuração dos métodos de avaliação, com um planejamento da coleta de dados. Na terceira etapa, foi feita a coleta e análise inicial dos dados, nos empreendimentos selecionados para a pesquisa. Na quarta etapa, houve a análise e interpretação dos resultados obtidos, com a representação gráfica desses resultados. Também se buscou confrontar os resultados com a literatura, incluindo autores com trabalhos sobre o espaço urbano, além de discutir os resultados com técnicos considerados como “possíveis tomadores de decisão”. Uma contribuição do trabalho foi a utilização de técnicas que permitissem a explicitação da percepção do valor (de usuários e de técnicos) desde os níveis mais concretos para os mais abstratos, considerando, entre outros, fatores psicológicos e subjetivos, como os valores pessoais que afetam a percepção. Outra contribuição foi a discussão sobre a interferência da gestão no uso dos espaços comuns de empreendimentos realizados pelo programa, sendo um componente importante para a percepção de valor. Além disso, foi possível identificar que a análise sobre a solução de problemas constatados extrapola o escopo do estudo, envolvendo, entre outras questões, as de gestão e políticas públicas. / The Government Program MCMV (so called Minha Casa Minha Vida or My House my Life) represents a landmark in the trajectories of Brazilian housing government programs due to both the large scale of funding e the high numbers of yielded housing unit. Conversely, studies have been pointing to problems to what has been produced through this program, including the lack of fulfillment of the needs of people contemplated by the program, mainly when one considers the common spaces. The current study aimed an analysis of the perception of value in associated with value on common areas of undertakings carried out by the PMCMV. From this point on, a tentative was made to survey the perception of value not only from the point of view of the beneficiaries of the program but also from that of some agents involved in the housing production (technical people from the Bank (CAIXA) dealing with the housing funds and City Hall technical people). This was done as part of a strategy to pin point opportunities to improve the program. The strategy of Case Study was used during a field study done in undertakings construct in the São Leopoldo municipality and destined for housing low income families (spectrum 1/FAR) which were contemplated by the program. The concepts and approaches utilized in the analysis came mainly from the marketing area. The study was divided in 4 phases. The aim of the first phase was to seek an understanding of the context and to define the core of the research; this was done by gaining insight in the consolidated knowledge available on the subject, and through a preliminary data collection. In the second phase, a configuration the methods of evaluation was carried out along with a planning on data collection. In the third phase, the harvest of data was completed and a preliminary analysis of the date was done. In the fourth phase, the harvest the analysis and interpretation of the collected data was completed and a graphic representation of these results was done. I was also sought to compare the results obtained in this study with those in the literature, including publication on urban space. Additionally the results of the current study were discussed were discussed with technical people considered as “probable decision makers”. The event sector begins to move towards sustainable events, in which the use of recycling techniques, selective collection of waste, conscious use of water, even more with the current water crisis, become increasingly common practices and that corroborate to satisfy the concept of the Triple Bottom Line (TBL). In order to anticipate and mitigate to the maximum the problems that negatively affect and influence the TBL, this study proposed a prior analysis of what is possible to mitigate during the execution of the event and not only treat the post-event, that is. After the generation of waste. One of the ways to achieve this goal is through innovations, which are presented in a dynamic way and promote a constant evolution, whether in equipment or processes. The application of these innovations was the object of study in this work, with the intention of showing how they can be applied to help in the ecoefficiency of the events. With a comparative approach between solutions and equipment that do not use innovations aligned with sustainable demands and others that have such requirements, we sought to analyze how innovations can collaborate with events to become more assertive about what we all seek, not Only in events, but for our planet, which is to use resources in a rational way, so that it does not compromise the needs of future generations. The case study developed through a qualitative and exploratory research sought to find correlations between the innovations and their potential to add value, both to clients contracting the events and to the participants of the same, either through the return on the investment made or through the perception of value observed by the participating public. As a basis for this study framework, several measurements were carried out and analyzed, comparing the proposed solutions, analyzing their collaborative potential for ecoefficiency in events. The main result was a total collaboration of the eco-efficient innovations proposed for sustainability in events. The analyzes showed that all the innovations proposed were totally satisfactory in the two dimensions that cover eco-efficiency, that is, the environmental and the economic. / Esta pesquisa, por intermédio de um estudo de caso realizado em uma empresa prestadora de serviços na área de audiovisual, buscou, por meio da aplicação da gestão de projetos sustentáveis, analisar a influência das inovações sobre a ecoeficiência em eventos, em especial eventos corporativos. O setor de eventos começa a ter uma movimentação em busca de eventos sustentáveis, nos quais o uso de técnicas de reciclagem, coleta seletiva de resíduos, uso consciente das águas, ainda mais com a crise hídrica atual, tornam-se práticas cada vez mais usuais e que corroboram para satisfazer o conceito do Triple Bottom Line (TBL). Com o objetivo de se antecipar e mitigar ao máximo os problemas que atingem e influenciam de forma negativa o TBL, este estudo propôs uma análise prévia do que é possível se mitigar durante a execução do evento e não tratar somente o pós-evento, ou seja, após a geração dos resíduos. Uma das formas de alcançar este objetivo é por meio das inovações, as quais se apresentam de forma dinâmica e promovem uma constante evolução, sejam elas nos equipamentos ou nos processos. A aplicação dessas inovações foi o objeto de estudo neste trabalho, com o intuito de mostrar como as mesmas podem ser aplicadas para ajudar na ecoeficiência dos eventos. Com uma abordagem comparativa entre soluções e equipamentos que não utilizam inovações alinhadas com as demandas sustentáveis e outros que possuam tais requisitos, buscou-se analisar como as inovações podem colaborar com os eventos para que se tornem mais assertivos em relação ao que todos buscamos, não só nos eventos, mas sim para o nosso planeta, que é utilizar os recursos de forma racional, para que não se comprometa as necessidades das gerações futuras. O estudo de caso desenvolvido por meio de uma pesquisa qualitativa e exploratória procurou encontrar correlações entre as inovações e seu potencial de agregar valor, tanto aos clientes contratantes dos eventos como aos participantes dos mesmos, seja por meio do retorno sobre o investimento realizado ou pela percepção de valor observada pelo público participante. Como base deste arcabouço de estudo foram realizadas e analisadas diversas medições, comparando as soluções propostas, analisando seu potencial colaborativo à ecoeficiência em eventos. Como principal resultado, identificou-se uma total colaboração das inovações ecoeficientes propostas para a sustentabilidade em eventos. As análises desenvolvidas mostraram que todas as inovações propostas foram totalmente satisfatórias nas duas dimensões que abrangem a ecoeficiência, ou seja, a ambiental e a econômica.

Quand nous nous penchons sur la ville en tant que lieu d'expérimentations, il faut saisir son évolution tout au long des années, l'histoire de ses quartiers en tenant compte les caractéristiques de l'espace urbain ainsi que les conditions sociales et culturelles de ses habitants. Il est possible d’étudier la ville dans la diversité de ses emplois et de ses utilisateurs, bien comme étudier les conflits et négociations qui sont à l'origine de cette pluralité. Le noyau de notre recherche a été le conflit entre deux groupes d'utilisateurs, des habitants et des commerçants, du quartier Cidade Baixa à Porto Alegre – RS. Telle situation a déployé des efforts de la municipalité pour améliorer la convivialité entre eux, car mettre en accord leurs intérêts, tout à fait différents, posait des problèmes. Notre idée a été d'identifier et de comprendre les caractéristiques de ces deux groupes en ce qui concernait la valeur et le signifié donnés au quartier. À partir de ces observations, nous avons discuté la valeur perçue par les deux groupes en tant que habitants du quartier Cidade Baixa. Dans cette étape, notre but était d'identifier et de comprendre les rapports entre l'ensemble de valeurs personnelles et les valeurs perçues par l'un et l'autre par rapport aux caractéristiques du quartier. Les concepts issus du markéting et de la psychologie environnementale ont été utilisés dans cette recherche, ainsi que celui du territoire et ses dérivations. La premier étape de l'étude a permis de comprendre le contexte du quartier Cidade Baixa, ses utilisateurs et de sélectionner les groupes d'utilisateurs pour l'analyse. Dans la seconde, nous avons réuni et nous avons analysé des données sur la perçue du quartier et sur des valeurs personnelles des deux groupes. En fin de compte, la dernière étape a réuni des données sur la valeur perçue par les groupes d'utilisateurs. Elle s'est penchée aussi sur l'analyse et la discussion des données des étapes antérieures. Nous croyons avoir contribué à la compréhension et à la comparaison des valeurs perçues par des groupes d'utilisateurs du quartier Cidade Baixa, aux différentes façons d'analyser et réunir des données et au concept de valeur perçue dans le cadre du territoire “quartier”. / This research aim was to contribute to the knowledge about the perception of value on the territory in the neighborhood level. When investigating the city as a place of experiences, it is required an appreciation of its evolution over time and stories of its neighborhoods’ both from the urban environment point of view as in the social and cultural conditions of the population who lives on it. The city can be studied in its diversity of usages and users, as well as in the conflict and negotiations’ coexistence resulting from this plurality. The research focuses was the conflict between two groups of users, residents and traders from the Cidade Baixa neighborhood in Porto Alegre – RS, which resulted in efforts from the municipal public power to improve the conviviality between them, due the difficulty of reconcile the distinct interests which overlap. The purpose was to indentify and comprehend the characteristics from the two users groups in the way which they assign value and meaning to neighborhood they make use from. Based on that, I discuss the perception of value from both groups when committed in the neighborhood Cidade Baixa. The goal was to identify and understand the relation between the composition of personal values and values from both groups of users in relation to the neighborhood’s characteristics. The concept used originates especially from areas of environment – behavior and marketing. The research made use of the concept of territory and its derivations. The investigation was divided in three big stages, the first one had the purpose of understand the Cidade Baixa neighborhood’s and users context, as well as perform the selection of the users groups to be analyzed; in the second stage, data about perception of neighborhood and individual values from both studied groups were collected and analyzed; in the last stage, data about value perception from the groups of users were collected and analyzed, applying the data from the previous stages in the discussion and analysis. The main research’s contributions are related to the understanding and comparison of perception of value from the users groups in the neighborhood’s scope, the comparison from different analysis techniques and collected data, as well as the conceptual contributions about the concept of perceived values in the territory context: the neighborhood.

Frente a isso, avaliações pós-ocupacionais têm sido desenvolvidas buscando investigar a qualidade do produto habitação de interesse social que está sendo entregue aos usuários. No entanto, tais avaliações são frequentemente realizadas com foco nos atributos e consequências de uso do produto habitação, sem que sejam considerados significados simbólicos presentes na percepção dos usuários. O comportamento de escolha dos usuários por um produto, geralmente está associado a fatores abstratos e motivacionais, os quais podem ser revelados por meio de estudos que envolvam a percepção de valor. Esta abordagem permite que sejam visualizados resultados esperados e obtidos do produto habitação, estreitando a relação entre usuários e técnicos envolvidos no desenvolvimento de empreendimentos habitacionais. O objetivo desta pesquisa foi propor um método para avaliação da percepção de valor de usuários e técnicos de instituições públicas envolvidas no desenvolvimento de empreendimentos habitacionais de interesse social brasileiros. Os conceitos utilizados para esta pesquisa provêm das áreas de marketing e ambiente-comportamento. A estratégia de pesquisa adotada é a pesquisa construtiva (constructive research ou design science research). A pesquisa foi divida em três grandes etapas. A primeira etapa teve como objetivo identificar as contribuições e limitações das avaliações existentes fundamentadas na hierarquia de valor percebido, visando explorar as potencialidades e oportunidades de melhorias para a proposta do método desta pesquisa. A segunda etapa teve como objetivo a estruturação e operacionalização do método de avaliação proposto, o qual foi implementado e aprimorado durante três estudos empíricos nos quais foram avaliados três empreendimentos habitacionais de interesse social (EHIS) do Programa Integrado Entrada da Cidade em Porto Alegre/RS. Na terceira e última etapa, o método proposto foi avaliado com base na percepção dos técnicos envolvidos no desenvolvimento dos empreendimentos avaliados. A principal contribuição da pesquisa é referente à proposta do método de avaliação (da percepção de valor de usuários e técnicos), o qual é operacionalizado a partir de três fases. A primeira fase tem como objetivo a identificação dos níveis que compõem o mapeamento hierárquico de valor esperado, assim como a customização do instrumento de coleta de dados. A segunda fase tem como objetivo a construção de um protocolo de coleta, análise e processamento de dados. A terceira e última fase tem como objetivo a análise combinada dos dados quantitativos e qualitativos da pesquisa, assim como a comparação entre o valor esperado pelos técnicos e percebido pelos usuários do produto EHIS por meio do mapeamento hierárquico de valor, e da disseminação dos resultados da pesquisa para melhoria de futuros empreendimentos. / The production of social housing in Brazil has been marked by problems with meeting users necessities. Thus, post-occupancy evaluations have been being developed in order to investigate the quality of the social interest housing product that is being delivered to users. However, such evaluations are often carried out with a focus on the attributes and consequences of the housing product, without considering symbolic meanings that are present in the users' perception. Users' behavior of choosing a product is usually associated with abstract and motivational factors, which can appear by means of studies involving perception of value. This approach allows us to see expected and obtained results of the housing product, making it closer the relation between users and professionals involved in the development of housing projects. The objective of this research was to propose a method for evaluation of perception of value of users and professionals from public institutions that are involved in the development of housing projects of social interest in Brazil. The concepts used in this study came from the marketing and environment-behavior areas. The adopted research strategy was the constructive research or design science research. The study was divided into three big stages. The first one aimed to identify the contributions and limitations of the existing evaluations based on the hierarchy of perceived value, trying to explore potentialities and opportunities of improvement for the proposal of method of this research. The second stage had as its objective the structuration and operation of the proposed method of evaluation, which was implemented and improved during three empirical studies in which three social interest housing projects (Called EHIS in Portuguese) of the Programa Integrado Entrada da Cidade (Integrated Program Entry of the City) in Porto Alegre/RS, were evaluated. In the third and last stage, the proposed method was evaluated based on the perception of the professionals that were involved in the development of the evaluated projects. The main contribution of this research concerns the proposal of the evaluation method (of the users' and professionals' perception of value), which is executed in three moments. The first one aimed to identify the levels that make up the hierarchical mapping of expected value, as well as the customization of the data collection instrument. The second stage focused on the construction of a protocol for collection, analysis and data processing. The third and last moment had as its objective the combined analysis of the quantitative and qualitative data of the research, and also the analysis of the comparison between the value expected by the professionals and the value perceived by the users of the product EHIS through mappings value hierarchy, and the dissemination of research results to improve future projects.

Quand nous nous penchons sur la ville en tant que lieu d'expérimentations, il faut saisir son évolution tout au long des années, l'histoire de ses quartiers en tenant compte les caractéristiques de l'espace urbain ainsi que les conditions sociales et culturelles de ses habitants. Il est possible d’étudier la ville dans la diversité de ses emplois et de ses utilisateurs, bien comme étudier les conflits et négociations qui sont à l'origine de cette pluralité. Le noyau de notre recherche a été le conflit entre deux groupes d'utilisateurs, des habitants et des commerçants, du quartier Cidade Baixa à Porto Alegre – RS. Telle situation a déployé des efforts de la municipalité pour améliorer la convivialité entre eux, car mettre en accord leurs intérêts, tout à fait différents, posait des problèmes. Notre idée a été d'identifier et de comprendre les caractéristiques de ces deux groupes en ce qui concernait la valeur et le signifié donnés au quartier. À partir de ces observations, nous avons discuté la valeur perçue par les deux groupes en tant que habitants du quartier Cidade Baixa. Dans cette étape, notre but était d'identifier et de comprendre les rapports entre l'ensemble de valeurs personnelles et les valeurs perçues par l'un et l'autre par rapport aux caractéristiques du quartier. Les concepts issus du markéting et de la psychologie environnementale ont été utilisés dans cette recherche, ainsi que celui du territoire et ses dérivations. La premier étape de l'étude a permis de comprendre le contexte du quartier Cidade Baixa, ses utilisateurs et de sélectionner les groupes d'utilisateurs pour l'analyse. Dans la seconde, nous avons réuni et nous avons analysé des données sur la perçue du quartier et sur des valeurs personnelles des deux groupes. En fin de compte, la dernière étape a réuni des données sur la valeur perçue par les groupes d'utilisateurs. Elle s'est penchée aussi sur l'analyse et la discussion des données des étapes antérieures. Nous croyons avoir contribué à la compréhension et à la comparaison des valeurs perçues par des groupes d'utilisateurs du quartier Cidade Baixa, aux différentes façons d'analyser et réunir des données et au concept de valeur perçue dans le cadre du territoire “quartier”. / This research aim was to contribute to the knowledge about the perception of value on the territory in the neighborhood level. When investigating the city as a place of experiences, it is required an appreciation of its evolution over time and stories of its neighborhoods’ both from the urban environment point of view as in the social and cultural conditions of the population who lives on it. The city can be studied in its diversity of usages and users, as well as in the conflict and negotiations’ coexistence resulting from this plurality. The research focuses was the conflict between two groups of users, residents and traders from the Cidade Baixa neighborhood in Porto Alegre – RS, which resulted in efforts from the municipal public power to improve the conviviality between them, due the difficulty of reconcile the distinct interests which overlap. The purpose was to indentify and comprehend the characteristics from the two users groups in the way which they assign value and meaning to neighborhood they make use from. Based on that, I discuss the perception of value from both groups when committed in the neighborhood Cidade Baixa. The goal was to identify and understand the relation between the composition of personal values and values from both groups of users in relation to the neighborhood’s characteristics. The concept used originates especially from areas of environment – behavior and marketing. The research made use of the concept of territory and its derivations. The investigation was divided in three big stages, the first one had the purpose of understand the Cidade Baixa neighborhood’s and users context, as well as perform the selection of the users groups to be analyzed; in the second stage, data about perception of neighborhood and individual values from both studied groups were collected and analyzed; in the last stage, data about value perception from the groups of users were collected and analyzed, applying the data from the previous stages in the discussion and analysis. The main research’s contributions are related to the understanding and comparison of perception of value from the users groups in the neighborhood’s scope, the comparison from different analysis techniques and collected data, as well as the conceptual contributions about the concept of perceived values in the territory context: the neighborhood.
