An assessment of the health human resource development provisions of the Philippine Nursing Act of 2002 : a thesis submitted in partial fulfillment of the requirements of Master of Public Policy, Massey University at Albany

Republic Act No. 9173, or the Philippine Nursing Act of 2002 enunciates a bevy of incentives under its Health Human Resource Production, Utilization and Development provisions, intended to stem the rising tide of Filipino nurses leaving the country to work overseas. Under Sections 30 to 34 of the Nursing Act, these incentives include the following: (1) upgrading the minimum base salary of nurses from salary grade 10 to 15; (2) establishing a nurse specialty program in government hospitals to upgrade the nurses’ skills whereby recipients of the program are required to work in government hospitals for two years; and (3) the provision of other benefits such as scholarship grants, free medical care, etc. These provisions are the government’s policy response to mitigate the impact of nurses’ migration and retain an adequate supply of skilled Filipino nurses in the country: This research is a qualitative study that seeks to assess the health human resource development provisions and their implementation and aims to help improve them. This study examines the responsiveness of the provisions to the needs of nurses, and identifies the deficiencies of the provisions by looking into the working conditions of nurses in two Philippine government hospitals. It also examines the processes and the factors affecting the implementation of the provisions. This study employed a combination of four data collection methods: (1) focus group interviews of nurses working in two Philippine government hospitals, (2) key informant interviews of officials of government agencies and private organizations tasked to implement the health human resource development provisions, (3) document analyses, and (4) researcher’s field notes/journal. The researcher conducted five focus group interviews with a total of 15 nurse participants and 12 key informant interviews. The nurses are working under conditions of low salaries and heavy workload, that is characterized by low nurse-to-patient ratios in the National and LGU Hospitals. The problems of inadequate nurse staffing, large number iii of patients and inadequate supplies in the two government hospitals are identified as causes for the heavy workload of nurses. The nurses want a salary increase that is commensurate to their heavy workload, their professional qualifications and long years of service. For the nurses, a salary increase signifies the government’s recognition of their dedication, hard work, and commitment to provide health care to Filipinos despite working under dire circumstances. The nurse specialty training program in areas such as oncology, nephrology, critical care, etc. has not been implemented because of the limited capacities of government hospitals to provide this kind of training and the lack of regulatory framework for the practice of nurse specialists in the Philippines. The other benefits have not been implemented as well. The provisions of the Nursing Act are deficient because they do not address the causes of the heavy workload of nurses. To improve the work conditions of nurses, the Philippine government needs to prioritize to the long neglected health sector by increasing the budgetary allocation in order to create more nurse positions in government hospitals, to provide adequate supplies and equipment for government hospitals and to improve the facilities for nurses.

Studies in conflict economics and economic growth

<p>“Armaments and Economic Performance”. The literature on military expenditure (milex) is scrutinized with respect to five areas. <i>Investment</i> is reduced when milex increases. Most studies have found <i>economic growth </i>hindered by higher milex. No clear association between milex and <i>employment</i> is found. However, the same amount of other public expenditure creates more jobs. There is some evidence for milex as <i>counter-cyclical instrument</i> in the US. The result for studies if milex is used in <i>electoral cycles</i> in the US is contradictory. Disaggregated data are emphasized as a possible solution to get more definite results.</p><p>“The Economic Costs of Civil Wars”. The empirical studies of the economic costs of internal armed conflicts are divided into <i>accounting</i> and <i>modelling</i> methods. Cost is seen as the difference between the counterfactual production without conflict and the actual production. The average economic cost of internal armed conflict is a 3.7% yearly reduction of GDP. There are large differences between the estimates. One of the reasons for pursuing such studies is to give improved basis for more cost-effective post-conflict reconstruction, which is better achieved with an accounting method.</p><p>“War and Economic Performance – Different Data, Different Conclusions?” This article studies the importance of armed conflict for economic growth by replicating an earlier analysis with new data on conflicts. The basic model investigates how conflicts in 1960-1974 affect economic growth in 1975-1989. Koubi finds that “wars are conducive to higher growth”. Koubi’s finding is confirmed when different conflict data is used in a similar research design.</p><p>“The Role of External Factors in Economic Growth: A Comparative Analysis of Thailand and the Philippines 1950-1990”. Can differences in economic performance be explained by external factors? Both historical and regression analyses are utilised to answer the question. Three external factors are analysed: <i>International trade, foreign direct investment</i>, and <i>external debt</i>. In the regression analysis none of the external factors qualify as statistically significant. The historical analysis finds two external factors discriminating between the two countries. Thus, they might explain the differing growth rates of Thailand and the Philippines: Manufactured exports and external debt.</p>

La tesi intende analizzare i nessi tra politiche di investimento in capitale umano e sviluppo, attraverso il caso specifico delle Filippine. Alla luce dei risultati del caso paese la tesi suggerisce come la teoria classica sul capitale umano sia ancora valida nel panorama odierno nelle sue affermazioni di base. Alcuni fenomeni globali tuttavia richiedano una rivisitazione della teoria classica ed introducono nuove variabili nello studio dell'efficacia ed efficienza degli investimenti in capitale umano. Nel caso specifico delle Filippine, la tesi si sofferma sull'evoluzione storica delle politiche sul capitale umano nel paese, raggiungendo l'obiettivo di analizzarle in relazione alla crescita economica, la riduzione della poverta' e poi, in modo piu' specifico, misurando i ritorni a livello individuale e pubblico sugli investimenti fatti in capitale umano dal 1974. Il ruolo del governo emerge come fattore critico nel guidare le politiche di sviluppo del paese. / The relationship between human capital policies and development is analyzed through a case study of the Philippines. The case study evidences the validity of the principal assumptions of classical human capital theory. Emerging global issues, however, point to the need for introducing new factors and variables in the study of human capital policies and development, in order to assess their efficiency. In the case of the Philippines, the evolution of human capital policies in the country is assessed since 1974. The analysis shows the relationship between human capital and economic growth, poverty reduction and public and private returns on investments in human capital, identifying the role of government as a critical factor in leading national development.

Jose P. Laurel and Jorge B. Vargas: Issues of Collaboration and Loyalty during the Japanese Occupation of the Philippines

In this paper I looked at the actions that were taken by Jose P. Laurel and Jorge Vargas during the occupation of the Philippines country by Japanese Imperial forces during World War II. I was mostly interested in the idea of loyalties that occurred in places that were occupied throughout history and what constituted the lines that would be drawn when the leaders of those countries decided to do what was best for their people. I started by researching the many of the Occupied countries of Japan and determined one in which there was a more controversial and grayed line of collaboration that occurred. I chose the Philippines mostly because of their relationship with the United States and to see how that factor affected the ideas of collaboration and loyalty. I mostly found that these men got most of their influences from their previous experiences in life but mostly form the last instructions that were given to them by Gen. MacArthur and their President. Ultimately they did not claim loyalty to the Japanese even though they collaborated with the Japanese. This is important in giving a good view into what needs to be done in order t preserve the nation state when being occupied by an invading force. It also explores the lines and interpretations of the definition of loyalty in these situations.

WOW Philippines campaign : an analysis on collaboration

The Philippines is a country with a lot to offer within the tourism sector. With its 7107 islands, it offers diversity in culture and a wide range of tourism destinations. However, tourism development in the Philippines has not been as successful as its neighbouring countries. In order to develop the country as an attractive destination, collaboration is needed. The cooperation of different stakeholders as well as the importance of trust and reciprocity is vital for an effective collaboration. Destination development within the tourism industry is seen as a collaboration or cooperation between different stakeholders who in part have something to gain in joining the collaboration. The relationship among the stakeholders may be based on previous interactions. In addition, concerning their respective involvement within the collaboration, theories argue that stakeholders do not necessarily exercise equal participation. With the use of the WOW Philippines campaign as an example of collaboration involving several stakeholders, the theories within collaboration shall be examined. At the same time, the theories will aid in researching the factors that may or may not be responsible for the advancements of thecampaign. The purpose of this thesis is to analyze the different theories within collaboration with the WOW Philippines campaign as an example of a collaborative endeavour. This thesis is addressed to students within the discipline of tourism development for future studies. The researcher has utilized the hypothetico-deductive method which entails the examination of three theories within collaboration. Three hypotheses formulated from these theories will be either confirmed or dismissed in the end of the study. With the help of the hypotheses, the researcher has concluded that aspects of trust and reciprocity within collaboration are vital in its success. Although in this case, it refers to a country’s perception of trust and reciprocity. The problem domain i.e. destination development aiming on increasing inbound tourism cannot be said to be the main reason for the achievements of the campaign. It is a contributing factor, as well as, the involvement of the stakeholders. The theories are acceptable in different levels with regard to the WOW Philippines campaign i.e. they cannot be either taken as individual reasons for its advancements or proclaimed as false. These theories are intertwined which means their relevance to each other is important in the case of tourism development in the Philippines.

The Philippine professional labor diaspora in the United States with a focus on Indiana's mid-size cities

This thesis examines the Philippine labor diaspora in the United States, both historical and modern, with a specific focus on the modern period of migration to midsize urban places in Indiana. The historical or pre-1965 period is marked by two successive waves of movement to the United States, each of which is based upon different labor demands for unskilled labor. The modern period was initiated by the 1965 United States Immigration and Naturalization Act and is marked by far greater volumes of Filipinos entering the country. This most recent influx is characterized by significant numbers of professionals, an expression of the regional division of `skilled' labor migration flows between developing and developed countries associated with globalization. Quantitative questionnaires and qualitative interviews with 30 FilipinoAmerican professionals in six mid-size cities in Indiana examined topics of labor recruitment practices, secondary migration patterns, and the remittance practices and group formation associated with transnational identities. / Department of Geography
