public policies and the relation that has been established with the alimentary safety. In search
for an observatory for this study, I came across with the experience of Caxias do Sul, RS -
which presented a municipal provisioning public policy since 1997. The local context
originated important subjects for analysis, because it takes place in a traditional town
concerning to food production, processing and consumption which exports products to several
areas in the state and also to other states of the federation. Besides, there were farmers' fairs
since 1979 and which have been stimulated by the municipal agriculture secretariat. It led the
municipal provisioning policies to dedicated in order to enlarge and to qualify those fairs,
turning the farmers Fairs the main equipment of the local provisioning policies. It is noticed
that, at the time it was created, the municipal provisioning policies didn't make reference to
alimentary safety, but along the years, with the institution of an Alimentary Safety and Social
Inclusion Coordination, the program of municipal provisioning became recognized as an
action of alimentary safety of the town and, so, to compose the local policies of alimentary
safety. The temporary limitation of the study about the provisioning policies of Caxias do Sul
is centered in the period from 1997 to 2005. The discussion about the alimentary provisioning
pointed some factors which are conditional to the alimentary access: the) market regulation
and creation of commercialization spaces; b) production foment - technical attendance and
agricultural credit; c) information to the consumers and; d) employment and income
generation. Considering the process in course in Caxias do Sul, of alimentary safety
institutionalization with the social actors' participation, it is concluded that the treatment given
to the alimentary provisioning has been overcoming the restricted actions to support the
production and commercialization. In that sense, the local social actors participation in
discussion and treatment of the alimentary provisioning was shown as fundamental. / Esse estudo buscou problematizar o tratamento dado ao abastecimento alimentar no ?mbito
das pol?ticas p?blicas municipais e da rela??o que vem se estabelecendo com a seguran?a
alimentar. Na busca de um observat?rio para estudo, deparei-me com a experi?ncia de Caxias
do Sul, RS, que apresentava uma pol?tica p?blica de abastecimento municipal desde 1997. O
contexto local despertou quest?es relevantes para an?lise, pois se d? num munic?pio de
tradi??o na produ??o, processamento e consumo de alimentos, que exporta produtos para
v?rias regi?es do estado e tamb?m para outros estados da federa??o. Al?m disso, contava com
a exist?ncia de feiras de agricultores, criadas em 1979 e que continuavam sendo estimuladas
pela secretaria municipal de agricultura (SMA). Isso fez com que a pol?tica municipal de
abastecimento se dedicasse a ampliar e qualificar essas feiras, tornando as Feiras de
Agricultores o principal equipamento da pol?tica local de abastecimento. Nota-se que, na
?poca em que foi criada, a pol?tica municipal de abastecimento n?o fazia refer?ncia ?
seguran?a alimentar, mas ao longo dos anos, com a institui??o de uma Coordenadoria de
Seguran?a Alimentar e Inclus?o Social (SAIS), o programa de abastecimento municipal
passou a ser reconhecido como uma a??o de seguran?a alimentar do munic?pio e, assim
compor a pol?tica local de seguran?a alimentar. O recorte temporal do estudo da pol?tica de
abastecimento de Caxias do Sul centra-se no per?odo de 1997 a 2005. A problematiza??o dada
ao abastecimento alimentar apontou alguns fatores condicionantes ao acesso alimentar: a)
regula??o de mercado e cria??o de espa?os de comercializa??o; b) fomento a produ??o -
assist?ncia t?cnica e cr?dito agr?cola; c) informa??o aos consumidores e; d) gera??o de
emprego e renda. Considerando o processo em curso em Caxias do Sul, de institucionaliza??o
da seguran?a alimentar, com a participa??o dos atores sociais, conclui-se que o tratamento
dado ao abastecimento alimentar tem superado as a??es restritas ao apoio da produ??o e
comercializa??o. Nesse sentido, apresentou-se como fundamental a participa??o dos atores
sociais locais na discuss?o e tratamento do abastecimento alimentar.

Previous issue date: 2006-09-22 / This dissertation has as its fundamental point the evidencing of elements arising from the
correlation between the Brazilian social movement of solidarity economy and the State
secretariat, whose creation was made viable from the legitimization of social rights in relation
to the public power. The National Secretariat for Solidarity Economy SENAES, bound to
the Ministry of Work, was constituted with the main objective of implementing social policies
under such specific designation, being configured as an absolutely relevant actor to which
considerations of this case study are driven. Another equally important actor is the Brazilian
Forum for Solidarity Economy FBES perceived by the Secretariat itself as its main
interlocutor. In this sense, from a strictly theoretical point of view, financial issues are
approached with supremacy to social questions. Such scenario is explained as being an effect
of the hierarchical social division experienced by capital metabolism which operates in favor
of the subordination of work in relation to capital; that is, according to M?zs?ros (1995), the
mediation of second hand orders in relation to first hand ones. It is given that solidarity
economy s values and practices which conform the triad cooperation, solidarity and selfmanagement
break with such logic; re-inventing the hierarchy of those mediations. Another
theoretical aspect is its binding process directed at a certain part of those socially disaffiliated
(CASTEL, 1998). In this context, a solidarity economy survey was initially elaborated based
on some categories of analysis, including its conceptual-terminological discussion. Following
is an approach of the initiatives that conform the Brazilian universe of solidarity economy in
tandem to consultation, research and fomentation entities. The role of the State in relation to
the implementation of actions for solidarity economy is subsequently dealt with. Analysis is
then focused on the nature and dynamic aspects of the Brazilian State in relation to the
implementation of social policies, as well as participation and social control mechanisms;
themes seen as dear to those social movements. Finally, there is a historical panorama since
the moment when apparently occurred the genesis of solidarity economy in Brazil till its most
recent scope. With this, programmatic lines of solidarity economy printed on the current
Pluri-annual Plan (2204-2007) are presented, and governmental actions implemented beyond
the scope of the secretariat are tackled. There are diverse conclusions obtained from focusing
on one of the main objectives of this dissertation: to sow considerations about the relations
between the FBES and the SENAES, particularly on its contradictions. The performance of
that emerging political actor in face of public managers from SENAES, previously identified
as militants of the solidarity economy, revealed paradoxal impressions. In the same way as it
is perceptible the sensibility of a grass-roots base government, which maintains and reinforces
orthodox practices despite sustaining innovative and bold policies in the social sphere. Or the
perception that even if social movements possess, by nature, a diffused and decentralized
character, there is an apparent loss of autonomy and critical standing point in relation to the
Brazilian solidarity economy concerning its institutionalized representation with regards to
the State. / Esta disserta??o teve como fundamento a evidencia??o de elementos oriundos da correla??o
do movimento social brasileiro da economia solid?ria quando da legitima??o de direitos frente
ao poder p?blico o qual propiciou a cria??o de uma secretaria de Estado. Esta, a Secretaria
Nacional de Economia Solid?ria SENAES, vinculada ao Minist?rio do Trabalho e Emprego,
se constituiu com o objetivo principal de implementar pol?ticas sociais sob tal designa??o,
passando a se configurar como um ator absolutamente relevante para o qual s?o direcionadas
considera??es neste estudo. O outro ator igualmente importante ? o F?rum Brasileiro de
Economia Solid?ria FBES tido pela pr?pria Secretaria como seu principal interlocutor.
Neste sentido, do ponto de vista estritamente te?rico, aborda-se a supremacia das quest?es
financeiras em rela??o ?s sociais. Tal cen?rio ? explicado como sendo efeito da divis?o social
hier?rquica vivenciada pelo metabolismo do capital que opera em favor da subordina??o do
trabalho ao capital; isto ?, das media??es de segunda ordem sobre ?s de primeira, de acordo
com M?zs?ros (1995). Tem-se que as pr?ticas e valores da economia solid?ria que conformam
a tr?ade coopera??o, solidariedade e autogest?o rompe com tal l?gica; re-invertendo a
hierarquia daquelas media??es. Outro aspecto te?rico ? o seu processo vinculador dirigida a
certa parcela dos desfiliados sociais (CASTEL, 1998). Neste contexto, inicialmente, tratou-se
de elaborar um survey da economia solid?ria a partir de algumas categorias de an?lise,
inclusive a de sua discuss?o conceitual-terminol?gica. Seguiu-se com a abordagem das
iniciativas que conformam o universo brasileiro da economia solid?ria junto com as entidades
de assessoria, pesquisa e fomento. O papel do Estado em rela??o ? implementa??o de a??es
para a economia solid?ria ? tratado em seguida. Passa-se ent?o ? an?lise de alguns aspectos da
natureza e da din?mica do Estado brasileiro frente ? implementa??o de pol?ticas sociais, assim
como de mecanismos de participa??o e controle social; temas tidos como caros ?quele
movimento social. Finalmente, tem-se um panorama hist?rico desde quando teria se dado a
g?neses da economia solid?ria no Brasil ? sua mais recente al?ada. Com isto, s?o apresentadas
as linhas program?ticas da economia solid?ria impressas no Plano Plurianual vigente (2004
2007), como tamb?m s?o abordadas as a??es governamentais implementadas para al?m do
escopo da Secretaria. S?o diversas as conclus?es obtidas a partir do enfoque em um dos
principais objetivos desta disserta??o: tecer considera??es sobre a rela??o do FBES com a
SENAES, particularmente de suas contradi??es. A atua??o daquele emergente ator pol?tico
frente aos gestores p?blicos da SENAES, antes identificados como militantes da economia
solid?ria, revelam impress?es paradoxais. Tal qual se percebe no tocante ? sensibilidade de
um governo de base popular que mant?m e refor?a pr?ticas ortodoxas a despeito de sustentar

Previous issue date: 2009-08-28 / Since the process of the democratization in Brazil started, new programs were
developed with the perspective of building different policies for the country side,
especially from the consolidation of familiar agriculture as a priority public. One of the
activities that got support and that started to integrate the intervention agenda was the
agroindustrialization of the production in small scale, conceived as an important
strategy of social reproduction for these farmers. In order to do so, in 2003 the Program
of Familiar Agriculture Agroindustrialization was developed and innovated as it
intervened in multiple action lines (financing, law, capacitance, technology and
commerce) in a federal scale. The main purpose of this dissertation is to analyze and to
evaluate this public policy from the results gotten from the intervention instruments and
the enterprises profile (familiar agroindustries) supported by the program. In this paper,
we applied two theoretical-methodological resources linked to the analysis of public
policies: the process approach (approche s?quentielle), in order to understand the
different phases of the intervention mechanism, and the scale dimension of the program,
in order to analyze the different processes in the national and local levels. The local
study was developed in the region of Cerro Largo/RS, since there is an important
presence of familiar farming institutions there and the great presence of small
agroindustries in the country side. The methodological procedures refer to the
compilation and analysis of data and secondary information (statistics, documents,
bibliography and media) and to the making of 75 interviews half-structured with the
managers of the program in a national level and with the actors present in the executive
level of the policy (Cerro Largo region). In general terms, the research points out that
the Program of Familiar Agriculture Agroindustrialization had its results concentrated
in the south region in Brazil leaving the North and the Northeast region behind, showing
that the operational structure of this intervention mechanism disregarded, at specific
moments, the particularities of certain places, privileging others. At the same time, we
notice that the analyzed policy has covered in a major way the more consolidated
agroindustries to the detriment of the familiar unities which detain the production
processing in a complementary way. Therefore, the results show that the Program of
Familiar Agriculture Agroindustrialization has played an important role in the Brazilian
country side and in the support to new strategies of the farmers reproduction, despite
the fact that their cover has especially centered in some regions and in a restricted
public. / A partir do processo de democratiza??o no Brasil, novos programas foram elaborados
na perspectiva de construir pol?ticas diferenciadas para o meio rural, notadamente a
partir da consolida??o da agricultura familiar enquanto p?blico priorit?rio. Uma das
atividades que ganhou respaldo e que passou a integrar a agenda de interven??o foi a
agroindustrializa??o da produ??o em pequena escala, concebida enquanto uma
importante estrat?gia de reprodu??o social para estes agricultores. Para tanto, foi criado
em 2003 o Programa de Agroindustrializa??o da Agricultura Familiar, que inovou ao
intervir em m?ltiplas linhas de a??o (financiamento, legisla??o, capacita??o, tecnologia
e comercializa??o) na escala federal. O objetivo central da disserta??o ? analisar e
avaliar esta pol?tica p?blica a partir dos resultados obtidos pelos instrumentos de
interven??o e do perfil dos empreendimentos (agroind?strias familiares) apoiados pelo
programa. Neste trabalho foram utilizados dois recursos te?rico-metodol?gicos
vinculados ? an?lise de pol?ticas p?blicas: a abordagem processual (approche
s?quentielle), para compreender as distintas fases do mecanismo de interven??o, e a
dimens?o escalar do programa, para analisar os diferentes processos no n?vel nacional e
local. O estudo no ?mbito local aconteceu na microrregi?o de Cerro Largo/RS dada a
presen?a significativa de estabelecimentos agropecu?rios familiares neste espa?o e a
grande incid?ncia de pequenas agroind?strias no meio rural. Os procedimentos
metodol?gicos referem-se ? compila??o e an?lise de dados e informa??es secund?rias
(estat?sticas, documentais, bibliogr?ficas e midi?ticas) e ? realiza??o de 75 entrevistas
semi-estruturadas com os gestores do programa na escala nacional e com os atores
presentes no n?vel executivo da pol?tica (microrregi?o de Cerro Largo). Em termos
gerais, a pesquisa aponta que o Programa de Agroindustrializa??o da Agricultura
Familiar obteve uma concentra??o dos resultados na regi?o Sul do Brasil em preju?zo do
Norte e Nordeste, demonstrando que a estrutura operacional deste mecanismo de
interven??o desconsiderou, em momentos espec?ficos, as particularidades de algumas
localidades em privil?gio de outras. Paralelamente, percebe-se que a pol?tica analisada
tem coberto de forma majorit?ria ?s agroind?strias mais consolidadas em detrimento das unidades familiares que det?m o processamento da produ??o de forma complementar.
Portanto, os resultados apontam que o Programa de Agroindustrializa??o da Agricultura
Familiar tem desempenhado um papel importante no cen?rio rural brasileiro e no apoio
a novas estrat?gias de reprodu??o dos agricultores, embora sua cobertura tenha se
centrado fundamentalmente em algumas regi?es e num p?blico restrito.

Previous issue date: 2006-03-22 / In the Amazon, the difficulties of political participation of social groups of the ruling processes, open space for the investigation on the obstacles of the legitimation of new public politics. The contradictions in the relationships between the public power and the civil association and the open tendencies for the implementation of those politics need to be identified and explained. The regional configuration of the government programs and it relationship with the local actors constitute central element of analysis. In this direction, this study it searchs to present a general characterization of the experiences of management of the politics, in return of the National Program of enlargement of Familiar Agriculture - PRONAF in the line Infrastructure: the City councils of Sustainable Agricultural Development - CMDRS's and the Politics of Territorial Development of the Secretariat of Territorial Development - SDT/MDA. We will break of the process of creation and constitution of the CMDRS/Santar?m and the territory of Low Amazon, to argue later as these enclosures for bullfighting functioned, and are functioning now, detaching the aspects that mark institucional advances and politicians of the two experiences. Our universe of study is the city of Santar?m and the organized and institutionalized actors that depends, live, produce and act in its half agricultural one. For in such a way bibliographical revision of main the thematic ones was carried through treated here and that they had given to support the field research, carried through together to the excellent actors to the santareno way agricultural that acts and/or if they benefit of such politics. The objective is to understand the dynamics of the politics in local level (municipal), having with central focus, the performance of the main social actors in the implementation/planning process; control; e coordination of the actions developed in its institucional environment. / Na Amaz?nia, as dificuldades de participa??o pol?tica de grupos sociais dos processos decis?rios, abrem espa?o para a investiga??o sobre os obst?culos da legitima??o de novas pol?ticas p?blicas. point is the involvement in environmental action by municipalities mandated by the
environmental legislation of 1981 and confirmed by the Brazilian 1988 Constitution. Contrary
to the case in education and health, the environmental responsibilities vested on municipalities
do not have financial and institutional strengthening mechanisms attached. We focus our
study on the environmental mandate of municipalities and the resources available to them to
carry out the corresponding environmental agenda. The question leading the research is
whether municipalities can face up to their environmental mandate in the absence of regular
financial transfers from other levels of government. Using a step-wise approach, the thesis
pins down the contents and characteristics of the municipal environmental agenda, the
resources required to implement it, and the extent to which those resources are available to
municipal authorities. The first part of the thesis demarcates the field of environmental action
according to the Brazilian legal and institutional framework. The profile of our main actor, the
Brazilian municipality, is then presented. This is done through the mapping of the structural
characteristics of municipalities and of their governmental responsibilities under the federal
system of the country. The area of work of municipalities in environmental protection and
management is identified next by crossing the overall municipal mandate for government
action with the national environmental matrix. This allows establishing the contents of the
municipal environmental agenda. Resources were examined first from a theoretical
perspective and then through empirical study. The latter included both qualitative analyses
using case studies and interviews, and the statistical scrutiny of data sets. The question of
whether resource availability is a binding constraint to municipal environmental action can be
answered as follows: municipalities do much more than expected in the environmental area,
much less than they could possibly do under present conditions, and much less than is
required from their constitutional mandate. The thesis concludes that, in spite of the
institutional and financial restrictions binding their capabilities and limiting their resource
mobilization possibilities, municipalities have shown an impressive environmental
performance. Nonetheless, resource mobilization for this purpose was under potential. There
is hence a wide area of municipal environmental action that remains to be colonized .
Considering, however, the breadth of their overall environmental mandate, it is not possible
for municipalities to fully respond to their constitutional environmental agenda without a
supporting national strategy involving the federal and state governments. / As pol?ticas p?blicas de defesa ambiental promovidas pelos Munic?pios brasileiros constituem
o tema da pesquisa. O ponto de partida ? a obrigatoriedade do envolvimento municipal com as
tarefas de defesa do meio ambiente, determinada em 1981 pela regula??o da pol?tica
ambiental em ?mbito nacional e consagrada na Constitui??o Federal em 1988. Ao contr?rio de
outros temas como a educa??o e a sa?de, a atribui??o ambiental outorgada aos munic?pios
est? desprovida de mecanismos que assegurassem seu financiamento e a capacita??o de seus
promotores. Neste contexto, a tese investiga o campo e conte?do das atribui??es ambientais
sob responsabilidade dos munic?pios e os recursos dispon?veis para fazer face ? agenda
ambiental. A pergunta-guia da investiga??o indaga se os munic?pios s?o capazes de
responder ?s suas atribui??es relacionadas ao meio ambiente na aus?ncia de transfer?ncias
regulares de recursos financeiros. O m?todo adotado para a pesquisa consistiu em
aproxima??es sucessivas ao tema dos recursos e capacidades municipais para pol?ticas
ambientais. A primeira parte da pesquisa foi dedicada a delinear o objeto da a??o ambiental -
os contornos do campo de a??o ambiental tal como entendido no marco institucional
brasileiro. A seguir, foi delineado o perfil do ator principal, o Munic?pio. Foram analisadas as
caracter?sticas estruturais dos munic?pios brasileiros e as atribui??es nas quais se insere a a??o
municipal, ? luz do processo de descentraliza??o e das rela??es federativas. O campo de
atua??o dos munic?pios para a defesa ambiental foi identificado atrav?s do confronto entre o
conjunto de atribui??es municipais e a matriz ambiental nacional, sendo delineada a agenda
ambiental municipal. O tema dos recursos foi abordado desde uma perspectiva te?rica e em
seguida atrav?s de estudos emp?ricos. Estes conjugaram an?lises qualitativas atrav?s de
estudos de caso e entrevistas, e an?lises quantitativas atrav?s de procedimentos estat?sticos de
descri??o e an?lise explorat?ria. No que diz respeito ? disponibilidade de recursos, os

os recursos de que disp?em e muito menos do que lhes ? exigido por suas atribui??es
constitucionais. Tendo em vista o panorama institucional e financeiro que enquadra as
atividades municipais, suas capacidades e recursos j? mobilizados, a pesquisa conclui que os
Munic?pios t?m tido um desempenho not?vel. Entretanto, desde o ponto de vista dos recursos
dispon?veis, seu desempenho t?m sido inferior ?s suas possibilidades. H? um amplo territ?rio
do exerc?cio da autoridade estatal em benef?cio da qualidade ambiental que est? ainda por ser
colonizado pelos munic?pios com recursos e capacidades atualmente dispon?veis. Do ponto
de vista do conjunto das atribui??es municipais, sem uma estrat?gia de ?mbito nacional na

Previous issue date: 2008-08-29 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior / The purpose of this study is to investigate the political praxis of the peasants from Yavi shire, in Argentina. It analyses their logics of social organisation and linkage with the political and institutional system, identifying as well the role they play in their social reproduction strategies. Through an ethnographic approach, the yavenean social structure is interpreted as a whole of different networks of mutual acquaintance and recognition kinship, social organisations, political parties, neighbourhood and religious communities- partially overlapped. Each group structures itself in base of certain elements of mutual acknowledgement, ethical principles and reciprocal relationships that rule their members behaviour. However, far from being rigid entities, these networks of mutual recognition are re-defined as a product of their members alliances and antagonisms. In the last two decades new modalities of organisation social, peasant and indigenous organisations- have emerged, favoured by the actions of the Government and NGOs representatives. Within a context of the villagers standard of living precarisation, those new social organisations dynamised the peasants s linkage between each other and with the national society as well, gaining a prominent role as resources-mobilising channels. The social mediators through the provision of material resources and world-views- contributed with the promotion of certain groups - neighbourhood community, social organisation- corporate logics of relations with external agents and the (re)emergence of identities traditionally stigmatised, particularly the ethnic one. Those social, economical and institutional transformations are contributing towards the redefinition of the traditional ways of relationship and negotiation the peasants have with the political representatives: a fact that is giving a particular dynamism to the yave?a sociability. / Este estudo indaga sobre a pr?xis pol?tica dos camponeses da comarca de Yavi, na Argentina. Analisa suas l?gicas de organiza??o social e de articula??o com o sistema pol?tico-institucional e identifica o papel que cumprem em suas estrategias de reprodu??o social. A partir de uma abordagem etnogr?fica, interpreta-se a estrutura social yave?a como um conjunto de redes de afilia??o parentesco, organiza??es sociais, partidos pol?ticos, comunidades de vizinhan?a e religiosas parcialmente sobrepostas. Cada grupo de perten?a estrutura-se em base a determinados elementos de reconhecimento m?tuo, princ?pios ?ticos e rela??es rec?procas que regram o comportamento de seus membros. Mas, longe de serem entidades r?gidas, essas redes de afilia??o s?o redefinidas conforme as alian?as e os antagonismos de seus membros. Nas duas ?ltimas d?cadas, t?m emergido novas modalidades organizativas organiza??es comunit?rias, camponesas e indigenistas favorecidas pelas a??es dos representantes do Estado e das ONGs. Em um contexto de precariza??o da qualidade de vida dos alde?es, essas novas entidades organizativas dinamizaram a articula??o dos camponeses entre si e com a sociedade nacional, e adquiriram um papel relevante como canais de mobiliza??o de recursos. Previous issue date: 2009-12-13 / This thesis analyzes the relation between civil society and State in the execution of public
policies, on the basis of the Program One Milion of Rural Watering Holes (P1MC) in Minas
Gerais. Begin of 3 axles. The first, focuses the process undertaken for the ASA to
institutionalize the program. After institutionalized, the second axle analyze the interactions
between ASA and federal public actors, state and municipal, and its consequences for
articulation and P1MC. Finally, are argued the contributions of the program for the involved
organizations, the ASA and the public policies thinks. It is observed that the P1MC is born of
the canalization of the subject of the human coexistence with the Semi-?rid of the world of
the life for the public sphere, acquiring legitimacy, having access the sphere politics and the
public agenda. This in a State Reform context. Its institutionalization occurs for the joint with
a lot of actors, politicians and technician, in different governments. The interaction with
public agents for its execution indicates a process of bureaucratic hardening and politics
differences. But the execution provides benefits for the involved ones, with the profit of
prestige, the construction of public spaces to argue the human coexistence with de Semi-?rid
and the reinforcement of the articulation. It brings, however, risks of dependence of the public
resources and reduction of the ASA s autonomy. / Esta tese analisa a rela??o entre sociedade civil e Estado na execu??o de pol?ticas p?blicas,
com base no Programa Um Milh?o de Cisternas (P1MC) em Minas Gerais. Parte de 3 eixos.
Um, enfoca o processo empreendido pela ASA para institucionalizar o programa. Uma vez
institucionalizado, o segundo eixo analisa as intera??es entre a ASA e atores p?blicos
federais, estaduais e municipais, e suas consequ?ncias para a Articula??o e P1MC. Por fim,
s?o discutidas as contribui??es do programa para as organiza??es envolvidas, para a ASA e
para pensar as pol?ticas p?blicas. Observa-se que o P1MC nasce da canaliza??o do tema da
conviv?ncia com o semi-?rido do mundo da vida para a esfera p?blica, adquirindo

responsibility of a plant of beers in the city of Rio De Janeiro, as well as, public policies of the
Rio de Janeiro, that favor the use of the rind of malt in the cattle state milkmaid. Some
detached specific objectives had been: to define the concepts and the referring legislation to
the Social Responsibility, Environment, Ambient Certification, Public Policies and the use of
Beer Residues in the animal feeding; to effect an analysis of what it exists in the practical
industrial of ambient management in the studied company; to identify the existence of state
public politics directed to the of the state of Rio de Janeiro milk producers and to show the
protein benefits gotten by the use of the rind of malt in the alimentary base of the milk bovine
cattle. In analyzed the AmBev unit tons of beer residues are accumulated daily, with
prominence for the rind of malt, with protein indices favorable to the improvement of
composed material for animal ration. Beyond supplying the demand of the product for the
proprietors of the state of Rio de Janeiro bovine flock, to stimulate the improvement of this
item it would favor the elimination of the ambient risk that the residues could cause to the
way, and at the same time to generate wealth, job and local development. For such, a sample
of research was determined where Inductive method of inquiry was used, Not-standardized
Techniques of Intensive Direct Comment, Interviews and Questionnaires. One concludes that,
the searched company can responsible ambient performance socially. But, these programs are
elaborated in reason of economic and legal aspects, as the fulfillment of the current law and
the reduction of costs and/or prescription generation. One evidenced that absence of directed
state public politics to the milkmaid sector is well-known. Finally, the milk producers from
The South the state of Rio de Janeiro live to each year with a great quandary, how to supply to
its flock an adequate feeding. / O objetivo geral deste trabalho foi avaliar pr?ticas de responsabilidade social e ambiental de
uma f?brica de cervejas na cidade do Rio de Janeiro, bem como, as pol?ticas p?blicas do
Estado Fluminense, que favore?am o uso do baga?o de malte na pecu?ria leiteira estadual.
Alguns objetivos espec?ficos destacados foram: definir os conceitos e a legisla??o referente ?
Responsabilidade Social, Meio Ambiente, Certifica??o Ambiental, Pol?ticas P?blicas e
Res?duos Cervejeiros utilizados na alimenta??o animal; efetuar uma an?lise do que existe na
pr?tica industrial de gest?o ambiental na empresa estudada; identificar a exist?ncia de
pol?ticas p?blicas estaduais direcionadas aos produtores de leite fluminense e mostrar os
benef?cios prot?icos obtidos pelo uso do baga?o do malte na base alimentar do gado bovino
leiteiro. Na unidade AmBev analisada s?o acumuladas diariamente toneladas de res?duos
cervejeiros, com destaque para o baga?o de malte, com ?ndices prot?icos favor?veis ao
beneficiamento de material composto para ra??o animal. Al?m de suprir a demanda do
produto pelos propriet?rios de rebanho bovino fluminense, incentivar o beneficiamento deste
item favoreceria a elimina??o do risco ambiental que os res?duos poderiam acarretar ao meio,
e ao mesmo tempo gerar riqueza, emprego e desenvolvimento local. Para tal, determinou-se
uma amostra de pesquisa em que foi empregado m?todo de investiga??o Indutivo, T?cnicas
de Observa??o Direta Intensiva, Entrevistas N?o-padronizadas e Question?rios. Conclui-se
que, a empresa pesquisada possui atua??o ambiental socialmente respons?vel. Entretanto,
estes programas s?o elaborados em raz?o de aspectos econ?micos e legais, como o
cumprimento da legisla??o vigente e da redu??o de custos e/ou gera??o de receita. Constatouse
que a aus?ncia de pol?ticas p?blicas estaduais voltadas ao setor pecuarista ? not?ria. Por
fim, os produtores de leite do Sul Fluminense vivem a cada ano com um grande dilema, de
como fornecer ao seu rebanho uma alimenta??o adequada.

Previous issue date: 2007-08-23 / The State of Rio de Janeiro presents high levels of criminality, especially in the city and in its
municipal districts that form all metropolitan region of the Capital. The problem of the
criminality has caused many criticisms and argues from society to PMERJ, the inefficiency
and ineffectual application of the police strategies in order to control and prevent crime, main
function of the police in a democracy. The application of the traditional strategies, like
prevention or repression do not decrease crime index. These problems faced the Corporation
with a construction, by society, of a negative image and constant public security depreciation.
This study proposes a reflection about PMERJ functions in the public security field, verifying
if the strategy has effectively reaching the objectives to control the application of some
marketing concepts can be used to attend the society expectation about security. A literature
review included the police concepts, insecurity, marketing and some strategies data used by
PMERJ. The results pointed serious deficiencies in this institution involving the application of
marketing concepts and it concluded that the introduction of some concepts can be improve
the quality of the services offered, specially the assistance services. / O Estado do Rio de Janeiro apresenta elevados ?ndices de criminalidade. O problema da
criminalidade tem acarretado in?meras cr?ticas e cobran?as da sociedade ? Pol?cia Militar do
Estado do Rio de Janeiro (PMERJ), em raz?o da inefici?ncia e inefic?cia das estrat?gias de
policiamento utilizadas para o controle da ordem e preven??o do delito, fun??es b?sicas da
pol?cia em um regime democr?tico. A aplica??o das estrat?gias tradicionais de patrulhamento
preventivo e repressivo n?o tem conseguido diminuir os ?ndices de criminalidade. Estes
problemas t?m propiciado a constru??o, de uma imagem negativa da Corpora??o. Este estudo
teve por objetivo refletir sobre as fun??es da PMERJ no campo da seguran?a p?blica,
verificando se as estrat?gias utilizadas t?m efetivamente alcan?ado os objetivos de controlar a
ordem p?blica e prevenir a ocorr?ncia de crime, e se a aplica??o de alguns de conceitos de
marketing pode melhorar a satisfa??o da sociedade por seguran?a. A revis?o da literatura
abrangeu os conceitos sobre a pol?cia, inseguran?a, marketing e dados sobre as estrat?gias
utilizadas pela PMERJ. Os resultados apontaram graves defici?ncias da PMERJ quanto ?
utiliza??o dos conceitos de marketing e concluiu-se que a implementa??o de alguns conceitos
poderia melhorar a qualidade dos servi?os, especialmente os assistenciais.
