His placement began in 1970, under ministerial decree, originated during the government of President Emilio Medici Garrastazu. The program, broadcast daily on national television by all radio stations, as determined by the Brazilian State in specific time. The programs are generated on Radio MEC, retransmitted in national chain, the other stations. The research goal is to analyze the Minerva Project in Sergipe, the contributions that this program has brought to education in the state and in Brazil. The survey is conducted with methodological support, anchored in the micro-story of Carlo Ginzburg that is based on the evidentiary method. Presents the contributions of technology in the process, citing a radio history, its discovery the arrival in Brazil, the uses that made this tool since the 1930s, and present broadcasting in Brazil and Sergipe, and the System Educational Broadcasting of the Ministry of Education. The structure of the Minerva Project consists of a set of federal, state and municipal institutions, where each one has a role in the process. Two elements draw attention to its importance in the process: the figure of the Monitor and the radio technology without these, the process becomes unworkable. However in the category organization and administration of the project, we highlight the structure, training professionals, the spread of classes, the curriculum, the role of Monitor, and finally, the use of supplementary courses exams as student assessment. Another important point is the review of number six, which contains a class with the discipline of Portuguese Language, focusing on grammar, and a lesson in social studies, emphasizing that each program radiated two disciplines. The study approach pervade two concepts presented as a category of analysis: the reception, according to Pierre Bourdieu (1997), focusing on "preconceived ideas" and educational policy, visiting the studies of Joseph Wilington Germano (2011). The sources that make up the research, in addition to the literature, are: interviews, documents stored in INEP libraries, local newspapers and Daily Official of the Union The conclusion is that the Minerva Project was an action of the educational policy of the military government in the 1970s. with a view to combating low education in the country, but its origin is earlier, dating back to the 1930s, consists of a compilation of other programs that also used the broadcast to promote the teaching of the lowest social classes in Brazil. We can evaluate the project in some ways, yet a results assessment methodology shown tenuous because the supplementary examination is open all who want to provide said for certification equivalent level of education. Thus the candidates for the examination are not unique to Minerva Project, though some changes can be seen in the process, as this survey shows. / Esta pesquisa aborda Projeto Minerva via R?dio, um programa de Educa??o a Dist?ncia, como curso preparat?rio, transmitido no per?odo de 1970 a 1989, com o intuito de preparar jovens e adultos para prestarem o exame supletivo de 1? e 2? graus. Sua veicula??o teve in?cio no ano de 1970, por for?a de portaria interministerial, originada durante o Governo do presidente Emilio Garrastazu M?dici. O programa, transmitido diariamente, em cadeia nacional por todas as emissoras de r?dio, por determina??o do Estado Brasileiro, em hor?rio espec?fico. Os programas s?o gerados na R?dio MEC, retransmitido em cadeia Nacional, pelas demais emissoras. O objetivo de pesquisa ? analisar o Projeto Minerva em Sergipe, as contribui??es que este programa trouxe para a educa??o no Estado e no Brasil. A pesquisa ? feita com apoio metodol?gico, ancorada na micro-hist?ria de Carlos Ginzburg que tem como base o m?todo indici?rio. Apresenta as contribui??es da tecnologia no processo, citando um hist?rico do r?dio, de sua descoberta a chegada ao Brasil, os usos que se fez desta ferramenta desde a d?cada de 1930, al?m de apresentar a radiodifus?o no Brasil e em Sergipe, bem como o Sistema de Radiodifus?o Educativa do Minist?rio da Educa??o. A estrutura do Projeto Minerva ? composta por um conjunto de institui??es federais, estaduais e municipais, onde cada ente tem uma fun??o no processo. Dois elementos chamam a aten??o para sua import?ncia no processo: a figura do Monitor e a tecnologia do r?dio, sem estes, o processo se torna invi?vel. Entretanto no quesito organiza??o e administra??o do projeto, destacam-se a estrutura, o treinamento de profissionais, a dissemina??o das aulas, o curr?culo, o papel do Monitor e, por fim, a utiliza??o dos exames supletivos como avalia??o dos alunos. Outro ponto importante ? a an?lise do programa n?mero seis, no qual consta uma aula com a disciplina de L?ngua Portuguesa, com foco na gram?tica, e uma aula de Estudos sociais, enfatizando que cada programa irradiava duas disciplinas. A abordagem do estudo perpassam dois conceitos apresentados como categoria de an?lise: a recep??o, segundo Pierre Bourdieu(1997), com foco nas ?ideias feitas? e a pol?tica educacional, visitando os estudos de Jos? Assim os candidatos ao exame n?o s?o exclusivos do Projeto Minerva, entretanto algumas mudan?as podem ser percebidas no processo, como mostra esta pesquisa.

The object of this study were students of Faculty Education at a private higher education institution in Porto Alegre. The research has the focus on quantitative and qualitative analysis, and the data is considered by content analysis. The analysis of the information obtained, showed that the main difficulty for these students is related to the lack of time to devote to studies, followed by material difficulties to stay in college. Also, the survey identified similarities between scholarship and non-scholarship students. We conclude that there is no significant difference between these two groups, we believe that the profile of these students belongs to a new audience that is entering the private higher education. This openness is linked to investment in public policies that began to create opportunities to democratize access to higher education, facilitating, thus, access to university for a public, coming from popular families. / A presente pesquisa buscou evidenciar as dificuldades enfrentadas por estudantes bolsistas do Prouni para permanecer no ensino superior. O objeto desse estudo foram estudantes do curso de Pedagogia, em uma Institui??o de ensino superior privada de Porto Alegre. A pesquisa teve cunho quantiqualitativo e os dados foram considerados atrav?s da an?lise de conte?do. A an?lise das informa??es obtidas evidenciou que a principal dificuldade encontrada por esses estudantes est? relacionada ? falta de tempo para se dedicar aos estudos, seguido de dificuldades materiais para permanecer na universidade. Al?m disso, a pesquisa identificou semelhan?as entre os dados dos estudantes bolsistas e n?o bolsistas. Conclu?mos que n?o existe uma diferen?a significativa entre esses dois p?blicos, por acreditarmos que o perfil desses estudantes pertence a um novo p?blico que est? ingressando no ensino superior privado. Essa abertura est? atrelada ao investimento em pol?ticas p?blicas que passou a oportunizar a democratiza??o do acesso ao ensino superior, facilitando, dessa forma, o acesso ? universidade por um p?blico oriundo de fam?lias populares.

In order to do so, the thesis analyzes the time of service and the which federal public offices were held before and after the Coup of 1964 by persons that worked for the IP?S, as well as their technical background and role inside the institution. The IP?S was founded by military and civilllians to defend ?democracy? from ?communism? and influence public policies shortly after J?nio Quadros' stepped down and Jo?o Goulart ascended to the presidency. Historiography regarding the period assumes there was a colonization of the State by the ipesianos after 64, as they assumed key positions of power. In order to examine the matter, a prosopographical study of 118 ipesianos was made. / Esta tese busca examinar a quest?o da coloniza??o do Estado p?s-1964 por agentes do Instituto de Pesquisas e Estudos Sociais (IP?S). Nesse sentido, este trabalho tem como objetivo analisar o tempo de exerc?cio e os tipos de cargos ocupados na carreira p?blica federal pr? e p?s-golpe de 1964 dos indiv?duos que atuaram no IP?S e que ocuparam cargos p?blicos federais ap?s o golpe, bem como sua forma??o t?cnica e sua participa??o na institui??o. O IP?S foi criado por civis e militares pouco ap?s a ren?ncia de J?nio Quadros e a ascens?o de Jo?o Goulart para defender a ?democracia? contra o ?comunismo? e influenciar pol?ticas p?blicas. Afirma-se na historiografia que houve uma coloniza??o do Estado p?s-1964 por esses ipesianos, que teriam ocupado posi??es-chave de poder. The first seeks to analyze the significant dropout rates of higher education students. It was chosen the students from the natural sciences and engineering courses. The shortage of professionals in this fieldis a problem that reaches many countries. In Brazil, one of the reasons for this is the significant dropout rates that the courses of the field in the tertiary education present. Since the courses of public institutions and the financial support offered to students from private universities and colleges are paid with governmental resources, it is important to evaluate the reasons that lead to abandon these tertiary courses. Thus, this article seeks to analyze the dropout rates of these courses, studying covariates that influence, positively or negatively, on this decision. The method used is the Survival Analysis, through the use of one non-parametrical and a parametrical tool using as the dataset the Tertiary Education Survey among 2009 to 2014. As results, it is found that the dropout rates are higher in private colleges, as well as the fact that men and older students present a negative time ratio, but the indexes are positive if the student receives financial support. The second paper aims to analyze whether students that enrolled in federal public colleges in presential courses by the quota system, that receive PNAES?s permanency aid (Programa Nacional de Assist?ncia Estudantil), dropped out less than the same kind of student who did not receive this grant between 2009 and 2012. Therefore, it is used the data from the Censo da Educa??o Superior and the Differences-in-Differences methodology, since it is possible to analyze how some characteristics influence at the dropout rate and at the student?s chance to receive the aid.The results show that the chances to receive the aid change according to the individual?s and the institution?s characteristics. Also, the dropout rate is lower for the students that received this kind of grant. It is shown that this public policy is important to the retention of students from poorer families on the higher education, since the quota system and the growth in the enrollment rates can be incipient ways to raise the number of individuals with tertiary education. / A presente disserta??o ? composta por dois ensaios sobre Economia da Educa??o. O primeiro artigo busca analisar a evas?o expressiva no ensino superior, sendo que foi escolhida como amostra os cursos de ci?ncias naturais e engenharias. A escassez de profissionais desse campo ? um problema que atinge diversos pa?ses. No Brasil, uma das causas para esse fen?meno ? a alta evas?o de estudantes de cursos de ensino superior dessa ?rea. Em fun??o dos cursos das institui??es p?blicas e de uma parte significativa dos empr?stimos e bolsas de estudo ofertadas no ensino privado serem custeados por recursos governamentais, torna-se importante avaliar os motivos que causam o elevado abandono, com a finalidade de criar medidas e pol?ticas p?blicas que possam revert?-lo. Portanto, o objetivo desse artigo consiste em analisar vari?veis que influenciam de forma positiva ou negativa na evas?o. O m?todo utilizado ? o de An?lise de Sobreviv?ncia, a partir do emprego de uma ferramenta n?o-param?trica e uma param?trica por meio das bases de dados do Censo da Educa??o Superior entre os anos de 2009 e 2014. Como resultado percebe-se que a evas?o ? maior em cursos de institui??es privadas. De forma geral, ser homem e ter mais idade diminui o tempo de vida do indiv?duo no ensino superior, enquanto que alunos contemplados com apoio financeiro apresentam uma maior reten??o. Para o caso do segundo ensaio, esse artigo visa analisar se os alunos cotistas de institui??es federais matriculados em cursos presenciais e que foram contemplados com a Bolsa Perman?ncia do PNAES (Programa Nacional de Assist?ncia Estudantil) evadiram menos do que cotistas que n?o receberam o benef?cio entre os anos de 2009 e 2012. Para tanto, emprega-se as informa??es do Censo da Educa??o Superior e o m?todo de Diferen?as em Diferen?as, devido ? possibilidade de avaliar como diversas caracter?sticas influenciam na evas?o e tamb?m nas chances de o aluno ser contemplado com a Bolsa Perman?ncia. Os resultados mostram que as chances para o recebimento do benef?cio modificam-se de acordo com as caracter?sticas dos indiv?duos e das universidades e que a evas?o ? menor entre os estudantes que receberam o aux?lio. A pol?tica se mostra importante para a perman?ncia de estudantes de fam?lias menos abastadas no ensino superior, uma vez que o sistema de cotas e aumento de vagas podem ser medidas incipientes para o aumento do n?mero de pessoas com ensino superior.

Aiming ?analyze how it has been giving the professional training of social worker in Higher Education Institutions of mesoregions state of Rio Grande do Sul to understanding the process and peculiarities that conform it? this production sought to demonstrate how it has been professional training of the Social Workers gauchos in times advancement of neoliberalism whose impacts on the Higher Education Policy contribute to non-characterization of the university as a social institution. In this context, the university becomes a social organization which aims to meet the demands from the Market. Using Marx's critical social theory as a foundation, this mixed type survey has as subjects to the research seven ga?chas universities, one belonging to each mesoregion of the state of Rio Grande do Sul. Therefore online questionnaires were sent to the coordinating teachers of five Social Works curses being one belonging to each mesoregion of the state with open and closed questions, having as a discussion the process of professional training in Social Work in these institutions. Furthermore, 20 questionnaires were applied with students from Social Work courses, with the aim of identifying the profile of the student attending Social Service in the state. Finally, two interviews were conducted with two course coordinators, having as criterion of choice the private course and the oldest public course in the state of Rio Grande do Sul. Guided further in the documentary and bibliographic research we identified that the professional formation in Social Service in the state of Rio Grande do Sul accompanies the changes that have been taking place in the Brazilian Social Service, especially with regard to the considerable increase in Social Work courses in the distance modality and the primacy of the offer of private courses of Social Work. We also identify that, although the courses affirm dialogue with the Curriculum Guidelines of the ABEPSS in the process of building their political-pedagogical projects what is observed is a misunderstanding of the content of these Guidelines and a partial use in the construction of the curricular of these courses. Finally, it should be noted that, although most curricular observe the theoretical advances and politicians present in the Curricular Guidelines of the we still have resumes with conservative traits that predate the 1996 formulation which contributes to the weakening of professional training of social workers in Rio Grande do Sul. / A presente produ??o tem como tem?tica a forma??o profissional em Servi?o Social, especialmente, no que se refere ? sua conforma??o no estado do Rio Grande do Sul, l?cus de realiza??o desta pesquisa. Tendo por objetivo ?analisar como vem se dando a forma??o profissional dos Assistentes Sociais nas Institui??es de Ensino Superior das mesorregi?es do Estado do Rio Grande do Sul para compreender os processos e peculiaridades que a conformam? esta produ??o buscou evidenciar como vem se dando a forma??o profissional dos assistentes sociais ga?chos em tempos de avan?o do neoliberalismo cujos impactos na Pol?tica de Educa??o Superior contribuem para descaracterizar a Universidade enquanto espa?o de forma??o integral. Neste contexto, a Universidade torna-se uma Organiza??o Social que restringe-se as demandas do mercado. Utilizando como fundamento a teoria social cr?tica de Marx, esta pesquisa, de tipo misto, teve como sujeitos da pesquisa sete Universidades ga?chas, sendo uma pertencente a cada mesorregi?o do estado do Rio Grande do Sul. Para tanto foram enviados question?rios online para os professores coordenadores de 5 cursos de Servi?o Social, nas diferentes mesorregi?es do estado com perguntas abertas e fechadas, tendo como discuss?o o processo de forma??o profissional em Servi?o Social nestas institui??es. Para al?m disso, foram aplicados 20 question?rios com alunos de dois cursos de Servi?o Social, com vistas a identificar qual o perfil do aluno que cursa Servi?o Social nestas institui??es. Por fim, foram realizadas entrevistas com os professores coordenadores de dois cursos, tendo como crit?rio de escolha o curso privado e o curso p?blico mais antigos do estado do Rio Grande do Sul. Pautado ainda nas pesquisas documental e bibliogr?fica identificou-se que a forma??o profissional em Servi?o Social no estado do Rio Grande do Sul acompanha as transforma??es que vem ocorrendo no Servi?o Social brasileiro, especialmente no que se refere ao aumento consider?vel dos cursos de Servi?o Social na modalidade ? dist?ncia e a primazia da oferta de cursos privados de Servi?o Social. Identificou-se tamb?m que, embora os cursos afirmem dialogar com as Diretrizes Curriculares no processo de constru??o de seus projetos pol?tico-pedag?gicos o que se observa ? uma incompreens?o do conte?do destas Diretrizes e uma utiliza??o parcial na constru??o das grades curriculares destes cursos. Por fim, cabe destacar que, embora a maioria dos curr?culos observem os avan?os te?ricos e pol?ticos presentes nas Diretrizes Curriculares da ABEPSS, ainda se tem curr?culos com tra?os conservadores que s?o anteriores ? formula??o de 1996 o que contribui para a fragiliza??o da forma??o profissional dos assistentes sociais ga?chos.

We have divided the research in two distinct axes: one dealing the drug prohibition, its theoretical support and consequences, and the other discussing the alternative possibilities to the model, such as harm reduction policies and the drug decriminalization process.The chosen methodology has provided the analysis of the amendments related to the subject, which allowed the researcher to study the parliamentarians' individual ideas, and with the later confrontation, he might realize whether they are similar to the proposals or speeches of the legend. Besides that, the behavior of the left has been according to one of the hypothesis formulated. This behavior can be justified based on the concepts of symbolic penal law and punitive populism / O estudo realizado se prop?e a analisar quais os discursos presentes nas emendas propostas no projeto de lei 236 do Senado Federal. Tal projeto ? uma atualiza??o e reuni?o das leis penais em um novo c?digo penal. Para efetuar a pesquisa foi necess?rio a uni?o de conhecimento de diferentes ?reas do conhecimento, como a Ci?ncia Pol?tica, a Criminologia e a Sociologia. Buscamos delimitar o tema de nossa pesquisa relativo ao consumo e venda de entorpecentes, visto que se trata de um dos principais problemas que o sistema penal enfrenta na atualidade. Para tal selecionamos as emendas legislativas referentes ao tema e as tabulamos o que nos permitiu chegarmos a algumas conclus?es. Dividimos assim a pesquisa em dois eixos distintos, um tratando do proibicionismo a respeito das drogas, seu suporte te?rico e consequ?ncias, e o outro discutindo as possibilidades alternativas ao modelo posto, como as pol?ticas de redu??o de danos e o processo de descriminaliza??o das drogas. A metodologia utilizada propiciou a an?lise das emendas relativas ao tema o que possibilitou ao pesquisador o estudo das ideias individuais do parlamentar e com o posterior confronto este pode perceber se elas s?o semelhantes ?s propostas ou discursos da legenda. Al?m disso o comportamento da esquerda foi de acordo com uma das hip?teses formuladas. Podemos justificar este comportamento com base nos conceitos de direito penal simb?lico e populismo punitivo.

The expansion of the radio media to the digital platforms and the transformations promoted by the post-fordist culture impose new challenges to the journalistic practice within the radio's segment. From the perspective of the Political Economy of Communication, this text proposed in this project will analyze the consequences of transformations for the radio reporter work in Rio Grande do Sul. The exam seeks to understand, from the perception of professionals of the past and present, changes in the routines and reflexes of the technological transformations in the activities of radiojournalism. From the holding of focus groups, information and impressions are collected from those who have already performed and from those performing radio reporting practices. The Discourse Analysis procedure will be used to extract perceptions from the old and current reporters, seeking to go beyond what is present in the production practices, and understanding how the professional saw and see within the scenarios of radiojournalism. / A atividade do rep?rter de r?dio se alterou consideravelmente nos ?ltimos anos no Brasil. It was decided to sample two municipalities with different protection organizations, because, within the scope of SUAS, the requests of the violations arising from the rights violations must be performed by the Specialized Protection and Welfare Service for Families and Individuals (PAEFI), having as a locus the Specialized Reference Center for Social Assistance (CREAS). However, in the state of Rio Grande do Sul, only 24% of the municipalities have this socio-welfare equipment. Since sexual abuse is a historical, multicausal phenomenon occurring in all societies, there is a need to think about victim care independently of the organizational structure of the municipalities. In this sense, this study sought to contribute to the discussion of how to fight such phenomenon in the face of the complexity of the theme and of society. As specific objectives, we sought to analyze the national and state plan for children and adolescents victims of sexual violence; mapping the municipal service network, as well as identifying the violence committed against the victims who access the care network in the surveyed cities, in order to problematize the limits and possibilities of care for children and adolescents in situations of sexual abuse in the social welfare area. Considering the given objectives, we chose qualitative research, in which we sought to know: the specificities of sexual abuse against children and adolescents, the perception of the subjects interviewed about the phenomenon, as well as the advances, challenges and possibilities for the effectiveness of the integrality of the service to the sexually victimized children and adolescents. For the collection of data, six semi-structured interviews were carried out, using forms, technical reference teams of social welfare services (social workers and psychologists), and the municipal managers of the policy. After the interviews, the data were transcribed and analyzed, using content analysis as methodology. Complementing the systematization of empirical research, the study of the legislation, thematic plans and authors with theoretical relevance was carried out with regard to the Social Welfare Policy and the phenomenon in question. As a result of the research, we highlight the need for budget allocation for actions to prevent and respond to sexual violence against children and adolescents. There is a need to expand the teams of the protection network, predict resources for the execution of actions and, especially, offer permanent education for professionals who act directly with the demands of violence. It emphasizes in this study, stand out the facilities and difficulties in articulation with the protection network, as well as the strategies used for the accomplishment of the consultations in the social welfare services. / A presente disserta??o de mestrado tem como objetivo geral analisar como se configuram as concep??es de viol?ncia sexual, interven??es profissionais e fluxo de atendimento ?s crian?as e adolescentes v?timas de abuso sexual, em munic?pios com apenas a Prote??o Social B?sica institu?da e em munic?pios com a Prote??o Social B?sica e Prote??o Social Especial institu?das. Optou-se, como amostra, por dois munic?pios com organiza??o de prote??es diferentes, pois, no ?mbito do SUAS, os atendimentos das demandas advindas das viola??es de direitos devem ser executados pelo Servi?o de Prote??o e Atendimento Especializado a Fam?lias e Indiv?duos (PAEFI), tendo como l?cus o Centro de Refer?ncia Especializado de Assist?ncia Social (CREAS). No entanto, no estado do Rio Grande do Sul apenas 24% dos munic?pios disp?em desse equipamento socioassistencial. Sendo o abuso sexual um fen?meno hist?rico, multicausal e que ocorre em todas as sociedades, h? a necessidade de pensar sobre o atendimento ?s v?timas independente da estrutura organizacional dos munic?pios. Nesse sentido, neste estudo buscou-se contribuir com a discuss?o de como enfrentar tal fen?meno diante da complexidade da tem?tica e da sociedade. Como objetivos espec?ficos, buscou-se analisar o plano nacional e estadual de enfrentamento e atendimento ?s crian?as e adolescentes v?timas de viol?ncia sexual; mapear a rede municipal de atendimento, e tamb?m identificar as viol?ncias cometidas contra as v?timas que acessam a rede de atendimento nos munic?pios pesquisados, a fim de problematizar os limites e possibilidades do atendimento ?s crian?as e adolescentes em situa??o de abuso sexual no ?mbito da assist?ncia social. Quanto ao m?todo de pesquisa, optou-se pela vertente qualitativa, buscando-se conhecer: as especificidades do abuso sexual contra crian?as e adolescentes; a percep??o dos sujeitos entrevistados sobre o fen?meno; e os avan?os, desafios e possibilidades para a efetiva??o da integralidade do atendimento ?s crian?as e adolescentes vitimizados sexualmente. A coleta de dados contou com seis entrevistas semiestruturadas, utilizando-se formul?rios, realizadas com as/os equipes t?cnicas de refer?ncia dos servi?os socioassistenciais (assistentes sociais e psic?logas), e com as/os gestoras/es municipais da referida pol?tica. Para a an?lise dos dados obtidos utilizou-se, como metodologia, a an?lise de conte?do. Complementando ? sistematiza??o da pesquisa emp?rica, realizou-se o estudo das legisla??es, planos tem?ticos e autores com relev?ncia te?rica no que se refere ? Pol?tica de Assist?ncia Social e ao fen?meno em quest?o. Como resultados da pesquisa destaca-se a necessidade de: destina??o or?ament?ria para as a??es de preven??o e atendimento ? viol?ncia sexual contra crian?as e adolescentes; amplia??o das equipes da rede de prote??o, previs?o de recursos para as execu??es das a??es e, principalmente, oferta de educa??o permanente para as/os profissionais que atuam diretamente com as demandas de viol?ncias. The mobilization and community integration to participate in the schooling process, their objectives and their actions make up challenges from such policies. It attempts to assess its actors and processes as well as analyze the results obtained from internal and external evaluations in the search for solutions to the problems identified. This study evaluated the partial results of Integral Education Pilot Project in Full Time (Projeto Piloto de Educa????o Integral em Tempo Integral- PROEITI in Portuguese) for the basic education of public schools in Distrito Federal. This qualitative research, was exploratory and descriptive, based on document analysis, semi-structured interviews and direct observation. Besides principals??? perceptions on implementation conditions and goals??? achievement, indicator analysis focused on possible results, recommending concrete actions for achieving the program???s objectives. Schools revealed efforts, adaptations and limited resources, suggesting a commitment of these educational spaces, which often become hostages of their own reality. The program, in fact, expanded access and school time, however, it had not attained other goals. Its challenge was the more lacking the community was, the more modest the apparent resources and results were, suggesting a regressive allocation of public resources. Education quality, based on significant resource increase and corrrect allocation to enable minimum conditions that favor the dignity of educational performers and the results of academic success and effective management. / A avalia????o ?? uma a????o cada vez mais presente nas pol??ticas p??blicas educacionais e sociais. A mobiliza????o e a integra????o da comunidade para participar do processo escolar, dos seus objetivos e das suas a????es comp??em desafios dessas pol??ticas. Procura avaliar seus atores e processos, assim como analisar os resultados obtidos em avalia????es internas e externas na busca por solu????es aos problemas detectados. Os cen??rios compreendem um contexto de esfor??o, adapta????es e limita????o de recursos, sugerindo um comprometimento desses espa??os educativos, que muitas vezes ficam ref??ns da sua pr??pria realidade. Revelou um processo de conquistas quantitativas, em linearidade, oscilando no alcance dos resultados de avalia????es externas e aqu??m dos objetivos e metas do Programa. The goal of the study was the academic production from the employees of Education Department of the State of Distrito Federal (SEDF) removed as researchers to make studies in the scope of the career planning of the mastership of Distrito Federal, started in 2005 with the Law # 3621 of July 14th of 2005. The study was focused on Academic production of pos graduated programs strictly speaking (stricto sensu) in Education developed on seach lines that involves policy, managment and economy of education from Catolic University of Bras??lia and public policies and education managment of Brasilia???s University. (UNB). Between 2006 and 2012 turned to basic education. The methodology adopted on the study was: the qualitative search of exploratory character, when deal with data source. It was used three qualitative search methods: Bibliographic search, document analysis, and interview. The dissertation was splited in 5 chapters. The first charpter deal with education as a inalienable right and requirement as a practice to citizenship development. The second charpter presentes a bibliography review about education researching developed on Brasil. The third charpter show us the portrait of the pos graduated in Brasil and Distrito Federal (Capital). The fourfh charpter show the public education on Distrito Federal the structure and career profile of mastership. The charpter five presentes the feedback of documentary search maded by library system of UNB and UCB on the Educationemployess improvment school on Distrito Federal and the interviews maked. The results of the search demonstrate a convergence between the seachers view point, universities and public institutions when you talk about to stablish a conection between academic production and the problems and challengers of public education on Distrito Federal. / O presente trabalho insere-se no campo de estudos da linha de pesquisa Pol??ticas P??blicas, Gest??o e Economia da Educa????o da Universidade Cat??lica de Bras??lia (UCB).
