This thesis examines the group of political advisors within the government offices of a right-wing and left-wing government, showing differences between the two in terms of recruitment. The political advisors, among many roles both inside and outside the government offices, fall under the category of policy professionals. The policy professionals are defined as a social group employed without being elected, but perhaps capable of affecting policies. With collected resumes of policy professionals inside the government offices, the backgrounds of the policy professionals are examined showing differences in the qualities valued most in recruitment between the two governments selected for the thesis. The political profiles ‘media-talent’ and ‘party democrat’ show what type of government metamorphosis is present on the basis of Bernard Manin’s theory of the representative democratic form of government. The results showed a majority of policy professionals belong to the party democratic profile representing Bernard Manin’s second metamorphosis. The growing group of media-talent profiles within both governments however show, that the metamorphosis might be in a state of change, moving towards the public democracy.

A necessidade de disponibilizar informações relativas ao desempenho das escolas e o consequente debate sobre qualidade das instituições são o resultado da pressão política e social das últimas décadas. Nesse contexto, surgem as avaliações de instituições escolares como as do Centro Estadual de Educação Tecnológica Paula Souza (CEETEPS), em especial o Observatório Escolar, objeto desta proposta. A partir de um estudo de caso na Escola Técnica Estadual Professor Pedro Leme Brisolla Sobrinho, pretendemos apontar os reflexos dessa modalidade de avaliação institucional no cotidiano escolar, observando como os sujeitos dos diversos segmentos se apropriam dela. Nossa preocupação inicial é que essa avaliação possa caracterizar-se apenas como um instrumento de domínio burocrático e centralizador do processo de gestão nas escolas, apresentando-se como uma forma de controle por parte da instituição. A pesquisa assume o caráter de estudo qualitativo e a análise dos dados foi desenvolvida de acordo com as técnicas de análise de conteúdo das entrevistas realizadas, dos documentos e das observações feitas no ambiente escolar. Constatamos que o Observatório Escolar como prática de avaliação institucional, embora ainda não esteja suficientemente consolidado na escola investigada e faça referências mais às questões de ordem burocráticas do cotidiano escolar do que às questões promotoras de transformação social, é visto pelos sujeitos como um bom norteador do trabalho / Abstract: This paper initially examines the institutional assessment from the relationship between public policies for education and the social, economic and political environment in which they operate. The need to provide information on the performance of schools and the consequent debate about the quality of institutions are the result of social and political pressure in recent decades. In this context, there are assessments of educational institutions such as the State Center for Technological Education Paula Souza (CEETEPS), particularly the Scholar Observatory, the subject of this proposal. From a case study in the State Technical School Professor Pedro Leme Brisolla Sobrinho, we want to point out the consequences of this type of evaluation in the school routine, noting how the subject of several segments get hold of it. Our initial concern is that this evaluation can be characterized only as an instrument of bureaucratic control and centralized management process in schools, presenting itself as a form of control by the institution. The study assumes the character of qualitative research and data analysis was developed in accordance with the techniques of content analysis of interviews, documents and the comments made in the school environment. We note that the Scholar Observatory as a practice of institutional assessment, though not yet sufficiently consolidated school investigated and made more references to questions of bureaucratic routine of the school that issues that promote social change, is seen by subjects as a good guide to work / Mestre
