The electoral system has already become the important foundation of modern democratic politics; the following one is to expand political participation day by day. Democratic theories have attended the political participation of the masses in the past, which is to say that the discussions of electoral right and meaning, so that candidate qualification have not been discuss clearly. There is a delicate relation of political participation between political equal in candidate qualifications: The candidate qualification is set up to ensure the equal of political participation¡H Or causes the unequal participation? Those questions are not easy to say. This thesis thinks that the various degree candidate qualifications will have make different meaning of poltical participation and political equality, and it reflects different democratic meaning too, even improving the qualification is a result of authoritarian regimes. Because it lacked to research candidate qualifications in the past, this thesis attempted to be the first visited study of candidate qualifications. So two research face in this thesis: First, designing the model of candidate qualifications, political participate and political equality as distinguishing the index, and annotating the meaning of candidate qualifications under the democratic system or authoritarian regimes. Second, the case study of Taiwan: studying on the change of candidate qualifications and analyzing the qualifications of sex and academic background by that former model in this thesis. Finally, I believe it can reinterpretation and confer democracy by the studying on the change of candidate qualification.

Youths' political efficacy : sources, effects and potentials for political equality

The aim of this dissertation is to increase knowledge of political efficacy,both theoretically and empirically. A thorough theoretical discussion iscombined with empirical studies of the development of political efficacy and of its effects on political participation. The results are also discussed in the light of political equality. In three papers, quantitative data on Swedish adolescents are analyzed. The first paper discusses what political efficacy actually entails. Based on an overview of previous research, a merged multidisciplinary perspective with a focus on people’s beliefs in their capacities to perform political actions is presented. Four main pathways concerning how youths gain political efficacy are tested. The second paper’s main question is whether, and in which ways, schools can help students gain political efficacy. In the light of political equality, it reflects upon the individual and societal effects of potential gains in youths’ political efficacy. The third paper scrutinizes the effects of political efficacy on political participation. In addition, the combinations of having political efficacy beliefs, and political knowledge or interest, are tested in order to explore potential interaction (leverage) effects. Altogether, this dissertation presents a more refined and stringent view on political efficacy. It further clarifies the concept itself, which may aid clearer, more coherent, and less ambiguous research. It also provides an input into an existing framework for understanding the development of youths’ political efficacy. Finally, it finds that political efficacy seems to work as a lever for participation. Combined with political interest, it facilitatesthe transformation of psychological engagement into political action. The findings will inform discussion on the implications of stimulating youths’ political efficacy to promote political participation and political equality. By boosting political efficacy along various pathways – in part independently of socioeconomic status – political equality may be promoted by benefiting the least advantaged.

The Courts and Political Speech Rights: A Comparative Study

This dissertation contends that to appropriately address the state of political equality and pursue democratic interest(s) in an increasingly commodified world, we must understand the more complex, socio-legal, and interdependent actions, actors, discourse, laws, and ideas which have grown increasingly important within campaign finance judicial out-comes, as these impact political equality and democratic governance. Consequently, this dissertation examines the largely underexplored factors that shape judicial outcomes and practical application of campaign finance policy which are explanatory of the distribution of electoral participatory power. This electoral participatory power is a key indicator of political equality in democratic nation states. The underexplored factors that I examine include corporate identity as an analytical concept and power resource, commodification of political speech, constitutional constraints, intergovernmental dialogue, regulatory ac-tors, and varied judicial and legislative commitments to democracy. To do so, the thesis utilizes and modifies insights from historical institutionalism, power resources models, neopluralism, and dialogue theory literature, to contribute to knowledge about how and why campaign finance policies and electoral participatory power of individuals, groups, and corporations have changed over time through judicial outcomes, practical administration, and related reforms. Through this demonstration, the analysis of this thesis opens up space to explore and identify sources and modes of gradual institutional change within the context of campaign finance judicial outcomes. Specifically, this thesis documents and critically examines the actions, actors, discourse, laws, and ideas which have permeated judicial conflicts in Canada and the United States over several decades and illustrates how they have determined the scope of corporate constitutional rights and freedoms, potential for money in politics, and the distribution of political equality in these two advanced democracies. / Dissertation / Doctor of Philosophy (PhD) / This dissertation examines the sources and modes of gradual institutional change within the context of judicial campaign finance conflicts and related reforms. It argues that the scope of corporate constitutional rights, the commodification of political speech, and the distribution of electoral participatory power are best understood through an analysis that utilizes and modifies insights from historical institutionalism, power resources models, neopluralism, and dialogue theory literature. To demonstrate this, this thesis critically examines the complex, socio-legal, and interdependent actions, actors, discourse, laws, and ideas which have grown increasingly important within campaign finance judicial out-comes, as these impact political equality and democratic governance. SKA VI PRATA OM DET? : En experimentell studie kring deliberation inom ramen för den kommunalpolitiska arenan.

Democracy in Sweden is facing a plethora of serious challenges. The ability of political parties to engage and activate non-political citizens have been greatly reduced over the last 50 years, meanwhile the risk of increased polarization the coming years is prominent and alarming. This essay attempts to combine modern representative democracy with the ideal of deliberative democracy. The aim is to investigate if deliberation can contribute to the solution of these problems. This is accomplished through a study inspired by James Fishkin’s Deliberative Poll. Local politicians in Sweden have been invited to answer a questionnaire after which they participate in deliberation before answering a second questionnaire. The difference in results between the two questionnaires are then compared to show the effect of deliberation. There is a clear visual difference between the politician’s answers in the two questionnaires. Nevertheless, this difference is only statistically proven in one out of the 22 tests that were run. Therefore, this study cannot draw any conclusions regarding the true effect of deliberation. Nevertheless, deliberation among local politicians in Sweden seems to be successful based on a visual comparison of the results from the two questionnaires and further study is deemed desirable.

<p>The aim of this bachelor thesis is to examine the current situation as regarding the political equality in Iran. The method of this reaserch is based on a single-case studie wich grounds in secondary sources. The analysis of this paper is based on fields that concern political equality which in this study will focus on the right to vote, candidacies in the parliament election 2004 and the presidential election 2005. A democracy theory by Jack Lively is used to analyze the political equality in Iran´s political system.</p><p>The Iranian regim is strongly criticized by the goverments in the Western world and NGO´s for the situation of the democracy and the human rights in the country. Despite the criticism, Iran still continues in the same political direction, although the democracy has gained a stronger role in the political sphere. Therefore in this paper I have examined if Iran´s political system is based on political equality. As the evidences show, the conclusion in this bachelor thesis is that the Iranian political system cannot meet all the criterions that are stated by Lively in the theory used and therefore political equality cannot exist in Iran´s political system.</p>

Evaluating lobbying in the United Kingdom : moving from a corruption framework to 'institutional diversion'

The lobbying of Parliament and the Government in the United Kingdom by wealthy or influential groups and individuals raises concerns about corruption and political equality. Professional lobbying is available mainly to those with significant resources and is often the most effective means of influencing decision-makers. Unchecked, it corrodes public trust in core public institutions. This thesis argues that the problems attending the lobbying of Parliament and Government in the UK need to be identified and understood more clearly so that targeted regulatory solutions can be determined. Currently, lawmakers, organisations and academics have struggled to propose clear pathways for identifying the main issues and understanding them. This is due to a failure to agree on the nature and scope of the central problems associated with lobbying, the relationship between them, and how they are relevant to the model of democratic government in the UK. To overcome this, an analytical framework called ‘institutional diversion’ is developed, tested and evaluated. The framework is developed from institutional corruption literature in the United States and is divided into three parts. Part 1 provides elements which help to identify specific lobbying concerns and provide a rich account of the underlying issues. Part 2 articulates a test to determine whether the identified problem in Part 1 causes a diversion from the purpose of the relevant public institution. It is argued that the critical purpose of decision-makers in Parliament and the Government is to ‘act in the public interest’ and that a diversion from that purpose can be tested using the two criteria of ‘integrity’ and ‘objectivity’. Further, it is not sufficient for a framework to simply identify and help to understand the concerns with lobbying. The logical next step is to identify solutions, and that process must also be rationally guided. Therefore, guidelines are developed from an analysis of an interview with the Registrar of Consultant Lobbyists in the UK conducted specifically for this thesis. The guidelines are intended to help future reform analyses by highlighting the practical and political restrictions within which solutions must be developed otherwise they will be unlikely to succeed.

Participating as Equals? : Disentangling the complex relationships between resources, incentives and political participation using Dutch panel data

This study investigates the driving forces of political participation in the Netherlands from a perspective of political equality. Following an article by Jan Teorell (2006) a procedural approach of political equality is examined by studying whether resources or incentives make up the primary driving forces of political participation. An equality hypothesis is derived from normative democratic theory perspectives of participation. The hypothesis is divided in two parts. 1a. and 1b. state that resources should have no direct impact on political participation and incentives should have a direct impact on political participation. Hypotheses 2.a. and 2.b. state that resources do not have an impact on incentives known to impact political participation and that incentives have an impact on resources known to impact political participation. The Dutch panel data LISS (Longitudinal Internet Studies for the Social Sciences) is used and cross-lagged effect models test the hypotheses. The panel data approach improves on previous research in that it ensures the correct temporal order of cause and effect. This helps us better understand the causal relationships at hand compared to previous cross-sectional approaches in the literature. This also enables us to disentangle the effects of all different factors on each other. The results show that while incentives do have some effect on political participation, resources remain significant when controlling for incentives. Furthermore, the results show that resources and incentives are tangled and have several reciprocal relationships with each other as well as political participation itself. In light of these findings, it is concluded that opportunities for political participation are not equal in the Netherlands, despite it being a least-likely case for political inequality. Additionally, the relationships between resources, incentives and political participation in relation to political equality are more complex than normally assumed in the literature.
