International multi-ethnic state-building through power-sharing arrangements: a comparative study of Kosovo and Macedonia

After the Cold War, international state-building has taken place in several countries as a response to ethnic conflicts. The dissolution of Yugoslavia was also characterized with ethnic conflicts, which ended after international interventions. The inter-ethnic violence destabilized the nexus between eponymous states, nationalizing states, and the minorities living in the latter. The international actors - primarily the EU and the US - involved in state-building saw consociational power-sharing arrangements as a key feature in multi-ethnic state-building processes, notably in post-war Bosnia, Kosovo, and Macedonia. Using Smith’s quadratic nexus and Germane’s “fifth element” as a theoretical framework, this thesis examines one segment of the nexus - the correlation of international relational field and national minorities relational field – in a ‘top down’ approach. Two central questions are asked: how have international actors influenced power-sharing arrangements in reaction to separatism; and how has the interplay between different ethnic groups from the same ethnic minority living in the same state affected power-sharing arrangements? These questions are addressed by engaging in a comparative case analysis of two ethnically divided states, namely Kosovo and Macedonia, having adopted consociational power-sharing arrangements under the international influence. The work in this thesis examines the international influence on power-sharing arrangements in reaction to separatism through three processes: international mediations, implementation of power-sharing arrangements into the constitutions and the functionality of power-sharing systems in practice. The thesis revolves around these central arguments: the role of international actors in reaction to separatism and the degree of local ownership in the drafting and constitutionalisation of power-sharing arrangements is reflected in asymmetric power-sharing arrangements between the two compared cases and on the functionality of the power-sharing systems; and, relationship between different groups of minorities from the same ethnicity living in the same state - “the sixth element” - has an impact on the functionality of power-sharing systems, giving rise to “the sixth element” as a new relational field within the quadratic nexus, proposed in this thesis.

Peacemaking for power-sharing : the role of kin-states

The thesis considers an understudied form of third party peacemaking, namely peacemaking interventions with kin-state involvement. The main research question this thesis seeks to analyse is how local actors, their kin-states and third party peacemakers interact within the context of a peacemaking intervention for power-sharing in deeply divided societies. The literature on third party peacemaking largely neglects the role of kin-states in peacemaking, while in the literature on power-sharing the role of external actors, including kin-states, remains understudied. This thesis aims to address these gaps by investigating the recent peacemaking interventions for power-sharing with kin-state involvement in Cyprus, Bosnia and Northern Ireland. The findings of the case studies are combined and assessed through the use of a five-level analytical framework, which includes the local actors level; the local actors-third party peacemaker level; the local actors-kin-state(s) level; the third party peacemaker-kin-state(s) level; and the kin-states level. The analysis identifies a number of conditions pertinent to each of these levels which affect peacemaking interventions for power-sharing in deeply divided societies with kin-state involvement. There are two main original contributions of this thesis to the above mentioned literatures. First, it proposes a typology of kin-state involvement in peacemaking, which categorises kin-state involvement into four roles: promoter; quasi-mediator; power-broker; and enforcer. Second, through the use of game theoretical analysis, more specifically a nested games approach, it illustrates how the interaction between local actors, their kin-states and third party peacemakers can be modelled in the context of a peacemaking intervention for power-sharing. The empirical and theoretical conclusions of this study indicate that kin-state involvement in third peacemaking interventions is more complex and fluid than widely assumed.

Historicising the state : social power and Ugandan state formation

This research employs a framework of social power, as coined by Michael Mann (1986; 1993), to understand the processes of state formation and development in Uganda. Using historical knowledge to understand the extent of social power relations in Ugandan society, the thesis assesses how these relations have shaped Ugandan state formation from the mid-1850s through to the present day. The research aims to bridge a gap between the discussions from African political theorists and historians and those of historical sociologists. It posits that state formation is a useful subject of study within the field of Development Studies, especially when it engages with historical empiricism. However, rather than providing a historically descriptive account of how the state formed, the research employs the theoretical framework of social power to guide the investigation of Ugandan state formation. Four units of analysis - ideological, political, military and economic sources of power form the basis of the approach. A historically and sociologically grounded analysis of the formation of the Ugandan state provides a contextually thick framework through which state development can be understood. By employing Mann's macro-historical sociological framework, this research aims to respond to calls not only for greater macro-theorisation, but also for history to be taken into account in development discourse. Unfortunately, the study of history and the use of historians' work is an investment of time which many development scholars struggle to afford There is an emerging critique that Development Studies scholars should not only acknowledge the historical processes underlying and framing their research, but that they should also actively engage with history to inform theoretical approaches to development. This thesis aims to demonstrate, from a historical sociology perspective, that history does matter for development and should, therefore, secure itself a place within the discipline, ensuring that Development Studies does include the study of social change in societies over long periods of time. Consequently, the analysis of this thesis argues that Mann's model of social power can cast light on development trajectories and specifically for the purpose of this study, on processes of state formation in Uganda.

O desenvolvimento dos pequenos negócios é condição fundamental para que esses objetivos sejam atendidos, pois são intensivos em postos de trabalho e estão em todos os municípios do país. A sociedade por meio do segmento das Micro e Pequenas Empresas prepararam uma proposta, amplamente discutida, tecnicamente elaborada e longamente negociada. A Lei Geral é o novo Estatuto Nacional das Micro Empresas e das Empresas de Pequeno Porte, Instituído pela Lei Complementar nº 123, de 14 de dezembro de 2006, vem estabelecer normas gerais relativas ao tratamento diferenciado e favorecido a ser dispensado às Microempresas - ME e Empresas de Pequeno Porte - EPP no âmbito dos Poderes da União, dos Estados, do Distrito Federal e dos Municípios. Esta Lei vai preparar o Brasil para uma política efetiva de apoio promoção do desenvolvimento, da competitividade e prosperidade. Unifica impostos e contribuição da União, de Estados e Municípios, dispensa o cumprimento de certas obrigações trabalhistas e previdenciárias, facilita o acesso ao crédito ao mercado, confere preferência nas compras públicas para as empresas de pequeno porte e estimula a inovação tecnológica, entre outros benefícios. A utilização do poder de compra governamental significa dar uma função econômica e social à demanda por bens e serviços da administração pública, potencializando o papel do estado como promotor de políticas redistributivas e indutor do desenvolvimento econômico. A atual perspectiva de alterações na legislação brasileira sobre compras governamentais, as análises das experiências internacionais e, principalmente, das experiências bem sucedidas de governos estaduais, corroboram para a viabilidade de se utilizar o poder de compra do Estado de Roraima como um instrumento alternativo na busca pelo desenvolvimento econômico sustentável das Micro e Pequenas Empresas. Através dos dados sobre as compras governamentais do Estado de Roraima, verificou-se que não existe uma política de incentivos para que as compras sejam feitas localmente. Poucas MPE‟s participam da vendas para órgãos públicos. Quanto à dinâmica interna das compras governamentais, apurou-se um elevado desconhecimento por parte dos gestores públicos sobre a importância e o papel que às MPE‟s exercem na economia do estado. Despreparo dos empresários sobre o tema “Compras Públicas” e o que a empresa precisa para participar das licitações. The General Law will prepare Brazil for an effective policy to support the promotion of development, competitiveness and prosperity. It will bring to society and especially for small businesses a number of improvements. The General Law unifies tax and contribution of the Union of states and municipalities, waiver of compliance with certain obligations and labor schemes, facilitates access to credit to the market, gives preference in government purchases for enterprises of small and stimulates technological innovation, among other benefits. The use of government purchasing power means a function to social and economic demand for goods and services of public administration, strengthening the role of the state as promoter of redistributive policies and inducing economic development. The current view of changes in Brazilian legislation on government purchases, the analysis of international experiences, particularly the successful experiences of state governments, support for the viability of using the purchasing power of the state of Roraima as an alternative in the search the sustainable economic development of Micro and Small Enterprises. Using data on government purchases of the State of Roraima, we found that there is no policy of incentives for the purchases to be made locally. Few MEPs participate in sales to public bodies. As for the internal dynamics of government purchases, it was found that there is no knowledge ignorance by public managers on the importance and the role of the MEPs in the exercise of the state economy. Unpreparedness of entrepreneurs on "Public Procurement" and that the companies need to participate in bidding. And yet a sense of small entrepreneurs of respondents, ahead of competitors that participate in sales to the government.

Informationsteknik och avvägningar mellan individens frihet och statsmakt : - En analys av svenska riksdagsdebatter

The main question in this thesis is what kind of considerations political parties in the Swedish parliament have made between individual freedoms and state power in matters concerning information technology. Hence, it relates to a central and never ending debate about the proper relationship between the individual rights of citizens and protection of their personal integrity vis-à-vis state power and the interest of society in general, and in particular how this is affected by the rapid development of information technology. Four cases of legislative processes about information technology are analyzed. These cases concern parliamentary debates regarding the secrecy act (sekretesslagen) in 1980 (first debate), three debates concerning the personal data act (personuppgiftslagen) in 1998-99, three debates concerning the surveillance and crime prevention act (lag om hemlig rumsavlyssning & åtgärder för att förhindra vissa särskilt allvarliga brott med mera) in 2006-07 and three debates concerning the national defence radio establishment act (FRA & lag om signalspaning) in 2007-09. An analytical model is developed that includes two ideal types, individual freedom and state power, for the study and categorization of the parties and their positions in each debate. Thus, parties are categorized according to their proximity to the ideal types. The study illustrates that the majority of parties have a tendency to compromise between values constituting the two ideal types; they choose a so called hybrid position in between individual freedom and state power. The exception to this pattern is the Green Party and the Left Party that tend to choose a position close to individual freedom. Three hypotheses are tested. The first implies that parties tend to position themselves in-between the ideal type positions of individual freedom and state power (hybrid positions). This hypothesis gets strong support as hybrid positions are the most common outcome. The second hypothesis infers that a party has a tendency to support state power when in government, but individual freedom when in opposition. This hypothesis also gets empirical support, as parties, when in government, tend increasingly to support values related to state power, but support is somewhat weaker than for the first hypothesis. Finally, the third hypothesis implies that September 11 2001 was a critical moment in relation to how parties deal with values related to individual freedom and state power, i.e. parties were expected generally to be more disposed to support state power after than before September 11. This gets some support as most parties show this tendency. In parliamentary debates after September 11 the Social Democrats, the Moderate Party and the Liberal Party have been more disposed to position themselves close to the value of state power. On the other hand, the Green Party and the Left Party have not changed their positons. One reason could be that neither of these two parties were in government during the studied years

Victims by default: producing asylum narratives of adolescent girls

This research focuses on unaccompanied or separated adolescent girls who have survived gender-based violence and have sought asylum in Greece. It seeks to explore the interpretations and identities that asylum and psychosocial professionals assign to the girls and to research whether and how the process of the asylum interview may shape the narrative of violence and victimhood of the girls and predefine their self-representation.  The research draws from different theoretical frameworks in exploring the power of the state as reflected in the official discourses on vulnerability and the legal processes of granting asylum; the stereotypical ideations of victimhood and the gendered character it often entails; the intersection of gender, age, migration, and the lived experience of violence.  Two methodological approaches are implemented; semi-structured interviews conducted with five professionals and autoethnography. The data from the interviews were thematically codified and analyzed, while the autoethnographic data fed the construction of two case studies. The recurring themes identified commonly shape a set of concluding remarks and make apparent the need for further research in the field.

Dependence of Reverse Leakage on the Edge Termination Process in Vertical GaN Power Device

Der Graben-Gate-MOSFET ist eine herausragende Bauelementarchitektur unter den vertikalen Bauelementen auf GaN-Basis, die derzeit für die nächste Generation der Leistungselektronik untersucht werden. Ein niedriges Reststromniveau im Aus-Zustand bei hoher Drain-Spannung ist für vertikale Transistoren von großer Bedeutung, da es ein entscheidendes Merkmal für eine hohe Durchbruchspannung und Zuverlässigkeit der Bauelemente ist. Die Drain-Restströme im Aus-Zustand haben ihren Ursprung in verschiedenen Quellen im vertikalen Trench-Gate-MOSFET. Neben dem Trench-Gate-Modul können auch die Reststrompfade an der trockengeätzten Seitenwand des lateralen Kantenabschlusses erheblich zum Drain-Reststrom im Aus-Zustand beitragen. In diesem Bericht wird der Einfluss jedes relevanten Prozessschritts auf den Drain-Reststrom im Aus-Zustand anhand spezifischer Teststrukturen auf hochwertigem epitaktischem GaN-Material, welche den lateralen Kantenabschluss des MOSFETs nachbilden, untersucht. Die elektrische Charakterisierung zeigt die Empfindlichkeit des Reststroms gegenüber plasmabezogenen Prozessen. Es wird eine Technologie der Randterminierung vorgestellt, die zu einem niedrigen Reststrom führt und gleichzeitig dicke dielektrische Schichten aus plasma-unterstützter Abscheidung enthält, die für die Herstellung einer Feldplattenstruktur über dem Kantenabschluss vorgesehen sind. / The trench gate MOSFET represents a prominent device architecture among the GaN based vertical devices currently investigated for the next generation of power electronics. A low leakage current level in off-state under high drain bias is of great importance for vertical transistors since it is a crucial feature for high breakdown voltage and device reliability. The off-state drain leakage originates from different sources in the vertical trench gate MOSFET. Besides the trench gate module, the leakage paths at the dry-etched sidewall of the lateral edge termination can also significantly contribute to the off-state drain-current. In this report, the influence of each relevant process step on the drain leakage current in off-state is investigated utilizing specific test structures on high-quality GaN epitaxial material which mimic the lateral edge termination of the MOSFET. Electrical characterization reveals the sensitivity of the leakage current to plasma-related processes. A termination technology is presented that results in low leakage current while including thick dielectric layers from plasma-assisted deposition as intended for fabrication of a field plate structure over the edge termination.
