studied to understand the competitiveness of companies. Accordingly, this study sought to
verify the influence of capabilities in the relation between strategy and operational
performance of the Brazilian automotive industries. The theory presented is based in authors
of Supply Chain Management, operations strategy and dynamic capabilities such as Teece
and Pisano (2003), Christopher (2003), Barney (1991), Ferdows e DeMeyer (1990) e Morash
(2001). This research was performed in two phases: The first phase, consisted of a qualitative
exploratory study, which main s objective was to deepen the understanding of the Brazilian
automotive chain, as well as to identify the competitive priorities as an element of fit between
second tier suppliers, first tier suppliers and OEMs, in the dyadic context. Data was collected
using in-depth interviews with five companies that were in the automotive sector. Data was
analyzed using content analysis, and it was verified that there were three common competitive
priorities among those companies: cost, reliability and flexibility. These competitive priorities
were then translated into strategies, capabilities and performance, concentrating the focus on
the automotive suppliers. The second phase of this research consisted of verifying the
influence of capabilities in the relation between strategy and performance. This phase
consisted of a quantitative exploratory research, that included a sample of 48 automotive
suppliers, whose respondents were managers of the operations, supply chain and procurement
areas. The data was treated using multivariate statistics, and revealed that capabilities in
general have a mediation effect in the relation between strategy and performance. It was
concluded that Braziian s automotive suppliers have their biggest focus in capabilities related
to processes (combination of resources and competencies) to influence performance. / O desenvolvimento de capabilidades como uma combinação da utilização dos recursos e
competências, tem sido objeto de estudos para compreender a competitividade das empresas.
Nesse sentido, este estudo, buscou verificar a influência das capabilidades operacionais na
relação entre estratégia e desempenho operacional das empresas da indústria automotiva.
Fundamentada, do ponto de vista teórico, em autores da gestão da cadeia de suprimentos,
operações, estratégias e capabilidades dinâmicas, como Teece e Pisano (2003), Christopher
(2003), Barney (1991), Ferdows e DeMeyer (1990) e Morash (2001), realizou-se um trabalho
de pesquisa composto de duas etapas principais. A primeira, de natureza exploratória do tipo
qualitativo, teve como objetivo aprofundar o entendimento da cadeia automotiva, bem como
identificar as prioridades competitivas como elemento de alinhamento (ou direcionador) entre
fornecedores, empresa foco e clientes, em contexto de cadeia de suprimentos diádicos. Foram
coletados dados, por meio de entrevistas em profundidade junto a cinco empresas
representativas da cadeia automotiva. Estes foram tratados pela técnica de análise de
conteúdo, revelando três prioridades competitivas comuns: custo, confiabilidade e
flexibilidade. As prioridades identificadas foram desdobradas em estratégias, capabilidades e
desempenho, concentradas nas empresas foco (no caso, empresas de autopeças). Assim,
seguiu-se para a segunda etapa com o objetivo de verificar, na empresa foco, a influência da
capabilidade na relação entre estratégia e desempenho. A pesquisa de natureza exploratória do
tipo quantitativo utilizou-se de uma amostra de 48 empresas de autopeças automotivas,
coletada junto aos gestores de operações, cadeia de suprimentos e logística. Os dados
coletados, tratados pela estatística multivariada, revelaram que a capabilidade tem um papel
mediador na relação entre estratégia e desempenho. Deste resultado pode-se concluir que as
empresas de autopeças focam em capabilidades relacionadas a processos (combinação de
recursos e competências) para influenciar o seu desempenho.

Text in Afrikaans / Die kerklike diens van genesing bet deur die geskiedenis uitgestaan as een van die aktiwiteite van die kerk van Jesus Christus wat vanwee verskillende redes voortdurend in die brandpunt was. Die afgelope dekades is gekenmerk deur die toename van gelowiges uit verskillende denominasies en groepe wat by die nadenke oor en beoefening van die diens van genesing in die kerk betrokke geraak bet. Die toename bet meegebring dat die kerklike diens van genesing op verskillende wyses (praktyke) beoefen is en dat verskillende redes as
regverdiging daarvoor aangebied is. Onderliggend hieraan le bepaalde teoriee waarvan die beoefenaars soms bewus was, en soms nie. Die huidige navorsing ondersoek die teoriee en praxes van verskillende genesingsbedienings binne 'n bepaalde akademiese en kerklike raamwerk. In die verband
is 'n vergelykende studie deur middel van 'n kwalitatiewe ondersoek na die werk van twee uiteenlopende instansies gedoen, naamlik die London Healing Mission ( wat onder toesig van die Anglikaanse kerk funksioneer en daarom 'n vaste tradisie bet), en die Vineyard Christian Fellowship van Boise, in die VSA, wat 'n jong gemeente is, en by die sogenaamde 'Third Wave' beweging inpas. Die teoriee en praktyk van elke bediening word in die studie ge!dentifiseer en met mekaar vergelyk. Uit hierdie vergelyking word verskillende gevolgtrekkings gemaak, onder andere oor die bestaansreg van die kerklike diens van genesing en die formaat wat dit behoort aan te neem. Sekere opmerkinge word op grond van die navorsingsresultate gemaak wat in die Pinkster, Charismatiese en Gerefonneerde kerke asook vir die kerk in die algemeen, van waarde kan wees.
Die navorsingsresultate word gebruik om 'n bedieningsmodel vir die genesingsbediening in die kerk te ontwerp. Die ondersoek word afgesluit met aanbevelings met die oog op moontlike toekomstige navorsing. / Throughout history the healing ministry has been one of the outstanding activities of the church of Jesus Christ which remained continuously and for various reasons the focal point of attention. The past decades were characterized by an escalation of believers from different denominations and groups who became involved in the meditation and practicing of the healing ministry in the church. This escalation has resulted in the healing ministry being practiced in multiple ways and various reasons being given as justification for doing so. This was done in the presence of underlying theories of which the practitioners were either consciously or subconsciously aware or unaware of. The present research explores the theories and practices of the healing ministry within a
particular academic and ecclesiastical context. A comparative study was undertaken by means of a qualitative investigation covering the work of two divergent institutions namely: The London Healing Mission (which is supervised by the Anglican Church and therefore has a specific tradition) and the Vineyard Christian Fellowship, Boise, USA, which is a 'new' congregation and fits in with the so called Third Wave movement. The theories and practices of both these ministries are identified and compared with one another. Various conclusions are reached through this comparison, referring amongst others to the healing ministry's right of existence and the format in which it should be practiced. Remarks that are being·made with regard to the results of the research should
be of value to the Pentecostal, Charismatic and Reformed churches in particular, but to the Church in general as well. These results are also used to design a ministering model for the healing ministry. Natural resource management and local knowledge in transition : an anthropological perspective from the Laka of MapelaEckert, Britta 12 1900 (has links)
This study sets out to analyse the relevance of cultural values and perceptions, which
form the basis of the "local knowledge" of grassroots people, in the natural resource
management of the Laka of Mapela who live in the former Lebowa homeland in the
Northern Province of South Africa. Due to the fact that political transitions affect the
traditional authority system, it further explores the role of traditional leaders regarding
control and decision-making over natural resources as well as the activities of
oppositional groups at local level, and their attitudes towards land tenure issues. Natural
resource management is approached holistically because, in grassroots perceptions,
the natural world does not "stand on its own" and is not dissected into manageable units
but forms part of a wider cosmos which is made up of human beings, nature and the
supernatural. A happy life of people, fertile soils and rich botanical resources are
inseparable from harmony in the cosmos. Misfortune, natural resource degradation and
scarcity are consequently explained with a state of flux, or imbalance, in these cosmic
relationships which have to be restored by people in order to survive. The general
conclusions suggest that these local perceptions of natural resource management
cannot be ignored from the development arena as well as by outside scientists and
practitioners. Rather, in order to develop more progressive approaches for sustainable
management in the former homelands, policies and plans have to be compatible with

Presented dissertation is focused on commercial suburbanization in terms of the Prague agglomeration specific aspects and assessment of some of its impacts on the affected locations. The aim is to identify local economic structures from the perspective of commercial suburbanization and assess their level of socio-economic significance in the suburban zone of Prague and their influence on the design of local medium-term priorities. This objective is further specified in terms of the five partial aims and five hypotheses. Monitored spatial units are analyzed at the level of municipalities, administrative districts of municipalities with extended powers and districts of Prague-East and Prague-West. The work represents the first comprehensive attempt to assess the extent of commercial suburbanization in the suburban area of Prague by using index methods. With the use of indexes, impacts of commercial suburbanization have been evaluated, especially the level of local action of companies and the formation of local markets in those local areas. The analysis shows that there is a greater degree of formation of local labor markets compared to rather negligible degree of formation of local markets of goods and services. Local economic structures continue to shape significantly in the regional centers of lower category rather than in the suburban zone of Prague. Following part of the thesis analyzes the socio-economic situation in the selected suburbanized municipality and reflection of key aspects of suburbanization in its medium-term development priorities and brings also a generalization of the findings. For the performed analysis, data from the author's own surveys and available statistical databases were used.

A la suite de beaucoup d’autres pays, ceux de l’Union économique et monétaire ouest africaine (UEMOA) ont adopté le système de gestion par la performance des politiques publiques. Il s’agit d’un système global qui inclut, en phase d’élaboration des politiques publiques – déclinées en missions, programmes et actions -, de reconnaître la contrainte budgétaire qui s’impose partout, de définir le périmètre de ces politiques, d’en dégager les priorités et d’envisager leur exécution dans un cadre pluriannuel. En phase d’exécution, la gestion par la performance implique d’accorder plus de liberté aux gestionnaires, notamment dans l’utilisation des ressources tant humaines que matérielles. En contrepartie de cette liberté, se trouve la responsabilité des gestionnaires. En phase de contrôle enfin, la gestion par la performance suppose la modernisation des contrôles a posteriori traditionnels par leur inclusion dans les contrôles préventifs managériaux que sont le contrôle interne, le contrôle de gestion, l’audit. Elle suppose enfin un usage plus systématique de l’évaluation. / Behind many of other countries, those of the West African Monetary and economic Union adopted the management by performance system. It’s a global system of management of public policies, which come in missions, programs and actions. It includes, in the stage of public policies elaboration, to recognize the budgetary restriction which imposes up on everywhere and to specify the framework of these policies and to draw priorities and to consider the long term basis for their execution. The system supposes, in the stage of accomplishment, to grant freedom to managers, particularly in their use of the means, what implies, in return, their accountability. At last, the system supposes, in a third stage, a systematic use of internal control and audit and evaluation.

Alignment of Gauteng Provincial Legislature oversight function with constitutional mandate and provincial priorities for service deliveryKhota, Khaled 11 1900 (has links)
This study investigated the alignment of the oversight function conducted by the Gauteng Provincial Legislature (GPL) with the constitutional oversight mandate and with the service delivery priorities for Gauteng. The Gauteng Provincial Legislature adopts 5-year strategic plans at the beginning of each Political Term of Office to execute its mandates of oversight, law making, public participation and cooperative governance.
Since all functions of the legislature emanate from these strategic planning documents, and if such 5-year strategic plans are aligned to the legislature’s mandate on oversight and to the provincial priorities for the province, it can be deduced that the resultant oversight function conducted by the legislature will similarly be aligned. This alignment between the oversight function of the legislature and the constitutional mandate on oversight, and between the oversight function of the legislature and the service delivery priorities for Gauteng is essential to promote implementation, performance and ultimately, the actual service delivery by the executive in a manner that is similarly aligned with the constitutional oversight mandate and the service delivery priorities for Gauteng.
By using a qualitative approach, the study has shown that this alignment is inadequate. While there was sufficient alignment between the oversight conducted by the GPL and the Constitutional oversight mandate, there was inadequate alignment between the oversight conducted by the GPL and the service delivery priorities for Gauteng.

The focus of this research is to understand the relevance of the Human Resource Development Strategy for the functioning of South African Public Service and its implications for the Emerging Management Development Programme (EMDP).
One of the main challenges of the Human Resource Development Strategy (HRDS) is its translation into well designed training programmes that are aligned with the goals and objectives of the strategy. The Emerging Management Development Programme (EMDP) is meant to be the translation and interpretation of the HRDS for public sector training and development on emerging management level.
The intention of this study is to evaluate, analyse and understand the alignment of the EMDP with the Human Resource Development Strategy for the South African pubic service and subsequently suggest proposals for the possible improvement of emerging middle management development.
The objectives of the research will be stated in the form of two critical questions:
What are the main directives in the Human Resource Development Strategy for the Public Service regarding management development in general, and the gaps in the design and development of the Emerging Management Development Programme (EMDP) in particular?
How does the design and development of the current EMDP meet the strategic vision for management development as envisioned in the Human Resource Development Strategy for the Public Service?
The research methodology applied in this study, is a qualitative research approach. This approach focuses on phenomena that occur in natural settings, i.e. in the real world and involve studying those phenomena in all of their complexity which is used to gather data. This data is preserved in descriptive narratives. A qualitative research approach also uses mainly the constructivist-interpretive perspective.
The key finding is that as much as the EMDP is comprehensive, it is however not yet aligned with the Human Resource Development Strategy of the South African Public Service. The recommendation is that the conversion of the objectives of HRDS-SA into the learning outcomes of the EMDP in order to provide a framework for a comprehensive base of competencies that inform the curriculation of the EMDP is important. This will ensure that the learners are able to benefit from a multitude of skills development activities in the programme and, in so doing, render them more purposeful to improve their impact on the skills challenges of the country. / Public Administration and Management / M.
