Previous issue date: 2016-12-14 / A necessidade de efetividade das ações da Administração Pública na consecução de suas funções e atividades tem ganhado crescente relevância no cenário nacional e internacional, uma vez que representa uma resposta às urgências da sociedade quanto à falta de eficiência e eficácia na adequada aplicação do recurso público. Diante de uma série de demandas complexas de uma sociedade em constante mudança, a existência de mecanismos eficientes de planejamento, controle, direção e execução da Gestão Pública tornam-se cada vez mais necessários. Considerando-se que a Gestão Pública Municipal é realizada majoritariamente a partir de projetos, e que estes projetos para serem bem desenvolvidos deverão ser geridos por organizações gerencialmente maduras, propõe-se apresentar neste trabalho um modelo próprio para avaliar a maturidade do Gerenciamento de Projetos em secretarias municipais. Para a concepção do modelo foi desenvolvida uma pesquisa bibliográfica, através da revisão sistemática e comparação entre modelos de maturidade já existentes. Como resultado, foi desenvolvido o Modelo de Maturidade em Gerenciamento de Projetos em Secretarias Municipais, o MMGP-SM, cuja finalidade é avaliar consistentemente as boas práticas em Gerenciamento de Projetos nas secretarias com padrão conceitual orientado a pessoas e processos e cinco níveis da maturidade relacionados a oito dimensões de análise. Além disto, o modelo permite a construção de um plano de ação que identifica de onde devem partir as ações para a evolução na gestão dos projetos nas secretarias sob estudo. O modelo foi avaliado através de sua aplicação na Secretaria de Administração do Município de Sumé - PB, em um estudo de caso de natureza exploratória e descritiva com abordagem qualitativa. Os resultados demonstraram que a Secretaria está no Nível Conhecido de maturidade, isto é, o Gerenciamento de Projetos é conhecido, porém ainda não existe naquele setor um sistema de boas práticas de gestão implantado. Dos resultados obtidos na avaliação de maturidade da Secretaria, foi desenvolvido um Plano de Desenvolvimento em Gerenciamento de Projetos organizado nos padrões do PMBoK® dividido em duas fases, um Plano de Curto e um Plano de Longo Prazo, com crescimento misto dos níveis, cujo objetivo é elevar no prazo de dois anos e meio a Secretaria Municipal de Administração para o Nível Otimizado de maturidade. / The need for effectiveness on the actions of Public Administration in developing its functions and activities has gained increasing importance in national and international scene as it represents a response to the urgent needs of society on the lack of efficiency and effectiveness in the proper application of public resources. Because of a series of complex demands of an ever-changing society, the existence of efficient mechanisms for public management planning, control, direction and execution has become more necessary. Considering that municipal public administration is mainly carried out from projects, and these projects to be well developed should be managed by mature organizations, we present in this research a specific model to assess Project Management maturity in municipal departments. Systematic review and comparison of existing maturity models were used in order to design the model. As a result, the Modelo de Maturidade em Gerenciamento de Projetos em Secretarias Municipais - MMGP-SM was developed with the purpose of consistently evaluate the use of Project Management good practices in municipal departments with a conceptual approach oriented to people and processes, and five levels of maturity related to eight dimensions of analysis. In addition, the model allows the construction of an action plan that identifies where actions for the development of Project Management in municipal departments should start. The model was evaluated at the Administration Department of the town of Sumé – PB in a case study of descriptive and exploratory nature with a qualitative approach. The results have demonstrated that the Municipal Department is in the Known (Conhecido) maturity level, that is, the subject Project Management is known, but there is not a system of management good practices implemented yet. The results obtained in the Department evaluation of maturity were used to construct a Development Plan on Project Management based on PMBoK® standards, divided into two phases, a Short-term Plan and Long-term Plan, with mixed growth of levels, in order to raise within two and a half years the Administration Department maturity
to the Optimized (Otimizado) level.

Background. Management is an essential factor in any organization let alone its kind and size. Project management is the art and science of planning and implementing a project to achieve the desired outcome. Project Management (PM) plays a crucial role in businesses which are bound to function in a team-based environment regardless of the type of business. Although a variety of project management practices are employed in different kinds of industries, it is well understood that the style and level of employment of these project management practices have a significant impact on the project success. The software engineering industry has its own project management practices and the employment of these practices depends on the project manager who thus plays a key role in project management. Project manager has been a ubiquitous feature of traditional software projects. Project managers are a merger of personal characteristics and areas of competency that act together to integrate the various components of a project. In this study, the author discusses about the concept of software engineering management, various characteristics and key competencies of a project manager and also the factors influencing the overall success of a project. The authors also discuss about the current state and importance of PM education and its influence in the real time industry. Objectives. This research study is to analyze and make conclusions about the ideal features of a project manager and therefore attempt to understand its association with critical factors of PM for a project’s success in terms of delivering the product as scheduled and also understand various non-PM factors that are critical for project success. The study also attempts to show the significance of studying PM specifically in the context of Software Engineering as different from other contexts and the importance of PM education in academics and teaching PM in the industry. Methods. To achieve the objectives of this research, we attempt to study project management in the context of Software Engineering by conducting a literature review followed with a descriptive Survey as our research methods for this study to show how far literature complies to the present-day views and overall form a common opinion on this subject by comparing both the findings. Results. The results yielded by conducting a literature review conclude that Project Management or Software Engineering Management plays a vital role in software projects. Various factors that contribute towards successful project management were identified. Also, relevant literature was reviewed to identify the characteristics and competencies of an effective project manager and the status of project management education in academics and in the software engineering industry. The results obtained from the literature review were used in designing a survey and were further used to compare with and validate the results of this survey. A thorough analysis of these results yielded in capturing the current status and views with a snapshot of the situation in the present Software Engineering industry. A clear view on the subject area and results from a sample population of 73 software engineering professionals consisting of up to 41 experienced managers were analyzed, commented and documented. Conclusions. Various conclusions were drawn including discussions on the compliances and contradictions between present literature and software professionals in the present industry have been made. It was found that the majority of software professionals believe that project management in software engineering is unique from project management in other disciplines. It was found that professionals believe project management to be highly to very highly crucial for the overall success of software projects and that the most important key factors for successful project management were team motivation, communication and risk management. It was found that ‘Ability to foresee a problem’, ‘Decision making’ and ‘Inspires a shared vision’ were among the top three characteristics and ‘Team management’, ‘Leadership’ and ‘Ability to work under pressure’ were among the top three competencies of an effective project manager. It was found that managers feel the need to be taught about project management standards and that the ‘PMBoK’ and ‘ISO 9001’ were the most popular standards implemented. It was found that there are very contrasting views among companies on training project managers before promoting them to managerial positions whereas managers expect to be trained. 'AgiLean PM' : a unifiying strategic framework to manage construction projectsDemir, Selim Tugra January 2013 (has links)
A challenge in Lean Construction is how to make it applicable when there is a high degree of complexity and uncertainty. In many construction projects there are changing project requirements, unique products and a need for actions that are highly focused on meeting customer/client expectations. Such scenarios require management methods that are characterised by being flexible and able to react to change. The aim of this thesis is to introduce a method that has such characteristics. Project Management, Lean and Agile paradigms are merged through the application of the fission and fusion approach of nuclear physics. This research is facilitated through a sequential explorative method. In the first instance, interviews with 22 practitioners in the fields of construction project management, Lean and Agile have been conducted. Then a quantitative self-administered questionnaire with 213 useful responses has been utilised to validate the transferability of the interview findings. It is concluded that Lean is not ideally suited to dealing with the dynamic nature of construction projects. Agile methods, which were developed to cope with the high levels of uncertainty inherent to IT projects, are more flexible and able to react to change. Hence utilising Agile-based methods might be the key to the successful utilization of Lean in construction. Therefore a management method based on combining Lean and Agile approaches has potential. Such an approach needs creative thinking to develop a solution that is different to that of “Leagile”. Leagile uses Lean and Agile methods in the execution phase sequentially, through using a decoupling point model to separate the two. This thesis introduces a new paradigm in which such a decoupling or separation does not take place. Rather, project management, Lean and Agile have been merged together to develop a new holistic and strategic framework. The paradigm presented in this thesis is termed “AgiLean Project Management”.

A implementação e operação de um Escritório de Gerenciamento de Projetos (Project Management Office - PMO) requerem mudanças organizacionais, em especial quanto ao modo como a empresa planeja, executa e controla seus projetos. As empresas modernas, inseridas em um mercado de grandes transformações e de competição, não conseguem dominar toda a cadeia de suprimento das competências necessárias ao desenvolvimento de seus projetos, por conseguinte dos produtos entregue aos seus clientes. Diante disso, há uma importante constatação quanto ao crescimento da utilização de recursos externos, mesmo em áreas consideradas estratégicas. Este projeto de pesquisa busca compreender os mecanismos que influenciam na tomada de decisão para adoção de conceitos de serviços de outsourcing em atividades relacionadas às competências organizacionais, em especial na operação dos PMO. A pesquisa é um misto de confirmatória e exploratória, tendo o survey como método utilizado, pela coleta de dados através de um questionário auto-administrado pelos respondentes, hospedado na internet (web-based). A população da pesquisa são empresas industriais e de serviços que atuam no mercado brasileiro. Para análise dos dados foi utilizado o tratamento estatístico não-paramétrico e aplicados testes de independência em tabelas de contingência. O resultado do trabalho, com 78 casos válidos do survey, indica que apesar de não poder-se estabelecer uma relação entre o posicionamento das competências do PMO, em ser realizada por fornecedores externos, com a percepção dos clientes, os casos empíricos demonstram uma forte tendência de que as competências do PMO sejam realizadas por recursos internos da organização. Na mesma linha, não se pode estabelecer uma relação positiva entre a cultura de serviços externos praticada pela organização e a possibilidade de utilização desse modelo (outsourcing) para a operação do PMO. A despeito das limitações do projeto de pesquisa, fica claro que a realidade das organizações é um tanto complexa e, portanto, reafirma-se a necessidade de imprimir um desenvolvimento constante à área de conhecimento e de recursos relacionados às competências organizacionais em gerenciamento de projetos, e de seu modo estruturado, através de seus PMO. A conquista dessas competências, ao tempo desejável para o posicionamento da organização na luta por seu espaço e sobrevivência, por certo que passa pela utilização de recursos externos, para que seus preciosos recursos especializados se dediquem àquilo que é o seu núcleo de competências, que está ligada a sua identidade. Assim, cabe indicar as crenças no desenvolvimento e aperfeiçoamento de teorias que contribuam para a compreensão e devida intervenção sobre a realidade das organizações, indicando possíveis cenários e meios para superação de desafios presentes. A contribuição do desenvolvimento deste trabalho de pesquisa é oferecer uma abordagem teórica para a compreensão do processo de identificação do posicionamento do PMO em termos das competências organizacionais pela aplicação de outsourcing, como uma alternativa viável para a operação de PMO. / The implementation and the operation of Project Management Office (PMO) involves organizational changes, in the way how the enterprise plans, executes and control its projects. The modern enterprises, which were put in a market of big transformations and competition, cannot dominate the whole chain of supplies for its costumer products and services. Considering all that it is possible to observe a important growth in the use of services executed from external resources, even in areas considered strategic. This research project intends to understand the mechanism which can influence the decision to take on services of outsourcing in activities related to organizational competences. The type of research is a combination of confirmatory e exploratory, and uses a web based survey for the collection of data. The project is designed to enterprises which work in the brazilian market. It was used the practical nonparametric statistic of data, by independence test in the r x c contingence table. The research showed that, in 78 of the survey valid cases, the utilization of PMO in organizational competences comes from the organization\'s internal resources. In the same line, still based on the research, it is possible to conclude that it is unlikable to establish a positive relation between the culture of external services used by the organization and the possibility of utilization of the outsourcing model to the operation of PMO. In spite of the limits that appeared in the research project, it is clear that the reality of the organization is very complex, and therefore, confirm the need of showing a constant development of the knowledge area and the resources related to the organization\'s abilities in project management, and of its structured mode, using its PMO. The achievement of these abilities, at the desired time for the organization\'s positioning in the fighting for its survival in the market, definitely make use of external resources to dedicate its precious specialized resources to its core competence, which is connected to its identity. In this way, it is possible to indicate the belief in the development and the improvement of theories that can contribute to the understanding and the necessary interventions in the reality of the organizations, showing possible situations and ways to solve the present problems. The contribution of this research assignment is a theoretical approach to a better comprehension of the identification process of PMO positioning in terms of organizational competencies by the application of outsourcing as a possible alternative to the operation of PMO.

Syftet med uppsatsen är att ge en bild av hur generella projektledningsmetoder används inom reklambranschen. Vi ville undersöka vilka aspekter av projektledningen som kan påverkas av de speciella förutsättningar som finns i reklambranschen. Varje reklamprojekt innehåller en skapandeprocess, och vi ville se hur sådant påverkar projektledningen. Vi sammanställde först ett antal generella projektledningsmetoder för att få en teoretisk bild av hur projekt kan bedrivas. För att ge läsaren en inblick i reklambranschen och hur reklam skapas, beskrev vi även reklam ur ett teoretiskt perspektiv. Med utgång från vår teori, genomförde vi en kvalitativ studie av sju reklambolag i Karlstad. Vi gjorde djupintervjuer med en projektledare från respektive byrå, under vilka de fick beskriva sitt projektarbete. Det empiriska resultatet från intervjuerna jämfördes sedan med den teori som låg till grund för undersökningen. Undersökningen visade att reklambyråerna i stor utsträckning använde sig av projektledningsmetoder, i vissa fall utan att de själva var medvetna om det. Förstudien är inte särskilt omfattande från byråernas sida. Det är istället kunden som genomför det mesta av det arbete som vi skulle kalla förstudie. Planeringen av den kreativa arbetsprocessen var i de flesta fall så ostrukturerad som vi på förhand trott. Vi märkte även från vissa byråer en ovilja att strukturera planeringsarbetet, något som verkade bero på branschtraditioner. Efter att planeringen för projektet är gjord och idén tagits fram, har reklambyråerna ofta en produktionsledare som styr genomförandefasen. Projektledarna har då en marginaliserad roll, vilket är en skillnad gentemot gängse metodbeskrivningar inom akademin och näringslivet. Även om det fanns brister i planeringsarbetet, hade byråerna väl utarbetade rutiner inom andra delar av projektarbetet, framförallt för acceptansproceduren mellan byrå och kund. Byråerna visade genomgående brister när det gäller rutiner för erfarenhetsutbyte mellan projekt. Slutrapporter skrivs inte, och lärdomar stannar därför hos dem som deltagit i det specifika projektet. Det riskerar att göra reklambyråerna beroende av att medarbetare stannar inom företaget. / The purpose of this essay was to study to which extent project management methods are used in advertising projects. We wanted to investigate which aspects of project management can be affected by the special conditions characterizing the advertisement business. All advertising projects demand a process of creation, and we wanted to see how that can affect the project management. In order to create a picture of how projects can be run from a theoretic point of view, we made a compilation of a number of general project management methods. To give the reader an insight in the advertisement business and in how advertisement is produced, we also described advertisement from a theoretic point of view. With our theoretic view as base, we carried out a qualitative study of seven local advertising agencies. We made in-depth interviews with project managers from all seven agencies respectively, during which they described their project processes. The empirical result from the interviews was then compared with the theories that formed the basis of the study. The study showed that the advertising agencies to a great extent used project management methods, in some cases without themselves being aware of it. The agencies’ feasibility study is not especially comprehensive. Instead it is the clients that perform most of the work that we associate with feasibility studies. The planning of the creative work process was in most cases as unstructured as we had expected. We also noticed unwillingness from some agencies to make the planning process more structured, something that seemed to be due to business traditions. After the project planning is done and the idea for the campaign has been developed, the agencies often have a production manager to control the project execution phase. During the execution phase, the project manager has a marginalized role, something that differs from an academic view of project management. Even if the agencies had deficiencies in their planning processes, they had well elaborated acceptance procedures. All agencies lacked routines for exchange of experience between projects. Final reports are not written, and lessons learned stay within the project team. This leaves the success of the agencies depending on their co-workers staying in the company.

This thesis's aim is to get a reader familiar with modern methods and techniques of agile project management. A short excurse into the history of project management will be provided as well as the galloping development of this area will be described. In the next part of this thesis we will focus on agile methods especially on the extreme project management, which is the main point of this thesis. For the adumbration of differences between classical and agile techniques, the PMBOK and PRINCE2 were chosen as a representative of classical techniques. Among agile methods extreme project management will attract our attention the most. This comparison will be a bridge between these two worlds, respectively between two different points of view on project management. For illustration of extreme project management, we will touch the extreme programming, however this thesis's aim is not only this programming technique, but is its integral part. Based on the information stated above, we can anticipate that we'll be focusing at the development of information systems. The reusult of this work should be a guide to a manager who reconsiders, or is forced to, a change towards the implementation of agile methods in the rigid environment. The reader should find in this compressed form which will be the embochure of the topic. Last but not least, it should be a compass in the agile management area.

The current trend in project management is the ability to use the talent of project manager without the need to hold the position long term in the organization. In analogy to model anything as a service the concept of project management as a service was created. Since this concept is relatively new the definition is not yet formally introduced in specialized methodologies standards and norms. Mentions of Project Management as a Service are mainly in analytical articles, interviews and trends of expert web portals and magazines. The objective of this work is to introduce the topic of project management including related terms and identify possible definition of Project Management as a Service. Another objective is to define project management services, which can be converted into a model Project Management as a Service. Constructed theoretical definitions and designed services are presented to respondents engaged in project management in multiproject environment of large companies in the practical part of work. The semi-structured interviews with the aim of validation of the accuracy and suitability of these theories are conducted subsequently.

Software development projects often fail. Recently the agile software development frameworks have been massively adopted and used to overcome the root causes of the project failure. The use of the agile frameworks results in the more successful delivery of smaller software development projects. Companies however implemented in the past many generic project management frameworks and still use them to manage the full portfolio of their projects especially the medium and large software development projects. In such cases the agile development teams are organized in projects that are managed by project managers according to these generic project management frameworks. Both these frameworks must be analysed and tailored carefully to be successfully applied together. The objective of this dissertation thesis is to design the agile software development project management framework based on PRINCE2 and Scrum frameworks. The benefits of this new framework are the enrichment of the simple agile framework Scrum by project management elements and the enrichment of the generic project management framework PRINCE2 by the agile principles and agile team management practices. The first part of the thesis is focused on the analysis of project management and agile development frameworks. The main focus is on the current usage, the measurement of the project success and the identification of problems that the projects face to. Prior to the design of the new framework the research was executed in the global company to discover the specific problems in software development projects and to measure the actual project success rate. The framework is then designed in the next part. The framework was successfully implemented in the same global company and the project success rate was again analysed. The result is positive and the implementation of this framework resulted in the improved project success rate. Also two additional case studies were conducted to check the viability of the designed framework.

The combination of which creates an e-commerce system. The solution to the problem of managed change is to develop proposals and plans that will serve to implement the project itself and reduce the risk of failure of the change in the company. For planning and managing the project will be used Microsoft Project Professional 2016 as a software support.
