Analýza postavení zámořských území členských států EU v rámci jejich mateřských zemí a financování rozvoje těchto regionů ze strukturálních fondů EU / Analysis of role of the EU outermost regions within their country and within their development funding from EU Structural funds

The aim of the thesis is to identify basic characteristics related to position of the outermost regions of the member states of the EU within EU development policies. These regions are evaluated from the point of view including allocated funding within Structural Funds (SF) and European Structural and Investments Funds during the programming periods of 2000-2006, 2007-2013, and 2014-2020, content of the operational programmes, and basic economic indicators. The outermost regions shows lower values of GDP per capita than European regions of the same country while showing higher allocated funding per capita than the European regions of the same country. The outermost regions also shows constantly growing GDP per capita at least from 2000 while the SF and ESIF allocated funding for the regions decreases. These findings are predictable. Interesting finding is that while the regional GDP of the outermost regions increases investments efforts do not shift towards soft projects. The investments efforts show steadily hard project implementation activities and increasing ratio of environmental projects, which are mostly hard projects. This finding creates space for improving concept of more developed regions focusing of soft projects and less developed regions focusing on hard projects.

Plánování nákladů PPP projektů v České republice / Cost planning of PPP projects in the Czech Republic

English The thesis explores the topic of cost planning of Public-Private-Partnership (PPP) projects in the Czech Republic, especially with respect to institutional settings and road infrastructure. First, the PPP concept is introduced from a theoretical perspective and compared to traditional public procurement. Then the financing of PPP projects is discussed in the context of project finance and the European PPP market. The main part of the thesis focuses on public procurement of road infrastructure and the advantages of the PPP organizational structure. Initially, flaws of the procurement institutions are identified and a number of solutions suggested. The solutions cover four main areas: improvement of procurement laws, better qualifications of public officials, strategic planning of needed roads and asset management perspective on the existing infrastructure. The question whether Czech institutions are hindering the potential of PPP projects is answered positively. Follows a thorough empirical analysis of a World Bank PPP model for highways through a Monte Carlo simulation. A particular case of R35 motorway is evaluated as a PPP project and key drivers of public and private NPV are identified and compared across three different scenarios. Title: Project "Sporting Kid" Aims: The main goal of this Theses is to introduce the decade of operation of the project "Sporting Kid", to define the function of sport projects for children with respect to the personal development of children of preschool and school age and to assess the development and further possibilities for enhancement of this Project. Methods: In our work we used the methods of description, analysis and comparison. We used the description method to review the scientific literature related to the characteristics of preschool and school age, characteristics of physical activities, management, marketing, instructors work and communications. The method of analysis and comparison was applied to evaluate the functioning of project "Sporting Kid". Results: Based on the scientific literature research and the evaluation of the functionality of the project "Sporting Kid" we found that this project is viable and promising in terms of access to the natural motion development of children, in terms of the motivation changes during the functioning of the project, as well as in financial terms according to organizers requirements. The master thesis is concerned with the problems of the impact of additional taxation on economy and effectiveness of photovoltaic projects in the Czech Republic. Additional taxation applies to revenues coming from selling the electricity made by photovoltaic power plants between 2011 and 2013. The first part describes the theoretical factors influencing the methods of assessing the effectiveness of the investment project. At the beginning of the second part, the legislative background of renewable energy projects in the Czech Republic is described. All the factors influencing the effectiveness of the photovoltaic projects are reviewed; followed by the discussion of methods for assessing the effectiveness of the photovoltaic projects. At the end of the thesis the impact of additional taxation on the effectiveness of photovoltaic projects is assessed and compared between different sizes of projects.

The thesis focuses on optimisation of project management methodology and tools in a small company, engaged in development of enterprise software. The company is facing major challenges, resulting in frequent failure to comply with projects deadlines and costs. The introductory theoretical part presents some possible approaches to solving these problems. These are based primarily on the most popular methodologies and research of various authors. There are three objectives in the practical part. The first one is to analyse the current state of project management area in the company. To fulfil this objective, several analytical methods were used, alongside with the measurement of the maturity of processes using CMMI models. The output of this part is used for identification of major problems related to project management. The second objective is to choose the most suitable methodology for project management optimization. The next part focuses on selection of supporting software tool. The third objective is to present a proposal of changes to the current corporate project management methodology, processes and tools, based on the identification of major problems. The final part presents the schedule of implementation of the proposed changes.

This thesis analyzes the effectiveness of public spending on defense research and development (hereafter R&D) financed from the state budget in chapter of the Czech Ministry of Defence. I evaluated the spending effectiveness based on usability criteria and based on my own evaluation criteria. The findings prove the spending on defense R&D to be ineffective as the effectiveness coefficient resulted to be only 51%.

This thesis describes in depth what the steps for a successful business project are: from an idea to its implementation. Every business project may be regarded as an investment. I followed the institutions involved and then the instruments needed, but the next logical step in order to complete the picture would be the human factor. Because all the knowledge base on how to support the mission (idea and its goal), how to manage the project, and what kind of players to involve in the end is executed by people. Humans are incapable of predicting the future, but are perfect in adapting to new realities. Similarly, no capital budget can be perfectly coinciding with expected performance. No matter how many times the facts are checked the perfect balance is lost with time. My goal with this topic was to show that in order to bring business value and competitive advantage, good knowledge of the processes and methods is paramount. Careful planning and execution can bring in synchrony idea, raising capital, risk management, capital budgeting and execution close enough, so that in the end a business project may be titled successful.
