Thesis topic is "The readiness of primary school educators in teaching of the protection of the population in the district Tábor, Soběslav" brings the insight to the protection of the population at the elementary schools in the cities named above. The theme of thesis I chose due to my long experience with education and protection of the population. For many years I have been providing courses and lectures in the field of protection of the population, and then I started to teach first aid. Currently I prepare and provide educational programs for children, youth and adults in the area of civil protection and behavior in different emergencies. Children, youth even adults have lack of knowledge in this issue which I noticed during to my training programs. I am also teaching staff so tried helped to teachers. The purpose of this thesis was to find out readiness of teachers in the area of protection of the population and how their experiences are forwarded to pupils. Readiness of teachers at elementary school is very important. In most of the time it is pupil´s first time and sometime, unfortunately, last time they encounter with theoretical part of protection of the population in education. The aim is to determine the current situation of preparedness of teachers in the area of protection of the population in particular area. Thesis should be feedback of published manuals, methods of work of teachers with experts and professional from the Ministry of the Interior of the Czech Republic, as well as others. The thesis is divided into theoretical and practical part. Theoretical part is based on literature, internet resources and legislation related to protection of the population and pupils at the elementary schools. In the first part I focused on the basic terms related to protection of the population. International humanitarian law in relation with protection of the population is described in the next part. Also historical context in the Czech Republic is mentioned. Other parts give insight to legislation related to the protection of the population; concept of protection of the population in the Czech Republic also integrated rescue system of the Czech Republic and important tasks of its main parts are mentioned. Also basic tasks of protecting of the population are described. The last theoretical part is focused on training and education related to the protection of the population in the Czech Republic and its possible future evolution. Two hypothesis and research methodology were specified in the first part of the practical section. Evaluation of research of teaching staff and pupils of primary schools is described in the following section. The chapter "Discussion" deeply describes the results of the research and hypotheses. Both hypotheses were verified and accepted. The aim of the thesis and research was to compare the readiness of teachers at chosen elementary schools in the field of protection of the population and how their experiences are forwarded to pupils. The result is a confirmation that teachers at the chosen elementary schools have readiness and sufficient knowledge in the area of the civil protection. The thesis is primarily intended to representatives and teachers of involved schools such as to improve teaching of protection of the population. The results will be provided to interested ministries.

After the Velvet Revolution in 1989, the national defence education program was terminated. Since it played an important role in the education of the population it was eventually restored in 2003 at primary and secondary schools when a general education program of national defence was introduced. The extend of the education was agreed for 6 hour per year, however, it was not clear in which school subject this matter should be addressed. Since then the government succeed in issuing several conceptual guides describing the outline of the education for both pupils and teachers. The guarantor of the program became the General Directorate of Fire Rescue Service of the Czech Republic, who publishes a large number of training documents. Soon after, the issue is also dealt by the civilian sector that gradually increases numbers of manuals and textbooks focusing on the theme of population protection. Consequently in 2012, they succeed in introducing a compulsory subject called "Human Protection in Emergency Situations" at pedagogical faculties. These progressive measures target to improve a teaching methods and a general education at primary and secondary schools in the area of population preparedness to deal with an emergency situations such as floods or hazardous substances leakage from threatening factories. This work focuses on a level of preparedness of students and teachers in a primary and secondary schools, which are located in areas with a thread of leakage, conflagration or possible explosions. The first theoretical part focuses on the history of a protection of a population in the world and consequently in the Czech Republic. History significantly affects this area. Therefore a considerable portion of a theoretical part has been dedicated to it. In the next section the impact of the current legislation laws to protect the population have been analysed. This analysis focuses especially on laws which are most vital for this field. Following section points out, which governmental and non-governmental institutions have the highest responsibility for the primary and secondary education, the level of population preparedness and the knowledge in the area of the studied subject. The last part of the theoretical work analyses the environment in which the sociological research had been conducted. It contains more information about schools in which the survey had been performed by means of questionnaires. The main purpose of this chapter is to point out the characteristics of the schools. Another part analyses the territory in which the schools are located, their capacity, diversity of students, especially weather there are non-Czech speaking or handicapped pupils, or within which time zone the schools are. All schools also support various extracurricular activities, and the thematic group activities. Based on my practical experience from the lectures I pre-set the level of the students and teachers? preparedness in case of extraordinary events within threatening company is low or almost unsatisfactory. Consequently, the respondents undertook 10 test questions. In the practical part of this work, the questionnaire survey was assessed both by means of statistical methods and a thorough analysis of the individual questions answered. To simplify the evaluation, statistical methods were used by means of negating hypotheses of the proposition. In other words, the level of the preparedness will be satisfactory. Subsequent evaluation of the sociological research revealed that the level is satisfactory at all schools. In general, both students and teachers achieved overall pleasing results. The results of the survey will be provided to the Fire Rescue Service of the Pardubice Region to utilize them to streamline all the activities related to the education of students of the surveyed schools.

The aim of my thesis on the subject of "The Assesment of the number of the population in the South Bohemian region Applying to the Unpremediated Particular Protection in the Exceptional Case of the Release of Dangerous Substances" is to judge the informational margin about individual protection of the inhabitants in the South Bohemian Region, the standardizated equipment of protection and improvised equipment of protection, and about the possible risk of dangerous substances leakage in the place of their living. This information, which has been obtained by means of questionnaires, shall demonstrate how many people are going to use improvised individual protection and how many people are going to use standardizated equipment for protection in the case of extraordinary events with the escape of dangerous substances. In the description of the current situation, there is an overview of the laws and the establishment of the basic concepts related to individual protection. The practical part deals with the evaluation of these questionnaires that were accidentally distributed to the residents of the South Bohemia Region, and there is also a summary of this information within a comprehensive overview, including the division of the point of view between men and women or among people with different educational backgrounds. Preventative educational work among the population will contribute to higher protection during these extraordinary events regarding the escape of dangerous substances. The aim is to have a decrease in the health hazard and limitations of waste of human lifes. The most important result of my thesis are the findings that 82 % of the inhabitants in the South Bohemian Region are going to use improvised individual protection in the case of necessity.

The diploma thesis is divided into three parts. The first part presents a current situation in South Bohemia describing in detail the community planning documentation. It also attends to local crisis management and protection of the population and its partial activities. In last chapter of the first part I describe integrated rescue system with particular focus on its one of basic elements, The Fire Rescue Service of the Czech Republic. The second part of the thesis concerns research that by means of charts and graphs provides particular results of the questionnaire filled out by managers of the constructions department, department of regional development and by workers of south-bohemian municipal workplaces with extended activities oriented on crisis management. The research is then followed by short empirical statistics. The thesis conclusion shows that the community planning documentation focused on crisis management and protection of the population is processed within the range that can be considered as satisfactory.

Civil protection as well as the protection of the population is a dynamic field which has a deep history in the Czech Republic dating back to the dark time of World War I. The civil protection was first based on the voluntariness principle. The real origin of the civil protection came with Act No. 82/1935 Coll. on the protection and defense against air attacks. The aim of this thesis is to characterize the protection of the population and propose the future direction of protecting of the population through changes or innovations that would strengthen the protection of the population. In the practical part of this thesis is based on the research question: "Has the civil protection transformation established a reliable system that does not require either major changes or minor changes?" The research part of the thesis is based on a qualitative research. The practical part of the thesis is based on a research method "structured interview". The structured interviews were conducted with the experts at the regional level all seven territorial departments of the Fire and Rescue Services of the South Bohemian Region. The conclusion of this thesis (mainly based on the strucutred interviews with the experts) is a statement that by the civil protection transformation was created a reliable system of protection of the population with a minor space for improvement. The fundamental change in the system would be a consolidation of the system legislative into a separate law on civil protection / protection of the population. The current crisis legislation would be subordinate to this Act. Other proposed changes to the protection of the population and its further direction of protection of the population are presented in the section "Conclusion".

Dopady výpadku elektrické energie ve velkých potravinářských podnicích v Jihočeském kraji / Impacts of a power outage in great food - processing companies in South Bohemia countyHÁSKOVÁ, Michaela January 2014 (has links)
Indispensability of electricity in all areas of life, including industry, requires enterprises to be prepared for possible power outages, which would minimize impacts on the population. The aim of this thesis titled "Impacts of a power outage in great food - processing companies in the South Bohemia county" is to analyze possible impacts of power cuts in the awareness system of large food enterprises and to assess the effects it would have on the protection of the population when power outage occurs. To obtain the data for the thesis, I used a qualitative research in the form of structured interviews with employees of five large food enterprises, who are responsible for the given area. SWOT analyse was used to evaluate the interviews and a KARS method was used for the analysis of the most significant impacts of an electric power outage in the system of awareness of enterprises and in the protection of the population. The results of the research revealed a basic fact that electricity outage would mean an immediate interruption of production for the food enterprises in South Bohemia. None of the enterprises surveyed owns a standby electric power source, so the sustainability of the standby energy supply does not exist. This fact is alarming mainly from the point of view of the crisis management, because two of the surveyed enterprises are included in the Crises plan of South Bohemia and implement corresponding measures. An important factor influencing the current state of food enterprises awareness for electricity outage is undoubtedly the fact that there is no legislation in the Czech Republic at the moment, which would impose an obligation for food enterprises to prepare for electric power outages. To increase the awareness of the food enterprises for electricity outage, for example in the form back up power sources, would require considerable investments. I hope that this thesis will serve not only as a study material, but also will be a subject of discussion for food enterprises, presenting a model for a case of electric power outage.

This diploma thesis ``Determining the number of citizens that will be evacuated in the case of a serious, extraordinary event or a crisis situation{\crq}q aims to assess the level of awareness of the residents of the South Bohemia Region about evacuation and those risks in their surroundings, especially to detect just how many people (families) would chose to spontaneous evacuate themselves in the event of an extraordinary event or crisis situation and how many residents would do so with the provision of transport. This information has been obtained by means of questionnaires. In the description of the current situation, there is an overview of the laws and the establishment of the basic concepts related to evacuation. The practical part deals with the evaluation of questionnaires that were distributed to the residents of the South Bohemia Region, and there is also a summary of this information within a comprehensive overview, including the division of the point of view between men and women, and the assessment of these results within the District of South Bohemia Region. Preventative educational work among the population will contribute to the appropriate behaviour during these extraordinary events, which will assist the authorities in providing for the successful accomplishment of this evacuation. These good practices will reduce the health risks of people and will also prevent material and financial loss.

Unfortunately, even today, chemical accidents can happen. To alleviate results or to prepare for protection of humans, extensive knowledge is necessary to estimate the course of a chemical accident. One of the means of accident mitigation are modern modelling programs that will help us to clarify the implications and consequences of the course of chemical accidents. Based on the results of such modelling, different organizational and safety measures (preventive, oppressive, protective, rescue and relief character) can be taken to increase readiness for disasters and especially to reduce vulnerability of population.

In order to preserve its existence since its origination, mankind has had to deal with a variety of adverse effects which have been largely influencing human conduct and behaviour. We become witnesses to events that are identified as exceptional, because they often occur unexpectedly and endanger the lives and health of people. These events cause great damage to property and the environment. They may arise from harmful reactions of forces and phenomena resulting from human activities, from natural forces or from a combination of both. Such events may be floodings, storms, technological accidents with the release of hazardous substances, major road accidents, extensive fires, acts of terrorism. The management of such incidents and emergencies requires the intervention of the Integrated Rescue System. The joint intervention of the components abides by legal standards and internal guidelines. During the intervention of the Integrated Rescue System, a crucial part of the activities is carried out by the Fire and Rescue Units. The diploma thesis deals with the legislation in the field of civil protection and population protection. Information on the history of civil protection and population protection tasks is provided. The administrative territory of the South Bohemian region is characterized. The issue of the Integrated Rescue System and its structure is dealt with. The Fire and Rescue Units are proposed as appropriate to protect the population.

Approved for public release; distribution is unlimited / After defeating the Iraqi military, Coalition Forces spread out across Iraq to stabilize and transition control of the country back to Iraqis. This historical analysis of Mosul, Ramadi, and Samarra studies military operations intended to stabilize these three cities from April 2003 to September 2005. Prior to and after the reestablishment of Iraqi sovereignty, Coalition Forces worked with Iraqi citizens at the local level to reestablish control of the population. In order to achieve this, the counterinsurgent force must understand that when consensus for non-violent political opposition does not exist within the governed populace, coercive measures must be taken to enforce local security. This analysis evaluates the effects of military operations over time and through frequent unit transitions with varying numbers of U.S. and Iraqi security forces. The conclusions gleaned from this analysis are summarized as unit approaches that either achieved control or failed to achieve control at the local level. This study suggests that a distributed lightto- medium equipped ground force operating within urban centers and in continuous close proximity to the population is best able to establish local control and partner with local police and military forces.
