No mundo todo, a importância da defesa das relações de consumo vem obtendo crescimento deveras significativo ao longo dos tempos, juntamente com a evolução das sociedades. No Brasil, vários motivos podem ser apontados para explicar tal fato, sendo que dentre os principais destacam-se os mais recentes, quais sejam: as mudanças nas relações de comércio, com a conscientização de consumidores e fornecedores de bens e serviços acerca de seus direitos e obrigações; a modernização e o aparelhamento dos órgãos estatais com atuação específica na defesa do consumidor (PROCONs, Ministério Público Federal e Estadual, Conselho Nacional de Defesa do Consumidor do Ministério da Justiça); o surgimento de várias instituições não governamentais (ONGs) de defesa do consumidor, criados pela sociedade civil organizada; a entrada em vigor de legislação específica, o Código de Defesa do Consumidor através da lei nº 8.078/90. Uma instituição como o Ministério Público, defensor da sociedade por definição, e mormente após a promulgação da Constituição Federal de 1988, teve ampliada sobremaneira sua incumbência e responsabilidade na defesa dos interesses da população consumidora em suas relações. Desse modo, a presente dissertação propõe-se a descrever e analisar as relações de consumo, tanto no Brasil quanto em outros centros capitalistas desenvolvidos, como os Estados Unidos da América e países da União Europeia. Será relatada e analisada, ainda, a maneira como o Ministério Público Federal executa sua missão constitucional, com a apresentação de alguns casos reais, concretos, que versam sobre a atuação do órgão ministerial na defesa dos consumidores, das comunidades e da ordem econômica. / All over the world, the importance of the defense in the consumption relations has gained a very signficant growth over time, along with the evolutions of societies. In Brazil, several reasons can be pointed to explain this fact, and among the main stand out the most recent, namely: the changes in trade relations, with the awareness of consumers and providers of goods and services about their rights and obligations; modernization and equipment of state agencies with specific actions in consumer protection (PROCONs, Federal Public Prosecution Service, the National Council of Consumer Affairs Ministry of Justice); the emergence of several non-governmental institutions (NGOs) in consumer defense, raised by civil society organization; the entry into force of specific legislation, the Consumer Protection Code by Law No. 8.078/90. An institution as the Public Prosecution Service, defender of society by definition, and especially after the promulgation of the Constitution of 1988, had greatly extended its mandate and responsibility in defending the interests of consumers in their relations. Thus, this paper proposes to describe and analyze the relations of consumption, both in Brazil and in other developed capitalist centers, such as the United States of America and European Union countries. The main goal of this work is the assessment of the selected aspects of the provision of public goods / services on the example of the waste collection in the context of the institutional arrangements in the Czech Republic. In the application part of the thesis the author, at first, focuses on the general development of municipal enterprises in the Czech Republic since 1993 with an emphasis on the period from 2002 to 2012. Furthermore, there was examined the sample of companies with a main activity of the category of 38110 according to CZ-NACE classification Collection of non-hazardous waste in the context of selected financial indicators depending on the legal form of business and ownership. Also, there were statistically analyzed links between indicators. From a geographic point of view, there were examined the variables characterizing the uniformity of the distribution of these enterprises in the Czech Republic.

La mondialisation et l’européanisation impliquent de plus en plus une gestion à un niveau régional et local des marchés du travail transfrontalier. Dans ce cadre, le projet Interreg « travail sans frontière » Rhône-Alpes/Piémont constitue un laboratoire interrégional de la construction européenne du marché du travail. La coopération des services publics de l’emploi et de leurs acteurs, issue d’un modèle centralisé pour la France et décentralisé pour l’Italie, participe à la construction sociale du marché du travail Rhône-Alpes/Piémont. C’est à travers une sociographie et une modélisation de ce marché du travail que sont mises en exergue les logiques d’actions singulières des institutions et de leurs acteurs. Le marché du travail Rhône-Alpes/Piémont est spécifique, de part l’héritage dynamique qui l’a produit, les structures actuelles qui le portent et les perspectives de développement que lui offre sa position transfrontalière. La spécificité de l’espace frontière créé dans le cadre de ce type de coopérations se nourrit de la complexité des maillages institutionnels et de la non harmonisation des services publics au niveau européen. Le modèle fourni par l’analyse repose sur une quadruple hypothèse : c’est un marché des professions, un marché de service public, un marché transfrontalier et un marché transitionnel. Le modèle ainsi élaboré est spécifique et peut être transposé à d’autres systèmes. / Globalization and Europeanization are involving a more local management for the cross-border labour market. In this framework, the Interreg project between Rhone Alpes and Piemont called “working without borders” is a real interregional laboratory for the european labour market construction. The public employment services cooperation and their actors steming from a centralized model in France and from a decentralized one in Italy are participating in the social construction of the Rhone-Alpes - Piemont labour market. This is through the labour market modeling and sociografy that are pointed up the peculiar processes of the different institutions and of their protagonists. The Rhone Alpes-Piemont labour market is very specific one, due to the dynamic heritage which created it, the current structures bearing it and the expansion prospects that its cross border position enables. The specificity of the border space created in the framework of this type of cooperations is fed by the complexity of institutional meshings and the lack of synchronization of public utilities on the european field. The model provided by the analysis relies on a quadruple assumption: this is a market of professions, a market of public utilities, a transborder market and a transitional market. Consequently, this model is specific and can be transposable to any other system.

User participation is often excluded in public e-service development, mainly due to lack of resources. It is difficult to identify the users of a public service when it consists of an entire municipality. Selecting citizens to be a part of a development project may not seem interesting to a citizen. Citizens feel that they do not have the time or knowledge to be a part of a development project. There is however a user participation approach where the users are represented by personas. A persona is a compilation of users presented in a fake character. By using personas, the citizens can be part of a development project without being present. This study presents the usage of personas as citizen representatives in a public e-service development project. The personas are compiled of information about the target group.A development team in a small Swedish municipality is developing a public e-service. In a small part of the development the project team was handed three personas that represented the target group. The team members were then interview about the usage of personas as citizen representatives. A qualitative research method was applied to research the usage of personas in public services.The personas were used as citizens representatives and helped the development team understand the target group. It is easier to create a valuable e-service when the citizens are included and their needs are considered. By creating personas based on the target group the citizens do not have to be included in the development process. It can be seen as more interesting by the citizens to be a part of a personas rather than to be part of a project team and attend meetings.

Medical records management practices in public and private hospitals in Umhlathuze area, South Africa

A dissertation submitted to the Faculty of Arts in fulfilment of the requirements for the Degree of Masters (Information Science) in the Department of Library and Information Studies at the University of Zululand, 2017 / This study investigates the different medical records management regimes within public and private hospitals in the Umhlathuze Area, KwaZulu-Natal Province, South Africa. The study made a comparison and examined whether the current management practices support service delivery in the context of the Batho Pele principles. In doing this, the study reviewed extensive literature on records management standards and theories, legislative framework of medical records in order to establish the extent of the level of compliance to the set regulatory framework in the management of medical records in South Africa. It also assessed the depth of the integration of ICTs in the management of medical records in South Africa. The targeted study sample in both the public and private hospital was 193. Of these, only 180 responded and this represented a respondent‟s rate of 93.5%. The study was largely a quantitative research. The study adopted a survey research design and used multiple forms of data collection techniques such as structured questionnaires, observations and document review. Quantitative data collected was analysed to obtain some descriptive statistics while qualitative data was analysed using content analysis to derive particular themes pertinent to the study. The two sets of results were compared and contrasted to produce a single interpretation and then conclusions were drawn. The study findings established that the records management practices in both hospitals were not well entrenched thus undermining quality health service delivery. This was evidenced by lack of awareness and existence of the records management policies and procedures manual; lack of adherence records management standard; lack of security measures, with rampant cases of missing files, folios and torn folders; delays in access and use of records; lack of an elaborate electronic records management programme and low levels of skill and training opportunities in records management. The use of paper records is still dominant in the public hospital; while the electronic medical record system was in place in the private hospital with some degree of success even though implementation challenges continue to exist. The integration of ICTs in the management of medical records was more evident in the private hospital while the public hospital continues to be underfunded undermining the current capacity for effective medical records management. The role of accurate, reliable and trustworthy medical records in the ii | P a g e context of quality health service delivery in accordance with Batho Pele principle in both hospitals remains problematic. In order to enhance the role of medical records for quality service delivery, the study recommended that a regulatory framework for records management should be developed and implemented in both hospitals. It is also recommended that more technical and human resource capacity is required in the public hospital to help speed up the services to its user while the private hospitals need to entrench their evolving capabilities in medical records management. The study further recommends that training around records management should be provided to all staff that deal with medical records management in both hospitals.

Do Public-Good Oriented Courses In Independent Schools Nurture The Development Of 21st Century Skills In High School Students?

Indiana University-Purdue University Indianapolis (IUPUI) / Education is among the industries shifting today to answer evolving global needs and opportunities. Influential organizations and thought leaders are calling for reimagining of teaching and learning. To prepare students for college and professions, an increasing number of K-12 independent schools are beginning to focus on deep learning experiences and building key “21st century skills” and competencies. These schools are also interested in their public purpose both as institutional citizens of their local communities and to connect their students to local and global communities. These connections provide students with an authentic context for application of learning and for community contribution. There is also now an opportunity to coordinate curricular goals with developmental goals related to students’ social-emotional growth and social responsibility. This study used online surveys taken by students and their teachers to explore whether high school courses with public good themes and experiences in independent schools nurture the development of 21st century skills in students. The eight skills studied were: Critical thinking, collaboration, communication, creativity and innovation, self-direction, global connections, local connections, and the use of technology. The skills were measured through frequency ratings of forty-eight classroom practices. Findings show that both students and teachers believe these courses do nurture each skill – some with greater emphasis. Students reported critical thinking, communication, self-direction and making local connections as the skills most learned in their courses, while teachers reported that students most learned these same skills with the addition of collaboration. Teachers use a number of practices in the classroom to develop 21st century skills and most students found the practices relevant to their course.

The Swedish public employment service is an agency controlled by the government which under a long time has been criticized. Therefore the government decided to implement market solutions with the aim to reach a better agency for unemployed and employers. Furthermore, this has included a change for the employees at the agency when some of the tasks will be handled by independent companies as well as other organizations. The phenomenon where independent companies and other organization will be included is called a quasi-marketization. With this background I do wonder what will happen to the employees profession at the agency when a big part of the tasks will be handled by independent companies and other organizations. How will the quasi-marketization manifest itself in the profession?  To examine this 7 interviews with employees at the Swedish public employment service have been accomplished. To be able to investigate the above question, Freidson and his theory about professionalism as a thrid logic have been used. The study then shows that the profession has been through a big change which includes more legal repsonsibility, less work with unemployed people, some competencies and skills that are not necessary, limited autonomy and less sense of participation.  Moreover what does this entail for the professionalism of the employees? The study shows that a profession which does not match the expectations has been formed. The employees mainly want to work with interpersonal contact, which is increasingly abolished.
