Maximising impact : connecting creativity, participation and wellbeing in the qualitative evaluation of creative community projects

The evaluation of creative participatory community projects remains a controversial issue in politics, policy and the arts, its focus sharpened by the reality or rhetoric of austerity. Despite the recent plethora of policy documents and reviews there is little consensus about how projects should be evaluated or what constitutes good evidence about the impact on individual and collective wellbeing of ‘being creative’. This research set out to develop and trial feasible and effective evaluations for small to medium sized projects in the West Midlands of the UK based on field research into how impact is produced. Through mainly qualitative research in diverse contexts it was able to identify a range of conditions in projects reflecting the interrelationship of creativity and participation in which positive impact could be maximised. The research sought to theorise the impact of these conditions using elements of Actor Network Theory and Freire’s concept of praxis, concluding that impact is likely to be incremental, partial and non-linear. Central to this theorisation was the synthesis of evidence about the impact of creativity and embodied making on thinking, affect and a sense of agency, with ideas about how people change, producing a new evidence-based theory of change. In a practice-led approach, new creative methods were trialled in which data produced by participants had aesthetic as well as communicative value and the evaluation process itself contributed to positive impact. While it was possible to evaluate aspects of this impact through episodic interventions, field trials showed that it was more effective to develop a systemic evaluation strategy. Such a strategy needed to be participatory and integrated into project planning, in order to respond to the stochastic systems creativity inevitably provokes. This proved to offer two advantages: the potential to engage many stakeholders, not just as respondents but also as agents actively defining and measuring evaluation outcomes; and the potential for reflection about impact as process rather than outcome. These findings were then implemented in a number of projects, including trials of the Arts Council UK’s developmental Children and Young People’s Quality Principles. The method has been identified as ‘improving the conversation’ amongst partners, stakeholders and artists who can re-position themselves as active agents of evaluation rather than mere respondents, using the tropes, practices and materials of their own professional practices.

Para tanto, foi realizado um estudo de caso múltiplo em empresas da indústria calçadista e insumos. Como forma de atribuir as associações desejadas, foram realizadas entrevistas e análises de conteúdo e de correspondência. A análise de conteúdo apresentou evidencias de relacionamento entre diversas barreiras citadas na literatura e validadas pelos gestores, com falhas no entendimento dos princípios da qualidade. A análise de correspondência corroborou com esses indícios, sendo possível traçar um plano adequado para minimizar falhas na implantação de um sistema de gestão da qualidade, no que tange às barreiras encontradas previamente. A contribuição deste trabalho se dá, principalmente, em agregar as discussões existentes na literatura, sugestões de associação entre barreiras na implantação de um sistema de gestão da qualidade e princípios da qualidade. Assim, ao ser implantado na prática, os gestores da qualidade poderão identificar no perfil dos seus funcionários as potenciais barreiras, e minimizá-las a partir da adequada compreensão dos princípios durante a fase de treinamento. / The main objective of this work is to identify the association between the barriers encountered in the implantation of quality management systems and the failures to understand the guiding principles of quality management. For that, a multiple case study was carried out in the footwear industry and supplies. As a way of assigning the desired associations, interviews and content and correspondence analyzes were carried out. The content analysis presented evidence of relation between several barriers cited in the literature and validated by managers, with failures in understanding the principles of quality. The correspondence analysis corroborated these indications, and it is possible to draw up an adequate plan to minimize failures in the implantation of a quality management system, in relation to previously encountered barriers. The contribution of this work is mainly to aggregate the existing discussions in the literature, suggestions of association between barriers in the implantation of a quality management system and principles of quality. Thus, when implanted in practice, quality managers will be able to identify potential barriers in the profile of their employees, and minimize them from a proper understanding of the principles during the training phase.

Kvalitetsarbete inom ett industriföretag : Struktur för ett företagsanpassat ledningssystem utifrån ISO 9000:s kvalitetsprinciper / : Structure of a corporate adapted management system based on ISO 9000's quality principles

The purpose of the thesis is to identify how a structure for a management system can be designed for a small industrial company based on the seven quality principles that are described in ISO 9000:2015 – fundamental concepts and principles of quality management. The aim of the thesis is to map the reference company's current situation and analyse the gap between the current situation and the quality principles. The thesis also aims to create a plan for the implementation, control and stabilisation of the proposed structure for a management system within the chosen industrial company. The theoretical selection is based on total quality management and the seven quality principles defined in ISO 9000. The case study is carried out via a qualitative strategy, where qualitative data contributes to formulating assumptions and hypotheses. Quantitative tools such as survey and self-assessment are used to identify the reference company's current situation. Qualitative tools such as document review, observations, a focus group and a group interview are used to investigate the studied phenomenon in the company more thoroughly. The study concludes that the company's current quality work is not based on any systematic working method or clear customer focus. The culture within the company is characterized by a commitment to work with quality, but the company lacks a structure to do this. The proposed structure for a corporate adapted management system is based on the process-based system model, which has been modified to include definitions of the company's risks and opportunities and the management's review. A plan for the implementation, control and stabilisation of the proposed structure is compiled and introduced in the company's reviewed strategy for work with quality. The plan's cyclical design reinforces the recurring improvement work based on the iterative four-step management method that is used for control and continuous improvement of processes and products. / Författarnas syfte med examensarbetet har varit att identifiera hur en struktur till ett företagsanpassat ledningssystem kan utformas i mindre industriföretag, utifrån de sju kvalitetsprinciperna som definieras i ISO 9000. Målet med examensarbetet har varit att kartlägga referensföretagets nuläge och analysera gapet mellan nuläget samt kvalitetsprinciperna. Målet har även varit att redovisa en plan för genomförande, uppföljning och säkring av den föreslagna strukturen för ledningssystemet inom det valda industriföretaget. Det teoretiska urvalet har sin utgångspunkt i det offensiva kvalitetsarbetet och de sju kvalitetsprinciperna som definieras inom ISO 9000. Fallstudien har genomförts via en kvalitativ strategi, där kvalitativa data har bidragit till formulering av antaganden och hypoteser. Författarna valde att använda kvalitativa verktyg såsom enkätundersökning och självskattning för att identifiera referensföretagets nuläge. Tillämpning av kvalitativa verktygen såsom dokumentgranskning, observationer, fokusgrupp och gruppintervju möjliggjorde en mer djupgående undersökningen av det studerade fenomenet. De slutsatser som författarna har kommit fram till är att företagets nuvarande kvalitetsarbete inte utgår ifrån något systematiskt arbetssätt eller ett tydligt kundfokus. Kulturen inom företaget kännetecknas dock av en vilja att jobba med kvalitet men det saknas en struktur för detta arbete. Författarnas föreslagna struktur för det företagsanpassade ledningssystemet bygger på den processbaserade systemmodellen (PBSM) som har modifierats till att omfatta definitioner av företagets risker och möjligheter samt ledningens genomgång. En plan för genomförande, uppföljning och säkring av den föreslagna strukturen har sammanställts och införts i företagets reviderade strategi för det interna kvalitetsarbetet. Planens cykliska utformning förstärker det återkommande förbättringsarbetet utifrån PDCA-cykeln.
