Essays on fiscal and monetary policy in open economiesKabukcuoglu, Ayse Zeyneti 01 September 2015 (has links)
In the first chapter, I quantify the welfare effect of eliminating the U.S. capital income tax under international financial integration. I employ a two-country, heterogeneous-agent incomplete markets model calibrated to represent the U.S. and the rest of the world. Short-run and long-run factor price dynamics are key: after the tax reform, post-tax interest rate increases less under financial openness relative to autarky. Therefore the wealth-rich households gain less. Post-tax wages also fall less, so the wealth-poor are hurt less. Hence, the fraction in favor of the reform increases, although the majority still prefers the status quo. Aggregate welfare effect to the U.S. is a permanent 0.2 % consumption equivalent loss under financial openness which is 85.5 % smaller than the welfare loss under autarky. The second chapter aims to answer two questions: What helps forecast U.S. inflation? What causes the observed changes in the predictive ability of variables commonly used in forecasting US inflation? In macroeconomic analysis and inflation forecasting, the traditional Phillips curve has been widely used to exploit the empirical relationship between inflation and domestic economic activity. Atkeson and Ohanian (2001), among others, cast doubt on the performance of Phillips curve-based forecasts of U.S. inflation relative to naive forecasts. This indicates a difficulty for policy-making and private sectorâs long term nominal commitments which depend on inflation expectations. The literature suggests globalization may be one reason for this phenomenon. To test this, we evaluate the forecasting ability of global slack measures under an open economy Phillips curve. The results are very sensitive to measures of inflation, forecast horizons and estimation samples. We find however, terms of trade gap, measured as HP-filtered terms of trade, is a good and robust variable to forecast U.S. inflation. Moreover, our forecasts based on the simulated data from a workhorse new open economy macro (NOEM) model indicate that better monetary policy and good luck (i.e. a remarkably benign sample of economic shocks) can account for the empirical observations on forecasting accuracy, while globalization plays a secondary role. / text

The thesis is divided into the theoretical and the practical part. The theoretical part consists of three chapters, the first is devoted to familiarization with the problems of homelessness. I deal with the social aspects of this phenomenon, such as social exclusion and associated problems of social inclusion in the second chapter. The final chapter discusses the possibilities of assistance directed at homeless people. The practical part includes qualitative research where I try by means of ten case studies to bring the fate of homeless people who seek the services of institutions, where they can find qualified help in solving a wide range of problems that may be the cause of their present situation. By analyzing data, I try to figure out what is behind the possible success or failure of such persons in the pursuit of social inclusion.

The presented work examines the special characteristics of electricity produced by the wind as a renewable resource into which considerable hopes are being placed. Production of electricity from wind, as well as from other renewable sources, is a subject of many legislatively enshrined preferential rules. These subsidies and regulatory provisions help the energy producers but represent additional costs to every final customer and tax payer. The aim of this work is to analyse the key arguments of wind energy advocates, which are 1) economic advantage of this production due to zero costs for 'fuel' and 2) negligible burden on the environment due to zero carbon dioxide emissions. The work takes into account all aspects of wind energy production, including their financial and extra-financial implications, and shows their indefensibility in economic terms and in terms of environmental protection. Besides, I have attempted to identify institutional aspects and forms of government which is known to give interest groups a chance to succeed in their rent-seeking activities and as a result allow prosperity of the above-mentioned ineffective energy production. Attention is also paid to the observation that, given the specific technological features of electricity production from the wind, it is not possible to fully apply the conclusions of a traditional theory of economic regulation onto the current position of key players in the electricity market.

Previous issue date: 2012-02-24 / This piece of work aims to answer the two following questions: are consortia regional arrangements capable of carrying out policies to fight inequality? Are consortia capable of thinking inter-municipal governance from the redistribution context? Considering that Brazil is one of the most unequal countries, the study sought to deepen the practical debate about inequality and search for ways - from sub-regions - to implement redistributive policies. The inequality discussed here approaches different dimensions considering not only the income perspective, but also the access to public services (health, education, housing), the inequality between municipalities (size, resources, population) and the geographical one. The redistributive policies are based on the work of the North American author Theodore Lowi, who created a model to distinguish distributive, regulatory and redistributive public policies based on the impact in the society and on the spaces for negotiation of conflicts. Experiences of redistributive policies applied to the actual Brazilian context are also discussed. Respecting the fact that the Federal Government has an important role in the implementation of redistributive policies, this piece of work has attempted, nevertheless, to comprehend the role of local governments in the reduction of inequalities. The object of analysis of this research are inter-municipal consortia, ‘organisations resulting from the willingness of significant political actors of different municipalities (mayors) to cooperate aiming to solve problems related to a specific thematic or sector’ (CALDAS, 2008). Brazilian consortia are arrangements for local and regional management and inter-municipal cooperation which have become institutionalised before the creation of a specific legislation (Law 11.107/05), characterising an inter-organisational structure that had already been consolidated. The methodology chosen was the study of four consortia in the field of development and health. The choice for these fields of action is justified by the fact that development is widely debated as a path to reduce poverty and health is the most advanced field of debate around equity in Brazil. The Vale do Paranapanema Inter-municipal Consortium (CIVAP) and the Vale do Ribeira Inter-municipal Consortium (CODIVAR) are both located in the State of São Paulo, were both created in 1980 and are among the first development consortia encouraged by the then-State Governor André Franco Montoro (1983-1986). The Production and Supply Intermunicipal Consortium (CINPRA) is located in the State of Maranhão, near the state capital. Created in 1997, it aims to stimulate the regional development from small rural producers. The Alto São Francisco Health Inter-municipal Consortium (CISASF) is the first inter- municipal consortium for health created in the State of Minas Gerais (in 1983) and seeks to decentralise and increase the services of specialised healthcare. One concludes that consortia are tools that empower municipalities to increase the access of the population to public services and, as a result, to improve the life quality of people with more equity and are also capable of implementing quasi-redistributive policies, once that their actions benefit a large group of society, but their costs are not originated from another specific social group, but from an entire region. Finally, one should complement that consortia will only consider this inter-municipal governance from a perspective of maturity of mayors and technicians involved in consortia, process that should be induced by federal or state governments. / Este trabalho objetiva responder a duas perguntas: será que os consórcios são arranjos regionais possíveis de efetivarem políticas de combate à desigualdade? Serão os consórcios capazes de pensar a governança intermunicipal, a partir da redistribuição? Como o Brasil é um dos campeões de desigualdade, procurou-se aprofundar a discussão prática da desigualdade e procurar caminhos a partir das sub regiões de se implementar políticas redistributivas. A desigualdade discutida aqui aborda várias dimensões, não se restringindo apenas ao ponto de vista da renda, mas considerando também o acesso a serviços públicos (saúde, educação, moradia), a desigualdade geográfica e entre municípios (tamanho, recursos, população). As políticas redistributivas são baseadas no autor norte-americano Theodore Lowi, que criou um modelo para distinguir as políticas públicas distributivas, regulatórias e redistributivas a partir do impacto na sociedade e do espaço das negociações dos conflitos. São discutidas ainda experiências de políticas redistributivas aplicadas à realidade atual brasileira. Respeitando que o governo federal tem um papel importante na implementação de políticas redistributivas, este trabalho procurou, no entanto, compreender o papel dos governos locais na diminuição das desigualdades. O objeto de análise da pesquisa são os consórcios intermunicipais, ‘organizações resultantes da disposição de cooperação dos atores políticos relevantes de diversos municípios (prefeitos) que decidem cooperar entre si para resolver problemas relativos a um tema ou a um setor específico’ (CALDAS, 2008). Os consórcios no Brasil são arranjos de gestão local e regional e de cooperação intermunicipal que se institucionalizaram antes da legislação criada (Lei 11.107/05), caracterizando uma figura interorganizacional já consolidada. Metodologicamente, foram realizados estudos de quatro consórcios nas áreas de desenvolvimento e saúde. A escolha destes temas de atuação dos consórcios se justifica porque o desenvolvimento é amplamente debatido como caminho para a redução da desigualdade e a saúde é o campo no Brasil onde a discussão sobre equidade está mais avançado. O Consórcio Intermunicipal do Vale do Paranapanema (CIVAP) e o Consórcio de Desenvolvimento Intermunicipal do Vale do Ribeira (CODIVAR) estão no Estado de São Paulo, foram criados na década de 1980 e fazem parte dos primeiros consórcios de desenvolvimento que o então Governador André Franco Montoro (1983-1986) estimulou no Estado. O Consórcio Intermunicipal de Produção e Abastecimento (CINPRA) está localizado no Maranhão, na região da capital. Criado em 1997, tem como objetivo estimular o desenvolvimento regional a partir dos pequenos produtores rurais. O Consórcio Intermunicipal de Saúde do Alto São Francisco (CISASF) é o primeiro consórcio intermunicipal de saúde criado no Estado de Minas Gerais (em 1983) e tem como proposta a descentralização e a ampliação do atendimento dos serviços especializados de saúde. Conclui-se que os consórcios são instrumentos que potencializam os municípios para ampliar o acesso da população a serviços públicos e, consequentemente, a melhorar a qualidade de vida das pessoas com mais equidade e são capazes de implementar políticas quase-redistributivas, uma vez que suas ações beneficiam um grupo muito grande da sociedade, mas o custo não se origina de outro grupo social específico, mas de toda uma região. Finalmente, cabe complementar que os consórcios só pensarão esta governança intermunicipal a partir de um processo de maturidade dos prefeitos e técnicos envolvidos com os consórcios, que deve ser induzido pelos governos federal ou estadual.

Changing agrarian labour relations in Zimbabwe in the context of the fast track land reformChambati, Walter S. S. 10 1900 (has links)
This thesis examined the evolution and transition of agrarian labour relations in the
aftermath of Zimbabwe‘s radical land redistribution, which reconfigured the agrarian
structure in terms of landholdings, production practices and labour markets from
2000. Despite the importance of agrarian labour as source of livelihood for the largely
countryside based population, insufficient academic attention has been paid to its
evolution following the land reforms. Specifically, the issues overlooked relate to the
mobilisation, organisation and utilisation of wage and non-wage labour against
background of the changed land ownership patterns, agrarian policies and macroeconomic
conditions.
Historical-structural approaches rooted in Marxist Political Economy informed the
analysis of the new agrarian labour relations since in former Settler colonies such as
Zimbabwe these were based on a historical context of specific land-labour utilisation
relations created by land dispossession and discriminatory agrarian policies during the
colonial and immediate independence period. Beyond this, gender issues, intrahousehold
relations, kinship, citizenship and the agency of the workers were taken
into account to understand the trajectory of labour relations.
Detailed quantitative and qualitative empirical research in Goromonzi and Kwekwe
districts, as well as from other sources demonstrated that a new agrarian labour
regime had evolved to replace the predominant wage labour in former large-scale
commercial farms. There has been a growth in the use of self-employed family farm
labour alongside the differentiated use of wage labour in farming and other non-farm
activities. Inequitable gender and generational tendencies were evident in the new
agrarian labour regime. The new labour relations are marked by the exploitation of
farm workers through wages that are below the cost of social reproduction, insecure
forms of employment and poor working conditions, while their individual and
collective worker agency is yet to reverse their poor socio-economic conditions.
Various policy interventions to protect their land and labour rights are thus required.
The study shed light on the conceptual understanding of agrarian labour relations in
former Settler economies, including the role of land reforms in the development of employment, and how the peasantry with enlarged land access are reconstituted

Redistributive Non-Dissipative Battery Balancing Systems with Isolated DC/DC Converters: Theory, Design, Control and ImplementationMcCurlie, Lucas January 2016 (has links)
Energy storage systems with many Lithium Ion battery cells per string require sophisticated balancing hardware due to individual cells having manufacturing inconsistencies, different self discharge rates, internal resistances and temperature variations. For capacity maximization, safe operation, and extended lifetime, battery balancing is required. Redistributive Non-Dissipative balancing further improves the pack capacity and efficiency over a Dissipative approach where energy is wasted as heat across shunt resistors. Redistribution techniques dynamically shuttle charge to and from weak cells during operation such that all of the stored energy in the stack is utilized. This thesis identifies and develops different balancing control methods. These methods include a unconstrained optimization problem using a Linear Quadratic Regulator (LQR) and a constrained optimization problem using Model Predictive Control (MPC). These methods are benchmarked against traditional rule based (RB) balancing. The control systems are developed using MATLAB/Simulink and validated experimentally on a multiple transformer individual cell to stack topology. The implementation uses a DC2100A Demo-board from Linear Technology with bi-directional flyback converters to transfer the energy between the cells. The results of this thesis show that the MPC control method has the highest balancing efficiency and minimum balancing time. / Thesis / Master of Applied Science (MASc)
